falling concrete had hit their car. traffic was stopped dead. some eastbound drivers even turned around on the span creating more chaos. a look at some of the concrete that did fall. these were pictures shared by the highway patrol. it is a fairly sizable chunk there. want to take another live look at the bridge from sky 7, traffic started flowing in each direction, they were opening up one lane above, within lane below around 2:30 and they said that all six lanes could open by 6:00. but just a couple mikooucouplee that changed because more conditico concrete is falling. laura anthony is on the scene. so what is the latest? >> reporter: we're live here at the toll plaza, we're on the eastern edge of the span. we just ladhad a press conferen about a half hour ago it tell us

that they had reopened one lane in each direction. there are still cars traveling through toll plaza going westbound as we're speaking, but as i was standing here getting ready to come on with you guys, chp officer pulled up in a hurry and yelled to all of us that they were going to close it again. they are going to close this bridge again because as he said, it is still happening. "it" is the concrete is still falling. we can also show you new video we've obtained within the last few minutes of this section of the bridge where the con kreetd is falling. this is the lower deck eastbound. it happened, it started happening this morning when a motorist called 911 and said a big chunk of concrete had hit his car, his or her car, on their way to the airport. they didn't stop to have the vehicle inspected because they were trying to catch a flight. fortunately no one was injured. now let's show you some video from earlier today when the

bridge was closed down entirely in both directions after that 911 call. it was closed about 11:00 this morning. first the eastbound lanes, then the westbound lanes. traffic was backed up for miles in both directions. at one point we saw from sky 7 people were trying to back up, they were trying to turn around on the freeway at 2:30 or so. again, we heard from the chp, and let's hear about how it all started. >> around 10:35 this morning, we received a 911 call from a driver stating that as they were going eastbound, a large chunk fell and hit their car. they reported to us that they had sustained major damage, however they were on their way to the airport so they did not stop to take a report or let us inspect any of the damage. >> it was actually pretty surreal. kind of scary, but you hear all the traffic going on up on top and you're wondering if something is going to fall down

on you. >> reporter: and we're back live here at the toll plaza, you can still see some folks going through the toll plaza. but again, at this point we just got word from the chp, he drove up and said we're closing it again. it is happening again. that is it, the concrete is still falling. we had just heard a half hour ago from district 4 spokesman who told us that they were reopening one lane in each direction because inspectors had deemed the bridge safe. apparently that is not the case noud because now they are saying that the concrete continues to fall and expect the bridge to be closed in both directions. again just in time for the evening commute. live on the richmond san rafael bridge, laura anthony, abc 7 news. >> it will be a travel nightmare for some people. thank you, laura. and it all began with pieces

of concrete, small pieces that just created a huge mess. >> wayne freedman is joining us live right now, wayne, where are you as we with speak? >> reporter: well, i'll tell you, a few moments ago, three minutes ago, we were about to get on the richmond bridge to see how long it would take to cross under one lane. as we entered the approach right at san quentin prison, up went the barricades, highway patrol says it has fallen again. this is the frontage road that had been leading to the san quentin exit from the san rafael side. so we have a long line of cars here. we're now heading the other direction. the problem, they just cleared it, now they got all these cars on it and now they have got it cear it again perhaps. let's show you a little bit of what it was like earlier today. the infrastructure we take for granted until we lose it. >> the bridge is closed completely both ways. >> reporter: you are looking at

one of commuter hell, the end of the line where eastbound dreams turn left into certain gridlock below. >> unfortunately, this is going to be a pretty big mess. >> i live in hayward, california. >> how are you going to get home? >> whatever google tells me to do. >> reporter: based on previous experiences, a richmond bridge shutdown impacts traffic everywhere else, it is more than a small glitch in the routine. it is hours of reroutes and missed flights and procetracted commuter situation, a fluid situation. >> we're doing the best that we can to be ahead of the curve and try alternates to keep traffic flowing. but there is only so many places that you can put so many are cars at one time. so we would just ask that people use a large amount of patience.

. >> reporter: and a large amount of impatience. all of those cars trying to get eastbound having heard that it is reopened, now it is not reopened. there is the sir francis drake boulevard exits where we're getting off the freeway right now. so what had been a mess became a little less of a mess and then as we tried to time the mess, it closed and now it seems to be an even bigger mess because we're in the mid of rudle of rush hou. as we said, it is a fluid situation. right now it is a solid immobile not moving frozen fluid situation. live in san rafael, wayne freedman, abc 7. >> back to being a big mess. at least wayne is moving. but the lane closures as you have created a video of the ba highway 37 and you can see cars

were and are going to be backed up for many miles. >> the closure clogged clogged g on 10 at t1 at the 580 junction. these have been the most popular stories on abc7news.com all afternoon. and another live look from caltrans and you can see the cars that are backed up on the lower deck. let's check in with francis for a look at the traffic which that has to be a nightmare. >> yeah, this will have a domino effect on the entire bay area commute this evening. here is live okay of the richmond san rafael bridge. we are hoping that -- i saying it is closed, and traffic is backed up at least a mile. now, westbound traffic was fine earlier, but you can see because they will close it again and there is no estimated time of reopening, it will have a huge impact on the bay area because a

lot of folks will be heading to the bay bridge as a backup and eastbound is also already slow and heavy for the normal commute. and highway 37 has just been a mess. it is crawling at 2 miles to 5 miles per hour eastbound approaching sears point. it does pick up westbound slow on 37 leaving american canyon. so again, richmond san rafael bridge is now closed, highway 37 heavy at well. so the bay bridge is slow eastbound as a possible alternate. and because this closure will be in place for a while, if you are thinking about taking mass transit, b.a.r.t. would be a great alternate or consider the san francisco bay ferry. we'll keep you posted because this might even affect tomorrow morning's commute. >> that's going to be a nightmare. if you think tonight is bad, wait until tomorrow morning. but we'll see if they can get the situation resolved. this is a look at sky 7, the view from sky 7, and you can see the bridge there off in the distance. and no cars moving.

we lost the signal, but you get the idea this will be a problem for quite a while. we'll uses abc news 7 7 7 7 know about news like this and how it impact your commute. you can customize it so you get only the alerts that you want. and now the other major story, the aftermath of the gas line rupture and explosion. an eight person team from the national transportation safety board is heading here to investigate the fire which damaged five buildings and forced the evacuations of homes and businesses. officials blame the rupture on a crew hired by verizon to install new underground fiberoptic line on geary boulevard. it took pchlg&e more than two hm to turn off the gas. amazingly no one was injured and that includes the eight person crew installing that fire optic

line. let's head to melanie woodrow who is live near the site where the gas leak began. what have you learned today? >> reporter: pg&e says repairs to the gas plin are complete their focus is on removing water and debris from the line so they can reinitiate the gas service. as you mentioned, the national transportation safety board has a go team on their way here to investigate. and meantime people that live and work in this area are picking up the pieces. this cellphone video -- >> i heard a loud hissing sound that sounded like a flame thrower and i look around the corner and it was just a big vortex fire.rig it was like what is going on. >> reporter: pg&e says a third party engineering firm breached a 4 inch gas distribution line and that they had a valid underground service alert ticket.

verizon hired the third party engineering firm to install fiberoptic cables. pg&e responded to the area and properly marked the underground lines. and those markings were captured with photo documentation. >> it just seems like something wrong that this could happen. >> reporter: warren lee is the landlord and owner of a building that is now closed due to shattered window, water damage and no power. he says tenants in four units have to stay elsewhere. >> all things considered, i've been pretty lucky that the building is still standing unlike the one across the street. >> reporter: that building home to hong kong 2 restaurant. and medicl's diner manager took this photo. >> i heard a big explosion. >> reporter: he says customers scattered to the opposite side of the restaurant. >> everybody say wow. >> reporter: mayor breed and

transportation is one of the ways that abc 7 news is trying to build a better bay area, which means we look for solutions or ideas that could make things better. >> right now if you want to cross the bay, you have to drive across the bridge, take b.a.r.t., through the trance bay tube or you can ride a ferry. san francisco bay ferry has ten total docks, a dozen ferries transporting nearly 3 million passengers a year and ridership has doubled since 2012. golden gate ferry services the north bay. >> there could be a new option

though. a hover craft.t.t.t.t.t.t.t. eric thomas joining us with the plans. >> reporter: when you think about hover craft, if your thoughts turn to james bond, the bay area council of public policy organization would like you to think again. bay area council officials checked out this hover craft ferry in a fact finding trip to england last year and they think the same thing could work on san francisco bay. >> it is a lot like riding on a ferryboat, but less of the up and down stuff. it is a little more of a jiggle. but a very similar experience. >> reporter: except faster. up to 30% faster than the swiftest catamaran ferries operating on the bay. hover craft would also be less noisy especially to fish, but since they travel on a cushion of air, you wouldn't have to dredge sensitive mud flats and other shallows for docks.

overnight. it is 53 in san francisco right now, 55 in oakland. 52 at half moon bay. and this is the view from mt. tam looking down toward ocean beach. and we have current temperature readings of 52 in sachbts rint livermore 51. and wow, what a view of the western sky from emeryville. my favorite so far. these are the forecast features. next storm arrives tomorrow morning, we'll have a wet pattern that will continue through the weekend and into early next week. and there is a good chance of a wintry mix of snow and rain on sunday, late sunday. snow of course in the higher elevations. overnight, it will be chilly in the north bay and many other inland locations with lows in the upper 30s. the rain will be arriving in little patches overnight. and low temperatures right around the bay shoreline will be mainly in the low 40s. the approaching storm ranks one on the storm impact scale. so for the most part, light to moderate rainfall, but there could be a few isolated downpours. most areas can expect between a

quarter of an inch and an inch of rain. and there is a chance of isolated thunderstorms and breezy coast faal conditions. we'll see a few pockets of light showers along the coastline and that continues until the start of the morning commute. and then we'll see the storm becoming more organized offshore and it will move on shore with greater intensity by about 10:00 in the morning bringing rainfall to all aerreas and once again yellows and oranges indicate heavy downpours. they can be brief but heavy. so the morning commute might be a slow one. and the evening commute will be even slower because the pavement will be wet and it will be still raining. it will wind down ahead of the next wave of rain which comes in on saturday. and that will bring colder air to the north bay and maybe snow in the higher elevations. rainfall potential from the approaching storm, once again it looks like generally a quarter of afternoon inch to an inch.

sad news, major league baseball's first black manager has died. frank robinson was a two sports star in high school, played basketball with bill russell. robins was rooinson was rookie , twice named most valuable player, in 1975 he was the first manager with the indians. and would later manage the giants. in all, robinson spent 63 years in major league baseball. he died in hospice care at his home in bellaire. baseball legend frank robinson, dead at the age of 83.

one lane in the eastbound direction just reopened. westbound lanes though are closed. but things seem to be changing by the minute. chunks of concrete from the upper deck fell on to the lower deck earlier today and it happened all over again about an hour ago forcing caltrans to shut the span down temporarily. caltrans tweeted engineers are conducted more inspections on the bridge. earlier they said the span was safe for drivers but then are more concrete came crumbling down. the bridge closure is disrupting the evening commute as you can imagine. ac transit tweeted this warning for bus passengers that trips will be delayed because of extreme congestion on the bay bridge and elsewhere in the east bay. so what is it like on the freeways and roads right now? let's check in with frances. >> here is a live picture and you can see traffic is being detoured just before you get to the toll plaza. and city streets are also going to get backed up as well through richmond.

so eastbound just one lane reopened right now, traffic is heavy especially in the eastbound direction. in fact it is jammed on city streets eastbound -- or francis drake boulevard is a crawl and also heavy 101 southbound approaching a 580. also a big mess as highway 37, it is standstill traffic all the way up to sears point even westbound traffic is impacted. very slow out of vallejo. surprisingly the bay bridge is slow and go, but nothing horrible. that is more of the typical thing you would see around this time of the evening. but check out these horrendous drive times. eastbound highway 37 from that vat t they v novato to sears point is almost three hours. an if you are heading 580 eastbound san rafael to the closure, it is about an hour and 34 minutes. and of course because this is a hard closure in place especially for the westbound direction, we don't know when it canning

reopened, consider other mass transit operations. b.a.r.t. and san francisco bay ferry. again, we're keeping you posted on this, but the delays could be running well into possibly tomorrow morning. mass transit is certainly going to be the way to go tomorrow morning if you have that option. new developments during and an mossity in san francisco's mission district. we've been covering this story. >> and critics have named the project the monster in the mission. the development would be built at the corner he hakorn ecorner mission next to the b.a.r.t. station. a drone recently flew above the site. >> a walgreen's store currently occupies the site. the building would rise between 5 to 10 stories, this is at 16th and mission, that would include more than 30,000 feet of retail space at street level. the building would also have parking garages on both its

ground level as well as way. . >> and a meeting just got under way. lyanne melendez is there. >> reporter: well, typically these meetings take place at city hall, but the commission wanted a bigger space to listen to the community. and that is why we're here at mission high school. now, this development was proposed back in 2013. but the developer maximus real estate partners have faced very tough opposition from some in the community. the proposal calls for having three new buildings in the area of the 16th street b.a.r.t. plaza. this would bring 331 market value units to the area. one of the buildings would be 10 stories high, that is why it is called monster in the mission. tonight we will hear a new proposal from the developer to create affordable housing at two off site locations. they are looking to sweeten the

deal. >> benefits we think outweigh all of the concerns. safety will improve, crime will go down and there is a chance to bring 650 total new units of housing to the mission with one deal. >> really we don't need more luxury housing in the mission. the community has demanded for years for affordable housing on that site and for other sites. >> reporter: so the new proposal before the planning commission is to allow the developer to build those market value units on 16th and mission. the developer would then donate two other lots to the city so that the city could build up to 306 affordable housing units. now, those two lots are located at mission and 25th and th and d and 23rd. so not close by. opponents say it should be the developer who should build the affordable housing units and not the city.

lyanne melendez, abc 7 news. and the mission is one of the several bay area neighborhoods that is losing minority residents because of rising represents. uc berkeley researchers discovered a 30% increase in median rents corresponds with a 28% decrease in minority households living in those areas. s berkeley team examined census data and other information. researchers found many of the people who leave neighborhoods like the mission are pushed away from the bay area's urban core toward its outer edges and to cities like tracy and stockton. stunt students from five oa high schools will stage a sickout tomorrow to support teachers. the one day like the similar one last week at oakland tech. they plan to march from oakland tech on the district offices. last school year oakland unified
