major headaches for people who needed bridge. cal trans came up with a temporary repair. they put a metal plate over the affected area to keep things from falling. >> right now there's an emergency director's order. what that does is clears away for funds for cal trans to do long-term repairs. the metal plates are a short-term repair. obviously, we can open the bridge now and have it ready for the morning commute. >> reporter: those were happy honks. people are finally getting to cross the bridge when they reopened it. they reopened the westbound lanes around 7:30 and started opening the eastbound lanes. about an eight-hour long shutdown. what a day. cal trans says they will do it again today if they have to. they wvel be from the richmo richmond-san rafael bridge. amy hollyfield, abc 7 news. thank you, amy. alternateloreas highway 37. sky 7 flew over the highway

yesterday. you can see a long line of brake lights as people headed eastbound leaving novato. it took an hour and 40 minutes at one point to get from 101 to sears point. that's about seven miles. reggie, it wasn't just highway 37. >> the traffic problems were felt to san francisco in the financial district. it turned to gridlock. >> my plan is to look at my gps and pray it gets better. >> i have to take one passenger to 20th and him to the airport. it's been 45 minutes on the other side of the street. >> the traffic was so bad in the city, even other modes of transportation, if you wanted to take the cable car, that was temporarily stopped last night because it was so gridlocked. we use the abc 7 news app to keep you updated throughout the day. muck enable push alerts and customize the app so you only get alerts for news where you live.

d.c. arrived in san francisco last night. they're investigating wednesday's explosion at geary boulevard and parker avenue. today they'll interview witnesses and collect evidence. two westbound lanes on geary are closed. parker is still closed to traffic at geary. parole denied for the woman at the center of a dog mauling case. 63-year-old marjorie knoller was convicted of second degree murder after her dogs killed a person in 2001. her brother and former partner were in the courtroom. crying as she read a statement. her parole was denied in part because of behavioral issues in prison. she's eligible in another three years for another parole. he agreed to testify at a house hearing after the judiciary committee dropped the threat of a subpoena. >> they hope to understand hi role in the russia probe. kosarn

with more. >> while he's still the head of the justice department. the clock is ticking as william barr gets one step closer to becoming the new attorney general. >> the showdown between matthew whitaker and democrats ends in a compromise. jerry in addition letter, chairman of the judiciary committee says the hearing is back on this morning. the fallout came after democrats prepared a subpoena just in case whitaker didn't answer their questions. well before the first question had been asked. whitaker, in a statement to the committee, accused them of deviating from protocol. ebs the first cabinet official to appear before congress. it will focus on whitaker's conversation with white house officials, the president and his role in the mueller probe which last week whitaker indicated was coming to a close. >> i've been fully briefed on the investigation. i look forward to director mueller delivering the final

report. >> the house intelligence committee is also launching a sweep investigation into the president, his family, his finances and possible russia ties. the president lashing out in a tweet calling the scrutiny, quote, presidential harassment. when the president appointed him, democrats called on him to recuse himself from the mueller investigation because he has criticized it in the past. it is important to note that there is no evidence that he's interfered in it. mona kosar abdi, abc news washington. the state of louisiana is being stopped from enforcing new regulations on abortion clinics. the state passed a law reuiring abortion providers to have admitting privileges at nearby hospitals. the justices agreed in a 5-4 vote to put the law on nd jujohn rertsoined the decision. leanings regarding abortion in the supreme court.

democrats introduced a com climate change. congresswoman alexandria, owe casio cortez introduced it yesterday. they're calling itfdr. students from at least five oakland high school plan to stage a sickout to support their teachers and protest multimillion dollar budget cuts. it includes students from oakland tech, skyline, oakland high, mclie mons and met west schools. they plan to march starting at 9:00 a.m. to district offices. they staged a similar walkout last week. there's a plan to cut $21 million from the budget. the school district board is scheduled to vote on the proposal next week. teachers it oakland are called.preps in case a strike is they made picket signs at the education office last night. >> 95% have voted to authorize a strike. teachers are asking for a 12% d

and if you're just waking up and joining us, all lanes are open both eastbound and westbound for the richmond-san rafael bridge. of course, that was following the very long closure yesterday due to the chunks of concrete falling. crews are monitoring the situation. we do have amy hollyfield driving the bridge for us as well. definitely keeping a close eye on this. right now we're looking at a slight delay for folks approaching the toll plaza. but no significant issues in either direction. a quick check of mass transit this morning. b.a.r.t., 25 trains in service. normal service, no delays for san francisco based ferries. and ace also. starting monday. beginning early morning commuters on b.a.r.t. instead of 4:00 a.m. trains, they will start rolling out at 5:00 in the morning. who wl affected, b.a.r.t. will have 15 new bus shuttles taking them to other stations. 64% will head to downtown san francisco.

the reason for the later start is because b.a.r.t. will begin a huge retrofit project of the transbay tube. it's estimated to take four years to complete. thank you, alexis. coming up, wells fargo has an update for customers after the atms went out of service. critics are calling it the monster in the mission. many are against the proposed housing development near the b.a.r.t. station.

but more snow tuesday, wednesday and thursday. >> thank you, mike. >> good morning, san francisco-based wells fargo, atm and mobile services have been restored after a widespread outage. wells fargo customers who tried to use an atm yesterday with an out of service message, the disruption affected online and mobile banking. in a statement, wells fargo said it was experiencing issues. here at abc 7 news, we're committed to building a better bay area by covering the issues we face like housing. it's one of the most expensive places to live. solutions are not easy. take for example a project nicknamed the monster in the mission. the mixed use development would be ued at 16th and mission street that is right next to the b.a.r.t. station. droneview 7 flew over for the proposed three new buildings. they would bring 331 market

>> let's talk about the weather. love all the differing opinions, though. 44 in lakeport. ukiah 46. the rest of us in the low to mid-50s. lows tonight, how about 30s in the north bay with fog forming as we clear out temporarily. 38 livermore, 39 redwood city. everybody else in the low to mid-40s. here's a look at our storm. we had snow on hamilton already this morning. we're going to have waves of showers roll through today. some will be heavy at times. you can see that area right along the coast. that's the best chance for thunderstorms, lightning and thunder. we have a chance of very heavy snow in lake county. winter storm warning, 4:00 this afternoon until 4:00 this evening. down to 2,000 feet. up to a foot of snow. for us at home, we've got the 1 on the storm impact scale. even though we could have brief downpours which could cause localized ponding on the

roadways from noon on. you can see during the morning hours, the thing rotates over the ocean and once we get to lunch, they're more consistent and the coverage expands as we head into the afternoon hours. there's snow on diablo and snow in the north bay. as we head through the evening hours, it drops a little bit and so does the chance of showers and thunderstorms. for tomorrow, we've got waves of showers that will increase as we head into the afternoon hours. so if you're thinking about going to fan fest at oracle park, that forecast is coming up. always seems to be a chance of showers with that. we've got a 1 for tomorrow, 1 for sunday and 2s for wednesday and thursday. alexis. overall, off to a friday light commute here. we're definitely enjoying that. just one slow spot in particular getting out of the tracy stretch. westbound 205 at mountain house parkway. we have a three-car crash on the shoulder.
