hi everybody. showers, brief downpours are possible. lightning and thunder along with breezy conditions the closer you are to the coast. we had sprinkles move through the altamont pass. 580 could be a little slick and rain is heading towards the peninsula. pretty soon you're about to get wet also. here's a look down in the south bay. one of the last areas to receive rain today. this is 87 south of mineta san jose international. it's pretty dry. scattered showers and chilly conditions. 38 to 43. at least there's no frost this morning. as we head towards noon, we'll be around 50 degrees with the coverage of the showers increasing and the intensity as we head into the afternoon hours. notice the temperatures dropping the heavier the rain gets. in the upper 40s to near 50 this afternoon. mid to upper 40s with a chance of thunderstorms if you're headed out this evening. here's alexis. there we go. i think you can hear me now. it's been a fairly quiet commute. talking about surface street closure. it is a major one in san francisco. the ibm conference is all of

next week. they started this closure yesterday. howard street closed from that goes through february 18th. that causes congestion and that does impact getting to and from the bay bridge as well. walnut creek, southbound 680, light so far today. north of 24, that's been the theme this morning. hoping we can hold on to that. we will look at drive times coming up next. thanks, alexis. tracking developing news. the richmond-san rafael bridge it s. open in both directions. a full closure for nearly eight hours. this map here shows you exactly where the problems started. around 10:30 yesterday morning, a driver called 9-1-1 to report a chunk of concrete fell on their car forcing the shutdown. here's a live look at the richmond-san rafael bridge right now. traffic is moving. our abc 7 news crew is there. cal trans has crews monitoring

the bridge 24/7 until they find the source of the problem. >> these are photos of the chunks that fell yesterday. the chp shut down eastbound traffic and eventually closed westbound traffic creating a huge backup and major headaches for people who needed that bridge. >> she has a doctor appointment in 20 minutes. probably have to go to the bay bridge. >> the most concern is making sure that it's safe for the travel across the bridge. >> cal trans came up with a temporary repair. they put a metal plate over the area to keep more pieces from falling. so what caused the chunks of concrete to fall? the iteam talked to sources. >> they believe they figured it out. here's reporter dan noyes. >> a high level source who works with engineers on the project tells me, they believe they've identified the cause, an expansion joint on the upper deck just above where the chunks landed on the lower deck. the source says heavy trucks

have been hitting that expansion joint hard opening spaces between the concrete and rebar and allowing water intrusion. i spoke with a long time bridge engineer, former president of the american society of civil engineers. >> that's one of the areas where you may have problems. expansion joints take a lot of pounding from trucks. and they're also separation between two decks. sometimes they're not supported as well as they can to take that pounding. sometimes they break up a bit. >> what makes it more interesting. the expansion joints were supposedly replaced in a seismic rote r retrofit and the concrete repaired. not to the extent that we're seeing today. one engineer consulted on the retrofit tells me, he's concerned about the different types of concrete used on that upper deck. it's 60% lighter but not as strong. >> in those days, concrete was not as good as today.

it can crack easier than normal concrete. >> a new bike lane opens this spring on the upper deck. there was speculation today that that project has added weight to the bridge which caused vibrations and the concrete came loose. i spoke to the subcontractor on the project. he told me that the bike lane is not adding much weight and will be adding a movable barrier and we'll see how it plays out later this spring. dan noyes abc 7 news. we're constantly updating the story on our website. head to abc7news.com for the latest or download the news app and enable push alerts to get updates to your phone or tablet. federal investigators are now in san francisco looking into the origin of that massive gas line fire. >> this will be the first full day for the ntsb at the site. matt keller is there this morning. matt? >> reporter: good morning, reggie. parker avenue at geary boulevard remains closed. the good news is that one lane of westbound traffic here on geary is now opened.

it was closed yesterday. all of this, while the ntsb has arrived into the city for its investigation. a go team from the ntsb arrived to observe the wreckage. the ntsb says it's early in the investigation but they will begin interviewing witnesses this morning. they'll be collecting perishable evidence, including a section of the pipeline. finding out about the training of the workers and what happened at the time of the explosion. >> they do have a lot of damage to the buildings. but what could have been worse is we could have suffered a lot of losses here that we have in other incidents. thankfully, we understand that did not happen. granted, buildings are lost and homes are destroyed and that's significant. but it could have been far worse. >> reporter: the ntsb says they're typically on scene for a week to a week and a half forli. they will evaluate the accident and issue recommendations to address the safety issues. california public utilities

commission is also investigating. reporting live in san francisco, matt keller, abc 7 news. matt, thank you. attorney for the man charged -- wants his client's mental health records sealed because it could be incriminating. he's accused of shooting police corporal sing during a traffic stop in december. an attorney said releasing the report would violate mendoza's due process rights. the defense ordered the evaluation last month. the next court date is set for april. two tracy state prison inmates are recovering after a stabbing and shooting. prison officials say two inmates attacked a third yesterday on the basketball court in the recreation yard. they stabbed him in the head and chest using weapons they made. a guard in a nearby tower shot and injured one of the attackers. a second was treated for a cut. never more than seven minutes away from your accuweather forecast. until you get to fremont and

over money that she inherited. >> secretly recorded video has been played in court offering new insight into the case. here's abc's kenneth moton. in the gma first look. sara stern was a promising young artist who disappeared from her new jersey home in december 2016. months later in a development, her childhood friend was charged in her murder. after investigators say he strangled her and allegedly enlisted stern's prom date to help throw her body off a bridge. he's now currently standing trial for her murder. in court thursday, prosecutors playing what they say is a confession tape where he allegedly admits to the killing. >> took me a half an hour to kill her. >> the motive prosecutors say they wanted to get their hands-on sarah's lockbox they believed was stuffed with cash. the video was secretly recorded by pole a sting operation. he said he intentionally misled investigators to throw them off. we'll have more on what the defense says a 7:00 a.m.

bay. tonight, you can see it's scattered showers out there. even clearing in the north bay where fog will form. mid to upper 30s for you. low to mid-40s everywhere else. here's a look at our future radar at 7:00. you can see the bulk of the moisture offshore. the storm is slowing down a bit. we'll see increasing showers. moderate to heavy at times, especially into the evening commute. the evening commute is going to be much harder than the morning commute. i don't know if it will be as hard as yesterday with the richmond-san rafael bridge down, but there's more of a delay with the wet weather. it tapers during the evening hours and overnight. it quiets down a little bit. as we wake up tomorrow, more scattered showers and they will increase heading into the afternoon hours. they'll be more scattered but have brief downpours and also a 1 on the storm impact scale, as is sunday. wednesday and thursday, those storms are 2s. alexis. good morning, major issues so far today. hoping we can hang on to that.

we're looking at mostly dry roads today, too. hopefully that's helping. westbound 205 at mountain house parkway, a crash on the right shoulder. that's causing a delay getting out of tracy. about 15 miles an hour through that stretch. it's averaging about 15 miles an hour. little bit of heavy traffic there through that area. overall, looking pretty good. mass transit looking good, too. 42. b.a.r.t. trains and service. don't forget the 5:00 a.m. service begins on monday. today is the last, very early morning commute some of you starting at 4:00 a.m. that will be available for about the next four years. normal service, no delays for capital corridor and ace 1 and 3 on time. driver's license renewals in limbo because of a problem with dmv technology. last year drivers received notices to renew licenses up to 150 days before expiration. but the dmv's 40-year-old technology would only accept

minutes. back to our major issue yesterday. authorities will inspect the richmond-san rafael bridge. we have a map that shows you where a chunk of concrete fell yesterday. let's check in with reporter amy hollyfield. she's live at the bridge with the latest. amy? >> reporter: hi, good morning. we're checking in for everyone. we're driving the bridge right now. it is open. no rocks are falling. cal trans does have workers out here who are also looking out for any problems. here's a look at the rocks that fell yesterday. chunks of concrete fell on to the eastbound section of the bridge. one had hit a car. it did a lot of damage. no one was hurt. they closed down eastbound traffic. but rocks kept falling from the vibrations of the cars traveling westbound on that upper deck. so they c entire bridge. >> the largest piece that came

down was a football size piece. we pieces. they were like described as golf ball-sized or baseball-sized. again, this did not pose a public safety threat because the lanes where those were happening were already closed. >> reporter: this caused incredible backups and problems for drivers trying to get to the airport, others getting to doctors appointments. safety had to be the top priority. they came up with a temporary solution. they placed a steel plate over the affected area. and then they started reopening the bridge around 8:00 last night. all lanes were opened by 8:05. you hear the honks. those were the first drivers letting out celebratory honks as they got to get on to the bridge after the shutdown. cal trans says they'll do it again today if they see any le.re out here watching. but right now everything looks fine. this bridge is open. no problems to report.

reporting live from the san rafael richmond bridge, amy hollyfield, abc 7 news. thank you, amy.alternate ro and sky 7 flew over the highway yesterday. you can see a long line of brake lights as people headed eastbound to leave novato. it took an hour and 40 minutes at one point to get from 101 to sears point. that's about seven miles. it wasn't just high bay 37. i mean, even the city felt it. >> the traffic problems were felt all the way to san francisco where the evening commute turned into gridlock in the financial district. >> my plan is to look at my gps and pray it gets better. >> i'm trying to take one passenger to 20th and him to the airport. it's been 45 minutes from just on the other side of the street. >> that's bad. traffic troubles were so bad in the city, even other modes of transportation, like the cable car lines had to temporarily stop service. we use the abc 7 news app to let you know about the bridge

closure and kept you updated throughout the day. download the abc 7 news app and enable push alerts. you can customize it to get alerts about where you live. now to other news, federal investigators look into the cause of the gas line fire. here's a live look at the area this morning. national transportation safety board officials from washington, d.c. arrived from san francisco last night. they're investigatesing wednesday's explosion at geary boulevard and parker avenue. they'll interview witnesses and collect evidence. two westbound lanes on geary are closed. parker is still closed to traffic at geary. parole denied to the woman at the center of a dog mauling case in san francisco. the 63-year-old was convicted of second degree murder after her dogs killed diane whipple in 2001. whipple's brother and former partner were both in the courtroom. her then partner crying as she read a statement. her parole was denied in part because of behavioral issues in prison. she'll be eligible for another

parole hearing in three years. happening today, students from at least five oakland high schools plan to stage a sickout to support their teachers and the sickout includes students from oakland tech, skyline, oakland high, mclymons 00 a. to district offices. students staged a similar sickout last week. they plan to cut $21 million from the budget. the district board is scheduled to vote on the proposal sometime next week. teachers in oakland are making preparations in case a strike is called. they made picket signs at the office. 95% of the teachers voted for a strike. they're asking for a 12% raise over three years. the district is offering 5%. union leaders warn a strike could happen by the end of the month.

last school year, oakland unified reported about 36,000 students in the district-run schools and just over 2300 teachers. the beginning teachers sal ray is $46,570. experience teachers earn around $64,000. according to state data, that's the lowest of aulg alameda school districts and the third lowest in the bay area. >> wow. that is tough. all right, everybody. let's talk about what's going on. never more than 7 minutes a bayy fr -- we're seeing about everywhere else in the 40s. san francisco at 47. frost-free morning. here's a look at a dry san mateo bri bridge. the roads are increasingly wet during the evening commute. mass transit, the wet weather gear. breezy and wet on the bay. if you're on an east-west bridge, perpendicular wind out of southeast that's going to push you to the north at about

30 miles per hour. that's how fast that wind is going to be. be careful from 9:00 this morning to 9:00 this evening. east bay, 8:00, mostly cloudy. 45. we're still in the 40s with the showers start to go develop at 10:00. we barely make it to 50 from noon to 4:00. back down into the upper 40s during the evening hours. for the north bay, in the 30s with mostly cloudy conditions this morning. by 10:00, scattered showers through noon becoming heavier and steadier in the afternoon. notice the temperatures drop from the mid-40s to the low 40s by 8:00. that cooler storm starts to roll in. san francisco either 48 or 49 all day. notice by 10:00, that's when you have your best chance of thunderstorms with some of the downpours and some of the brief locally heavy rain. there is more in the weekend forecast. that's coming up next. hopefully is quieter than yesterday evening. >> we're much more quieter than that. we've had a friday light commute. we're looking ahead to surface

increasing showers we'll have scattered showers throughout the morning but notice by noon, they start to move in. they've got yellows and oranges. those are moderate showers. within those, moving into the evening hours, that's when the can see the snow in lake county as we head into the evening hours. the showers will break a little bit during the overnight and tomorrow morning. notice how they increase again through tomorrow afternoon and snow levels will drop down to 2500 feet on sunday. they may dust the highest elevations with snow. we'll stay in the low to mid-50s about every day. well below average, it's locked in with more rain wednesday and thursday. alexis? we've got two new issues to talk about this morning. one in the east bay. westbound 80 near central avenue. we're hearing from chp that's contained to the shoulder. we're starting to see a backup. not sure if they'll have to take a lana way once emergency crews
