reggie and jessica. geary boulevard is open. one lane is open this morning. that's a big change from yesterday when that whole westbound side was closed here at parker avenue. parker avenue, though, remains closed. all of this while the ntsb arrived for its investigation. they arrived to observe the wreckage last night. the ntsb says it's very early in the investigation but they will begin interviewing witnesses this morning. they say they'll be collecting perishable evidence, including a section of the pipeline, finding out about the training of the workers and what happened at the time of the explosion. >> our goal is to figure out -- we know what happened much there was an explosion. we need to know why it happened, how it happened and we want to prevent it from happening again. the ntsb says they're typically on scene for seven it ten days. they will evaluate and issue recommendations to address the safety issues. california public utilities

commission is also investigating. matt keller, abc 7 news. thank you, matt. new at 6:00, cal fire officials say pg&e does not need to remove all trees hanging above any power lines. >> a federal judge overseeing the company's criminal probation asked cal fire to interpret the loss. the utility must remove tree limbs that could fall on to a line. but the law does not mandate removal of every tree above power lines unless there's a fire risk. pg&e filed for bankruptcy to avoid billions in liabilities from california wildfires. the attorney for the man charged with killing a new man police officer wants his client's mental health report sealed because it could be incriminating. mendoza is accused of shooting a police corporal. they say releasing the report would describe violate his due process rights. now the next court date is set for april.

the vic tichl's friends say that's too long. >> honestly, justice needs to happen quickly because the further they drag it out, justice needs to be served quickly. >> mendoza is an undocumented immigrant from mexico. he's accused of killing corporal sing during a traffic stop in december. two prison inmates recovering after a stabbing and shooting. two inmates attacked a third yesterday on the basketball court in the recreation yard. they stabbed him in the head and chest using weapons they made. a guard in a nearby tower shot and injured one of the attackers. a second attacker was treated for a cut. new this morning, napa police are working to hire another school resource officer after a mass shooting threat. last month, a 14-year-old river middle school student was arrested. police say he was plotting a shooting at either his school or vintage high school. the department believes the extra officer will help them spot troubled students.> mole g

that. it's going to be worse during the evening commute as we'll all be wet with the increasing showers and isolated thunderstorms. storms will dust our mountains with snow, especially sunday night. tracking stronger storms. mid to upper 30s in the north bay. notice the clearing. that's why fog forms while the rest of us will have clouds and upper 30s to mid-40s. a few lingering showers from our storm. got two storms we're watching. both are coming straight down from canada. that's why they're cold core. no atmospheric river. that's why there's no intense amounts of rains on the 1s on the storm impact scale. 7:00 to noon, scattered showers out there. the best chance over the ocean. the yellows and oranges move in during the afternoon and sit on top of us during the evening commute. then they also pump out some thunderstorms as we head throughout the evening and early overnight hours when they start to taper. as we head towards tomorrow morning. notice tomorrow afternoon, they increase once again and notice the snow levels drochg in the north bay and hamilton.

fell on to the bridge. a driver called in around 10:20 yesterday morning to rep a chunk had hit a car. traveling eastbound on the lower deck. it car. but no one was hurt. officials shut down the eastbound lanes but more rocks continue to fall. so officialsed they were falling because of the vibrations from the westbound cars. so they closed the entire bridge. they spent the day putting in a temporary fix in place. they put a steel plate over the affected area to keep rocks from falling while also thinking about a more permanent plan. >> right now, cal trans is working, has an emergency director's order. what that does is that clears a the way for funds for long-term repairs. the metal plates are a short-term repair. obviously, we can open the bridge now and have it ready for the morning commute. >> reporter: the first cars that were finally let on to the bridge let out celebratory honks. all lanes were opened by 8:00

last night. now the talk turns to what to do next. i'm seeing a lot of that out there withto build a new bridge. some are asking what's going to happen if there's an earthquake? as of this morning, this bridge is open. cal trans says it is safe. it's available for your commute this morning. reporting live from the richmond-san rafael bridge. amy hollyfield, abc 7 news. >> there you are, amy. nice to see your smiling face. speaking of the closure, an alternate route was highway 37 yesterday. sky 7 flew over the highway. you can see a long line of brake lights as people headed eastbound leaving novato. at one point it took an hour 40 minutes to get from highway 101 to sears point. that's about seven miles. it was not just highway 37. it was widespread that we felt this. >> uh-huh. the traffic problems came to the city. the commute turned into a real nightmare in the financial district last night.

partner were both in the courtroom. her then partner crying as she read a statement. her parole was denied in part because of behavioral issues in prison. she'll be eligible for another parole hearing in three years agsihappening today,ol ort theis and protest multimillion dollar budget cuts. it includes students from oakland tech, skyline, oakland high. mclymons and met west schools. they plan to march from oakland tech to district offices starting at 9:00 a.m. students staged a walkout at oakland tech. there is widespread opposition to the superintendent's plan to cut more than $21 million from the budget. the school district board is scheduled to vote on the proposal next beak. teachers in oak lands making preparation this is case of a strike, in case it's called. they've made picket signs at the oakland education association office last>>5% union teachers to authorize a strike. teachers are asking for a 12% raise over three years. the district has offered 5% over that same period.

union leaders warn that a strike could happen by the end of the mornt mont oakland unified reported about 36,000 students in the 87 district run schools. it has just over 2300 teachers. beginning teacher salaries $46,570. experienced teachers earn around $64,000. according to state data, that's the lowest of all alameda county school districts and the third lowest in the bay area. the supreme court is stopping the state of louisiana from enforcing new regulations on abortion clinics. the state passed a law requiring abortion providers have admitting privileges at nearby hospitals. the justices agreed in a 5-4 vote to put it on hold pending a review. chief justice john roberts joined the liberals in the decision. the vote is important because it could be a sign of future leanings regarding abortion in the supreme court. happening now, matthew whitaker is testifying at a

evening. gusting up to 30 to 35 miles per hour. add a little more danger to your coey stuck in the 40s all day. noon on is the best chance of showers. for the peninsula, we make it to 50 at noon. we drop into the upper 40s as the rain becomes heavier this afternoon. south bay the same thing. we make it up to 51 at noon and temperatures fall into the upper 40s as the rain is heavier during the afternoon hours. in fact, the evening commute is going to be pretty hard. probably our hardest commute moving forward. we bring in alexis and find out what's going on. >> not too much so far today. that's a good thing much live to sky 7 now. they're over of the richmond-san rafael bridge. it looks like our crew zeroed in on the metal plate over the area where we have concrete falling yesterday on to the lower deck of the bridge. that was of the temporary solution that cal trans crews came up with yesterday evening to finally get that bridge back open. as you can see, the upper deck is moving along fine. the lower deck is moving along without issues either.

here on geary boulevard is open. that was not the case yesterday. so traffic is moving well. each got buses going that direction as well. but parker avenue is closed as all of this while the ntsb has arrived into the city for its investigation. a go team from the ntsb arrived last night washington to observe the wreckage. the ntsb says it's early in the investigation but they will begin interviewing witnesses this morning. they'll be collecting perishable evidence, including a section of the pipeline, finding out about the training of the workers and what happened at the time of the explosion. >> they do have a lot of damage to the buildings. but what could have been worse is we could have suffered a lot of losses here that we have in other incidents. thankfully, we understand that did not happen. granted, buildings are lost and homes destroyed and that's significant. it could have been far worse. >> reporter: the ntsb says they're typically on scene for a week to week and a half for

customers who tried to use an atm received an out of service message yesterday. the disruption affected online and mobile banking also. in a statement, wells fargo said it was experiencing system issues due to a power shutdown after smoke was detected at one of its facilities. a florida man getting a christopher larson on suspicion of drunk driving. when they went to perform a field sobriety test, he started busting a move while walking a not so straight line. in the end, he was arrested and charged with driving while intoxicated. deputies said his bloot alcohol content was three times the legal limit. so, yeah. >> i guess he was trying to be creative there and not being able to go in a straight line. i mean, who would be -- >> he was fooling with his own self. >> the officers are --

we had a crash before the bay bridge metering lights. i saw an ambulance and chp squad car cut through tff tto plaza a parking lot. i'm not sure if they were blocking. they were blocking one laneinia. i believe that's cleared now. we have the metering lights on. it's not terrible on the approaches this morning. hopefully, it gets better from here as that crash is most likely all clear. eastbound 580 between greenville road and 205. there's a backup on the counter commute side. as you head into tracy you'll see a delay. b.a.r.t. trains and service, 5:00 a.m. service begins on monday. normal service, ferries. ace 3 delayed about 15 minutes. but 5 and 7 are on authorities investigating after a sweet tooth thief stole candy. >> it happened tuesday morning
