riders to the bus station area. this will start off 4:00 a.m. but riders can start arriving 3:50 for the buses. in exactly five hours at 4:00 a.m. bart riders will face the change. >> if i don't like how it's scheduled and how it's going for purposes why i'm commuting, then i might start taking my car. >> reporter: the bus option 15 new lines to compensate for the change. so 7 trans bay lines from the east bay directly into san francisco. i've east bay francisco and peninsula. you'll see the sign that tells you yes this is where the 7:14 line will take you to downtown san francisco. >> reporter: how often are the buses leaving the station? >> most are l 15 minutes. >> reporter: the project causing the change is expected to take

that's crazy. >> i remember i was in third grade and saw snow and too young and finally i got the chance and feels great to sled up here. >> reporter: check out all the snow. rangers say about 2 inches of snow fell overnight over the summit of mt. diablo. but didn't stop some brave cyclists going uphill. yes, enough snow to impress these students from u.k. berkeley. >> i'm from colorado. so when i heard snow i thought it was tiny patch. but i approved. this is real snow. >> we couldn't believe we were in berkeley 60 degrees and drove up here winter wonder land. >> reporter: flurries were falling. mountain peaks near san jose got a nice dusting too. and check out the snowy scene on mount tam. >> i'm from the bay area, but i didn't expect this much snow. >> reporter: is there enough snow up here to make a decent

they aren't buying the officers version of the story. here's more on the story. >> reporter: tonight family and friends of 21-year-old willie mccoy are mourning after he was shot by police while sitting in the drive through line at this taco bell in vallejo. >> we are outraged. he's in drive through trying to get something to eat. >> reporter: vallejo police said they got a call about a mercedes benz in the drive through lane. >> he's passed out but the car is in drive. we need another unit. >> reporter: in a statement to "abc7 news," police claimed that he had a gun in his lap and when he started to move they told him to keep his hands visible. they went on to say the driver quickly reeshds for the handgun in his lap. for fear of their safety the officers discharged their

weapons. >> then wake him up out of your sleep, dual any kind of movement, you know, or just to wake up. that cob a threatening movement just waking up to these scary police out here. >> reporter: older brother says his brother had trouble with the law in the past. he doesn't know why he had been slumped over but said he had been touring and was exhausted. the family sasz they are looking into conducting their own investigation. in vallejo, "abc7 news." in the east bay friends have identified the pilot who was killed when single engine plane crashed into the side of mt. diablo sometime late friday night. friends identified chris debar as the victim. they provided us with his fo s. he had just taken off.

they'll try to determine why that plane went down. new details now, caltrans now expects to begin permanent repair work one week from tomorrow on the part of the richmond san rafael bridge where concrete fell on to the span lower deck. over installed a big metal plate on upper deck and this should make for a better ride for drivers and put an end foreclosures for now. caltrans decided to wait until next week for more permanent repairs because of rain in the forecast. now you might recall maybe you were stuck in it on thursday, concrete chunks fell from the upper deck to the lower. one even struck a car. this all led to multiple closures. and the entire bridge shutting down for hours while caltrans raced to make emergency repairs. ntsb finished another round ever interviews in investigation into last week's gas pipe fire in richmond district. the board says it will send a pipeline back to washington so specialists can look at the

material. investigators will release a preliminary report of findings in about two weeks. meantime, service is no being out. meanwhile, an international cat is being told after firefighters is told to get rid of her. edna has lived for four years and provides stress relief to the team. firefighters they tell me today they told me yesterday, that they received an anonymous complaint about edna and were then told by their captain edna needs to be gone by monday. now firefighters they say they are reluctant to go on camera in fear of retaliation and losing their jobs. i did reach out to fires public information officer over the weekend and did not get a response back. still7 news" at 11:00 kicking off a week of stories how to improve bart to build a better bay area.

rate as our swelling population. >> all week long we are digging deeper into what bart is doing right and what customers say they can do better. tonight i take a look at what the agency could have been based on the original plan decades ago. >> sure, plenty of riders have criticized bart over the decades. >> bart is always a valid excuse for being late. >> i could ride it but i don't because it's -- because you can't sit down. >> they are too sporadic of the sometimes they run on time sometimes they don't. >> but to really understand the strengths and weaknesses you have to ride back even further in time to the battles that raged before the first shuttles broke down. >> former board member is pointing to the point that could have taken bart down the peninsula to san jose ringing the bay with transit system. he says the path was originally rail road with built in ride of way. why didn't it happen? he points to powerful business

side half inch ofrresaosa ls t . but the rain is out of here and cold air settling in. look at the temperatures especially in the north bay, santa rosa, napa, already in the 30s. freezing in napa. 33 in fairfield. 37 in liver moore. even around the bay shoreline holding in low 40s right now. so cold air will filter over the next 12 hours. overnight we look at the lows and large area will drop into the 30s if not into the 20s. napa it will be cold. we'll drop to 29. itsds chilly in the south bay drop to about 35 in san jose. 38 in oakland. about 31 in livermore. even in san francisco we could briefry touch the upper 30s. sta think we'll hold right at to the day tomorrow. here's bigger picture and what we're tracking live doppler 7. our storm system you can see it right there now pushing off to the south.

even bringing a little bit of snow to las vegas tonight. so cold system. what we are tracking you look along ts coast of northern california, right around eureka, still a little bit of shower activity on the tail end of the storm system. and some of those showers may try and briefly move into the north bay tomorrow. so future weather tomorrow morning not anticipating really any weather issues in terms of heavy downpours, mix of clouds out there. but as we go throughout the afternoon. future weather picking up ice lated late shower and confined to the north bay. in fact the chance of finding one pretty low. not adding one on the impact storm tomorrow. so if you do find a shower, north bay. tomorrow chilly in the afternoon. temperatures 52 in san francisco. 54 in oakland. about 56 in san jose. where we will find widespread rain and even wind, this will come on wednesday. so the storm impact scale, it's a level 2 moderate system
