not terrible. in the green at 14. southbound 101, san rafael to san francisco, 16 minutes. big changes to b.a.r.t. this morning. we're tracking a cut to early service that starts today lasting for years. >> as part of your effort to build a better bay area. we're focusing on how b.a.r.t. is performing for the hundreds of thousands of people who depend on them. amy hollyfield was in antioch. now she's at the pittsburg bay point station. >> reporter: this station is now open. the train is about to start running. life here is returning to normal. here's what it looked like earlier this morning. when there was a lot of confusion. look at this line of peopl at the pittsburg bay point station. all of these people were waiting for a bus to take them to san francisco because the trains are now going to get a later start. an hour later every day. b.a.r.t. says it is hoping to help people, though, as they

deal with this new schedule. >> people just want to make sure they can get around and still able to get from point a to point b. we understand this is impacting their lives. our goal was to minimize that as much as we could with this alternative transit plan. >> reporter: here is one of the buses leaving the antioch station this morning. b.a.r.t. says it has about 15 bus lines that will get people going in between that 3:45 and 4:45 hour. that hour no longer exists because they're doing earthquake retrofitting on the transbay and this is going to be in place for 3 1/2 years. keep in mind between 3:45 and 4:45, you need to catch a bus or just wait and board the trains once they get rolling around 5:00 a.m. reporting live in pittsburg, amy hollyfield, abc 7 news. >> thanks, amy. this comes as when b.a.r.t. satisfaction is at an all-time

low. this service change could mean fewer people taking b.a.r.t. >> reporter matt keller is in san francisco at the transbay center with reaction from riders. matt? >> reporter: good morning, jessica. we've got our first big bus full of people coming from dublin pleasanton. you can see everybody getting off. a man told me it wasn't as bad as he thought it would be. no b.a.r.t. until 5:00 a.m. many people are taking this early bird he can press. buses started early. some started as early as 3:50 a.m. buses will leave every 15 minutes. 2900 b.a.r.t. riders will be affected and 64% will be commuting from the east bay into san francisco. >> if i don't like how it's scheduled and how it's going, as far as commuting, then i might start taking my car. >> a lot could be done better to plan out instead of taking us on buses. but that's the way b.a.r.t.

force. the governor is expected to sign an executive order today and talk about it in tomorrow's state of the state speech. president trump is set to sign an executive order directing federal agencies to prioritize research on artificial intelligence. the american ai initiative will direct agencies to make data and computing resources more available to a.i. experts and stesh guidelines to ensure that technologies are developed safely. the plan doesn't include funding details. administration officials say it's up to congress to appropriate money. new developments now. stanford is investigating the involvement of some faculty members with the chinese scientists who claim to create the world's first gene edited babies. this man conducted his post doctoral research at stanford. some faculty members say he talked to them about genetically modifying human embryos and planting them in women. they have said they discouraged the experiment.

he could face a criminal investigation in china. minnesota senator amy klobuchar deflected complaints she said she can be difficult to work for shortly after announcing she's running for president in 2020. in minneapolis, they cheered when she jumped into the field of democratic contenders. she has the highest -- from 2001 to 2016. >> why? i love our staff. look at this incredible event they put together. yes, i can be tough. yes, i can push people. i know that. but in the end, there are so many great stories of our staff that have been with me for years who have gone on to do incredible things. >> that's a lot of people for miserable weather. klobuchar's agenda includes universal health care, a constitutional amendment to overturn the citizens united supreme court decision. rejoining the international climate agreement and gun control legislation.

a empty side of the richmond side. westbound 580. we'll enjoy it while the light volumes last. b.a.r.t. we're all over that this morning. 16 transit service now. that looks strange. of course, this is the first morning that service did not start until 5:00 instead of 4:00 a.m. more on that at 4:00 a.m. normal service. ace one out of the central valley on time. one week from today cal trans expects to begin permanent repair work on part of the richmond-san rafael bridge where concrete fell on to the lower deck. crews installed a large metal plate on the upper deck as a temporary fix over the weekend. this should make for a better ride for drivers and put an end to the closures for now. cal trans decided to hold off on permanent repairs due to rain in the forecast. you may recall on thursday, concrete chunks fell on to the

police while parked in the drive-through line at this taco bell in vallejo. >> i'm outraged. this community is outraged. he's not robbing taco bell. he's in the drive-through trying to get something to eat. >> police got a call after 10:30 p.m. on saturday about a mercedes parked in the drive-through line with the driver slumped over. once on scene, police checked out the vehicle. >> he's passed out. the car is in drive. need another unit. >> in a statement to abc 7 news. vallejo police claimed he had a gun. they told him to keep his hands visible. theriver quickly reached for the handgun on his lap in fear of their own safety. the officers discharged their weapons. >> wake up out of your sleep, you're going to do any kind of movement or, you know, just to wake up or whatever. that could be a threatening movement just waking up to these scary police out here.

>> older brother mark mccoy admits his brother had trouble with the law in the past. he doesn't know why he may have been slumped over but says the rapper had been touring and was exhaust exhausted. those who came outset up a memorial in honor of mccoy. the family is looking into conducting their own investigation. in vallejo, anser hassan, abc 7 news. the ntsb finished another round of interviews in its investigation into the gas pipeline fire in san francisco's richmond district. the board says it will send a three to four foot piece of the punctured pipeline back to washington so specialists can look at the material. investigators will release a preliminary report in about two weeks. muni service on the 38 geary bus line will no longer be rerouted off geary boulevard at parker avenue. that's the site of the explosion last week. san francisco mayor london breed is hoping to remove barriers to building housing in the city. accordg to the chronicle, the mayor plans to introduce legislation that would eliminate
