now and what track the transit system will take next. new this morning, governor gavin newsom is set to make plans to pull all members from of the national guard from the border. this is after president trump authorized up to 4,000 troops to be deployed on four border states. california's troops will now be sent to fight wildfires and expand the state's drug task force. the governor expected to sign an executive order today and talk about it in the state of the state speech tomorrow. president trump is set to sign an executive order directing federal agencies to prioritize research in artificial intelligence. the american a.i. initiative will direct the agencies to make data and computing resources more available to a.i. experts and establish guidelines to ensure the tech is developed safely. but the plan doesn't include how to pay for it. administration officials say that's up to congress. new developments now. stanford is investigating the

involvement of some faculty members with a chinese scientist who claimed to create the first gene edited babies. this man conducted his post doctoral research at stanford. some faculty members say he talked to them about genetically modifying human embryos and implanting them in women. they said they diskursurged the experiment. he could face -- amy klobuchar deflected complaints that she can be difficult to work for shortly after announcing she's running for president in 2020. her supporters cheered yesterday in minneapolis when she jumped into the field of democratic contenders. recent reports say klobuchar has the highest staff turnover rate of any senator serving 2001 to 2016. >> look at this incredible event they put together. yes, i can be tough.yes, i can . i know that. but in the end, there are so many great stories of our staff

alexis? >> checking out the roads this morning. i've been saying we've had an early start for the bay bridge commute. metering lights flipped on at 5:18. that is five to seven minutes earlier than on a monday morning. maybe that's due to a few more folks driving today because of the b.a.r.t. schedule changes. tough to measure that. we haven't had issues beyond the early start for the lights. also in the east bay here, we're recovering now. all lanes back open westbound 80 near pinole valley road following a four-car crash. that backup about 15 minutes. that's the delay from the carquinez bridge. one week from today, cal trans expects to begin permanent repair work on part of the richmond-san rafael bridge. crews snaulds a large metal plate as a temporary fix over the weekend. this should make for a better ride for drivers and put an end to the closures for now. cal trans decided to hold off on permanent repairs due to rain in the forecast. you may recall on thursday concrete chunks fell from the upper deck on to the lower deck.

atmospheric river and the waves of moderate to heavy rain coming our way. fast forward to 10:00 tuesday evening. everything is quiet. by the time we get to the morning commute, everybody is wet. green and yellow and orange. so that means light to moderate showers. that's at 4:00. then even some heavier showers heading through 9:00 in the morning. then there you go. heavier showers again as we head from noon into the afternoon hours. it had taper a little bit during the evening before the next storm system gathers its breath and comes in thursday. so already wednesday, we're looking at .75 inches of rain on the peninsula to the south bay. 1.25 to 2 inches of rain for the rest of us, especially the heaviest amount in the north bay. it's a 2 wednesday. 2 for valentine's day. that's not nice. friday and saturday, some lighter showers. it stays cooler than average. low to mid-50s all seven days. alexis?>>ood rng, just aew m though wead all car i the pinol.

good morning on this monday, february 11th. >> thanks for joining us. you're never more than seven minutes away from your accuweather forecast. once again, rain in the forecast. >> a little bit. nothing like the rain, you're right coming wednesday and thursday. the atmospheric -- any shower activity is really random and light. it's mainly across the south bay and the santa cruz mountains. you can see breaks in the cloud cover. that's going to be the case in and out of sunshine today with a random shower, temperatures well below average from mid-30s to low 40s at 7:00. 51 to 52 at noon. 51 to 54 at 4:00. by 7:00, the chance moves up into the north bay and we drop into the upper 40s. how is the commute, alexis? >> one issue for the san mateo bridge commute. before you get to this point where the camera is. on the westbound 92 ramp to the toll plaza. that's where we have a two-car collision. that is blocking the left lt'fl show you where it is there. we have a little delay on approach. it does sound like we have

emergency crews there and it sounds pretty minor. y i don't think we have any injuries. our biggest issue of the morning near pinole valley road, that's in the two left lanes. that is causing about a 15-minute delay. of course, a reminder. starting this morning. b.a.r.t. changed its schedule. trains begin running one hour later than usual. it's being made for a seismic retrofit work and expected to last for the next three years. the work means early riders have to make a big adjustment. they have to take a bus instead of a train. on that note, we're looking into b.a.r.t.'s work as part of your effort to build a better bay area. the changes they can do better. we're starting with how the retrofit is impacting commuters. aim aim amy hollyfield is live for us in pittsburg. >> reporter: the trains are now running but there was a rough

hour of adjustment this morning. take a look at this picture. this is a line of people at the pittsburg bay point station waiting for a bus. b.a.r.t. provided buses at some stations to get people to san francisco while those trains weren't running. they're not running during the usual 3:45 to 4:45 time. the starting an hour later now, but there was a high demand for those buses. we also saw that they had employees to answer questions and guide people. there were issues, one man asked them to open the gate to the closed station and antioch. he need today get to the clipper card machine. >> i knew about it. they say a lot of stuff about it. it's just getting the money to the clipper card and getting to the bus. it's closed right now. how can i get to the bus? it's what it is. he's telling me the clipper should be open in bay point, but

>> i thought somebody was shooting. i run up to the stairs and cpe . i tried to open the door. it's stuck. he took the door out. >> that is wild. the truck was reportedly being chased by antioch police and no one inside the home was hurt. this morning, we're hearing from family of a man killed by police in a drive-through of a vallejo taco bell. 21-year-old willie mccoy was slumped over in his parked car in the drive-through line on saturday night. mi police say he had a gun in his lap. when he started to move, they told him to keep his hands visible. mccoy reached for the gun and in fear for their safety, they opened fire. mccoy's family says they want their own investigation. >> come on, if you wake up out your sleep, you're going to do any kind of movement or just to wake up or whatever. that could be a threatening wake up to these scary police out

here. >> mccoy was a rapper. his brother says he doesn't know why mccoy was slumped over. mccoy had been touring and may have exhausted. the ntsb finished -- the board says it will send a three to four-foot piece of punctured pipeline back to washington so specialists can look at the material. investigators will release a preliminary report in about two weeks. meanwhile, service on the 38 geary bus line will no longer be rerouted off of parker avenue. that's the site of the explosion. san francisco mayor london breed is hoping to remove barriers to building housing in the city. according to the chronicle, the mayor plans to introduce lenl lags to eliminate the fees the city charges when the 100% affordable housing projects are renovated. they collected nearing $1.5 million in permit fees. public school teachers in

on the right there from the chp office in redwood city. the hole opened up on highway 35 last week. it has now taken out an entire lane of traffic and both lanes are closed between page mill road and highway 9. cal trans hopes to have it repaired and open by tuesday, february 19th. a fraternity at sacramento state university has been ordered to stop all activities while a possible hazing incident is investigated. video showing a young man tied in ropes was sent none newsly. they don't know if it's authentic but said to be from 2017. they're to stop acting as an organization until the investigation is complete. >> i have no tolerance for hazing of any kind. i think about the safety of our students every single day. >> the fraternity says hazing has no place in the organization and it takes the allegations seriously. now developing news from virginia where state lawmaker is
