and some people are the changes. oh say did you see before the dawn's early light at 4:00 a.m., a fleet of buss where there used to be bart trains. do you know when the first eastbound train hits embarcadero? >> day one as bart begins seismic retro proof inside the tube. to accommodate that, the agency has moved service back from 4:00 to 5:00 a.m. the extra 60 minutes each night will hasten completion by about four months in three and a half years. today that abstract of change became reality. >> there is no line, but it is a lot longer than normal. normally the bart is about ten minutes. this was about 40 or maybe 30. >> at pittsburg bay point station, there were long lines. bart says they're adjusting accordingly. >> pittsburg bay point, we got slammed there. everybody went there. everybody wanted to get on the first bus. we had about 130 people lined up at 3:30. tomorrow morning we're going to have two buses pick up people at

4:15 a.m. >> you follow all that? they had a meeting after all of this today to work out affects roughly 7% of the customers. that's 29,000 people out of 420,000 people who ride bart every day. so put it in context. a few helping the many, and the few found out today that old habits die-hard. live at the embarcadero bart station in san francisco, wayne freedman, abc 7 news. >> and wayne, we heard there were some delays at the del norte station today. what can you tell us than? >> del norte was an interesting situation. you can plan, you can plan, you can plan, but you can't plan for everything. it turns out there were two buses that were supposed to go to del norte. they're on the way. they're on time. they come to the railroad tracks and th way, and they had to wai. and they were late. part of that meeting, they're not going anywhere near the

railroad tracks for next three and a half years. >> thank you so much, wayne. >> bart is of course integral as a part of our effort to build a better bay area. it's the most widespread mass transit system in the bay. but after reaching record levels a few years ago, ridership is dipping, and the system is struggling to modernize and expand at the same rate as our swelling population. all this week. >> sure, plenty of riders have criticized bart over the decades. >> bart is always a valid excuse for being late. >> i could ride it, but i don't, because you can't sit down. >> they're too sporadic. sometimes they run on time and sometimes they don't. >> but to really understand its strengths and weaknesses, you in time to the battles that er raged before the first shovels even broke ground. former bart board member quentin kopp is pointing to the route that could have taken bart straight down the peninsula. he says the path, now used by caltrain was originally railroad

line with a built-in right of way. so why didn't it happen? kopp points to powerful business interests who feared it would suck their business north to san francisco. >> that would have been the most economical way to proceed. it didn't happen, again, because of the commercial pressure from the major shopping center developer in san mateo county. >> with the silicon valley boom still decades away, semi rural santa clara county also pulled out of the expensive project. and when engineers objected to tracks over the golden gate bridge, the original dream of a system running from novato all the way through san jose laid out in this 1960s map was over. >> you have the third rail. >> but transportation rider ethan elkhind believes other options might be viable. >> bart was perceived as a way to bring professionals from the suburbs into downtown san francisco, downtown oakland. so they wanted a nice comfortable ride, big seats and

make it sort of a commuter train. >> there were three priorities, parking, parking, and even more parking. and he believes they missed a golden opportunity to build more high density housing. >> what needs to happen now is that the land use restrictions that local cities have put on bart need to be relaxed and we need to see more of that transient oriented development. >> finally, one last bold move that could rechart bart's future for decades to come. a second bridge or tube crossing the bay. >> if you had that, you could do 24-hour service. you could serve different parts of oakland and the east bay and also the southern part of san francisco where you have a lot of job growth. huge ridership benefits. >> and perhaps usher in a new 21st century vision for a transit system born roughly half a century ago. >> dion lim reporting. all this week abc 7 news is following the bay area bart experience. see what it's really like to ride now.

few spotty showers maybe hitting the coast of mendocino county and into early tomorrow morning. maybe a few will hit the northernmost part of sonoma county coastline. but then as the clouds continue to thicken, later tomorrow, tomorrow night, the rain begins to push in and we'll see in the north bay first, and that rainfall is going to extend and intensify overnight into wednesday with strong gusty wind. we'll give you a complete breakdown of the storm and its timeline in a few minutes. alma? >> thank you so much. authorities in the central valley say they are searching for the mother who abandoned her newborn baby girl in the middle of a rural road in freezing cold temperatures. it happened in the madera ranchos county of madera county north of fresno. sheriff's deputies say a newspaper carrier found the baby on the side of a road at 4:00 a.m. it was freezing out at the time. the newspaper carrier wrapped that newborn in a blanket and took her inside his car. was just ten hours old. she's now in a fresno hospital. doctors say fortunately she

should survive. after leaving the child behind, deputies say the mother sped off in a white suv. the upcoming rainy weather that spencer talking about means that repair work to the richmond san rafael bridge will be delayed. crews installing a metal plate over the weekend as a temporary fix after concrete chunks fell on the lower deck last thursday. those chunks damaged a mercedes and led to the shutdown of the span for hours while caltrans made emergency repairs. caltrans had planned to begin work on a fix today but will wait until next week. two people killed on a wrong-way crash in pacific california. the two died early saturday morning. they were both 23 years old. highway patrol officers say they were passengers in a toyota prius that was going southbound in the northbound lanes, hitting a pickup. the prius driver and two people in the pickup all ended up in the hospital.

investigators believe the pruiu may have been going the wrong way for several miles before that crash. now to a wake-up call one antioch man will never forget. >> no. a truck crashed into his home as he was asleep inside. haem hollyfield has a look at how this dramatic story began. >> when the truck crashed into this antioch home, there was a man on the other side of the wall asleep on the couch. >> scare, i'm so scaring. >> reporter: vincent tran is okay. when it first hit, he wasn't sure what had happened. his first thought was maybe it was gunfire. >> i heard the sound, just a boom like that, and i thought somebody is shooting. and i run up to the stair. and then the cabinet over the door, try to open, the door is stuck, and the cop tell me move away from the door and he kicked the door out. >> neighbors across the street also woke up to the sound of the crash. >> it was just this loud boom. it sounded like maybe a scar accident. so i thought maybe something on the street. but then the sirens were so

close, we looked out front and it was right in front of the house. >> antioch police say they were chasing the driver because the truck was stolen. he crashed at 11:30 last night on golden bear drive and bear ridgew ridgeway. you can see where he started to lose control on the other side of the block, then took out the stop sign before then hitting the home. the driver was taken to the hospital. no one else was hurt, but people were definitely shaken. >> i couldn't believe that it happened across the street from our house. oh, my gosh, what if it was our house, and especially waking up to that. it's just crazy. you don't expect it every day, you know? >> you can still see the tire marks where this truck went through the yard, but the area is starting to recover a bit. city crews have already replaced the stop sign and the street sign here at this intersection. police say they plan to arrest the driver with felony evasion and for stealing the truck. they say he was taken to the hospital, but is expected to be okay. they haven't released his name or his age or anything else about him. in antioch, amy hollyfild, abc

a local cat has fired up the bay area and people across the country. the crew at an ambulance deployment station in san francisco took edna in when she was a stray kitten four years ago. >> employees say there is an anonymous caller who complained about the cat, and now the cat is out. abc 7 news anchor dion lim has been working on this story for days and is live now with the very latest on this ongoing feline drama, dion. >> that's right, dan and ama. this story has blown up to epic proportions. the fire department tells me since our story first aired over the weekend, they've been bombarded with e-mails, more than 4500 of them from people around the globe wanting to know what's happening to edna, where is she going next. to answer those questions, i received a statement from the fire department within the past hour or so. we'll get to that in just a minute. but first, let's take a look at how we got though this direction in the first place.

edna is a tortoise shell cat that has been living with department 49 for the past four years. she provides emotional support and stress relief to firefighters and other employees. the san francisco firefighters union local 798 tells me an anonymous complaint was made to hr about edna, possibly by someone within the department. after getting wind of this, the chief called for edna to leave and find another home. here's where things get tricky. i've spoken to several people within the department, none of whom will go on camera in fears of retaliation. they say since the story blew up overnight, they're hearing rumors they'll lose their jobs if they talk. edna's instagrams that gained almost 25,000 followers around the globe since our initial story on sunday shows her initial cat therapy training at the spca. but the organization tells me that process has been stopped and edna has been adopted by someone within the department. back out here live to this official statement from the san francisco fire department, it says clearly here that there has been a policy for the past 20

years prohibiting animals on department property. the good news for edna, even though she is out at that facility, she has been adopted by someone within the department. live in san francisco tonight, i'm dion lim, abc 7 news. >> hey, dion, now that edna is not allowed a the ambulance deployment facility, what are first responders going to do for emotional support? >> yeah, dan, that's actually a great question because in this statement, it says that there is a stress committee available to first responders, not to mention there are several animal care agencies that are offering an adoption event for these first responders so they can take an animal home. once again, edna, even though she is not at the facility where the first responders work, they are more than welcome to go to the spca as well to play and custody well the animals there. >> okay, dion, thank you so much. well, most of us have heard about tesla's self-driving mode, and now it's ready to debut a new feature called dog mode.

elon musk first tweeted yes about dog mode. it will let you keep a dog in the car safely by activating the climate control system that will keep the car in temperature for a short period of time. observers expect the car's screen to display a message that the dog is safe and its owner will return soon. african american leaders are demanding help tonight to save two landmarks in san francisco. reverend amos brown of the third baptist church says the buildings are falling victim to gentrification that has swept through historically black neighborhoods. among the casualties, the 55-year-old bryant mortuary which is facing closure because of financial problems. reverend brown accuses financial institutions of pretdatory neighborhood and calls on the city to do something about it. >> to come together and make sure that we, we make this a city where there is liberty and

justice for all. and in that all should be african americans. >> reverend brown is also asking the city to help develop a financial plan to acquire the fillmore heritage center to ensure its survival. check out this rare sight in las vegas. snow! high winds -- look, the snow looks like it's going sideways. some were clocked at 50 miles an hour brought that snow into las vegas. last night's storm is also blamed for knocking out power to at least 15,000 people. this marks the first snowfall in vegas since late 20 fine, it's like a snow-cane. >> wouldn't bet on that happening too much in vegas. >> and certainly not here. we have wind like that coming our way. not any snow, but really, really strong gusty wind and rain here. is a live look at doppler 7 showing cloudy skies right now. the skies will become increasingly cloudy overnight. here are some patches of blue in

the sky looking southward from mount tam, but we have lots of clouds. these are our forecast features. strong storm arrives late tomorrow night. it will produce heavy rain and gusty winded on wednesday and the rain mei-linger into thursday. overnight look for clouds to continue increasing. i don't every. overnight lows in the mid to upper 30s. inland valleys upper 30s to low 40s. a low of 44 is expect heard in san francisco. and tomorrow under increasingly cloudy skies, look for high temperatures to be in a relatively narrow range. some low to mid 50s in the coast. and mainly mid-50s and the shoreline. sort of a mixed bag. north bay and east bay inland low 50s. south bay mid- to upper 50s. the storm itself in the center of the storm is drop do you think from the gulf of alaska. so that's coming from the northwest. it's going to tap into what we've been calling the atmospheric river. this flow of abundant moisture coming from well out in the south pacific to generally towards the coastal areas of

california. not so much aimed at the bay area. as the low taps into the moisture, it picks up some of the milder air flowing in that the low will probably bring us some strong gusty wind and heavy rainfall, but not very, very chilly temperatures. the storm at the moment ranks 3 on our storm impact scale. we expect it to be stormy all day wednesday, perhaps even into thursday. 1 to 2 inches of rain likely for most areas, but up to 2, maybe even 4 inches of rain in the some of the north bay locations. 4 to 6 over the coastal mountain ranges. gusts generally 45 to 65 miles per hour. here is the forecast animation starting at 5:00 tomorrow afternoon. notice that as we get into the late night hours just before midnight, we'll see rain beginning to push in. widespread rain in fact into the north bay. and overnight into the morning commute, wednesday, look for widespread moderate to heavy, mainly heavy rainfall developing, along with strong gusty wind. that pattern continues until the middle of the morning and into the late afternoon we'll see the

stormiest weather. it will start to wind down finally wed night. we have a flood threat, a flash flood watch watch until 10:00 a.m. thursday. flooding on road, possible of landslides, rock slides, debris flows. we have a strong wind advisory, a high wind watch for most of the bay area. wind advisory for solano county, from 10:00 tomorrow night to 10:00 thursday morning. we'll see gusts perhaps up to 70 miles per hour in the mills and the coast. possibility of downed trees and power lines. here is a wind gust animation. notice as we get into about 3:00 p.m. wednesday, we'll see gusts over 60 miles per hour on the coast and 55-miles-per-hour gusts will be common in many other locations near the coastline. the wind won't begin to taper off until midday thursday, and even then we'll see gusts around 25 to 30 miles per hour. and the rainfall potential, as i mentioned, generally 1 to 2 inches, but 2 to 4 inches for

heisman trophy winner kyler murray has made up his mind. the university of oklahoma quarterback announced he'll pursue a career in the nfl over playing baseball in the oakland a's organization. murray tweeted i am firmly and fully committed to committing my life and time to becoming quarterback. he was supposed to report to spring training today. the decision will cost murray most of the $4.6 million signing bonus he received from oakland. running back kareem hunt is back in the nfl, signing a contract today with the cleveland browns. hunt was cut by the kansas city chiefs in november after video surfaced showing him pushing and kicking a woman last year, this video. despite the signing, hunt's return to the field is not guaranteed. the league could still suspend him under its personal conduct policy for that incident and for two others that surfaced after the chiefs released him.

of the husky mixes. they had microchips. >> laura anthony in vallejo. >> their names were racer, skyfall and pacheco, three prized alpacas at the loma vista farm. three large animals killed by two dog. these huskies who escaped from a nearby home. >> this is where they lived. this was their home. >> rita leroy has been overseeing loma vista for nearly 20 years, and never before has her farm seen a tragedy like this. >> we're just devastated. the alpacas were gentle, loving creatures that the children loved dearly, and we're going to be very sad for a long time. >> besides the alpacas that were killed, two goats and three sheep were also attacked by the dogs. they arethe farm recovering from their injuries. the farm is adjacent to an elementary and middle school where today school psychologist cecilia cruz told us the students are grieving the loss of the animals they've come to

our way. >> intense. thanks. drought damage keeps adding up across california with a new report out today detailing how millions or trees have died. the u.s. forest service believes 18 million more trees have died since the fall of 2017. that's on top of another 147 million trees that have died since the drought began in 2010. those totals include trees on federal, state and privately owned land. since 2016, more than 1.5 million dead trees have been cut down. the big worry is that all these dead trees pose a huge risk for more devastating wildfires. a new study finds insect populations around the world are falling dramatically, something that could be catastrophic for the planet. a study published in biological conservation says 40% of insect species could become extinct in the u.n. next few decades because of habitat loss, pollution and global warming. insects make up 70% of all

broken up with their significant other on valentine's day. i feel like that's just poor planning. that's just wrong. . >> the opposite of valentine's day. >> it's so cruel, sticking it to them. >> no flowers. for couples, money can be a big issue any time of the year. >> especially after the holidays. 7 on your side's michael finney is here with tips on how to manage your money. michael? >> you talk about love. i'm here to talk about money. today's economy is different for many couples. for instance, some have separate accounts with no plans to emerge. often one person will have massive debt and the other no debt at all. how do you proceed? joining me is colleen o'brien with charles schwab. so for married or partner couples who don't ever plan to put their money together, how do you do that? how do you have those conversations? >> well, the point is you have to have the conversation. money is a tough conversation. we all grew up with it differently. but if you're keeping your money in separate accounts or jointly putting your money together, you

have to begin the conversation about what are our goals, what do we really want to be doing? >> if you're keeping your money separate, does that mean you have separate goals? >> it could be both, right? you could have shared goals. and you could have individual goals that you're trying to accomplish. but when it comes together working together as a couple with your money you, have to come together and figure out which ones we're going to work on together and how do we plan to go forward. >> which are we together on? which one are we handling our own money, our own thing. >> yes. >> this is common you. hear this a lot. certainly after the great recession, which is one person will have no debt at all, and the other person, not even a big spender, all of the sudden they're massively in debt. >> and that's an important conversation to have. it can also be very emotional conversation. it's not fun to talk about your debt, and it's not fun to share it with your partner, your significant person in your life, but it has to be had. often you can achieve your goals

together if you have a higher earner in your household, maybe they help with the debt reduction, but if it's really high debt, and you a lot of it, it has to be your primary concern. >> you know, match.com, nobody ever says i'm heavily in debt. nobody ever wants to talk about that. let's talk about, and i'm seeing a lot of this now, where young people are getting together after they went to college. one has racked up tremendous debt through no fault of their own. the other's parents paid for it. what's fair? how do you deal with that? >> that's a tough one. i think the person who has no debt feels probably really pleased that they don't. but if you're in a relationship together and you want to have shared goals, and you want to whether it's plan for a beautiful vacation or buy a home, you have to work on it together. so perhaps the higher earner helps the one that has the debt, or you come to some agreement that says what we're going to do with our goals and how we spend our money together, we have to first work on eliminating the

debt. >> as a parent who paid for college, or is paying for college, it kills me to think they would end up with someone who piled up all this debt when their parents could have perhaps paid and chose not to? >> that's a tough one for everybody, isn't it? >> you don't have an answer, do you? >> i don't have the perfect answer, but i think we can all agree that eliminating your debt is important and perhaps the person who has no debt pays for the entertainment in the relationship, while the other person put morse of their money towards eliminating their debt. it make them sort of an agreement you can both live with. >> colleen o'brien from charles schwab, thanks a lot for joining us. >> victorious for having me. >> good stuff. thank you. a new twist in the legal fight between the fiji water girl and the company that made her famous. >> t.j. holmes has the details. >> she is the model who launched a thousand memes. kelly steinbach, the fij.
