this map from blink tag, inc., shows where bart trains are right now in real time. through friday, abc7 news will be focusing on how bart is performing for the people who depend on it every single day. >> today was a bit rough. it was the first day bart changed its start time from 4:00 a.m. until 5:00 a.m. abc7 news reporter wayne freedman shows you how that went. >> reporter: you're looking at the calm after the storm. oakland's 19th street bart station at noon, after normalcy returned. >> you heard about the change in schedule? >> i just was reading that. >> reporter: a few hours earlier commuters lived it. >> do you know when the first eastbound train hits embarcadero? >> reporter: oh, say do you see before the dawn's early light a fleet of buses where they used to be, bart trains. bart warned us about the retrofit. >> seismic standards have changed since the bart system was first built and opened in 1972. >> it is a 3 1/2 year, $313 million project. to get that work finished four months earlier, bart will begin service one hour later at 5:00

a.m., not 4:00, with express buses filling the gap. now the time for adjustment. >> there is no line, but it was a lot longer than normal. normally bart is 10 minutes, i think this was about 40 or maybe 30. >> reporter: at pittsburgh's bay point station, long lines this morning. bart says they'll get it right. >> pittsburgh bay point we just got slammed there. everybody went there. everybody wanted to get on the first bus so we had about 100 people lined up at 3:30 in the morning. what we learned from that is tomorrow morning we're going to have two buses picking up people at 4:15 a.m. >> reporter: which will mean little to you if you ride the trains at noon. to put this in context, bart says roughly 420,000 people ride these trains every day. of those, 2900 ride bart between 4:00 and 5:00 a.m. this morning they learned old habits die hard. in san francisco, wayne freedman, abc7 news. >> and we have the list of all the bart schedule changes on our website. all you have to do is go to abc7news.com and search bart.

>> of course our effort to build a better bay area is not just about public transit. we're looking at the big picture of transportation. the city of oakland is partnering with rideshare provider lyft to increase transportation options for low income residents. abc7 news reporter carlos salcedo explains how that might work. >> reporter: oakland's mayor lib i schaaf stood with commune leaders who say they are thrilled to be riding with lyft to address transportation inequity. >> we hope that this sets a precedent for other cities across america, that we in government have wronged low-income communities of color by disinvesting in transportation options. >> reporter: the $1 million project sponsored by lyft looks at expanding bikesharing options in east oakland. lyft recently tapped into the bikeshare market when it acquired motivate, the largest bikeshare operator in north america. >> what we found in multiple areas across the country is that in previous forms of transportation, whether it was a

taxi and certain people were being passed up, we're finding much more people can get access to transportation with the new solution that's lyft and others are offering. >> reporter: part of the issue is that ride sharing services are not affordable for everyone. which is why lyft is offering free rides to low-income residents. >> one of the areas i don't take it as much is because the cost is so -- it's not attainable depending on where it is. >> reporter: roy fitch uses his refurbished bike to get around town. the scraper buying team is one of the partnering groups that will use a funding to open a bike library for people to rent out rides. >> we take the bikes and refurbish them and create -- put paint on them, duct tape as well. >> reporter: while these artistic bikes are fun to watch, are they the solution to the bay area's transit nightmare? >> no. i think that's all a part of the solution. we have to -- all the transportation solutions have to work together. mass transit, public transportation. >> reporter: the lyft bikes just the latest component to improving transportation.

in east oakland, carlos salcedo, abc7 news. >> on the peninsula just about two hours ago, new driving restrictions went into place along a stretch of east hills dale boulevard, a popular shortcut. take a look. we'll show you the section highlighted on a map. sorry, we apologize, we don't have that map for you. drivers can no longer make left or u-turns from 4:00 to 7:00 p.m. on weekdays as part of a pilot project. police will be out this week looking for violations. they say congestion in the area is increased with the use of traffic apps diverting people off of highways 101 and 92. >> commutes that used to take 15 minutes are taking half an hour, 45 minutes, and residents are upset. >> foster city's department of public works says since 2015, traffic has increased more than 30% on foster city boulevard alone. >> one week from today, cal trans expects to begin permanent

repair work on the richmond-san rafael bridge where concrete fell to the lower deck. it was due to the rain in theg week's forecast. over the weekend crews installed a large metal plate on the upper deck as a temporary fix. this should make for a better ride and put an end to the closures for now. last week as we reported to you, concrete chunks fell from the upper deck to the lower deck. the entire bridge was shutdown for hours while cal trans made some emergency repairs. >> rain is the reason that the crews aren't starting to fix the richmond-san rafael bridge this week. there is an atmospheric river on the way and bringing us a strong storm which ranks 3 on the storm impact scale. abc7 news weather anchor spencer christian is tracking it. how much could we get? >> we could get several inches. live doppler 7 showing us relatively calm conditions at the moment. clouds are thickening. that's all that's happening now. let me show you what is heading our way. you mentioned the atmospheric

river. the wide band of moisture, subtropical moisture flowing generally toward the california coast. there is a low pressure system dropping down from our north basically from the gulf of alaska. it's going to tap into our link up with that flow of subtropical moisture and that's going to be our wind safe storm. it ranks 3 on the storm impact scale. most bay area locations will receive 1 to 2 inches of rain. we may see 2 to 4 inches of rain in parts of the north bay, even moreover the coastal mountain range. gusts will reach 45 to 65 miles per hour across most of the bay area. here's a forecast animation. starting tomorrow afternoon at 5:00, notice late tomorrow night rain begins to surge into the north bay. so around midnight is when it will arrive with full force wednesday night into -- tomorrow night, i should say into wednesday morning. by 5:00 wednesday morning as the morning commute is gettin underway, there will be widespread moderate to heavy rainfall and here's what commuters can expect wednesday morning. heavy rain, gusty wind, ponding on roadways. remember if your wipers are on,

of oregon. officers say mccoy was unresponsive when they approached his car and they opened fire when he began moving abruptly and reaching for the weapon. >> volunteers at a small farm in vallejo are devastated by the violent deaths of three alpacas and other animals. two dogs broke in saturday night and attacked the animals. it was easy to find the owners of the husky mixes. they had micro chips. abc7 news reporter laura anthony is on the story. >> reporter: their names were racer, sky fall and pacheco. three prized alpacas of the loma vista farm. three large animals killed by two dogs. these huskies would escape from a nearby home. >> this is where they lived. this was their home. >> reporter: farm keeper rita leroy has been at loma vista 30 years and never before has there >> we're just devastated. the all partly cloupacas were g

creatures the children loved. we're going to be sad for a long time. >> reporter: beside the alpacas that were killed, two goats and three sheep were also attacked by the dogs. they still at the farm recovering from their injuries. the farm is adjacent to an elementary and middle school where today school psychologist cecilia cruz told us the students are grieving the loss of the animals they have come to know and love. >> a lot of our students were actually pretty resilient. they knew, they understood, and it could be just the way we express things, like saying, well, they are no longer with us, or they didn't survive the attack. >> reporter: the owners of the two dogs named demi and buddy have relinquished them to solano county animal control. their future will be decided later this week. as for the future of loma vista farm -- >> the worst loss is the pain that the children will have to suffer, knowing that the animals that they loved are gone. we look forward to bringing in new animals to make them happy

>> reporter: every picture is intact at his home. his family is holding on to every memory of their hero. >> it wasn't his fault, and that is where i really have a hard time. i struggle with that. >> reporter: it's been six months, but to kerry grist, the loss of her husband and best friend seems unreal. >> is someone going to wake me up from this nightmare yet? >> reporter: he made a traffic stop off interstate 80 when a distracted driver killed him and another man at the scene last august. >> and just knowing that he's not going to be here ever again, that is -- that's a tragedy in itself. >> reporter: colleagues called him mr. hollywood because of his good looks and charm. he left behind three children. his eldest daughter is following in his footsteps. >> my kids, them not having their dad. my oldest daughter, with her going through the academy and she was so excited, she used to call him and ask him advice.

>> reporter: to prevent deaths like this ab 47 was announced last week. it would add a point to the driver's license of anyone caught on a cell phone while driving, something c.h.p. officers see often. >> have the maximum amount of officers out on patrol, enforcing distracted driving and educating the public on what you can and cannot do while operating a vehicle. >> reporter: she hopes with her story less drivers will be distracted. if approved ab 47 will go into effect january 1st, 2021. luz pena, news. >> a stolen pickup being chased by police plowed into a room where he was sleeping. a pickup plunged into a home on golden bear drive in antioch. firefighters had to pull the driver from the wreckage. a few feet away, vincent tran was in bed. >> i heard the sound, boom. i thought somebody was shooting.

and i went up to the stair and then the cop knock the door, tell me open the door. when i tried to open the door it's stuck. the cop tell me move away from the door and he kicked the door out. >> antioch police say the driver is going to be okay. they'll arrest the man once he's released from the hospital. >> planned parenthood wants to join california's criminal prosecution of two anti-abortion activists charged with invasion of privacy. the case has to do with the 2017 incident when the two activists secretly made videos of themselves trying to buy fetal material from planned parenthood. david of davis and sandra meredith of san jose have pleaded not guilty. they claim they are under cover journalist ands protected from prosecution. a san francisco judge is reviewing planned parenthood's request. >> let's turn our attention to the weather. we have a strong storm coming our way. >> i think we saw three, spencer. >> we're going to be paying attention to this storm. let's start with live doppler 7 which shows hostly partly cloudy skies. we have nice pleasant calm

conditions now. enjoy them while they last because they won't last long. this is a have you from emeryville looking at a beautiful western sky. seeing a lot more blue than we saw just before we went on the air. so the clouds have scattered a bit. it's 49 degrees now at san francisco and mountain view. oakland 51, 48 at san jose, 50 at morgan hill, 45 at half moon bay. here's a view from the east bay hills camera looking at a colorful western sky. 46 degrees right now in santa rosa. 48 at napa and petaluma, 235 fairfield 49. all these locations are reporting partly to mostly cloudy skies. this is the view from our rooftop camera at abc 7 looking out over the embarcadero. these are the forecast features. strong storm arrives late tomorrow night. gusty wind, possibly a couple of isolated thunderstorms on wednesday with widespread showers and breezy conditions lingering into thursday. overnight conditions tonight, partly to mostly cloudy. low temperatures in the upper 30s generally in the inland valleys. low 40s in some locations right around the bay, shoreline and low 40s on the coast.

and tomorrow as the clouds get even thicker, highs will be generally in the low to mid 50s. a little bit milder farther south, 57 in san jose, and rain will start moving into the far northern part of our viewing area late tomorrow. the atmospheric river, this thing we've been talking about, this expansive flow, this generous flow of subtropical moisture moving generally in our direction is going to provide the moisture for this low pressure system dropping down from our north as it links up with or taps into that moisture. that's going to be our big storm wednesday. it ranks 3 on the storm impact scale. 2 to 4 inches in the north bay, 4 to 6 inches over the coastal ranges. wind gusts will be generally 45 to 65 miles per hour. we'll pickup our forecast animation 10:00 tomorrow night at which point we'll see rain moving into the north bay. by midnight it will be widespread and moderate to heavy across the north bay. by 5:00 in the morning on wednesday as most commuters are beginning their commute, look

for widespread moderate to heavy rainfall all across the bay area with very few exceptions and the wind will be strong as well. so it's probably going to be a very challenging morning commute. not much will have changed by mid-morning except more rain and more wind. later in the day we'll see the heaviest storm activity shifting to the south bay, but it will still be raining over pretty much all of the bay area later in the day on wednesday. and finally, wednesday evening about 7:30 or so, we'll see the storm winding down, at least here in the bay area. there is a flash flood watch that will be in effect from 10:00 tomorrow night to 10:00 a.m. thursday for virtually all of the bay area where there is a possibility of landslides, rock slides, debris flows and rapid rises on small creeks and streams. a high wind watch will also be in effect for the same time span from 10:00 p.m. tomorrow to 10:00 a.m. thursday for virtually all of the bay area. generally gusts 45 to 65 miles per hour, perhaps in excess of 70 miles per hour over the hills. there is a possibility of downed trees and power lines, maybe power outages as well. rainfall potential from the storm by thursday morning,

generally 1 to 2 inches across the east bay, the south bay and the peninsula. 2 to 4 inches in the north bay and in the hills. speaking of the hills, winter storm watch is in effect above 2000 feet for lake county from 4:00 p.m. tomorrow to 4:00 p.m. wednesday. look for 6 to 12 inches of snow there and a lot more in the sierra where the winter storm watch will be in effect from 10:00 p.m. tomorrow to 4:00 p.m. thursday. above 4,000 feel 1 to 3 feet of snow in the sierra. here's the accuweather seven-day forecast. after a level 3 storm on wednesday which might even produce some thunderstorms, we expect widespread showers and still pretty strong wind on thursday, which, by the way, is happy valentine's day. with a level 2 at least for the early part of the day. then on friday, scattered showers storm activity ranking 1 on the storm impact scale. start to dry out over the weekend and dryer pattern on monday. >> we'll be ready for it by then. >> most definitely. thank you, spencer. >> coming up, toys are back. >> the iconic toy store went

and what kind of impact it can have on people in the near term. >> reporter: the food supply has millions of mike robes detectable only under a microscope. ibm believes it can study the dna of microbes to detect changes from the seed to the shelf that lead to human sickness or even death. >> they can give us early signals of what will be happening so we can keep being from reactive to predict i have. >> reporter: ibm researchers also discovered a new process to revolutionize the recycling of drink bottles. currently when colored bottles are melted much can't be recycled as clear plastic. >> they get discome ration and they get a yellowish bottle. >> reporter: greg developed a chemical process that can turn any color bottle into a clean white powder to make new bottles. >> we actually completely break down the polymer that the bottles are made out of back to their constituent components, clean that up, and then that gives us the ability to regenerate these nice colorless

and we had to go and check on the dryer. we cleaned the lint trap out. we checked on the clothes, started the clothes and we noticed my dogs, they were on the ground kind of whimpering. >> reporter: that's when they noticed this female cougar staring back at them. he thought it was one of his kids stuffed animals until the cat moved her head and let the family dogs know to stay clear. >> the mountain lion did put its paw out to let them know, hey, i'm here, i'm bigger than you, i will hurt you. >> reporter: they quickly exited out of the garage where the washer and dryer were located until he realized his wife wasn't beside him. she backed herself into a corner of the garage. >> i had a long pvc pipe and had to hold it in front of it, told my wife to not run, walk slowly towards me. as soon as she got out, we ran back to our house. >> reporter: inside they called 911 who contacted the department of fish and wildlife. the couple then drove their car

to the garage and shot a video of the sleeping cat. he says a warden and someone with the wildlife sanctuary arrived to take the mountain lion. a spokesperson for the department confirmed the account, but says because the cougar was in very poor health, she had to be euthanized. a necropsy will be done to determine what the animal was suffering from. they are grateful no one was hurt. >> i'm safe, everyone is safe, and, you know, so they did handle the situation. >> reporter: going forward, the family says they will be a little more cautious before entering their laundry room. in the lucerne valley, letisha juarez, abc7 news. >> scary a. close encounter. a grammy award was music to the ears of several local musicians. >> next, see who from the bay area woke up a winner. >> ike michael finney with good news about the bad business of

hundley made it to the workout just hours after signing with oakland. hundley served as bus at this pose i over the last two seasons. both veteran backstops signed minor league deals with invitations to spring training. phil mickelson had a three-shot lead with two holes to go in sunday's final round of the pebble beach pro am. when darkness set in, understandably he didn't want to stop and lose his groove. play was halted and picked up this morning at 8:00. we start at 17. phil pars that one. paul casey is put the pressure on if he makes that birdie. oh, my goodness is right. he whipped that one badly. mickelson held a one shot lead with one hole to go. almost impossible to screw that up and he didn't. this is his approach. puts it within a couple of feet. mickelson knocked in the birdie and finished at minus 19. he won by four strokes. it's his 5th pro am title and every victory at pebble is certainly special.
