here. >> it will not be one entity that will solve this challenge. >> reporter: one challenge is a new federal law that prevent the city from enforcing asleeping or camping ban without having enough sleeping space. the assistance is taylored to those leaving among the sea of tents. >> they are a microcasm of on the homeless population. there's no theme that emerged, they have the same demographics of the overall homeless ppulation. >> reporter: the number of unsheltered homeless people across the county is among the highest in the country. with 80% having to access to shelter. but even with the potential of placement, some of santa cruz's homess way they want to live. >> there's rules and i police myself. i'm the one baby-sitting me. >> the pro posed action plan calls for the entire camp to be removed. >> if they shut the place down, they would be back on the streets of santa cruz, and i

don't want to say bothering society, but for the most part they would be underneath doorsteps and roof hangings. >> reporter: on tuesday, the city and county will explore to -- explore additional shelters and increased services, like showers, healthcare, warming facilitiy ies for the group. happening now, more changes just went in to affect for b.a.r.t. riders tonight. >> kate larson is live to explain. kate? >> reporter: well, dan, all of the changes are because of the seismic retrofit to the tube and the schedule changes are the new normal for the next 3-1/2 years. they are listed on the board and they are playing them over the loud speaker. take a rook at this, they are doing single tracking. that means tra trains run on one track instead of two. that takes place monday through friday. 9:00 p.m. to close. that means the trains will be

scheduled to arrive every 24 minutes instead of every 20 minutes. now, b.a.r.t. said they will make adjustments for events when there's big crowds and riders toast say they are already worried about the day-to-day changes. >> it's already creating a back-up, because even on normal commuting hours, it's already hard to get a standing space let alone a seat. >> schedule changes are hard, but i'm for fixing up the tunnels to feel safe. >> we make contingency plans for events like the giants and next year, it will be the warriors. we will have special event trains. >> reporter: this morning this long line of people was at the pittsburgh bay point b.a.r.t. station waiting for a bus. that is because monday through friday, they start their service an hour later for the crews to be working on the retrofit project much. so passengers will be able to take the buses at 21 different bus stations and a transbay terminal.

dooring to a recent survey of 5,000 customers, b.a.r.t.'s approval rating is at a new low. >> my analogy is it's not the report card that i would rush home to show my parents. >> our focus on quality of life issues is the right focus. and we need to do more. >> reporter: riders we talk to agree. >> you see a lot of homeless people sleeping on there, taking care of their personal business on the trains, doing drugs, things like that. >> reporter: this video went viral, drug users shooting up as commuters walk through the station. and there's three different videos showing the same passenger on three different days, smoking what appears to be meth openly on b.a.r.t. training. bun was shot by a viewer, and another by a producer and i saw it first hand and shot this video of. >> but b.a.r.t.'s biggest crisis came last july, when nia wilson was stabbed to death in an unprovoked attack.
