moment. but first a massive winter storm is bearing down on much of the country just in time for the morning commute. here's the current radar. 120 million americans are affected. >> sleet and freezing rain are expected from chicago to detroit this morning. and major cities in the northeast could see a few inches of snow and ice today. this morning, a winter weather advisory as another dangerous storm slams at least 35 states. the already hard hit northwest buckling under the historic snowfall. trees, carports, even roofs collapsing under the snow's weight in seattle. >> we are amending an emergency declaration. >> reporter: in the midwest a melee on the highways. a terrifying wreck in ohio left this car mangled by an 18-wheeler. in wisconsin, several major accidents brought traffic to a standstill. a truck plowed through an icy intersection and slammed into a police suv. and at least 40 cars were involved in this pileup leaving jackknifed semis and dozens of

vehicles littering the road. slick streets in st. louis also sent cars spinning helplessly. medics in the area were even forced to walk a patient to the hospital. now, new jersey, ohio as well as parts of washington are under states of emergency while people from kansas to michigan brace for heavy snow today. with the winter storm warnings from the great lakes all the way into new england, i want to time this out for you. new york city starts after 7:00 a.m. so your drive time could be messy in the way of snow then by 7:00 pak p.m. it goes to ice and eventually rain. airports across the country are struggling to keep up with the conditions. this jet slid off an icy runway in indiana. thousands of flights have been delayed. hundreds more canceled. and up to a foot of snow could fall from parts of minnesota to michigan. later today philadelphia to new york could see two to three inches of snow and ice. we will have a closer look at your forecast in less than five minutes. now to that breaking news

overnight from washington. a tentative deal to avoid another government shutdown. democrats and republicans have apparently reached an agreement and came together as president trump and potential presidential candidate beto o'rourke held dueling rallies in texas. the president saying the border wall will be built no matter what. abc's mona kosar abdi has the new details. good morning, mona. >> reporter: good morning, kenneth. the president has long said no wall, no deal. he's also contemplated declaring a national emergency to get funding for his wall and this week we may just see how far he's willing to go. after a third round of talks with negotiations stalled over the weekend, congressional negotiators emerged from a closed door meeting late last night reaching an agreement in principle on border security. >> we had some hard negotiations and we are glad to be where we are right now. >> reporter: congressional sources tell abc news the tentative deal resolves a number of contentious issues and would avert a possible government shutdown.

>> not a single one of us is going to get every single thing we want. but nobody does. >> reporter: that may also include president trump. according to sources the deal includes the same nearly 1.4 billion initially offered by democrats for border barrier enhancements, an extra 1.7 billion to homeland security for more than 40,000 beds for i.c.e., additional customs officers and technology at the ports of entries. but none of the 5.7 billion trump demanded for his border wall. >> as i was walking up to the stage, they said that progress is being made with this committee. just so you know we're building the wall anyway. they say that progress has been made. >> reporter: president trump acknowledging the deal at a campaign rally in el paso while half a mile away potential 2020 rival and el paso native beto o'rourke holding his own rally.

>> the u.s. cities of the u.s./mexico border are far safer than the u.s. cities deeper into the interior of the united states of america. >> reporter: now, there is one caveat. the president must say yes to the agreement for it to go through. his signature is required by that friday midnight deadline to avoid another partial government shutdown, so, janai, kenneth, the clock is ticking. >> it is a very big caveat and i'm sure we will hear from the president on twitter this morning. mona, thank you. freshman congresswoman ilhan omar is apologizing for tweets. she suggested lawmakers only support israel because of money from a lobbying group but after criticism from members of both parties including a stern rebuke from house speaker nancy pelosi omar said she was not trying to offend anyone. new details this morning about the growing measles outbreak which has now spread to at least ten states. more than 100 cases have been confirmed. in many states parents can legally opt out of vaccinating

their kids for philosophical reasons but now some teenagers are fighting back. the vaccination debate draws a deep divide between sides. but for one ohio family that divide has created a rift between parents and children. >> absolutely no. i will not vaccinate my children. >> i'm getting vaccinated and this is what i want to do. >> reporter: ethan lindenberger had only received one vaccine his entire life. a tetanus shot after an accident as a child. his mother staunchly opposed to vaccinations opting out of the standard vaccination regimen for all of her kids due to health concerns. but for ethan this decision didn't make sense. when he turned 18 he turned to the internet for help. ethan posting on reddit asking for advice on how to get vaccinated writing my parents think vaccines are some kind of government scheme. i've had countless arguments over the topic but because of their beliefs i've never been vaccinated for anything. god knows how i'm still alive. that post going viral with other teens posting on reddit looking for similar answers raising the

question about how kids can take their health into their own hands. >> i've had people contact me that are in a similar situation where they want to pursue vaccinations and their parent or authority figure doesn't believe it's right. >> reporter: while ethan says his decision to get vaccinated was the right choice for him, his mother disagrees saying it was difficult to accept and hopes she can convince her other children to avoid the shots once they turn 18. >> i think it's great that he has taken it upon himself to research and find what he feels is best for him. it is not what i agree with. it is not how i feel. >> the vaccine has been proven to be safe. the surgeon general and cdc remind people it's not just a personal choice. if you don't vaccinate your children, you're putting others at risk. back now to the big story this morning, that winter storm making the morning commute miserable for millions. let's get a closer look at your forecast. good morning. look for an unsettled pattern to continue with widespread heavy

snow causing big problems for the folks in seattle as well as idaho going into montana. look for between 6 to 12 inches of snow in and around the immediate wisconsin area. sioux falls, at least 3 to 6 and for the northeast, brace for the ice storm. it cometh, so to speak. we're looking for ice and snow throughout vermont and new hampshire going into the southern new england states and then widespread heavy rain throughout the deep south. i'm accuweather meteorologist paul williams. coming up, some rare snow in maui. that's right. snow in hawaii. also ahead, the shocking moment when police say a man looking to smoke marijuana in a vacant house found a tiger lurking instead. plus, a new

we're back with a rare sight in hawaii. snow on a volcano in maui at lower elevations than usual. it was part of a storm that sent temperatures plunging to a possible record low of 12 degrees atop a volcano on the big island. near lake tahoe, california, they were trying to dig out from several feet of snow. this homeowner gently nudged the snow from his roof sending it crashing down into his yard. there it goes. and in slow motion for you. virginia's embattled lieutenant governor justin fairfax has lost four of his staffers. they resigned as fairfax clings to his position while facing sexual assault allegations from two women. the outgoing staffers are not saying why they stepped down. fairfax says his accusers deserve to be heard but he says he also deserves due process. in denver students turned rowdy, real rowdy at this high school as teachers walked off .

those students blasting music dancing in the halls. some left the school to join the picket line. substitute teachers have been brought in to keep the schools open. teachers there are demanding better pay with less emphasis on bonuses. police in houston say a man looking to smoke marijuana in a vacant house got the surprise of his life. he thought he was hallucinating when he saw a tiger inside. it reportedly weighed more than 350 pounds. he notified animal control and the tiger was tranquilized and removed in its cage which officials say was not sturdy enough to contain the tiger and will be relocated to a special animal facility today. toys "r" us is coming back but under a different name. it closed last march but is now being resurrected under the name true kids incorporated with several former toys "r" us executives at the top. the ceo says this is a chance to

listen, i think that it gives a lot of people joy and we need more joy in the world. >> that is california senator kamala harris during the radio show "the breakfast club" acknowledging her past experience with marijuana proving how times have changed. the democratic presidential candidate says she now supports legalizing marijuana. we turn now to the young woman beginning her prison sentence after a disturbing story that made global headlines. >> she sent text messages to her high school boyfriend urging him to take his own life and he did. but her lawyers are now planning to appeal to the highest court. abc's gio benitez has more. >> reporter: nearly five years after conrad roy iii committed suicide in his truck, the woman who urged him to do it is going to prison. >> miss carter will now be taken into custody. >> reporter: michelle carter showing no emotion as she was led away to begin a 15-month sentence after the highest court in massachusetts upheld her

conviction. carter was 17 and roy 18 when he took his own life by filling his truck with carbon monoxide in 2014. in dozens of text messages revealed at trial, carter pushed roy to end his life and chastised him when he hesitated. when roy texted her saying, i'm freaking out again, i'm overthinking, carter responded, i thought you wanted to do this. the time is right and you're ready. you just need to do it. and when roy's truck was filling with carbon monoxide and he got out, she called him and convinced him to go back in. and carter's defense attorney says that legally this case is not over and that they fully intend to file an appeal with the u.s. supreme court. gio benitez, abc news, new york. >> our thanks to gio. new details overnight about the alleged attack on tv actor jussie smollett. two weeks after he says he was the victim of a racist and homophobic attack smollett has turned over some of his phone records, but overnight chicago

police said that the records which were heavily redacted do not meet the burden for a criminal investigation. and police say they have not found any surveillance video of the attack. in sports former kansas city chiefs star kareem hunt has signed a new deal months after video showed him assaulting a woman. the cleveland browns signed hunt to a one-year deal. the chiefs cut him in november after this video came to light. hunt says he is sorry for the attack and the browns say they believe him. >> we came to the conclusion that, you know what, i'm willing to help a man on a second chance moving forward to be a better person. >> for now hunt still faces possible suspension from the nfl. the league's investigation into the attack expected to wrap up soon. heisman trophy winner kyler murray has chosen football over baseball. he says he's fully committed to become a quarterback. it comes eight months after he was selected by the oakland a's in the baseball draft.
