this snow out this moving. and when we were driving by overnight, we didn't even realize these two cars were here. and there's more bad weather on the way. overnight, dangerous winter weather slamming the pacific northwest. this is the fourth snowstorm to hit seattle in the past week alone. more than 20 inches of snow have blanketed the area just this month. snow and ice creating a winter nightmare for commuters in washington. watch as this red car slides right off the road. snow shutting down interstates and highways causing numerous crashes. two tractor trailers colliding. one state trooper says these are the worst conditions he's seen in almost a decade. the whiteout conditions strangling sea-tac airport, the ninth busiest in the u.s. hundreds of flights canceled or delayed. a steady stream of plows scraping ice off the runways. thousands of passengerra this is the most snow sea-tac has ever seen in the month of

february. the region getting so much snow so quickly the roof on this house collapsing, seriously injuring an elderly man. this morning, fears heavy snow and rain could trigger landslides. we're expecting more snow and rain up and down the west coast in the coming days. george. >> okay, will, thanks. as will said we're seeing major travel delays at airports all across the country. thousands of flights already canceled or delayed. abc's alex perez is in chicago with the details. good morning, alex. >> reporter: hey, good morning, george. a number of airports in the cross hairs of this storm. here at o'hare, take a look at the boards here. we are already seeing cancellations and this is what many airports are seeing across the country. we are seeing already more than 1600 flights across the country that have been canceled. crews are scrambling to de-ice planes and keep runways clear. now, here's the bad news. this storm is on the move, but creating problems as it moves so

expect those cancellations and delays to linger. airlines already offering waivers for those who want to cancel or change their flights. amy? >> all right. a difficult day all around, alex. and back here in the east, a commuter nightmare is shaping up for the morning rush. abc's eva pilgrim is on the road in philadelphia. eva, how are conditions out there right now? >> reporter: good morning, amy. we're here along the schuylkill in philadelphia. this is a main artery in and out of the city of philadelphia. and this is the worst time to have this kind of weather. this morning commute, it's a mix so it's ice, it's snow, it's rain, all coming down. and the fear is that it will freeze as these cars are on it -- there's actually a speed limit that has been lowered here in this area. it's gone to 45 on the interstates, 35 on the bridges. they've actually banned empty trailers that are pulled behind cars on these interstates as well as rvs and motorcycles. anything they can do to sort of slow it down a bit and keep cars from sliding across the roads in case these roads freeze, michael?

>> all right, you be safe out there. thank you so much, eva. we're going to go back to ginger with more on the timing and track of the storm. what you got, ginger? >> it's critical for everyone to realize that the culprit in this storm is a warm front. keep in mind that word warm. because it's going to warm up. so, even if you get snow or ice it will turn to rain for a lot of people. you're looking at philadelphia where she was and you can see eva has that kind of rain -- places outside of the city like you will see some freezing rain. but by 5:00 p.m., you have snow in new york city change to ice throughout the day. and then by 5:00, you could see a changeover to rain. boston at 5:00 is in the snow but then becomes rain after midnight. keep that in mind, even if you get the icy stuff, rain will come in behind it, george. >> thanks. we move on now to that breaking news from washington where republicans and democrats have reached a tentative agreement on border security to avoid another government shutdown on friday. the big question now, will the president sign it? abc's mary bruce is on capitol

hill with the latest. good morning, mary. >> reporter: good morning, george. well, bipartisan negotiators here tell us this morning they're optimistic that they do have a deal that could prevent another shutdown. but whether it will depends largely on the president. reacting overnight, trump said that they're setting the stage but insisted that, quote, the wall is being built. but george, this new deal does not give the president the funding that he's been demanding. instead, it would provide just $1.37 billion for fencing and other physical barriers. that would allow for 55 miles of new structure. but that's a fraction of the 200 miles that the president has been insisting on. now, in exchange, democrats decided to drop their insistence that there's a limit on detention beds, agreeing to funding for 40,000 beds, which is a 17% decrease from the current level. >> and mary, we don't know yet if the president is going to sign it. he was speaking while the deal was being made. already, though, some opposition from conservatives there, could be more push for the president to declare that national emergency. >> reporter: yeah, we've already

been hearing from some members on the far right who say it is a failure. and they're urging the president to declare that national emergency which, george, the president still is not ruling out. as for timing here we expect to see the language of this new deal sometime likely by tomorrow which sets up a possible vote to prevent a shutdown before friday. >> just in time, mary bruce, thanks very much. amy? >> all right, george. all this as president trump and former democratic congressman beto o'rourke face off at the border holding dueling rallies last night in el paso, texas. senior white house correspondent cecilia vega is there at the wall with more. good morning, cecilia. >> reporter: hey, amy, good morning to you. president trump said beto o'rourke is a young man who's got little going for himself. o'rourke said the president is using racist and inflammatory language on immigration. one thing is clear this morning. right here in el paso, this city and this wall is at the center of the country's debate. overnight in el paso two competing versions of reality. president trump making the case

for his border wall. >> walls save lives. walls save tremendous numbers of lives. >> reporter: and just half a mile away, his possible 2020 rival, former congressman and el paso native, beto o'rourke, saying the exact opposite. >> we know that walls do not save lives. walls end lives. >> reporter: president trump came to this border city hoping to make an example out of it. >> you know where it made a big difference, right here in el paso. >> reporter: the president repeating the false claim that crime dropped in el paso after the border wall went up. >> i spoke to people that have been here a long time. they said when that wall went up, it is a whole different ball game. is that a correct statement? [ applause ] whole different ball game. went way, way down. >> reporter: but the reality is, crime in el paso dropped long before the wall. the claim enraging many from o'rourke -- >> el paso has been the safest city in the united states of america, not in spite of the fact that we're a city of

[ cheers ] >> reporter: to el paso's republican mayor. what is the message from el paso to president trump? >> we need to control our borders. but there are other ways to do it besides just focusing on that single physical barrier. >> reporter: president trump taking notice. >> i don't care whether a mayor is a republican or a democrat. they're full of crap when they say it hasn't made a big difference. people from el paso, am i right? congresswoman ilhan omar. omar apologized overnight and our senior national correspondent terry moran is in washington with the latest on that. good morning, terry. >> reporter: well, this controversy began over the weekend when representative omar who is one of the first two muslim women ever elected to congress was asked on twitter why israel has so much support in congress. she tweeted, it's all about the benjamins, baby. well, that, of course, is a reference to $100 bills. and what she's essentially saying is american politicians don't support israel because of shared values but because american jews are somehow buying that and that crossed the line. a firestorm of criticism came down on omar. and speaker of the house nancy pelosi stepped in, sending a stern public letter to omar saying, her use of anti-semitic tropes and prejudicial accusations about israel's supporters is deeply offensive. we condemn these remarks and we call upon congresswoman omar to immediately apologize for those

hurtful comments. so last night representative omar apologized but also reaffirmed what she called, quote, the problematic role of lobbyists in our politics. and then, of course, president trump went in overnight telling reporters, quote, i think she should be ashamed of herself. adding, i don't think her apology was adequate. so stay tuned. this controversy is not going away. >> terry, some republicans now saying she should be punished more severely, but democrats seem to be drawing a line on that. >> they do. they are not going to go so far as to strip her of the plum job she got on the foreign affairs committee. now to that breaking news, three parachutists were injured in a training exercise in florida. all were rushed to the hospital. and gio benitez is here with the latest. good morning, gio. >> reporter: hey, michael, good morning. yeah, that free fall jump going terribly wrong. now, the parachutists fell 14,000 feet in the air before opening those chutes during a training exercise at a south florida air force base. emergency crews rushed there just after 4:00 a.m. you can see that scene there

taking them to trauma centers. this kind of jump, a halo jump, it's called a high-altitude, low open skydive. that's when you open your parachute at a low altitude after a free fall. it's incredibly dangerous, back in 2015 investigators looked into this military parachute training exercise. you can see right there, a scene from "mission: impossible," because it's been used successfully in movies. and they stopped these free-fall jumps for three months after an alarming rise in training deaths. so we are now just thinking about those parachutists right now. >> yeah, my dad was a parachutist. >> no kidding? >> 82nd airborne division, so, very dangerous job. thank you, gio. now to denver where their first teachers strike in 25 years is happening. it's now entering day two. more than 2,000 of the city's 5,000 teachers called in sick on monday as they fight for better pay. most schools, however, remained in session, which led to a wild scene at one high school. students blasting music and jumping up and down and several students walked out in solidarity with their teachers.

negotiations are set to resume today. and we're going to switch gears now to the growing anger over shrinking tax refunds. it's the first tax season since president trump's new plan went into effect. and people are flocking to social media to complain they're not getting back as much money as last year. rebecca jarvis is here with more. rebecca, what is behind this? >> good morning, michael. guys, good to see you. yeah. most look forward to that refund check. some even rely on it. but so far this year, many of those who received tax refunds in the past aren't getting them. and some are even having to pay extra. according to the irs, the average refund is down more than 8%, about $170 from last year. the government shutdown also delaying some filings. with the total number of returns down 12.4% from last year, in the first official week of tax season. eva, who works at a nonprofit, says she owes on this year's tax returns.

>> in past years i get about a thousand or 1500 back so that i can pay my property taxes. and this year, i just don't have a refund to pay it. >> reporter: on social media, thousands are using hashtags taxscam and neverowedbefore. one woman writing on twitter, i always got a small refund. i owe $300 this year, so, yeah, tax scam. the treasury department firing back, calling the reports misleading writing, refunds are consistent with 2017 levels and down slightly from 2018 based on a small initial sample from only a few days of data. okay, so what explains this smaller refunds this year? according to the tax policy center most americans, about 80%, did get a tax cut in 2018 but those savings showed up in paychecks because the irs changed its withholdings this year, michael. >> okay, so, reality check, 80% of americans received a tax cut. why are refunds smaller? >> so basically, in those paychecks, people got a little bit more.

including these top headlines. major winter storms hitting coast to coast. seattle seeing record snowfall. their fourth snowstorm in just a week. midwest getting hit right now by another storm barreling east and 1600 flight cancellations. hundreds of delays. schools closed on both coasts. and overnight, lawmakers on both sides of the aisle struck a possible deal to prevent another government shutdown. democrats and republicans reached an agreement on border security, but it doesn't fully fund the president's wall. so the big question now, will the president sign it? all right, we turn now to something we've been talking about all morning low. growing backlash over the cleveland browns' decision to sign running back kareem hunt who was caught on video kickingd shoving a woman. the browns say he deserves a second chance and abc's t.j. holmes is here with reaction. not everyone agrees. t.j. >> i think a lot of us are believe in second chances. the question here is, if kareem hunt deserves a second chance, just 72 days after we see video of him shoving a woman to the

floor and then kick her as she tries to get up. well, the cleveland browns say, yes, he deserves a second chance. a lot of people are saying no. the nfl hasn't changed a bit. this is the video that cost kareem hunt his job. the kansas city chiefs cut their superstar running back just hours after this tmz sports video came to light late last year showing hunt shoving, then kicking a woman. now, just over two months later hunt is being given another chance in the nfl. the cleveland browns have signed hunt to a one-year $1 million deal. >> after doing our research, extensive research, analyzing the situation, we came to the conclusion that, you know what, i'm willing to help a man with a second chance moving forward to be a better person. >> reporter: reaction was swift. many wondered if it was too soon. one writing, i'm in favor of second chances but the guy should have to serve some time out of the league first. hunt has been placed on the commissioner's exempt list.

that means he won't be allowed to play, practice or even be at team facilities until the nfl finishes its investigation. still, many say, cleveland's move sends the wrong message that talent trumps all. others continue to question how the nfl handles players accused of vice. i think you should get second chances for a lot of things, hitting women isn't one of them. >> i don't care what the press release says, they're all looking at it from a football standpoint and they believe kareem hunt can help a young football team. >> reporter: hunt was an nfl star. he led the league in rushing in 2017, his rookie season. he was named to the pro bowl on his way to another stellar season before the video became public. in an interview on espn after his release from the chiefs, hunt took responsibility for his actions and apologized to the victim. >> it don't really matter what happened. i was in the wrong. >> reporter: hunt apologized again in another statement released by the browns saying,

what i did was wrong and inexcusable. i am committed to following the necessary steps to learn and be a better and healthier person from this situation. when the nfl finishes its investigation, it's expected the league will suspend hunt under its personal conduct policy. now, that incident on video, even though we only saw it a couple of months ago, it was a year ago and in that incident he was never charged. in that he was never arrested at all and now he has been in counseling, alcohol counseling, anger management and he's going through that, he is as we speak still back in the league. >> and you're saying that the end of the investigation, almost certain to be suspended. >> almost certain. there are some including our adam schefter over at espn said this could be up to a ten-game suspension. the league can now suspend for six games, they changed their policy after the ray rice incident. at least six games but he thinks it could possibly even be more and he'll have to seat. cleveland knows this already but they think it was worth the investment. >> i'm pretty sure cleveland said, somebody else is going to take a chance, we might as well jump in but 72 days after you

argued she caused had his death by telling him to get back in the car which was filled with toxic carbon monoxide even though they say he did not want to die. this morning, the woman who urged a young man to commit suicide is waging up behind bars five years after his death. >> miss carter will now be taken into custody. >> reporter: michelle carter snowing no emotion as she was led away. the judge sentencing her to more than a year in jail, the highest court in massachusetts upholding her conviction. carter was just 17 and conrad roy, 18, when he took his own life by filling his truck with carbon monoxide in 2014. the key evidence, dozens of text messages showing carter pushed roy to end his life and when he hesitated she kept pushing. roy texting her, i'm freaking out again. i'm overthinking. carter responding, i thought you wanted to do this. the time is right and you're ready. you just need to do it. at one point, as roy's truck was filling with carbon monoxide, he got out but carter called him and convinced him to get back in the truck.

board.ovniuss deal was being annound re on the hill, the president was down at a rally in el paso outlining his case for the border wall. and he said that they're making progress here, but he insists that, quote, the wall is being built. but, george, this deal does not give the president the funding that he's been insisting on all along. instead, it provides just $1.37 billion for fencing and other physical barriers. that would allow for 55 miles of new structure. but that's a fraction of the 200 miles that the president has been insisting on. and in exchange, democrats have dropped their demand for a limit on the number of detention beds and instead agreed on funding for 40,000 beds, a 17% decrease from current levels. but, george, we are already hearing from some on the far right who say this deal does not cut it, and they are urging the president to take executive action. >> okay, mary bruce, thanks very much. amy. now to an alarming report about teens and tobacco. researchers have found a huge jump in tobacco use by teens after years of decline. in 2018 more than 4.9 million middle and high school students used tobacco products. that's a jump of 1.3 million in

in the absence of another breast cancer detection test is adequate. >> reporter: melvin and his partner lynda hayes agreed to sit down with us. do you have research that shows that thermography saves lives? >> only in conjunction where they were using mammograms with thermography. >> linda, you told our producers that nobody needs a mammogram. >> i would never say -- you know, because people are very, very adamant about mammograms. and it's something i'm just not going to say. >> reporter: but this is lynda hayes at a business expo talking with "gma investigates" and a producer from our l.a. station kabc. >> do i need to get a mammogram if i do this? >> nobody needs a mammogram. even if you never did this you don't need a mammogram. >> that's her feeling for her. >> reporter: i went in for a thermal scan at a clinic in new york. recording it with undercover cameras. all images sent to dr. melvin for reading. when i received my baseline results -- >> a mild to moderate risk of developing aggressive tissue. >> reporter: they read almost

identically to morgan's. but i went in for a mammogram afterwards. and thankfully, it was normal. do you remember your patient morgan sloan? >> no. >> no. >> reporter: we show them morgan's thermal report from 2012. >> there are significant thermal findings in the report. >> if you were definitely alarmed, why wait? >> we need a three-month recall to understand it. >> reporter: dr. melvin later told abc, morgan didn't follow his recommendations and pointed out this line on the intake form. the report will not tell me whether i have an illness, disease, or other condition. we also asked about those cancer detecting statements in the brochure. they told us they have now changed it. >> walk nice. >> reporter: as for morgan, she is now cancer-free. and her advice for anyone who discovers a lump -- >> go get a biopsy. it's the only way. >> reporter: a biopsy being just one of the medically accepted and proven methods to examine a lump. when it comes to breast cancer

screening, the gold standard is the mammogram. hundreds of thousands of women have been involved in research trials showing that test is the most effective early detection method. thermography just doesn't have that kind of scientific backing. >> that's right. and early detection saves lives. and i think most people know that a mammogram saved my life right here in times square on "good morning america" i had my first mammogram at 40 and it led to a stage 2 breast cancer diagnosis and i, you know, had no other symptoms. what are the current guidelines for women and mammography? >> right now, they say 45. but it's interesting that you tell me you had it at 40. because women should talk to their doctor. >> yes. >> maybe they need one sooner. i was watching you watch this piece and you're -- >> my blood was boiling when she said no one needs a mammogram. i needed a mammogram. >> and it saved your life. >> exactly. and women need to have the option and the corre

their own health. and you say it's important that they listen to their bodies. >> right. and you did. i mean you were surprised what you found but then you knew what you had to do. >> rht aot of women, they know something is wrong. like morgan knew something was wrong, go to your primary doctor or your ob/gyn and talk to your doctor. bottom line. go with what's scientifically proven at this point. >> and look, i know no one wants to have any unnecessary tests. but these are necessary. it is the most effective way to detect breast cancer and many times we are symptomless and it doesn't mean that we're cancer-free or that we're healthy. we have to have these very important tests available to women. anyone who tells you that you don't need one, you probably ought to get a second opinion. >> you're my biggest advocate. i knew you would love this story. i knew you would appreciate this story. >> and women everywhere should appreciate this story. thank you for what you did, kyra. and if you'd like to learn more about your investigation, you're going to have a lot more
