now at 4:00, we're on early because of an accuweather alert. live doppler 7 tracking a very strong storm moving through the bay area right now as we speak. >> here's a live look at what it looks like outside. you can see some of the tower cams are shaking in the wind. that's only going to increase as the morning goes on. >> you can see live doppler 7 behind us showing this massive storm. there is rain everywhere. it's wednesday, february 13th. this is just the beginning, mike nicco. >> yes, it is. we've gone from a watch to an alert. i wanted to start with live doppler 7 over the last hour. you can see the increase in the yellows, the moderates. rain that is coming in from that atmospheric river that's here. let's go down a little lower and you can see on the golden gate bridge the richmond-san rafael

bridge, especially the bay bridge, that's where we have some of our heavier rain on 280 and 101. you can see near ingleside, mission street, bayview district, on third street to sutter street and china town where puddles are developing. also near eldridge at street level. morning side mountain, hot springs, puddles developing there also. look at the santa cruz mountains. you're getting encroached from the west by moderate to heavy rain that's going to eventually create some rock slides and mudslides in that area. we're going to keep an eye on 9 and 17. >> 2 inches in most areas. 4 inches in the north bay and 6 inches along the coastal range with gubss up to 60 miles per hour. look at this, the heaviest burst the afterno 00 with the worst is alexis? >> all right. we have issues on the roads

already. looking live at the bay bridge. we turned the emeryville camera around. hard to tell with the wind and rain. a box truck lost control and hit the barrier on the right side of the bridge. the three right lanes are blocked right now. as of a moment ago, they have not issued a sig-alert. no word on injuries. it sounds like the driver made it out of that truck okay. we do have a high-wind advisory for the bay bridge right now. so definitely breezy. both hands on the wheel this morning. so far it's not impacting the toll plaza. the backup hasn't reached this point yet and no metering lights on either. that happens closer to 5: it tur today because of the the moderate rainfall, that yellow. drive with extreme caution if you're headed out the door. we have crews out this morning getting a look at the conditions. >> matt keller is tracking the

storm in los gatos. we begin with reporter amy hollyfield. she is joining us live from lucky drive in green bray. amy, that's always a trouble spot. >> reporter: that's why we're here, jessica wanted too check it out. you'll see cars driving through here hitting standing water. you've got to be careful through here. it rained our entire drive here and it's still raining. a lot of water fell while you were sleeping. tlbs electronic signs out telling people to slow down and be very careful and look out for flooding. we do have some issues overnigh show you in sonoma county. a tree came down on coleman valley road. it it took pg&e, they came out there to turn off the power and

then the fire department came to move the tree. they got the road opened up. it's about an hour and a half. definitely issues there. lots of rain fell in santa rosa. very windy there. they're very worried up in that area, especially because of the burned-out -- the burn scars from the 2017 fires. they have signs up around the city warning people to be careful. to be on the lookout. city crews are well aware and are keeping an eye on the burned-out areas. >> for the most part, over the last year since the fires, they've done an extraordinarily good job of working to maintain and minimize potential landslides in those areas. right now, we're looking for th. something you want to be aware of as you head out this morning. to be extra careful. it is still raining.

it doesn't look like it's going to let up on us any time soon. reporting live from green brae amy hollyfield. >> reporter matt keller is live in los gatos. >> reporter: we have a light rain going on. we have a road closure. landslides are a possibility. this one on hicks road is about a mile and a half from camden avenue. the road is closed here. hicks is closed from pheasant road where we're at to alamedas road. take a look at santa cruz county. high wind warning and wind advisory. hold on to thatrees will go dow may cause power outages. mudslides and landslides are always a possibility like this one on hicks road.

alert. let's talk about what's going on as far as live doppler 7. you can see, it is just getting swamped with the heavy rain that we talked about. look at the bay bridge. look at emeryville, look at 880. 580, 13, 24. we've got alameda there. street level, we're showing you grizzly peak boulevard. all those areas with moderate rain and puddles developing. mill valley, the neighborhoods with the most amount of rain, some of the heaviest of the rain is falling. we'll also go street level down in menlo park. look at this east palo alto. you can see copper street right there. we're getting puddles developing. watch out. here's a look at the heavy rain falling in walnut creek as we look south on 680. it's so y far, can we? that gives you an idea of the intensity of the rain and the

danger it creates. not only on the roads. but when you fak tosh in the winds, that will be a big player. sideways rain, if you're outside in mass transit, pants going to get wet if you're just using an umbrella. the temperatures will be mild, in the low 630s this afternoon. as far as the north bay goes, rain all day. even a thunderstorm possible at 6:00. as we head in san francisco, rain coming downside wise at times. temperatures nearing 60 this afternoon. we're going to take a look at what's going on as far as one more area and that would be the east bay valleys where we have rain becoming rare breezy this afternoon to temperatures near 60. want to bring in a election it smi -- alexis smith in. we're in early. >> we're going to start you off with a shot of the bay bridge. this is looking down from the tower. westbound 80 just before the

treasure island yerba buena. folks heading into san francisco, we had a box truck that lost control and hit the barrier. we got the update from chp. there are no injuries. everyone is okay. just that box truck was involved. you can see the police activity there. they're letting the two left lanes by. the three right lanes will probably be closed for the next 30 minutes or so. we're keeping a close eye on that one. we have another crash in the east bay as well. westbound 24 before you get inside caldecott tunnel before fish ranch road. was a two-vehicle crash, then one of the vehicles went off pretty far on the right shoulder. one is still blocking a lane. two more vehicles came along and hit the vehicle still in the lane. possibly have injuries here. they were holding all traffic. they just released three lanes. two lanes getting by. day backup there as well. next traffic update in ten minutes. the dixie school district in san rafael will keep its name, at least for now. hundreds crowded the meeting to

express support and opposition. there were three hours of heated public comment. the board voted 4 to 1 to reject individual suggested name changes. they will make a change if all aspects of the community have input. some say the use of dixie is racist because of ties to the civil war era south and slavery. coming up, new reaction to governor gavin newsom's big high-speed rail surprise. top dog. the adorable winner and runner-up at the westminster dog show. we're looking at edna the cat who will be returning to a san francisco fire station facility. will she? the proposal the fire commission is pitching today. let's take a live look outside this morning as we have a lot of rain here in the bay area. we're tracking that big storm. we'll be right back. >> announcer: the abc 7 storm impact scale. today's storm is level 3. that means a strong storm. look out for flooding, hazards on the road and possible power

let's look at what's going on with our flood threat. we've got that flash flood watch for just about all of our neighborhoods. save some of the valleys in the east bay. flooding on roads, landslides, rock slides, debris flows. especially in the santa cruz mountains. and burn scars in santa rosa. we've got clear lake, lakeport, you can see that area, fairfield. flood watch until 4:00 tomorrow. the winds will be gusty everywhere today and tomorrow. damage is imminent with these storms as they continue to increase. pretty heavy shower on santa rita road and san pablo dam road. watch out for puddles here. thanks, mike. governor gavin newsom set the tone for his administration with his first state of the state

address. >> he wasted no time criticizing the white house when talking about what could be improved. >> this border emergency is nothing more than a manufactured crisis and california will not be part of this political >> he promised to create a plan for the pg&e bankruptcy. he touched on homelessness and the lack of affordable housing. while democratic lawmakers were impressed with his speech, some republicans were disappointed by the lack of discussion on fiscal responsibility among other issues. >> you look at the dmv, that's a huge crisis. he didn't address it today. he has called for a strike team. we applaud him on that. >> i think the governor is going to find a willingness to tackle these critical issues. >> perhaps the big ebs surprise from governor newsom, changes to the plan for a high-speed rail that as supposed to go from san francisco to los angeles but was originally expected to cost $33 billion. now costs $77 billion.

the completion date is postponed to 2033. that's why the governor wants to dramatically scale back the project and build a high-speed rail from merced to bakersfield. and that's it. in our effort to build a better bay area, we asked if this would put transportation improvements in jeopardy. the bay area counsel says it will benefit us in the long run. >> the idea is to keep the project going and having from bakersfield to merced form a spine from which the rest of the system can grow. >> governor newsom insists he's fully committed to building the high-speed rail. a wire fox terrier named king is now america's top dog. he ws named best in show at the westminster kennel club dog show in new york city last night. king is the first terrier since 2010 to win the title. terriers are the most dominant group in westminster history. 47 times. the runner-up was a bay area

it's going to get heavier headed through the morning. the winds will pick up. we've got a chance of thunderstorms today, tomorrow and friday. a chance of wintry storms that means snow levels down to 2500 feet as we start friday, saturday and into sunday. we'll get the dry pattern for next week. here we are just south of 24 on lafayette. campo lindo drive to moraga. you can see on wilder road, puddles are forming. right now on 680 between danville and alamo and danville boulevard, alamo springs drive, el cerrito, those areas you're getting puddles also. we had a moderate shower oversee dar boulevard, 880. it's towards canyon heights drive. watch out for ponding on the roadways there. the intensity of this atmospheric river is going to hit southern california. they're going to see more flooding than we will. we're in the midst of the heaviest right now. you can see at 7:00, red is

starting to show up, especially in the north bay. looks like a heightened danger of hydroplaning and ponding on the roadways. towards noon, we've got plenty of rain out there with moderate spots. that will be the case heading into the afternoon hours. the intensity may drop a little bit before 7:00. another chunk of energy rolls through. that will increase our showers and thunderstorms and the potential for ponding and flooding tonight through tomorrow morning. so just about everything is very high. flooding on roads. trees, power lines down. mudslides, debris flows, small stream flooding. rises in rivers which we're working on right now. some of them may crest near their banks. i'll have that graphic for you next. here's a look at the seven-day forecast. tomorrow is a 2. a 1 with the wintry showers, friday, saturday, sunday. alexis. >> the bay bridge once again. this is the biggest issue right now. westbound 80 as you come through the toll plaza there approaching the yerba buena tunnel.

we have a crash involving a box truck that lost control and hit the barrier on the right side. about 45 minutes ago. everyone is okay in that truck. no other vehicles were involved. but the three right lanes are blocked. they're hoping to have a few lanes open. they're working on clearing the tow truck. getting it to clear the box truck. two lanes are getting by. i do want to flip over and show you the bay bridge toll plaza. we have a lot of road spray kicking up. i was curious if this would turn the metering lights on much earlier than usual. i am keeping a close eye on that. that can be an earlier start tore the bay bridge. hopefully that doesn't happen. folks decided to work from home out of the central valley. tracy to dublin, 27 minutes. you are still in the green. southbound 680. dublin to mission boulevard. also in the green at 16. northbound 85. 101 to cupertino looking okay at 16 minutes. >> alexis thank you. edna the firehouse katmai return

to fire station 49. the fire commissioner will bring up a proposal today to revise the policy that bans animals on fire department property. station 49 unofficially adopted edna four years ago when she began visiting as a feral kitten. a department staff member adopted her after she was ordered out on monday. major snowfall at mammoth mountain. check it out. if you want to take a trip there, we'll tell you how much longer they plan to stay open. mike is timing out the storm for us. as we head to break, if you're looking to send flowers tomorrow for valentine's day, here's a quick tip. >> how do you send flowers without being ripped off? i'm michael finney, here's a quick tip. never go online and order from a florist simply because of where they're located. because because a lot are liars. they say for instance, they're in finney town forest.

. it's here. that's why we've moved on from storm watch. look at benicia, martinez, marina vista avenue. franklin canyon road as we go to street level over to pacheco and concord and highway 4. ponding on the roadways developing there. livermore, if you like to take 84 to the sunol grade. it's going to be dicey and it's going to be dicey on 84 into fremont. let's check out what's going on eden crest lane in saratoga. a little in the high country. pierce road also getting puddles developing. the biggest challenge is the sideways blinding rain and the

puddles that it will be developing through the morning commute. we're just now stepping into the strongest part of this storm. we'll look at the wind coming up next. mike, thank you. in more news, republican lawmakers in wisconsin think former 49er quarterback colin kaepernick is too controversial to honor. a resolution recognizing black history month. the legislature black caucus proposed honoring a number of black leaders including kaepernick who was born in wisconsin. he sparked national outrage for kneeling during the national anthem to protest -- klay thompson expected to play in portland tonight after suffering a dislocated finger. this was the first quarter of the game you saw. yikes. hard to look at. off the screen now. klay got his left ring finger caught in donovan mitchell's jersey while pushing off. he went to the locker room,

popped it back in place and taped up. he rushed eturned in the second quarter. alexis, it's safe to look at the television again. >> it's too early for me. >> that was a lot. >> why did we need to see that? so many times. >> well, we powered through. good for him. >> he made it. i've got good news on the bay bridge. we did have a crash westbound 80 on the incline before the yerba buena tunnel. it had collided with the right barrier. they said lanes wouldn't be open until 4:30. but ahead of schedule everything pulled away. great news. all five lanes are back open. but you can see we've got road spray kicking up, a high-wind advisory for the bay bridge. it's certainly not going to be an easy drive. but definitely better than it was a few minutes ago. we'll check on that residual delay in a few minutes. a multicar collision near fish ranch road before you get inside

caldecott tunnel. two cars crash and two more came along to hit one of the initial vehicles. three lanes are open, the two right lanes will are still blocked. use extreme caution as well. let's check in with meteorologist mike nicco. >> live doppler 7. good morning, if you're just joining us. moderate rains buchanan road, san jose drive, the pittsburg antioch highway, highway 4 between pittsburg and antioch, it's getting soaked right now. so is the dumbarton bridge. it's heading towards newark and fremont. boulevard.680 and mission - you're about to get soaked also. let me show you the threat for thunderstorms. we can have each more intensity out of the rain and winds. everybody is under the threat of a thunderstorm today. tomorrow moves up mainly to the marin county coast and the solano county coast. then it comes back friday when the colder air starts to rush in. we get the chance of snow

starting to develop with that. 5:00 this morning, 25 to 40 mile per hour wind gusts. notice towards 7:30. we're in the heart of the rush. starting to get around 40 to 45 miles per hour. it will taper a little bit as we head into the evening. down to 25 to 30. overnight, 1:30 tonight. back up around 30 to 40 and will increase to 40 to 45 tomorrow morning. we're going to have two bouts of pretty dangerous winds. mammoth mountain says it will be open through july 4th, maybe even longer. you can see why. they've received more than 37 feet of snow so far this season and more is on the way. the snow is so deep, all you can see are the wipers that people extended to find their cars because they were totally covered. >> that is a lot to take. >> coming up at 4:30 border battle. where president trump stands in the deal that would avoid another government shutdown on
