. we're tracking an accuweather alert. heavy rain in the bay area. >> get ready for a slow wet commute. >> same scene at the bay bridge toll plaza. we've already seen problems this morning there. this is a level 3 on the impact scale. that means a strong storm. we do have live doppler 7 behind us this morning tracking the storm. good morning to you on this wednesday, february 13th. you are never more than seven minutes away from your accuweather forecast. here is meteorologist mike nicco. it's a busy morning. >> yeah. it's a super soaker. no doubt. the ground is saturated and running off. that's why in sonoma county, we have an urban and strong flooding until 8:30. that means roads are becoming rivers. parking lots lakes. even the creeks, if you live around one, it's going to rapidly rise. remember, if you come upon a spot of standing water, turn

around don't drown. you have no idea how deep that water is. a 3 strong on our storm impact scale. look at the winds up to 60 miles per hour. one inch of rain in the south bay to nearly 6 inches in the coastal mountains. look at fremont and newark right now. honeysuckle drive getting hit with a heavy downpour. that goes all the way into the sunol grade. benicia, unfortunately, you win right now. your rainfall intensity is up to 2.21. almost 2.25 inches per hour. good thing it hangs around for 10 to 15 minutes. localized flooding possible there. here's a look at walnut creek. our heaviest rain is now through noon. it will taper a little bit this afternoon. but the winds will stay strong all day. here's alexis with the commute. >> good morning, mike. it's not going to be an easy one here today. we'r at -- at the bay bridge toll plaza where the metering lights were on quite early. e on the upper me,

deck. that has cleared. boy, it is extra heavy on all the approaches to get to this point to the toll plaza. unless you're using the carpool lanes to a way. boy, richmond side of the richmond-san rafael bridge, that's where the red on the radar is pushing through to the benicia area. you've got to slow down and take it easy on the roads today. that particular band is slowing you down. that's coming in at 32 minutes, about 12 across the bay bridge and southbound 101, san francisco to sfo, you're still in the green at 11 minutes. >> we have crews out this morning getting a closer look at the conditions. >> live in cupertino, pg&e is working to fix power lines. we'll start with amy hollyfield in santa rosa. flooding is a big concern in the nrth bay this morning. >> reporter: that's right, jessica. look at g water that we found here on heather glen circle. eim andthe kind ofencounter.

pe upovernight.ss first a tree that came down. this is in occidental. this was around midnight on coleman valley road. power lines came down with with it. pg&e got the power turned off and the fire department -- that was one issue from the storm. it's been raining -- officials are worried about the flooding that people will have to deal with this morning. as they head on for the day, even before the rain started, they knew that this storm was going to deliver a solid punch and create problems. >> this is a pretty good soaker coming in. so late in the season, the ground is fairly saturated. we're concerned with not just rivering flooding but also localized flooding and potentially debrisr mudslides. >>muli. mark

jessica. a consistent rain in cupertino on the border of san jose. you can see the pg&e workers are in their bucket lift by the transformer and the power lines trying to get power on to a couple of customers in this neighborhood. credit to them. it's really been coming down and they've been working all morning long in this rain and in this wind. so the conditions obviously not ideal to be working in this morning. take a look at video from scotts valley. a steady rain in that area, they're bracing for 4 to 6 inches of rain. there's a high wind warning and wind advisory as well. in los gatos, they're dealing with the landslide across hicks road. it's about a mile and a half from camden avenue. yesterday, santa clara county officials announced mix is chosed from alameda to pheasant. pg&e c. they're to be helding to nec where there are trees down into power lines. they'll be busy all morning long

governor gavin newsom delivered his state of the state address. the biggest surprise was he said there wasn't a path to build high-speed rail from san francisco to los angeles. the governor wants to scale back the project and focus on building the high-speed rail from merced to bakersfield. in our effort to build a better bay area, we asked if this would put transportation improvements in the bay area in jeopardy. the bay area council president says it will benefit us in the long run. >> the idea is to keep the project going and have the connection from bakersfield to merced form a spine from which the rest of the system can grow. >> governor newsom's office

issued a statement after the state of the state address yesterday saying that newsom is fully committed to building a high-speed rail line between sf and l.a. new at 6:00, lufthansa airlines suing a passenger for taking advantage of a flight hack. it's called hidden city. a passenger booked the flight with multiple stops but gets off the plane at a layover point instead of making the connection. people do this because it can often be cheaper than booking a direct flight. there's at least one website that helps you hack the system. lufthansa says it's a violation of their terms and conditions. they do not want you to do this. >> uh-huh. >> interesting, right? i i think a lot of people are looking at this. it's cheaper for me. why wouldn't i do it? >> yeah. that's going to be a tough one for them to solve. i know in the past if you did that, you risk -- if you have a round trip, you risk canceling your round trip. >> i assume these are people doing a one way and getting away

with it. >> there's apps for that. >> sfo must be impacted right now. as well as the other reports. >> absolutely. sfo more than any of them. as it will be all the way through probably sunday. we have a chance of showers through that. here's a look at sfo right now. we've had a half an inch of rain. it's pooling on the tarmac and on some of the runways. now, my forecast highlights, heavy rain and gusty winds especially this morning. the intensity and the coverage will taper a little bit this afternoon. another intense round tonight through tomorrow's morning commute and then a mixture of rain and snow. valley rain and mountain snow here at home for friday, saturday and sunday. here's a look at the surface winds. they're starting to pick up. the second part of this storm is starting to come in. gusting to 33 at oakland. 36 at hayward. 31 at san carlos. 33 in mountain view and san jose. now is when we start to get into the area of wind damage. the ground is so saturated.

the wind up in the hills are faster. the altamont pass, look at the cross wind at 44. east bay, foothills, look at that. 44, 28 la honda. these are going to increase, possibly up to 60 miles per hour. so power outages and tree damage, all right. we're into that segment of the storm. broad picture on live dopple 7. heaviest rain across the north bay. down to about the san mateo bridge and out 580. south of that, it does taper a little bit until you hit into the santa cruz mountains. that's where it's heavy. we've had wind damage so far. but mainly that's south and east of us. i expect more of the little showing up now. the winds are picking up and we've had flooding in the north bay. that's why you're under the flood advisory in sonoma county until 8:30. look at the intense rain. we have training of showers. that means they're running over the same area. wave after wave and heavy. look at pacheco boulevard. martinez, benicia, crockett,

both of the bridges, the carquinez bridge, the benicia bridge, not only breezy but standing water there. look at another round of heavy rain coming into marin county. the big picture shows that, yep, plenty of moisture and i feel bad for the people in so cal. they have the best chance of widespread mud lieds. look at 7:00, into san jose, we haven't had the heaviest of the rain yet. see what i'm saying. by noon, still pockets of moderate to heavy rain out there. not as widespread. same thing as we head into the evening commute. now, starting about midnight tonight through about 6:00 tomorrow, we'll have another wave of moderate to heavy rain. this time the storm impact scale will be a 2. it won't be as intense. friday, saturday and sunday, you can see the wintry showers. by monday it's dry. weave got about 40 incidents working right now. very busy on the roads as you would expect with this weather.

northbound 280 before foothill expressway, two-vehicle crash, both vehicles went down an embankment. emergency crews are heading to the scene right now. they are calling for an ambulance as well. right now, i'm seeing slight delays. that could grow. we've got a couple of issues on 880 on the northbound side unfortunately. if you're not in a big rig, i would stick to 580 instead if that's a possibility for you. northbound 880 before 98th avenue, a multicar crash blocking the right lane and then once you get past that one, another issue. northbound 880 just past high street. that started off as a solo vehicle stalled out in the left lane. sounds like another vehicle hit that. lengthy delay if you're traveling on the northbound side. bay bridge toll plaza, looking extremely soggy here. we've got long delays on the approaches this morning. it's going to take you more time to get through the metering lights. those are flipped on very early today. 5:13 was the official time. drive times, they have finally filled in. westbound 580, tracy to dublin.

four-way stop right now. we've seen people blast through the stoplight this morning. really busy road. very dark. a lot of other stoplights out of this area. you want to be extra careful and treat all intersections like a four-way stop. we're hearing a lot of honking, upset people out here. a lot of them in this area where we're at. be careful when you drive in the mountains. landslides are a possibility. in los gatos, there's a landslide across hicks road. about a mile and a half from camden avenue. santa clara officials announced hicks is closed from pheasant road to alamedas road. they expect it to be closed because of the rain. in san jose, the most dangerous thing happening right now is this power outage because the lights and main intersections. whenyou're coming across in the dark, it can be hard to see. you want to slow down when you approach these intersections. relatively good job this morning here in san jose. reporting live in san jose, matt keller, abc 7 news. it does look dangerous out

potential. >> we're showing the viewers right now a picture of a downed tree on occidental and mark springs road in santa rosa. now you're talking about a tree down. any other issues or what about the tree down? >> we're expecting more intensity of rain. when we last communicated with the national weather service they were confident that the bulk will be focused on sonoma county. that's a concern of ours. especially following the tubbs fire in 2017. we've dpot done a lot today and don't anticipate significant issues up in in the burn scar we'll be watching for trouble spots. what we'll likely see isolated a and sonoma county. a lot of nuisance flooding and ponding in the roadways. hopefully that's what it sticks to. we're anticipating the potential for some significant storms throughout the day. >> okay. paul thank you so much.

through. campus drive there and palo alto. stanford. it's moving across the dumbarton bridge towards newark. we have heavy rain again in orinda, lafayette, moraga. sacramento street and emeryville getting pounded once again. south bay, you've got a chance of rain up to 2:00. then it tapers as we head into the afternoon and evening hours. peninsula of rain, when it goes sideways, that's when the faster breezes are blowing. east bay valleys, a chance of rain. becomes more scattered at 8:00. east bay shoreline. rain all day today and windy all the way up until 6:00. we've got the north bay and notice this is the area that we're going to have the biggest issue with flooding as the rain will continue to be light or moderate to heavy in this area while the rest of us taper this afternoon. that's why we have the flood advisory for sonoma county. i'll show you that coming up. how many incidents you said 65 at one time. >> up to 72 at this point. we have a lot going on, on the

roads. let's get to the live shot for matt keller. he is at winchester and moore park in san jose where the power is out. that means stoplights are out too. folks are having to treat this as a four-way stop. of course, always a little dicey when you have to do that. you can't completely trust everyone is going to stop. you are going to want to give yourself extra time on the way out the door. one of the many things that are part of the commute. hydroplaning will be a factor as well. standing water and we've got a lot of crashes this morning, too. multiple collisions at this point on northbound 880 into the oakland area. 17 miles an hour, 2 miles an hour approaching an incident. there's a couple around hyde street. that's adding at least 30 minutes to your drive. if you can stick to 580 instead, that's better. heavy on the approaches to the bay bridge toll plaza as well. if you can focus on president pavement, you can see how heavy that rain is falling. the wipers will be on high. you can see the voed sprroad sp kicking up. definitely dry for conditions

b.a.r.t. train. it was already standing room only even at that early hour. >> on b.a.r.t. in the morning, cycle and rhythm, you move with the crowd. somebody in your way, you become an obstacle. part of what i saw during rush hour. >> this was 8:15 in the morning. they are so packed in there. >> i've been riding b.a.r.t. since 8:00 a.m. this morning from warm springs to sfo. trash hasn't been a problem on the trains but definitely outside of the trains i've seen spilled coffee in a station. i found people sleeping in the hallways leading up to the train. there's definitely a strong smell of urine in the air. >> one of the problems with b.a.r.t., especially in san francisco stations is the homeless. on one train this afternoon, a homeless man went down the aisles begging for food. everybody ignored him except for one woman. >> when you see somebody on a train asking for food, your action is some people are put off by it? >> yes. >> your action is? >> to help them out. >> just a matter of a human

it's very cute. >> good. if you like it, i love it. >> i've got a friend like that. you want me to help you fix that? no. i don't think so. appreciate it. but he doesn't do it in a cool british accent. >> make it better. >> let's talk about weather. shall we jump in? i enjoyed that. got to make a 180 degree turn and show you how heavily the rain is coming down on the san mateo bridge now. we've got a bona fide downpour, i mean look at this. sheets of rain. it's going sideways as the winds are blowing out of the south at about 35 miles per hour across the san mateo bridge right now. heavy rain and windy conditions. especially this morning. more scattered this afternoon. chance of thunderstorms not only today but through friday. we have a dry -- wait until the holiday monday. here's an overall look of the neighborhoods from live doppler 7. as future radar showed us, the heaviest rain from the san mateo bridge into the north bay. that's where it is now. over the last six hours, flooding as far south as

saratoga to around places around richmond and oakland and most of it is up in the north bay right now. that's where we've had the steady heavy rain for hours upon hours. look at contra costa boulevard. all dealing with a third round of heavy rain this morning. now, as you head towards san mateo bridge, we're starting to see that it's moving towards industrial boulevard. but the rainfall is coming down at about a clip of a third to half inch an hour. that's why you get the ponding on the roadway. from lucas valley, san rafael, laurel grove avenue, larkspur, 101 and 580 come together to mill valley. the usual heavy spots are getting pounded. as we come up on 7:00 in the next few minutes, look at all the red on the map. as we head towards noon, you can see it starting to break up a little bit. no more red. but plenty of yellows and oranges. the evening commute. just enough light to moderate rain to keep everything wet.

a secondary push of heavy rain tonight through tomorrow morning's commute. it's not as intense nor as widespread. the effects will be the same out of this moderate storm. the cold air comes in and we get the snow level down to 2,000 feet friday, saturday and sunday. >> let's talk about that commute. it's a long one this morning. >> it sure is. >> we have a high-wind advisory by chp for san mateo and dumbarton bridges. we start off with the bay bridge. not only is it soaking wet. it's very windy, that's going to be tough especially in a high-profile vehicle. currently, it's northbound 880. we've got two problems, one in san leandro. couple crashes around hyde street in oakland. that's adding at least 45 minutes to your drive. that's a tough go here today. also in san francisco, great high bay closed between lincoln and sloat. that happened at 4:45 this morning. presumably due to flooding.

wanted to show you the bay bridge as well. we've got just heavy rain as you get into san francisco. you can see traffic is moving slow on the south beach camera. the road spray and the rain combined, you're going to have low visibility and wipers on high. we'll look at drive times and westbound 80. to the maze, crawling in the red. fremont to san jose in the yellow at 22 and northbound 280. highway 101 to cupertino. in the yellow now at 20 minutes. america's new top dog making a special appearance on "good morning america." >> king is reigning supreme. the 7-year-old wire fox terrier was crowned best in show at the westminster kennel club in new york city last night. it was ruff competition. he beat nearly 3,000 other dogs from around the world. his handler, gabriel says that king will be getting a special treat. he'll have a steak today and do his favorite thing in the world, which is play ball. king is the first terrier to win

let's go to the north bay. this is number 4. we're seeing some effects from the storm there. this mudslide happened overnight on mark west springs road. the road is back open. number 5, in the south bay, a landslide is blocking hicks road in los gatos. it's about a mile and a half from camden avenue. scloir a o santa clara officials expect it to remain closed because of the rain. the district is keeping the -- last night the board rejected suggested name changes. the board says it will consider changing the name if more members of the community give their input. number 7, whole foods is raising prices to cover rising costs. the "wall street journal" reviewed the internal e-mails of the company and it found the price of hundredsnd dollars. amazon originally cut prices after acquiring the grocery chain.
