special kids is back making a new friend. that friend today is chelsea. >> what does it mean to you when somebody takes the time to be chelsea's friend? >> i'm glad to see that. makes me feel good. ♪ >> she had a hard time in school, you know? >> when she was a child she was diagnosed with an intellectual disability. she's also nonverbal. at the age of 17, she had to face another issue. >> she had a urinary issue which caused infk shun. t inf infection. the medicine they treat this infection with causes limb loss. >> she lost all four extremities. >> she communicates with her eyes, stubs. she's vocal, just not verbal. >> do you like making new

forest. >> does not look like cars would generally drive down this area. the camera turns around, there's cars, homes. and the water looks just below knee high. so far most of the damage in this particular video is trash, trash bins completing down the street. it's bad for sure. but the situation is not nearly as bad as what this gentleman found himself in. >> i'm from richmond police. >> police find this 79-year-old man stranded in his completely flooded home. you can see he's in a wheelchair. the water up to his waist. >> we're going to get you out of here, okay. >> he also tells the officer he's not hurt. when the officer's backup arrives, they help this man to safety. he can get to his feet, but it's a struggle. they help walk him out. a neighbor is there to help as well. these two officers and this man have to walk to higher ground. he's also not alone. he's concerned about his dog. he's right there.

you can see the dog swimming along. loyally following behind. when it looks like the man is too exhausted to continue, they have to turn him over and carry him out. once they get him to higher ground, a helicopter is able to land nearby. they carefully load him up and take him to safety. the dog, the nearby neighbor offered so take the dog in and watch over it until this man can get back home safe. whitney has seen more in her first year of life than most people will see in their entire lives. that's because her dad mike and her mom carly jo document all of their travels. she's about to turn two. >> can you practice blowing them out? >> oh. she's got that down. >> yeah. they're about to go big. super excited about her birthday. and she loves balloons. if baby loves balloons, baby gets balloons.
