bipartisan legislation even without the nearly $6 billion for his border wall. he's floating the idea of using executive action to pay for his signature campaign promise and declaring the wall is already being built. abc's cecilia vega has more. >> reporter: president trump signaling he could sign a compromise bill to keep the government open. >> we have not gotten it yet. we will be getting it. we will look for land mines, and it's been known to happen before to people. i don't want to see a shutdown. a shutdown would be a terrible thing. >> reporter: lawmakers are scrambling to finalize legislation that gives more than $1.3 billion for the border. that's hundreds of billions less than what he rejected triggering the longest shutdown in history. >> mr. president are you willing to take less money this time than what was on the table a few months ago? >> actually it will be regardless of what i do, you know, we already have, a lot of money where we are building existing walls with existing funds. >> reporter: despite what the

president says no new wall has been built yet, and while the compromise would pay for 55 miles of steel barriers like these, it does not cover the concrete wall the president campaigned on. many of the presidents conservative allies are slamming the deal. house speaker, nancy pelosi was asked if it's a win for her party. >> it's not a question of a win, it's a win for the american people and a comprise. >> reporter: the president's options now, declaring a national emergency and using money set aside from the pentagon, treasury department and disaster relief programs, moves that will be challenged in court. >> they want to be stingy, and we have options that most people don't understand. >> reporter: cecilia vega, abc news, the white house. >> thanks to cecilia. democrats lost their bid to secure back pay for contractors who were sidelined during the historic government shutdown. >> federal employees have been paid rhett tro actively for the time they spent on furlough or

without pay. the white house rejected back pay for the contractors as part of the spending bill. the administration believes it would have been a logistical and costly mess. breaking overnight in the russia investigation a federal judge ruled that former trump campaign chairman paul manafort continued to lie to prosecutors after cutting a deal with them. >> the judge found manafort breached his plea agreement. that means he could face a more severe prison term when he is sentenced next month. he said manafort mislead robert mueller's team about his contacts with russian intelligence. manafort also lied about a payment to a law firm and another unidentified case. "empire" star jussie smollett says he is angry with people that don't believe his account about an attack last month. >> in an exclusive interview with robin roberts, he talked about the attack. two men allegedly shouted slurs at him and dowsed him with a liquid that could possibly be bleach and put a noose around his neck. chicago police have not made an arrest.

>> they have surveillance image that you see there of two people that could be connected. smollett told robin roberts he is certain those are the attackers. >> what is it about their size? why do you feel they could possibly be? >> because i was there. i mean, for me when that was released, i was, like, okay, we're getting somewhere. you know what i'm saying? so yeah, i don't have any doubt in my mind that that's them. never did. >> earlier this week smollett gave police edited phone records, but that wasn't enough to open an investigation. you can see more of the interview this morning on "good morning america." we are getting a better picture of how a new york city detective was killed by friendly

fire. he was killed by a hail of shooting. officers fired 42 times fatally striking simonson. also wounded, a police sergeant and the suspect who is now charged with several counts, including murder. records show the robber had been arrested 11 times since 2012. police in indiana are asking for help from the public to help solve a cold case of murder. the bodies of teenagers libby german and abigail williams were found two years ago. they vanished the day before while hiking near their hometown of delphi. investigators released a sketch of the suspect and an audio recording of a man's voice saying the words, down the hill. new jersey and virginia joined more than two dozen other states to publicly identify catholic clergy members accused of sexually abusing people. nearly 250 priests and deacons are on the list. 188 in new jersey, 58 in virginia. none are currently active. church and civic officials say

reno. 59 passengers and four crew members onboard, the pilot calling in the emergency. >> we are an emergency aircraft. numerous injuries. we do not have a number on how many. >> reporter: with passengers hurt, the tower alerting first responders. >> he will land on 1-6-right and hit severe turbulence. they don't know if there's damage to the aircraft. they said there's multiple injuries so they need medical personnel standing by. >> reporter: emergency crews racing to the plane on the tarmac. >> engine 21, need your request to airport fire to assist with multiple patients. from an emergency landing, due to inflight turbulence. >> reporter: at least three passengers and one flight attendant injured. storms have been battering the west coast. there was a high wind warning close to the flight and you can get the violent turbulence up to 30,000 feet in the air. it is happen to quickly, pilots don't see it coming unless they are told by other flights.

exactly one year ago today 17 students and staff members were gunned down in a school in parkland, florida, allegedly by a former student who is still awaiting trial. >> a year since then, survivors have leveraged and called callee stricter gun control laws. here's abc's juju chang. >> i'm a dad. i was a dance dad. this is the room my daughter used to dance in. i expected to continue watching my daughter dance, to go to competitions. over the years i've just -- this room has been a part of my life, you know, all those dreams that i had as a dad for my daughter, they started in this room. >> reporter: those dreams to watch his child's hopes realized were ripped from his hands one year ago on valentine's day. >> there's an active shooter

situation in south florida. >> 17 dead after a shooting rampage inside a florida high school. >> reporter: it was a scene we all hoped we would never see again, a school shooting this time at marjory stoneman douglas high school in parkland, florida. barely 24 hours after her murder, fred took to the podium at a vigil. >> jamie was such a special kid. all of the kids here are. i just went up and just started letting it loose. i remember saying that night, this time they messed with the wrong community and the wrong dad. >> reporter: in the year that followed fred became one of many parkland parents and students who turned their grief into a drum beat on change. today the students behind the march for our lives rally are holding steadfast in their mission for common sense gun reform. >> we have a main office. >> reporter: jacqueline and ryan
