6:00 pm
another wave of rain is going to sweep the bay area beginning in a few hours. >> it will start in the north bay, which as usual is getting hit the hardest. >> the napa river is technically below flood stage and is expected to stay that way, but water is kwloefr floverflowing. >> these grapevines are inundated with water and the course at kennedy golf course is most lly under water. week. >> going to continue to get rain throughout the weekend. and that's going to continue to cause challenges for those driving through the areas. talk to your neighbors, make sure they're okay. >> the russian river at guerneville is forecast to crest tonight, and it's already above flood stage. the river is predicted to return below flood stage at 10:00 tomorrow night. >> so let's begin our live team coverage with abc 7 news weather anchor spencer christian. he is tracking this level 2 storm for us. >> okay, kristen. our storm has lost a little intensity, but flood concerns remain and showers as well. here is look at live doppler 7.
6:01 pm
at the moment we have very widely scattered showers. mostly light, but some brief downpours are scattered about there. here comes another frontal system swinging through later tonight. in just about three hours. it's going to bring more widespread and intense downpours. right now we're looking at a flood warning on the russian river near guerneville which will crest above flood stage around 2:00 a.m. and flooding along river banks is occurring right now. navarro river in mendocino county has a flood warning in effect until 7:00 p.m. the current storm ranks 2 on the scale, a storm of moderate intensity. more scattered downpours will continue tonight. flooding risks continue. isolated thunder is possible. 8:30, 9:00 tonight, we'll see the next wave of more more widespread and more intense storminess swinging through bay area. that will be followed by pockets of showers. some will contain brief and heavy downpours that will continue, really, into the early morning rush. and there will be some snow in the higher elevations.
6:02 pm
i'll give a closer look at the forecast in a few minutes. >> spencer, thank you. some of the most serious storm damage is in the north bay. a mudslide destroyed two homes and caused the evacuations of 50 others. droneview7 shows us what it look likes now on sausalito boulevard. a duplex slid off its foundation and into another home down the hill just before 3:00 this morning. 70-year-old susan gordon was inside the home that slid. she suffered miraculously minor injuries. >> terrifying. look at the comparison. on the left is what the neighborhood used to look like. on the right, shot from sky 7 this morning. 50 homes below have been evacuated as engineers evaluate the soil. >> my fear is that we find the stability terribly degraded by this moisture. and we have more slides. >> gordon's son says his mother lost everything. he set up a gofundme page.
6:03 pm
it's raised more than $14,000 in nine hours' time. several gas lines were damaged in that mudslide. abc 7 news reporter amy holyfield was out there, and she and a photographer had to move locations because of the smell. >> yeah, the smell of gas has been very strong since we got here at 4:00 this morning. it was one telephone first things we noticed, and at times it was so strong, it even made us want to gag. it leaked for hours. they didn't shut that line off until about 10:00 this morning. however, they're still concerned about gas and have pushed us back from the scene. and that's because they found out in all those hours that the gas was leaking, it accumulated in some homes. so now they want to vent it. they want to get it out of this area before they let working crews and assessment teams inside and close to the scene. . >> pg&e said 14 customers were without gas service. service cannot be restored to some of them because of the damage. the utility also had to deenergize power lines so first
6:04 pm
responders could work safely. in novato, the chp is considering closing highway 37 because of a levee breach. novato creek was already at capacity, and now its waters have flooded a field to the south of the highway. abc 7 news reporter lyanne melendez is there lye keeping an eye on it tonight. lyanne, how does it look? >> well, here's the latest, dan. chp telling me they're keeping an eye on the number two lane in the westbound direction. that's towards san francisco behind me. they may close that second lane. the problem area i'm told is west of atherton avenue. we got as close as we safely could to that levee, where there is a big gap under those old railroad tracks. like so many levees, it is made of earthen materials which gave way. this levee's purpose was to prevent the waters of the novato creek from flooding the adjoining field south of highway 37. >> you have a levee that guides the water actually kind of
6:05 pm
straight and more west. and that's happened is this water has worn it away and it's flown straight through the levee into this field behind this. >> water was also going over the top of a second levee near pacheco pond. >> if we get water coming across, it doesn't take very much moving water, flowing water on a roadway to impact a car. we can have flooded vehicles. we can have vehicles swept away. it's a safety concern at that point. >> reporter: in the meantime, the marin county flood control district borrowed these fan boats to get to a pump in that field, hoping that it's working and that they are able to release some of this water. repairs to the breached levee will eventually be made by adding rocks and other materials to fill in that hole, but only after it stops raining and the water recedes. and the good news is that because there are only fields around here, no homes are threatened. i'm live in novato, lyanne melendez, abc 7 news.
6:06 pm
>> all right, lyanne, thank you. in the south bay, emergency officials spent the day monitoring the guadalupe river in san jose for potential flooding, and at one point encouraged some people to evacuate. abc 7 news reporter chris nguyen has the story. >> the fast-moving guadalupe river catching the attention of many. neighbors stopping by to check it out for themselves. >> i worry for my house and for my neighbors. that's what i'm worried, for the ones, they live by themselves. that's what i'm worried. >> reporter: francisca dominguez was among the hundreds of people in willow glen who were told to evacuate from their homes overnight. the city of san jose, which has been criticized in the past for its storm response sent out multiple text alerts as officials predicted rising waters. police and dozens of volunteers also went door to door to help spread the word. >> just taking the photos, the computers, anything that is electronics. this will be hard for us to replace. >> cj and her husband mark didn't want to take any chances. >> we heard knocking.
6:07 pm
we came to the door. they said it's imminent. mark went and looked a the creek in the back. it's about five feet away. but if they're coming to knock, we're leaving. thinking view from sky 7 taken over the guadalupe river near malone road shows how close the river got to the homes. the river reaching its flood stage early this rn montgomery before eventually receding. >> these things are touch and go. we never know how much water is really going to be dropped in a storm cell. we have some predictions and working almost minute by minute with the weather service. >> most neighbors appreciated the advanced warning. others chose not to evacuate, opting instead to ride out the storm at home. >> i kind of went back to sleep because i was kind of tired. but it looks like it's going down. so i think i'd be fine. >> the city of san jose using this weather event as a way to remind folks to sign up for the emergency text notification system. i'm chris nguyen, abc 7 news. >> all right. and traffic problems in the santa cruz mountains on northbound highway 17 in this
6:08 pm
wet weather. the chp says this crash that happened north of summit road around 2:30 this afternoon was a major injury collision. officers are also investigating another crash south of summit road where at least one person died. in the east bay, ac transit says it is investigating an incident from this morning when one of its buses drove through floodwater deep enough to cover the floor with water. look how deep the water is on the street here. now in is in oakland on seventh street under the 880 overpass. eric? >> and dan, the benefit of several dry hours, that water has come down quite a bit. you can see behind me that caltrans truck. that water was much higher earlier this morning. and over here at seventh and frontage road, this is where that deep water was. you showed just a couple of seconds ago. you can see instead of all four lanes being covered by water, only one is covered by water. but these are the lanes that
6:09 pm
apparently that ac transit bus was driving through. ac transit bus drivers are never supposed to do what you're seeing right now. erica joy took this cell phone video on board the bus from oakland to her job in san francisco. it shows the driver plowing through several feet of standing water high enough to seep on to the floor of the bus. it forced some riders to lift their feet into the air to keep them dry. ac transit officials say it appears the driver broke the rules. >> no operator with ac transit is ever instructed to drive through standing water. that is absolutely against all procedure and protocol, as well as their nine-week training. >> ac transit is investigating what happened at this flooded intersection at seventh and frontage road and says the driver could be disciplined. >> we don't expect a bus to drive through standing water. and we don't expect riders to be on buses tht are going through standing water. >> the portion of seventh street running under 880 was closed to
6:10 pm
all traffic at the southbound 880 on-ramp because of flooding. >> honda, go ahead and turn around. >> oakland police over their loudspeaker were telling cars not toe chance driving through the flooded part of frontage road just north of seventh street. >> tractor-trailer, you should be fine. >> only big rigs were allowed through this morning. that doesn't mean every driver was listening to frustrated officers. >> you with the red jeep, don't act like you don't hear me. it's on you if you decide to. if you get stuck, you're on your own. >> that driver did not get stuck, but this driver of a bmw stalled out. the car might still be there if not for a big rig that helped without a push. not everyone who challenged the water was in a car or a truck. frank widener decided to wade through the water that came higher than his knees. here is why. >> the only way to get to bart and i got to get home. valentine's day. >> it is indeed valentine's day. here is the traffic situation here. at seventh and frontage road, it
6:11 pm
is closed down completely on seventh right now because of that standing water. you can't get through. if you're coming off 880 at the seventh and grand exit, you're turning right. there is no way to get through straight. and here coming down frontage road, well, it is closed off as well. but a lot of people don't seem to know that. they keep coming down. and they're forced to make a u-turn and go right back up there again and find a way around. in oakland, eric thomas, abc 7 news. >> thank you, eric. meantime, today's windy and wet weather has caused problems as san francisco international airport. nearly 350 flights have been delayed today, and there have been 115 cancellations. now most of the flights impacted are short haul flights up and down the west coast. no problems have been reported at either oakland or san jose airports. and at least 17,000 bay area residents are without power. pg&e, the outage map here gives us a pretty good idea where the
6:12 pm
outages are. according to the utility, the north bay is the hardest hit with 7700 in the dark. 5500 are without power in the east bay. in san francisco, there are 2700 customers right now impacted. all right. it's been raining for days, as you know, and there are still several more days of rain in the forecast. tonight we're adding up how much rain has fallen. the numbers are impressive, and they're coming up at 6:30. also ahead, what's going on with the federal government? making deals and debating a national emergency, all as the deadline to prevent another shutdown approaches. police have surrounded a ups truck after a chase. dozens and dozens of police officers are involved in this. we'll update it for you in less than three minutes. than three minutes. stay with us you know when you're at ross and... wow! ...you realize you can totally eat out more? that's yes for less. get the latest spring trends for your home

6:16 pm
component. this is about a block away from where we believe the police pursuit came to an end at first and trimble as you've been reporting. the santa clara county sheriff's office telling me this initially started at chenowith avenue and pearl avenue. for those people who are unfamiliar with this area, this is where a lot of the tech companies are based in north san jose. we're not too far from san jose airport as well as the matrix and bay 101 casinos. so right now just taking a look. what i can see is the roads are closed, of course, in this area between component and trimble. the light rail system also runs down first. and as you can imagine, those trains have been halted for time being. there are multiple, you've seen in the video, a heavy police presence here. san jose police working with the santa clara county sheriff's office in all of this. we've seen the mobile operations unit come on scene. that just passed us about two
6:17 pm
minutes ago. but, again, the traffic backups are starting to happen. folks are coming -- oh, sorry, good ahead. >> this is kristen. i just have a question for you. we saw someone walking away from that ups truck with her hands up or his hands up. >> that was a woman we talked about who was surrendering at the time to the police. so my question, we see a ups driver still in the truck? do we believe there is another suspect solve some sort with perhaps a weapon that is holding that driver hostage? is that what they're thinking? >> to be honest, kristen, i'm unsure of that information because we just arrived on scene. we're at first and component, which is about a block away from first and trimble. police are keeping us away from that area right now. and so your vantage point from sky 7, that video earlier probably better than mine right
6:18 pm
now. >> okay. >> but, yeah. >> chris, excellent. thank you. i know you're going to get a lot of information. that video that we showed you and i talked a few minutes ago that kristen referencd as well was a woman surrendering to police. she was backing towards police with her hands in the air. the sheriff's department does call her a suspect. but as you look live from sky 7 obviously there is still some concern about who is in that truck and they are -- the police are being very cautious there, but are dozens of officers. >> so it appears that they do have one suspect who surrendered, but dan, we were talking about whether there is another person the way they're treating the situation so carefully, cautiously. >> they believe the driver is still there. >> yes. that there could be another person, another suspect who may or may not be armed, but definitely they're treating it as such. this all started with a chase, and then it went a ways until it got here to first and trimble, i believe it started at pearl and chenowith.
6:19 pm
and now they are not letting any cars pass. that whole area is shut down because they believe -- well, there is a person, possibly a ups driver who had been possibly carjacked and taken hostage. and now despite seeing one surrender, they're obviously treating the situation as if there could be another suspect. >> well, we believe there is someone else in that car now at this moment, in that ups truck. and so we're waiting to see exactly what the police are going to do. but no doubt whoever is in that vehicle, that ups truck that led police on a chase under some very strange circumstances, we know that law enforcement is trying to assess the situation, probably talking to whoever is in that vehicle and trying to get them to step away, as we saw the woman who backed away and is now considered a suspect from the ups truck. they'll be no doubt trying to get whoever is in there to do the exact same thing. >> so you can see right now
6:20 pm
traffic is not moving. tons of police vehicles and armed police out there standing in a very tense situation with that ups truck surrounded. there are reports that this all started with a chase and ended here at first and trimble, that it was some sort of carjacking of this ups vehicle. and we saw from sky 7 the driver is still inside, presumably still in danger, possibly with another suspect in that vehicle with the ups driver, which is why they're having to play this so delicately. >> obviously that whole area is shut down. so as you can see, drivers being advised to avoid the area of first street and trimble avenue. the circumstances of this, of course, are still unknown to us at this time. was this a carjacking? was it some sort of robbery attempt? was it some sort of personal? do people know one another? we just don't know why exactly this ups driver ended up in this predicament. and we're still waiting to hear
6:21 pm
more on that. but the immediate question now is when can they secure the scene and get whoever else is still in that truck out and get traffic moving again in and around that area. >> so as we reported, vta service, the light rail there is stopped in that area. so affecting a lot of people in their normal commute home. but we did see that woman exit the vehicle earlier with her hands up. she was taken into custody. they consider her a suspect. the question is and does appear to be two people in that ups truck right now with one driver presumably being held hostage. >> obviously a very dramatic situation. we're on it live with sky 7 and our for your heart... your joints... or your digestion... so why wouldn't you take something for the most important part of you... your brain. with an ingredient originally discovered in jellyfish,

6:24 pm
this major breaking news happening in north san jose. right now we have some significant developments to share with you. very quickly up to speed. a ups driver apparently carjacked. one woman who is considered a suspect has exited with her hands in the air. we understand that the driver of the ups truck is safe, but the suspect is still -- another suspect is still in that vehicle at this moment. >> and that that suspect had fired at police, and they have that ups truck surrounded because he is still inside and had fired bullets. so we're going to continue to watch this situation for you. but the latest developments just
6:25 pm
in the last few minutes is that the ups driver had exited that truck safely. >> and it looks like you can see an arm just closing the window of the ups truck. so what's happening now of course, authorities are trying to negotiate with this person to surrender peacefully. but that doesn't look good at this moment, having apparently fired at officers. and there are dozens and dozens of police cars behind this ups truck, as you look live from sky 7. the good news, the driver seems to be safe. but one suspect already surrendered, a woman. another suspect in the vehicle now, armed and obviously dangerous. we'll keep you up to date. all right. we'll move on to our storm coverage. it's going to keep raining through the weekend. >> it is indeed. we'll update the storm for you. spencer has the timing next. and we added up just how much rain we've gotten from the recent storms, and what a difference they're making. plus bart week on abc 7 continues. it's part of our commitment to building a better bay area where we look for ways to make life

6:29 pm
now from abc 7, live breaking news. >> and that breaking news is in north san jose. sky 7 live over a hostage situation involving a ups truck you can see a huge police presence, or you will when the camera pulls out. dozens of officers. >> we know the driver of the ups truck is now safe that is not the person whose arms you see waving out the window right now. that person is a suspect. we also have some video that we do want to show you, though, of the driver when he got out safely and was able to walk towards police about 15 minutes ago after being held hostage for quite a while. the santa clara county sheriff's office tells us the suspect that you saw waving his hand out the window is now the only person left in the ups truck. >> and has reportedly fired at officers. this is happening at first street and trimble road in north san jose. it started as a chase near
6:30 pm
chenowith and pearl avenue, and then ended here at first and trimble. and as we've said, one suspect in custody. the driver safe and sound. and now another suspect who apparently is armed and has apparently fired at officers still inside that usp truck. >> you mentioned the suspect who surrendered earlier that was a woman, and we do have video of that from about 50 minutes ago when that woman surrendered to police at the scene, she was considered a suspect as well. during the standoff situation, though, she surrendered and then this is the ups driver, you know, walking to free, safety. about 15 minutes ago after being held hostage for quite a while after this ups truck had been hijacked. >> abc 7 news reporter chris nguyen is at the scene. he is live on the phone with us. chris, what can you add here? >> hey, dan. police have blocked off this area in north san jose. we're live at first and component. this is a block down from
6:31 pm
trimble, where that standoff is happening right now. and as you can imagine, the traffic in this area is a nightmare right now. first between component and plumeria is closed at minimum. and the santa clara county sheriff's office obviously asking people to avoid the area they believe the suspect is armed and dangerous, which is why there is a heavy law enforcement presence right now. and you mention this initially started as an active pursuit, ending here in north san jose. and so for those unfamiliar with this area, it's not too far from mineta is only international airport as well as a couple of the casinos and tech companies based here. the road that's closed at first and component, that's not too far from the main -- not the main, but an ebay campus in this area. so bta, light rail also being impacted right now. and dozens and dozens of law enforcement personnel out here.
6:32 pm
and so we have also police on scene trying to get people to turn off of first on to component away from the scene. this also typically very busy with traffic during the evening hours as commuters make their way home in trying to connect to 101 or to wherever their destinations are. >> chris, thank you so much. stand by, please. let me point at the obvious too. all of the suspect here reportedly armed in the front seat of the ups truck, all of those police officers are some distance behind the truck. if you noticed when the helicopter shot from sky 7 had pulled out and the streets in front of the truck, there is police presence, but not directly in the line of sight of that truck. the reason being obviously that's easier for the suspect if he is in fact armed and shooting to foot forward. but they're safely behind that ups truck, not in his line of
6:33 pm
sight through the windshield. >> and this incident has caused massive traffic problems, not just on north first street where it is happening, but you can see the effect on the downtown san jose interchanges, the 880, 87, especially you see the red part, 880 through downtown. that is very backed up and crowded right now. and that will be the norm at 6:30 anyway, but certainly this is adding to the situation, especially with vta stopped in the area as well. >> when you shut done a significant artery like this, first and trimble, you're going to have a real backup, made even much worse than it normally would be this time of day. you see what i'm talking about. you see no police presence in front of the ups truck, just the road to the side. so they can keep an eye on this person, but not be directly in harm's way. >> who has reportedly already fired shots at officers or at least we did hear gunshots fired.
6:34 pm
i don't know if chris nguyen is still with us, but we did earlier see a woman who surrendered with her hands up, and she is deemed a suspect. but the situation right now is there is another suspect in that ups vehicle. earlier we saw him with another driver, both in the front seat. but now that ups driver at least has been released and has walked to police safely. >> so that's the good news. no one that we're aware of has been hurt so far. but obviously, still a very dangerous and tense situation for law enforcement as they deal with this apparently armed carjack or ups jack suspect in the front of that ups truck. again, what's interesting is, chris, and chime in here. we don't really know the circumstances of this case. was this a robbery? a carjacking? was it a personal situation? we really don't know the circumstance of the chase, do we? >> if you'd like -- >> i think we lost chris.
6:35 pm
we just lost chris on the cell phone. he'll call us back. but that's a key point. we don't know why we're at this point, what precipitated this series of events. was the u.s. driver being abducted? was the ups truck being robbed? were these people trying to get away from something else and carjacked the first vehicle that came by. >> we know the incident started near highway 87 at chenoweth avenue and pearl avenue. that's in south san jose. around 5:15 is the time when it started. and then the santa clara county sheriff's deputies chased the vehicle, the ups vehicle with suspects inside and the ups driver until they got to this spot right here. this is north first street and west trimble road. you can even see the vta tracks right there. it's right by vta. so affecting those commuters. they were trapped as they were trying to get on to 880 and highway 101.
6:36 pm
so commuters trapped. the vta lines affected. and the tension remains because they still have that one suspect still in that vehicle. not the suspect who surrendered, the woman. but there is another person in that ups vehicle, armed right now. >> you know what would be interesting to learn. i'm curious to learn. i know you are as well. how did police become notified that this was some sort of a carjacking or robbery situation? how did they know that this vehicle needed to be chased by police? >> dan, look, it looks like there is smoke around the truck now. >> who knows what's going on. but we don't know was the ups driver able to make some sort of emergency call, waving his arms down the street, we don't know. but it is interesting to see, as you say, kristen, some kind of smoke. we don't know if that's coming from the car or something authorities put there. >> they might have thrown something there. sometimes they take the technique of trying to smoke the person out of the vehicle, but we don't know what's happening.
6:37 pm
>> it look likes if that was the case, it would be a lot more smoke if there was a smoke canister. still interesting. obviously police will be trying to figure out what their next move is to try to get this person to surrender safely. they're also trying to make sure that they don't get put in any more danger if more shots are fired, and they will be either calling this person on the phone or using a mega phone to try to talk to him or her to surrender as the other suspect did surrender about a half hour ago. >> and, dan, it's dark so it's hard to tell, but it looks like the front wheel of the truck could have been blown out. we don't know if they threw any spike strips down to get to it stop or whatever. but if we zoom in there, we can see how it's kind of on the ground there, looking like the wheel had been blown out. but right now -- so that truck is not going anywhere right now. it is surrounded. >> all right. let's go back. our chris nguyen is on the scene for us. chris, we've got you now.
6:38 pm
live on tv. what can you tell us? circumstances dan and kristen, right behind me you can see where police have closed off this section of first street in north san jose. we're live at first and component. and right now traffic is being rerouted on to component from first street. they're trying to push people over to zenker, but that typically is a very, very busy street during this time of night with the evening commute. and so as you can imagine, right now we're seeing that bottleneck right now. also, you'll notice the vta lines that are right in front that run along first street. those trains have been halted. so public transit halted right now as well. in the distance, if my photographer can pan over and kind of shoot in, we see that heavy police presence. and in the past ten minutes or so, we've seen mobile operations
6:39 pm
units from san jose pd as well as the santa clara county sheriff's office come online as well as they work through the situation again, as you've been mentioning. they believe the suspect to be armed and dangerous. the good news is that the hostage that was taken has since been released, that ups driver, according to sources. but, again, this is a very fluid situation. police and the county are asking people to avoid this area, if possible. but, again, as we take a look at first street, this is quite an eerie scene. kristen alluded to this earlier. this is not what we would typically see during this time of day. this would be filled with motorists trying to make their way over to 880, 87, 101. this is where all of -- this section of san jose, north san jose very close to all of those highway and freeways as people try to get home. back to you. >> chris, can you tell us, i
6:40 pm
know you're really familiar with that area from your reporting. what are some of the key businesses, tech companies that are in that area where people might be trying to get home, maybe get to their valentine's day dinners, who are now trapped? >> great question, kristen. right behind me, this complex right over here is actually ebay, where they have a heavy san jose presence. right behind me in the distance, i believe that's the silicon valley 101 complex where a number of businesses, tech companies including lg are located. and just down the way, even more companies and also residential areas, big apartment complexes as well. so this -- for this to happen in this section of san jose where
6:41 pm
there are a lot of people who work here, a lot of people who also live here this is going to impact traffic for quite some time. >> no question, chris. okay. all right. we'll stay with this breaking news in san jose. again, a suspect is still in that ups vehicle after some sort of a carjacking. we will continue here on abc 7 in a moment.

back live now with sky 7 over a hostage situation involving a ups truck and san jose. you can see a huge police presence near the truck. a suspect who we believe is armed is still inside that ups truck, but no one else is. the driver and another suspect are now out of that vehicle. >> that's right. and we do understand from santa clara county sheriffs tweet that that suspect, who is still in the vehicle has shot at officers, pursuing officers during that chase that started at chenowith and pearl and has now ended at first and trimble, where there are a lot of big tech companies there, including a big ebay office. go ahead, dan. >> take your time, kristen. so you see the map there where
6:45 pm
we're talking about, first and trimble. kristen is talking about the chase starting at chenowith and pearl. on the right is a live look at the ups vehicle that was stopped by police after a chase and reportedly shots fired at police from that vehicle. one has to wonder what that suspect is thinking inside that vehicle. he or she is not going anywhere. police are completely surrounding this vehicle and have all the streets blocked off. there's no way out. how does that person intend this to end? a surrender or perhaps intends to try to fight his way out of that situation? we jt don't know. i always wonder in this situation what they must be thinking. but they have very few options, obviously. >> the good thing is the hostages say if the ups driver whose truck was carjacked, and then we also saw a woman walk out of that ups truck with her hands up. she is a suspect. so she has been apprehended. but there is someone still in that ups truck a suspect.
6:46 pm
in the meantime, commuters are just trapped. this is a very busy part of downtown san jose. it's where all the freeway on-ramps are, 880, 101, 87. we do have a statement we just got from ups. >> that's right. ups is working to find out what is happening. they released a statement simply that ups is working with local authorities to understand the situation. that's not a very helpful statement from ups, but all they can release at the moment. they probably know very little as well. but obviously company officials will be in close contact with authorities, and they are clearly having communications between the two of them. but we just don't know more about what happened exactly, what the circumstances of this was before this chase ensued. was it a robbery? was it a carjacking? some sort of a personal matter? we just don't know at this point. what we do know is someone is still inside that vehicle and we believe armed. >> and police in santa clara
6:47 pm
county sheriffs obviously taking this very seriously. i was struck by when we had the wide shot on sky 7 that it's not just that one street or a couple of blocks that have been cordoned off or closed off due to this situation. it's almost like a whole sector of the city. we're talking about blocks and blocks as far as our eyes can see. you notice no moving vehicles. >> no traffic. and as i mentioned earlier, strategically, police are not putting themselves in a dangerous position to be in front of that vehicle where if the person is armed they could shoot easily from the front. it would be much more difficult. they would have to step outside that vehicle to shoot at police behind that ups truck or open the back door. strategically obviously have put themselves in as safe as position as possible while still controlling the entire scene that ups truck is not going to be able to go in where. >> after all, shots had already been fired. that's what they said during the pursuit. they have to be very, very
6:48 pm
cautious. but you can see on 880, it is very slow right now. not moving. and here again a live picture over the scene after just a bizarre, intense and frightening chain of events that began at 5:15. so about an hour and a half ago when this pursuit first started, it started in south san jose, and this ups truck that you see in this picture was carjacked. and it went on this chase, leading police and sheriff's deputies on this chase. finally ending up here. we're not sure how they stopped it, because you can see the front wheel appears to be flattened out. we don't know if they used anything to stop the vehicle, but it's been stuck there. and even though we had one suspect and the driver, the ups driver come out safely, there is an armed suspect in that vehicle right now still holed up in a standoff. >> now the question is what will happen next. everyone is trying to figure out from a law enforcement standpoint how to procee
6:49 pm
long they will wait until they decide to move. in they clearly will be trying to negotiate with the person inside to surrender peacefully. they were able to get one woman who we saw on video backing away from the ups truck with her arms in the air to surrender. and the ups driver, we also had video of the ups driver. so the good news is whoever is in this video now agreed to let what we suspect was another accomplice out of the vehicle safely, and also the driver out safely. so that at least is a very positive outcome. >> all right. abc 7 news reporter chris nguyen is out there. chris, are you noticing any movement or changes whatsoever? >> not really. traffic continues to be impacted out here in north san jose. the suspect is considered armed and dangerous, and that's why police and county sheriffs are trying to keep as many people away from the scene as possible. i'll step out of the way so you can take a closer look from our
