lives lost in the stoneman douglas massacre. >> for a community grappling with grief, today marked a day of healing, service, kindness and compassion. florida's new governor and broward's new sheriff paying their respect. >> we are at pine trails park where memorials have been going on all day long. let's begin with jenny outside stoneman douglas high tonight. >> reporter: one of the most striking things about this memorial outside of marjory stoneman douglas high school is the silence tonight. all day people have been paying their respect. it's been about love and unity. 17 angels illuminating in the night. a somber calm outside marjory stoneman douglas high school. in the dark, these friends planting flowers for victims martin and nick. >> they were kind and caring and giving people and always so happy. ♪ >> reporter: earlier there were serenades, prayers and a moment

of silence at 10:17 a.m. by 2:21 p.m., the awful moments of a year ago memorialized with paintings. this statue of slain student oliver. >> i have seen so much love, seen so much support and so many people that care. >> reporter: a tearful call for the end of the type of gun violence that happened here by the mom of the teacher that was killed helping students take cover. >> i walked down the path today and it was just like reliving last year when we walked down the path. this has to stop. >> our team coverage turns now to louie. >> today it was not about politics or pointing the finger of blame, today was about coming together in love and service to help this community heal. a community in mourning coming together a year later to remember, to cry and to heal. just being here tonight, does that help? >> i think it does because it

kind of unites us and after everything happened we all kind of became a really big family. >> reporter: and that really big family, once again, came out to pine trails park. this walk through memorial that individually honored each of the 17 students and teachering killed with faces and heart-shaped messages of love. >> every victim is recognized and recognized with honor and dignity. >> it's amazing because you see so many people with different backgrounds, different religions and races, and everyone was just with each other. >> reporter: then there were those that just came to help and offer comfort. your shirt says free hugs? >> i figured people would enjoy that, and people have gotten free hugs. people have laughed. >> reporter: there were vigils like this happening all over the country. and it didn't matter if you were from parkland or went to marjory stoneman douglas high school. everyone took a moment today to

this morning on "world news now," president trump getting ready to sign a bill to keep the government open. >> but that bill does not include enough funding for the border wall so he plans to bypass congress and declare a national emergency to get the billions needed for that project. a big day ahead in washington. we're covering the latest. also this morning the investigation intensifies into actor jussie smollett's alleged hate crime attack. police questioned two people late into the night and raided their homes. new details coming in this hour. right now emergency evacuations under way on the west coast. heavy rains triggered mudslides, swept houses off their foundations and even collapsed roofs. that storm is headed east. accuweather has the forecast. plus at 94 years old, former president jimmy carter steals

billion from congress. >> the rest will come by way of executive orders and a national emergency. we have the latest. >> 300-128. >> reporter: a shutdown averted, both chambers of congress passing the bipartisan funding bill to keep the government open, but the compromise not without drama. >> he's prepared to sign the bill. he will also be issuing a national emergency declaration at the same time. >> reporter: the bill provides a fraction of the money the president wants to build his border wall, and he previously declared the wall would be built one way or another. >> with the wall they want to be stingy, and we have options that most people don't really understand. >> reporter: now he plans to simultaneously issue an emergency declaration, a move one of his closest allies encouraged. >> this is the time and that's the necessity that would allow the administration to access billions more in wall funding. >> reporter: the president will

attempt to relocate funds as democrats call it a lawless act and a gross abuse of power. >> that the president can declare an emergency on something that he has created as an emergency, an illusion that he wants to convey. just think of what a president with different values can present to the american people. >> reporter: it's not just democrats cautioning the decision to go it alone. even some republicans are concerns. >> this does set a bad precedent for future presidents. >> reporter: already a department of justice official believes this move will be blocked by the courts, at least temporarily. a senior administration official tells us they believe they will win on appeal. >> our thanks to serena. former deputy fbi director andrew mccabe is sharing explosive details about the chaos following president trump's firing of james comey.

he told "60 minutes" he moved quickly to protect the mueller probe, launching an investigation the day after comey's departure to determine whether the president was acting as a russian agent and obstructed justice. mccabe was fired, accused of leaking to a reporter and lying about it. this morning there are new details on the alleged attack on "empire" actor, jussie smollett. >> chicago police found two men said to be persons of interest. detectives are focusing on whether the pair committed the alleged crime or if the attack happened. >> it comes after he opened up to abc's robin roberts. here's abc's alex perez. >> reporter: chicago police say they identified the persons of interest in the grainy surveillance image and are now questioning them. one of them has appeared on smollett's own show, "empire." it comes after jussie smollett told our robin roberts he's

convinced the people seen here are the ones who attacked him. >> i don't have any doubt in my mind that that's them. >> reporter: police say they have no evidence the people were involved in the attack. smollett is being interviewed again by investigators. the "empire" star now opening up about what happened that night he was on his phone talking to his manager. >> as i was crossing the intersection, and i heard empire. i didn't answer to empire. and then i didn't answer and i kept walking, then i heard, [ bleep ] "empire." and i turned around and said what did you just say to me? i see the attacker masked, and he said this maga country [ bleep ] and punches me in the face, so i punched him back, and we started tussling, and there was a second person involved

kicking me in my back. then it just stopped and they ran off and the phone was in my pocket but it had fallen out and was sitting there and my manager was still on the phone. he's like, what is going on? i said, i was just jumped. i look down and i see a rope around my neck. >> you had not noticed it before? >> no, because it was so fast. >> smollett said he first thought it was all captured on surveillance. >> then the detective told me the camera inside the casing was facing north, so they didn't have it. that was disappointing. >> reporter: investigators asking to see his phone. >> they wanted me to give my phone to the tech for three to four hours. i'm sorry, but i'm not going to do that. >> why? >> because i have private pictures and videos and numbers. my partner's number. my family's number.

i don't know what that's going to be to hand over my phone. >> reporter: we learned authorities carried out an overnight raid on the home of those people they have been interviewing, collecting shoes and electronic devices. so far no charges have been filed. alex perez, abc news, chicago. >> we saw jussie talk about that camera and he said he told robin he prayed police were able to find the two people responsible, and just hours later that's when we learned about this. >> there's so much developing with this story. there are reports, lots of reports saying that police are investigating this as potentially a hoax, but police officials at this point say there's no evidence to support the theory that this was a hoax, that they are looking into it like that. obviously a case we will continue watching very closely this morning. >> yeah, lots of questions there. moving on to the weather, the monster storm pounding the west coast is blamed for at least two deaths, both from flooding.

rain swollen waterways like the napa river are gushing over already saturated areas. >> just incredible images we are seeing right there. in southern california two people camping along the santa ana river woke up to find fast-moving water about to swamp their tent. an emergency helicopter had to air lift them to safety. when will it all end? adam joins us with answers. good morning, adam. >> good morning. the unsettled weather continuing across the west coast. more rains for most of the california and you get in the higher elevations we are talking about feet of snow that could lead to an avalanche this weekend. pacific northwest, same story, rain along the coast. higher elevations of the cascades, we are talking more snowfall, issues along the passes. that snow eventually works its way through the central part of the country to the east coast by the weekend. watch for the slippery roads. we're talking heavier rains across the south and east that could lead to flooding by next week. >> thanks to adam. valentine's day is a chance for many of us to take our love

we're back with a good deed done by some strangers. that bus driver near milwaukee drove up on a car stuck in snow on railroad tracks. imagine how scary that is. they got off the bus to push the car off the tracks. other passengers came out as well to help. they freed the car. look, setting her free there and the woman behind the wheel made it to her job at the hospital. >> i love, by the way, how the video is fast forwarded there. you can see how they just rushed. >> yeah, go, go, go. >> i love that, right off the bus. >> team work makes the dream work. authorities want to know why a small plane fell out of the sky and, unfortunately, killed all of those on board. >> five people died including two americans. witnesses say the single engine cessna was making odd noises before clipping a tree and slamming into the ground.

the plane was flying from a wildlife reserve to an area in northern kenya. here at home, an investigation is under way at a naval base in texas in the wake of a deadly takedown of a suspect of a stolen car. >> it started with a carjacking minutes earlier. here's abc's marcus moore. >> reporter: chaos outside a naval air base in corpus christi, texas. a fire ball seen in the distance, a car engulfed in flames. thick black flames rise into the sky. >> it's going to be a subject that took a victim's vehicle when they were pumping gas. >> reporter: just minutes before, a suspect carjacking a woman at a nearby gas station. >> small black suv, speeding. >> reporter: navy security chasing the speeding car before it crashed into the gate and exploded. the suspect getting out of the car and rushing the security guards who open fire killing the man. investigators descending on the crash site. that charred car, landing on top of the security barrier. there are still a lot of unanswered questions as the investigation continues in corpus christi, and that base is

open except for the north gate. marcus moore, abc news, dallas. >> our thanks to marcus there. school and medical officials near atlanta are trying to figure out what exactly made more than two dozen students sick. >> this is really scary. at least 28 kids fell ill after eating snacks and candy. they were taken by paramedics to atlanta hospitals feeling sick and disoriented. school officials say no teachers got sick, only students. authorities are looking into whether there was any intent to harm the children or if any drugs were involved. >> so scary. the samples of the candy and snack were sent to a lab. not sure exactly how long that will take to get those results back. hopefully, i mean, you don't want to say they are making sure the kids aren't eating at school, but making sure the snacks, the candy they had, they aren't eating anymore. >> to be 28 kids, obviously something went wrong and they need to take care of that.

full military honors at bellevue cemetery. he served in world war ii in five major battles. he landed on utah beach in normandy. he died last week at 97 and he had no surviving family members, they had all gone before him. the call went out and that call was answered. >> there should be more than this. they did an awful lot for this country. >> reporter: our abc station talking to so many veterans and community members determined to be there. >> my dad was a world war ii vet, i'm a vietnam vet. i would hate to see my dad move on without anybody there. ♪ >> reporter: a community grateful, and as we lose another world war ii veteran, his sacrifice will not be forgotten. >> our thanks to david, yeah. the youngest world war ii vets are in their late 80s and early 90s. >> incredible. think about how much they have seen in their lifetime, but

president's closest allies said he could not sign a bill without simultaneously declaring a national emergency. >> this is the time. that is a necessity that would allow the administration access billions more in wall funding. >> reporter: under a national emergency, the president will attempt to shift money from elsewhere in the government, likely the pentagon, a move that will be swiftly challenged in court. democrats call it a lawless act and gross abuse of power. >> if the president can declare an emergency on something he created as an emergency, an illusion he wants to convey, just think of what a president with different values can present to the american people. >> reporter: abc news learned the department of justice warned the white house not only will this emergency declaration be challenged in the courts and the courts are likely to at least block temporarily the implementation of the president's plan, and i am told by one top official here the white house remains confident
