anywhere from 5:15 to 5:25. fridays, yes we get lucky. they don't turn them on later in the morning. we've had an issue in novato. a full closure due to flooding. this is a sig-alert that starts at atherton to 101. you'll be diverted off atherton and take atherton to reconnect with the 101 corridor. that's where we have amy hollyfield for us this morning. amy, how is it looking now? >> reporter: well, i'll let you take a look. see for yourself. weve got some cars here backed up. all getting diverted off of the highway here. you can probably see peeking out behind those cars, the cones blocking people from getting on here at westbound highway 37. we do have a little bit of good news. they're predicting they can reopen this at 8:00 this morning. that's good. it's not raining right now. we're getting a nice break.

as of right now at atherton avenue, no cars allowed on westbound 37 in novato. authorities have said this could happen and they started preparing for it. because a lev was breached in two places from all the rain that we've had in the last week. the water washed out some railroad tracks. those are tracks that are used to haul freight. not people. officials have said that they would try to keep the highway open as long as they could. with the high tide and the runoff and the levee breach, it was too much to handle. there's water on the highway. officials worry about spinouts and cars flooding. getting swept away. for now, westbound 37 is closed until this water recedes and they say they're not going to be repairing that levee breach until the rain stops and this water recedes. reporting live in novato. abc 7 news. amy, thank you. developing news in sausalito. crews will begin clearing debris

today after a mudslide destroyed a woman's home. >> brooks gordon says his 75-year-old mother woke up neck deep in mud after the mudslide yesterday. she was sleeping in her sausalito duplex with her cat peaches when her home went sliding down a hill into another house. >> i got to be honest wurks i didn't realize what the magnitude was of what had happened until i watched the video after i had gotten off the mom with my mom who was in the hospital. >> this is a photo of susan at the hospital. amazingly, just cuts and pruzs. we've seen the community step up for her. her go fund me page raised more than $20,000. this is not the first time a massive mudslide has hit sausalito. reason., a woman was killed andu the slide ripped a home from its foundation and sent it sliding nearly a block away directly emergency officials had to shut down the golden gate bridge at the time because all the mud

dumped on highway 101. today the san jose police chief is planning to talk more about a man shot and killed by police after a dramatic chase. >> he carjacked a ups truck and took the driver hostage. matt keller live for us in san jose. matt? >> reporter: good morning, reggie and jessica. they wrapped up the -- we expect to learn more about what took place here as police chief eddie garcia talks about this deadly shooting. now, this all wrapped up around 7:00 last night. it came to an end. friends are identifying the suspect as mark morasky, a san jose man in his 30s. sheriff's officials told us that a pursuit with morasky and another woman started around 5:00 add chenoweth and pearl in san jose. morasky fired shots with one hitting a patrol. they eventually commandeered a ups truck. the hostage was released at trimble. the man took off running gun in

victim's suv in san mateo on bucknell drive late wednesday night. the victim confronted him as the crime was in progress and then held him until police arrived. officers searched his car and found evidence connecting him to several other thefts on the peninsula earlier that night. recent storms have blanketed the sierra with several feet of snow. nasa released this side by side comparison. the image on the left is what it looked like this time last year, brown and dry. compare that to the new image on the right taken monday. you can see the mountain range is covered in snow. at least 11 feet of snow dropped on mammoth mountain this months so far. it's the snowiest ski resort in the u.s. the recent storms have made a difference in the drought. in the past week, the entire bay area has gotten enough rain to come out of the drought completely. the current map is on the left. last week is in the middle and the drought map from the start of the year on the right. you can see what a difference the last several weeks of wet

notice temperatures top out in the low to mid-50s. same thing in the south bay. we'll barely get to 50. dress for temperatures in the 40s with a bit of windchill. >> the tri-valley, we have a couplish ubs. westbound 580, just past livermore avenue. it sound like a pothole has opened up in the right lane. we have not gotten an update from chp. they're heading to the scene. at least one vehicle hit that and possibly lost control and hit the retaining wall on the right side. be on the lookout for that. i would stick to the left side of the roadway. i would definitely not take southbound vasco road if you're trying to get to 580 just past the county line. we've got a rollover crash. i don't think anyone has moved in the last 20 minutes or so. waze is reporting about a 55-minute delay. i'm checking some of the comments from drivers stuck in that. they're saying this is terrible. we vbt moved. what's going on? it is a rollover crash with injuries. we're seeing major backups due to that. >> thank you so much, alexis. improvements to affordable

housing projects, public pools, health clinics and schools in san francisco are delayed and city officials are blaming pg&e. according to the examiner, the san francisco public utilities commission wants to use its own hydroelectric power. but the officials say pg&e is making unreasonable demands regarding the use of infrastructure to transmit the power. the commission released a report that found 53 public projects are impacted, costing at least $4.6 million. pg&e says it's taking the city's complaint seriously and is working with the city to find common ground. new at 6:00, chuck e. cheese responds after a viral video claims they were just as important as what you get out of it? our broccoli cheddar is made with aged melted

this is eastbound 80 right at the 580 split on the berkeley curve. looks like there's a semi involved and one other vehicle. initially calls were saying all lanes were blocked but they quickly pushed it to the shoulder. it looks like the shoulder is blocked, but it could be the right lane. i'll keep an eye on that. that's the counter commute direction. it's not looking terrible. a quick update on the tri-valley situation. sounding like it might not be a big deal. we had one vehicle call to report to say they hit that. lost control. chp cleared the scene. i have not seen any backup. let's check in with meteorologist mike nicco. >> here's a look at 280 and 17. you can see a sheen on the road from the -- let me get out of the 1 2/3 inches of rain fell. scattered showers and thunderstorms today through sunday. april winter chill. temperatures below average. cooler than average next week.

it's still snowing on mt. diablo. it's been snowing for a half hour, 45 minutes. coming through the altamont pass, 2 or -- 680 or 580 getti wet right now. an smat yoe bridge, the bayview, bay shore, 101. you can see all of that area getting wet. there's got to be ponding developing. you notice we have a lot of snow snt mountains as well. snow levels down low enough, you can see more over hamilton today. maybe even a little bit of a wintry mix in the santa cruz mountains. definitely up in the north bay mountains. low to mid-50s. 52 to 55. that's about all we can get today. we should be in the low 60s. 30s in inland valleys in the north bay and east bay. low to mid-40s. that's the chill i'm talking about day and night. we'll go through this. we've got a nice impulse to come through the next hour or so. scattered showers and no yellows in these as the storms come out of west. got a cold front tonight.

there could be an uptick and a chance of a thunderstorm. notice we don't see as many yellows tomorrow or sunday. the storms won't be quite as heavy. we've got a winter storm warning. man they've got so much snow and an avalanche warning for tahoe as well. there's too much snow. this goes through 4:00 sunday morning. another 3 feet of snow possible down to 3500 feet. oh, wow. that's a lot. all right. so friday, saturday and sunday we'll keep a 1 on the storm impact scale. next week, sunshine and temperatures in the low to upper 50s. let's talk more about the snow. here's alexis with the toyota tahoe report. >> mike, a lot of folks trying to get to the sierra. it's ski week i'm told as well. unfortunately, we have some pretty tough driving conditions to go along with that. we have chain controls in effect for state route 89. interstate 80 remains closed. that closed last night due to white-out conditions and chains are required for 50. but that is open. so that has all these drive times up well over four hours.

if you're planning to make the trek. of course, a lot of the resorts, if you can't take 80, take the long way around. that will add significant time. sugar bowl, those are certainly good. as mike said, we've just been getting a ton of snow. 110 inches to 168-inch base. but about a four-hour and 39 minute drive time. that's because 80 is closed. 88 is also closed. so you have to take the long way around if you're trying to get to kirkwood. back to you guys. a health alert for anyone who likes diet medical conditio linked to. a live look outside at 6:21. what are we seeing? the embarcadero this morning as people are getting their day going. we'll be right back.

comcast business. beyond fast. never more than seven minutes away from your accuweather forecast. let me talk about storm concerns today through sunday with the scattered showers, the pulse of heavier rain and gusty winds that will come out of it. there's nowhere for the water to go. it will pond on our roadways. there's a moderate chance that because the ground is so saturated we could have more trees down and more mudslides and debris flows. i think the creeks and rivers will stay within their banks. fremont is one step closer to turning an old fire station into retail and housing. some people want to preserve fire station number 6 on fremont

boulevard. last night the planning commission approved a proposal to demolish it. this is part of a larger development project in the historic centerville district. the city council will have the final say on the fire station's fate. a new effort to ban gun shows at the cow palace could mean the arena is demolished for housing. state senator scott wiener and phil ting introduced a bill t ban gun and ammunition sales and transfer the property. right now the state owns the a reason on the border of san francisco and daly city. a joint powers authority could take control. the arena could potentially be demolished and the land redeveloped. bad news if you're into diet soda. >> drinking two or more of any kind of artificially sweetened drinks per day is linked to a greater risk of heart attacks, strokes and early death in women over 50. that's according to a study from the american heart association and american stroke association. they say the risks are higher for women with no history of heart disease. as well as for women who are

forecast and what you can expect for the weekend. good morning to you. it's friday, february 15th. >> yes. i just keep hearing friday and it is a relief for all of us. been a long one. >> yeah. still going to be long if you get caught under ashower. they're scattered. it's not the atmospheric river. that's over. let me show you live doppler 7. hi everybody. we have san philippe road, santa teresa boulevard, wild creek drive, some of the areas getting wet in the south bay. we've got a nice shower moving through burlingame, crystal springs road, california drive. look at what's going on in the north bay. look at all of that snow. 2500 feet pick tushs. hash tag your pictures to abc 7 now. that's going to look pretty with the green and the white. storm impact scale today. pretty much you can put this for saturday and sunday. we've got scattered showers, isolated thunderstorms. that means lightning and hail and the snow that will drop from 4,000 feet to around 2500 feet.

we're still a little breezy oit there. in fact, the temperatures in the 40s, little bit of a windchill. feels up to 20 degrees cooler. scattered showers every single day part of that forecast. alexis? >> good morning, mike. feels too good to be true. check out the bay bridge toll plaza. everyone was scared away from the terrible commutes we had. nobody is on the roads today. we don't have any metering lights still and we've made it to 6:30. enjoy that here while it lasts. we have one significant issue in novato as we've been telling you. westbound route 37 is closed at atherton due to flooding. this is a sig-alert. all traffic diverted off. then you have to take atherton back to 101. this is the first time i'm seeing a backup. if you are going to take an alternate and hur headed north, you can use -- or the richmond-san rafael bridge could be a better choice. lets get to reporter amy hollyfield. amy, this is the first time i've

seen it. we've got a two machine mile backup on the approach to where you are. >> reporter: is it two miles? oh, wow. they're moving at a snail's pace behind me. look at them. i feel bad for these drivers. they can't be too happy on this friday morning. i do have good news. it won't impact these people. but maybe people who are just waking up. they are thinking they'll be reopening this at 8:00 this morning. so that's a bit of a break. not getting any rain right now. they are thinking that the water is going to recede enough in time for them to reopen it for 8:00 in the morning. that's good for some commuters. not these people though. we're talking about westbound 37 in novato at atherton. floodwater. the levee was breached in two places because of all the rain this week. authorities say a little bit of water can be dangerous so they have to be precautious. >> if we have water coming across, it doesn't take much of moving water on a roadway to impact a car.

evacuate after water rushed in forcing everyone to pack up and get out. it forced four school districts and more than 30 roads in the county to close yesterday. one man told us about the difficulty of driving around because there were so many nooded roads. >> the messed up thing, it's flooded between here, my truck is on a little mountain and it's flooded behind it. so i can't get in or out of it. >> water is not expected to recede for days. all of those folks evacuated from the rv park don't expect to go home until sunday at the earliest. in the east bay, an ac transit passenger took video her bus sloshed through an interstate. water seeped through the doors and flooded the floor of the bus. a spokesperson said the driver broke the rules by driving through standing water. it wasn't just the ac transit driver who would try to get through the standing water. a driver of a bmw also got stuck at that same intersection. a big rig came to his rescue to push the stalled car out of the

water. we got a pg&e power outage update. a few minutes ago -- this map is giving you an idea where the outages are. the biggest cluster is centered on the peninsula with 3200 customers still in the dark. a similar number impacted in the north bay. blizzard-like conditions in the sierra made driving along 80 and highway 50 challenging. traffic is being held along 80 between placer county and the nevada state line because of whiteout conditions. chain controls are in effect between placerville and meyers. the storm is causing problems in southern california. abc 7 news reporter cornell barnard recorded this video of palm springs. he said the area is designed to funnel water through the town. he's never seen it like this. >> you can track the rain and check the weather conditions using our abc 7 news app. get the most up to date forecasts and check out live doppler 7. enable push alerts to get

notifications about new weather warnings or hazards. president trump is expected to formally declare a national emergency over border security. he will likely sign a bipartisan bill to avert a government shutdown tonight. the measure would fund a border fence but with only a fraction of the $5.7 billion the president demanded. so the president plans to declare a national emergency. by passing congress to build his long promised wall. house speaker nancy pelosi calls this move a lawless act. >> that the president can declare an emergency on something that he has created as an emergency, an illusion that he wants to convey, just think of what a president with different values can present to the american people. >> house democrats are ready to challenge the president's deck layers, the beginning of a legal battle that could last for months or even years. president trump will sign the spending bill in just a few minutes at 7:00 a.m. abc news will have a special

report when that happens at the top of the hour. that's right after abc 7 mornings. all right. never more than seven minutes away from your accuweather forecast. and what you're going to see when live doppler 7 comes up is snow across the north bay. there you go. i wanted to see how heavily the snow is falling. about an inch an hour. that's pretty impressive. so we're going to get a dusting across the north bay. wate ratios may change. kind of a rule is a tenth of an inch of liquid precipitation equals about an inch of snow. it all depends how cold it is. i won't get into that with you right now. i just wanted you to know that's what's going on up there. let's take a look at the drought monitor. because there is no more drought. it is gone. thanks to this very wet january and february. we started off the rain year steeped in a severe drought in some parts of the north bay. you can see it on your right there. completely gone. we'll have more scattered showers for today. you can see it is bumping into

hamilton creating snow there. that little dot there, that's snow on mt. diablo and the snow across the north bay. they will lower down to 2500 feet through the weekend as we're on the cold side of this system. so let's talk about your commute. dodging showers. not only today but tomorrow and also for sunday. mass transit, dress warmer. the winter chill is here. with 30s and 40s in the morning. chilly breezes on the bay today. look at the temperatures up to 17 degrees colder than yesterday. we're still pretty mild in san francisco and noe valley at -- we have 40 in heeldsburg. coastal flooding. if your bay shoreline parking garage flooded yesterday like ours did, that makes alexis happy to walk through the water to her car. from 10:00 this morning until

it's snowing there now. weave got light to moderate rain from about san bruno down 101 and 280. and down through san mateo and beach park boulevard there all the way to san carlos, alameda. probably puddles on there. there's just more developing. with this west wind, we're going to have scattered showers all day today with temperatures well below average. low to mid-50s and a slight windchill because of that breeze. tonight, another chilly one. 30s in the valleys, low to mid-40s elsewhere. snow down to 2500 feet tonight. here's a look at 7:00. notice everything is coming out of the west. there's a lot of yellow within these showers at noon and also into the afternoon. cold front comes through, now that switches the direction and overnight we'll have moderate showers still. but notice by tomorrow morning, and tomorrow afternoon, the yellows not as prevalent nor are the showers. not as much tomorrow. any time you see a dark cloud coming, pull up our app and see what's going on and where it's
