you know when you're at rossgrt minds shop akeize at ross. yes for less. it's saturday, february 16th. good morning and thanks for joining us. i'm chris nguyen. let's start with a first look at the forecast. here's meteorologist lisa argen who's tracking live doppler 7 for us. hi, lisa. >> hey, chris, it's been a busy night. it's a 1 on our storm impact scale. we have scattered downpours. it's been chilly out there. we're looking for more of that today with thunder, hail, rough surf and snow in the higher peaks. let's take you into newark, 880 around fremont, we're also looking at wet weather, auto mall parkway, curbing parkway. further to the south arou

around sunnyvale it's been wet. cupertino some showers. lighter showers from san carlos to belmont and into chinatown and the marina. a shower moving over san francisco, moving over the bay bridge right now. in marin county it's wet. it's a coastal flood advisory from 6:00 to 10:00 a.m. in combination with the high tide, we're looking at minor flooding around the coastal trails, roadways and some of those parking lots. 40 in santa rosa, mid-40s in san mat mateo. it's colder from the peninsula into the south bay this morning. we're looking at chilly showers with breezy winds throughout the day. maybe 50 degrees. possibility of a thunderstorm. some sunny breaks and more showers tonight. chris. >> lisa, thank you. in the north bay the westbound lanes of highway 37 of closed because of flooding and now the slowest lane on the eastbound side is shut down for construction. luz pena has the details.

> reporter: the flow of traffic on highway 37 westbound is, well, nonexistent. >> the road is flooded and that's because a levee breached about a mile to our right. >> reporter: a product of the creek being at capacity due to the rain and water spilling onto the field that surrounds the highway and spilling over to the road, causing drivers to reroute to the 101. >> it just adds more drive time to the day. >> reporter: how much more? >> probably 20 minutes. >> reporter: we asked to see the problematic area firsthand. we went under highway 37 eastbound where the levee was breached. caltrans says the saturated land gave way and the only option now is to fill the hole. >> in novato the river comes through here and the force of the water or just the weight of all that water caused the levee to breach. >> reporter: caltrans closed the slow lane of highway 37 eastbound to do the construction work. some residents tell us they're tired of quick fixes.

>> upon the government at this point to get it fixed. >> reporter: state senator for california mike mcguire tweeted a massive pumping operation will kick off on tuesday that will need to remove approximately 2,000 acre-feet of water. westbound lanes will be closed for at least another week. for a more permanent change on highway 37, caltrans officials tell us that's going to take three years and three extra years for permits. >> caltrans and tahoe law enforcement are warning drivers about hazardous conditions during this historically busy presidents' day weekend. interstate 80, highway 50 and highway 89, all of the major roads to tahoe have chain controls. multiple spinouts and accidents have made travel a mess since yesterday. interstate 80 is closed in the sierra because of whiteout conditions. drivers who took highway 50 instead have been sitting in stop-and-go traffic for hours including abc 7 news reporter laura anthony. it look laura and her family

eight hours to go 25 miles. >> we knew darn well that we would sit in traffic for a long time and we have. right now we're showing you, this is highway 50 right above pollack pines so about 4,000 feet. we're just coming up on the chain controls now. it has taken us about two hours from placerville. it's about an hour later now and i'd say we've gone about two miles, i hate to say, but again it's stop-and-go here on highway 50. hi again, i wish i had better news but it's been pretty slow. we're not even quite to kipers. apparently there was a big rig that was stuck. it's supposedly out of the way. >> laura says it took her nearly 14 hours to get to south lake tahoe. she arrived at 2:45 this morning. live doppler 7 is one of the most popular features on our website as well as the abc 7 news app. if you want to track the storm, click the blue live bar at the top.

you can also check the conditions where you live and enable push alerts to get the latest news as it happens. its time now is 6:04. the u.p.s. driver who would have been behind the wheel during thursday's wild hijacking, police chase and deadly stand-off in san jose is speaking out. amanda del castillo spoke with him in a story you'll see only on 7. >> reporter: sheriff's deputies and police officers by the dozens thursday chasing armed suspects through san jose. the u.p.s. driver carjacked and caught in the middle is now being hailed as a hero by the police department. >> i can't speak enough about the u.p.s. driver. he was fantastic. >> reporter: the scene was frightening and familiar to darren inman, the regular route driver currently on vacation. >> when i realized he was on my route, oh, yeah, that's where i would have been. >> reporter: abc 7 news isn't identifying the driver held at gunpoint but he purposely drove over spike strips. he also made sure he didn't

travel over 50 miles per hour to help officers keep track of the u.p.s. truck. a witness took notice. >> the u.p.s. guy was going maybe 25 miles an hour when he went by me. >> reporter: inman said his co-worker's actions aren't taught. it's just courage is in the man's character. >> that's a solid guy right there, thinking quick. what do you do? you don't have time to think so the guy handled himself and i'm thankful that he's al right. >> reporter: the driver was taken hostage in this area. he drove eight miles north where sky 7 caught his eventual release on camera. the female suspect surrendered and was arrested on scene. the male suspect identified as mark moraski was shot and killed after he ran from the truck, gun in hand, toward officers. sjpd said the u.p.s. driver's common sense, quick thinking saved lives. >> we show up every day, do a hard job. the last thing you want to hear is somebody getting abducted and hurt trying to do their job. >> reporter: the woman arrested is facing charges of attempted

murder on a peace officer, carjacking, kidnapping, and shooting into an inhabited vehicle. in san jose, i'm amanda del castillo, abc 7 news. five people are dead and five police officers are hurt after a workplace shooting in illinois. police say this is the gunman, gary martin, an employee who was being fired. he had worked at the industrial warehouse for 15 years. police say martin shot five police officers as they responded to the plant in aurora, about 40 miles west of chicago. five employees were found dead inside the building. it's unclear if the employees firing martin were among the victims. the injured officers are expected to survive. in san francisco, scary moments during last night's performance of "hamilton" at orpheum theatre. a medical emergency caused panic and forced an evacuation during the final act. that person was taken out of the theater triggering an alarm. someone yelled for help which caused panic. there were reports someone else yelled gun, but police say there was no gun.

people started running out of the theater. three people were hurt, one person possibly with a broken leg and two others with moderate injuries. a witness describes the chaotic scene. >> the people in the front of the orchestra were running out as fast as they can. something was happening, you were trapped because of how fast people were running and saw one person who lost her shoes. it was bad. >> police say the person who had the initial medical emergency possibly suffered a heart attack. she's in the hospital and reportedly in critical condition. the time is 6:08 on this saturday morning. lisa is tracking the forecast and those roads are very slick. >> yes, very true. in fact we're looking at more scattered downpours. here's the golden gate bridge where you're going to need your wipers. also some fog out there. we have a winter storm warning through tomorrow and a coastal flood advisory with high surf. we'll have it all for you next

you can see the green on the screen and much of it over parts of san francisco as well as the south bay and san jose. down to gilroy right now. we'll get a check of the full accuweather forecast coming up in just a littlbit. president trump has declared a national emergency. he cited what he calls an invasion at the so to access money for a border wall outside of the federal budget he signed yesterday. abc's jonathan karl was at the white house for the announcement. >> reporter: in the rose garden, the president did what he had long threatened to do, declared a national emergency to get billions of dollars congress wouldn't give him to build his border wall. >> we're talking about an invasion of our country. >> reporter: congress only approved $1.4 billion for the wall, but the white house says the president can get an additional $6.5 billion using executive and emergency powers to shift money from other projects. most of it would come from the pentagon, money that is intended for counternarcotics efforts and emergency military construction. the president insists military leaders are onboard.

>> they think this is far more important than what they were going to use it for. i said what were you going to use it for? i won't go into details but it didn't sound too important to me. >> reporter: speaker of the house nancy pelosi called the emergency declaration a power grab, and at least ten republican senators criticized the move. marco rubio saying no crisis justifies violating the constitution. >> mr. president, what do you say to those, including some of your republican allies, who say that you are violating the constitution with this move and setting a bad precedent that will be abused by possibly democratic presidents in the future, marco rubio -- >> not too many people have said that. but the courts will determine that. >> reporter: the president made it clear he fully expects to be sued. >> we will have a national emergency and we will then be sued and they will sue us in the ninth circuit, even though it shouldn't be there. we will possibly get a bad ruling and then we'll get another bad ruling and then we'll end up in the supreme court and hopefully we'll get a

fair shake. >> reporter: in court the administration will have to prove there is a real emergency, something the president seemed to undermine with his own words. >> i could do the wall over a longer period of time. i didn't need to do this. but i'd rather do it much faster. >> reporter: jonathon karl, abc news, the white house. california is planning to sue president trump over his national emergency declaration. governor gavin newsom called it a political game that is nothing more than an attempt to satisfy the president's base. >> i don't want to be a sparring partner with president trump, we want to be a working partner. but he makes it all but impossible when he plays these games and manufactures a crisis. >> he has the power to declare a national emergency, but this is not 9/11, this is not the iran hostage crisis of 1979. >> the state attorney general did not say when the lawsuit would be filed. he did say he expected to join several other states in suing

over the declaration. governor newsom has announced that he is endorsing senator kamala harris' bid for president. harris was san francisco's district attorney while newsom was mayor. harris is running in what is expected to be the most crowded democratic primary field in modern history. early endorsements can prove helpful. nearly 100 students at stanford had their sensitive personal information, including social security numbers compromised due to a flaw in a web system that the university uses. it happened on a platform that lets students view their own admission documents as well as the applications and high school transcripts of other students. the university says it's working to better protect its systems and data. former 49ers colin kaepernick and eric reed have reached a financial settlement with the nfl in their collusion case against the league. the agreement comes just days before kaepernick's case was set to go before an arbitrator. kaepernick alleged that the league conspired to keep him out

after he began kneeling during the national anthem in 2016. the amount kaepernick and reed received from the nfl was kept confidential and both parties signed nondisclosure agreements preventing public comment on the case. new developments on the jesse smolett investigation. chicago police have released the two brothers they had been questioning because of new evidence. they're no longer considered suspects. it's unclear whether police still believe they're the men in this grainy surveillance photo taken in the area where he said he was attacked last month. yosemite park rangers stumbled upon a strange phenomena. an enormous snow roller that formed at the bottom of a hill. a snow roller is created when a small clump of snow falls from a tree branch onto a slope picking up mass as it rolls, creating these rare and beautiful snowballs. good saturday morning to you. starting out in the south bay, live doppler 7, you can see from the summit highway 17 mixed

precip there. going in closer to the south bay, blossom hill road, rosswood drive, some wet weather. around milpitas, in between milpitas and fremont, 880 to 680, more wet weather for you. as we go over into the peninsula here, burlingame, 82, airport boulevard, some scattered light showers. we have fog in the north bay. heavy downpour right now as we look at kenfield and larkspur, also down through the richmond-san rafael bridge heading eastward from alameda to oakland this morning. from pacific avenue and lincoln avenue, some very light showers. as we look at the rotation in the wider perspective, you can see from north to south that colder air continuing to push on into the state. it's unstable, and that's why we could see the possibility of a thunderstorm, those downpours and hail. as we look in the sierra nevada, the winter storm warning takes us through tomorrow morning.

1 to 3 feet of additional snow. up to 4 feet at the highest peaks and looking at major traffic delays. we are looking at the winds are gusty. also windchill factor looking at tmperatures feeling like they're 25 below zero at times. check out the snowpack, 141% of average with 147%. that winter storm warning down through yosemite as well. 125% of normal in the northern sierra, so doing pretty good. one of the snowiest -- i think i heard it is the snowiest ski resort in the nation, the sierra nevada around lake tahoe. 46 in oakland as well as hayward. it's chilly this morning. the cool air continues to be with us with 9 degrees cooler from half moon bay. palo alto 16 degrees cooler. a live look outside and you'll notice it is damp here. scattered downpours today. snow over the highest peaks and this wintry mix takes us through the rest of the weekend, although tomorrow will be much

dryer than your saturday. so we're looking at high surf heights today through 9:00. 13 to 16 feet from san francisco to half moon bay so certainly be advised all the way down to the central coast where it is raining from watsonville to san luis obispo. highest elevations looking at 30 to 35-mile-an-hour gusts, so certainly very windy out there the higher you go up in height. as we go through the next several hours we've got scattered showers, we have some sunshine. this is 11:30. perhaps some showers from the south bay to the east bay. and then there is another wave that pushes through throughout the afternoon. then it looks like a break. about 3:30, the dinner hour, overnight more rain. it looks like a mix of snow around mt. hamilton. this is 2:30 in the morning. as we get to 5:30, about 24 hours from now, still looking at the showers. by about noon does look to clear on out and that sets the stage for change for the next several days.

101. further to the east of milpitas there from croply avenue and sierra road looking at wet weather. redwood city, san soggy. back westward through 280 and the coast, highway 1, half moon bay. up to the north, this area of rain from the sunset to the mission sliding to the east right now. the east bay looking at some drier areas, but this is all going to slide up towards richmond. a coastal flood advisory through 10:00. minor flooding on coastal trails, roadways. 41 in san ramon. it is 40 in santa rosa. the sun coming up in about 30 minutes. we'll see a little bit of that but that works to destabilize the atmosphere so the possibility of more showers. here's emeryville, you saw the 40s there with 43 in livermore. some fog in the north bay and it will be cool with 50s, scattered showers throughout the day today. we'll look at some changes for

the second half of your weekend. chris. >> lisa, thank you. in the south bay santa clara county officials have expanded shelter services during the continuing rain and cold weather. three overnight warming locations will be open through tuesday morning. they'll be at the bascom, leninger and roosevelt community centers in san jose. all three open at 9:00 this morning. there are daytime warming centers at libraries and other community and senior centers throughout the county. the snow has been coming down at lake tahoe and it's a big draw for skiers and snowboarders. caltrans reopened interstate 80 last night just after 6:00 as long as you have chains. the traffic wasn't too bad there, but look at highway 50 in south lake tahoe where the backup was enormous. abc 7's laura anthony said it took her nearly 14 hours to get to south lake tahoe from the bay area. leslie brinkley has more on what is one of the biggest ski weekends of the season. >> reporter: nothing like walking your dogs in a blizzard,

a whiteout, as evident in this video shot by kevin cooper with kirkwood mountain resort. >> with the wind and the snow, it makes for very challenging driving conditions right now. >> reporter: so it's like a whiteout as you look out your car window right now? >> it looks like a snow globe. >> reporter: a snow globe. the communications manager of south lake tahoe, chris fiori described it the exact same way. >> to me it's like the inside of a snow globe. the snow is thick and this morning it was snowing sideways essentially, just trying to get around was really tough. >> he's got some skis. >> reporter: but despite the road closures and chp and caltrans warnings, avid snow lovers were still lining up at sports basement to pick up their rental gear. the most popular item, snow shoes are flying out the door. how better to walk through powdery six-foot drifts. >> many are watching and waiting. many are going to other areas or taking alternative routes.

many are still enthusiastic that the highway will open. >> we were supposed to leave this morning but now we're leaving tomorrow morning. >> i was just up there and my tain. un around three times.i li >> reporter: she is waiting for the all-clear on sunday and monday before attempting to go. for 50 years dennis roland has been going skiing in the sierras. >> this season has been wonderful. we've had snow that you normally think of going to colorado or utah to enjoy. the storms have been massive, but they have also been cold, which has left light powder instead of something we'd normally call sierra cement. >> reporter: up at squaw valley, they expect to break their all-time february snowfall record by saturday. >> right now most of our lifts are on hold either due to high winds or high avalanche danger.

so our teams are currently out there clearing lifts, working on avalanche control. so yeah, it's definitely a dynamic weather situation when we're getting snow totals like this. >> reporter: so heed the warnings, check the caltrans website before heading off. it's going to be a rough drive up there before you can start having fun. still stuck in walnut creek, i'm leslie brinkley, abc 7 news. in the north bay napa has received a lot of rain, but as abc 7 news reporter wayne freedman explains, the flood control project worked according to plan. >> reporter: it used to be napa's dirty little secret, the one they don't talk about anymore because they don't have to. >> was this city put in the right place? >> for boat traffic, yeah. for flooding, no. it's flooded 22 times in its history. >> reporter: a statistic that deputy flood control director phil miller worries about less and less, and here's why, the ox bow bypass.

video from sky 7 adds context. while napa looked inundated, we're seeing the river water flowing around and away from trouble. >> so this area here? >> was flowing about 2 feet deep. >> reporter: it is phase two of a $600 million project. in 1997 voters approved a 20-year, half percent sales tax to divert overflows. bernard one of those with a vision. >> look at downtown napa as a place to go to, to build, to invest. >> reporter: they were tired of scenes like this. >> afraid to go in. >> reporter: it was the last time the river overran parts of downtown causing $13 million damage because they hadn't built enough bypass yet. >> huge trees, logs, rocks, stuff just tumbled. this was like the colorado river. >> reporter: but that was then. john recalled giving customers one beer for every sandbag they filled. now? >> you don't worry about the river anymore?

>> reporter: it's saturday's announcement about a possible teacher's strike that's on her mind. >> my concern one thing is for the kids because now they'll be out of school. >> reporter: the oakland education association is planning a big announcement for saturday, whether or not they will strike. their facebook page warning parents to be ready with the slogan #strikeready. the three main points they're fighting for, smaller class size, more counselors and nurses for students, and a 12% raise over the next three years. johnson says smaller class size is important for parents too. that's why she's supporting the teachers. >> if this is what they have to do to get the word across, i think it's good. >> reporter: the district says they don't have the money and that they have to shut schools. they're offering only a 5% raise. many in the community like taylor memorial church in oakland are rallying behind teachers and students. the church will open its doors to students so they have a place to go if teachers go on strike. >> the meeting is set for 1:30 this afternoon at the oakland education association office. if teachers do go on strike,

141% is where we stand right now. you can see behind me it looks pretty good in the mountains, but a winter storm warning remains in effect until tomorrow at 4:00 a.m. then much of sunday looking drier for the bay area and the mountains as well. here's live doppler 7. you can see that yel over here from alameda to oakland. we'll go in a little bit closer and you can see right now right over alameda, central avenue, just about to push over 880. so certainly the downpours are out there. keep that in mind as you head out this morning. as we go to wilder road over in orinda you have a passing shower, back through san francisco and the sunset. over by the golf course there, daly city looking at the showers. then further to the south, san jose, it's been soggy for you. that continues around willow glen and park avenue. 87 there. the wet weather, back along the coast here from actually 280 through alpine drive, highway

35,t lick from pacifica to south san francisco. we've had showers in the north bay concentrated along the coast. you can see the snow in the mountains, but we're also looking at the snow levels locally really beginning to lower not only today but into tomorrow as we get another push of cold air. as we look at the mountains, numbers are in the 20s. it feels even colder. an additional 1 to 3 feet of snow, possibly 4 at the highest peaks. and with that major delays expected. so some of the resorts here reporting another foot around kirkwood, half a foot tahoe city. better than that in donner. temperatures are in the mid-40s. it's 43 in san jose, 33 in los gatos with 39 in napa. and that's about 15 to 16 degrees cooler on the peninsula, 5 degrees cooler in san jose. here's sfo where you can see the wet tarmac, some scattered showers. we'll look for the snow over the highest peaks from mt.thafrnoono

and that wintry mix continues through the overnight hours into early tomorrow. 16 feet here from half moon bay to monterey to bodega bay. we're sitting at 111% of normal san francisco. so this is the rainfall season-to-date since october 1st. 112% san jose, oakland 102%, 110% in santa rosa. good thing those rivers and creeks beginning to reed. 99% in mountain view. winds are gusty, 28 to 30 miles an hour. the next several hours as we plot out your saturday, you can see the scattered showers. there's another little wave in the east bay in the mid-afternoon. by 3:30 an additional wave. with that sunshine we'll see heavy downpours, the possibility of hail. this is the overnight hours. mt. hamilton, you can see the snowier peaks around perhaps lake county, even mt. tam again maybe. as we go through the rest of the day sunday, it is dry. so looking at the -- really the

bulk of the day on sunday looking pretty good. additional rainfall today about a tenth of an inch. we add in overnight totals to 0.2. low 50s today with the showers, a few peeks of sun, downpours. the accuweather seven-day forecast a 1 on our storm impact scale today and tomorrow for that wintry mix. we're dry presidents' day, but the bulk of sunday is not going to be a washout. it will be dry on tuesday. just a couple hundredths expected on wednesday so we are really turning the corner on this soggy extended period we've had. >> rainbows always make everything better, right? >> don't they? and unicorns, right? monster jam is one of the most exciting events on four wheels and this weekend world class drivers will compete at the oakland coliseum where they'll see the top female driver show off her moves. we sent abc 7 news reporter lyanne melendez to interview her.
