it's saturday, february 16th. good morning and thanks for joining us. i'm chris nguyen. let's start with a first look at the forecast. here's meteorologist lisa argen tracking live doppler 7 for us. hi, lisa. >> hey, chris, good morning to you. hi, everyone. this is a 1 on our storm impact scale. we are looking at scattered showers throughout the day. a lot like yesterday, maybe a little less widespread and looking at the possibility of some hail, maybe some rainbows, and the snow levels coming down

throughout the overnight time. cupertino, 280, willow glen, it has been wet all morning long so certainly be careful out there. mission college boulevard you can see the wet weather as we go into the east the showers are offshore as well and into the north bay and east bay more widely scattered. we also have a coastal flood advisory in effect for today through 10:00 due to the high tide, looking at minor flooding on the coastal trails, roadways and parking lots. emeryville, partly cloudy for you. from our east bay hills camera, it is breezy in the upper elevations. 30-mile-an-hour wind gusts. throughout the day today it's going to be chilly, breezy, with scattered showers and a little sunshine out there as well. chris. >> lisa, thanks. in the north bay the westbound lanes of highway 37 of closed because of flooding and now the slowest lane on the eastbound side is shut down for coluz penaas

>> reporter: the flow of traffic on highway 37 westbound is, well, nonexistent. >> the road is flooded and that's because a levee breached about a mile to our right. >> reporter: a product of the novato creek being at capacity due to the rain and water spilling onto the field that surrounds the highway and spilling over to the road, causing drivers to reroute to the 101. >> it just adds more drive time to the day. >> reporter: how much more? >> probably 20 minutes. >> reporter: we asked to see the problematic area firsthand. we went under highway 37 eastbound where the levee was breached. caltrans says the saturated land gave way and the only option now is to fill the hole. >> the novato river comes through here, and the force of the water or just the weight of all that water caused the levee to breach. >> reporter: caltrans closed the slow lane of highway 37 eastbound to do the construction work and prevent a closure in case of more flooding.

some residents tell us they're tired of quick fixes. >> upon the government at this point to get it fixed. >> reporter: state senator for california mike mcguire tweeted a massive pumping operation will kick off on tuesday that will need to remove approximately 2,000 acre-feet of water. westbound lanes will be closed for at least another week. for a more permanent change on highway 37, caltrans officials tell us that's going to take three years and three extra years for permits. in novato, luz pena, abc 7 news. >> caltrans and tahoe law enforcement are warning drivers about hazardous conditions during this historically busy presidents' day weekend. interstate 80, highway 50 and highway 89, all of the major roads to tahoe have chain controls. multiple spinouts and accidents have made travel a mess since yesterday. interstate 80 is closed in the sierra because of whiteout conditions. drivers who took highway 50 instead were sitting in stop-and-go traffic for hours,

including abc 7 news reporter laura anthony. it look laura and her family eight hours to go 25 miles. >> we knew darn well that we would sit in traffic for a long time and we have. right now we're showing you, this is highway 50 right above pollack pines so about 4,000 feet. we're just coming up on the chain controls now. it has taken us about two hours from placerville. it's about an hour later now and i'd say we've gone about two miles, i hate to say, but again it's stop-and-go here on highway 50. hi again, i wish i had better news but it's been pretty slow. we're not even quite to kipers. apparently there was a big rig that was stuck. it's supposedly out of the way. >> rough to see. laura says it took nearly 14 hours to get to south lake tahoe from the bay area. she arrived at 2:45 this morning. live doppler 7 is one of the most popular features on our

website as well as the abc 7 news app. if you want to track the storm, click the blue live bar at the top.u can also check the conditions where you live and enable push alerts to get the latest news as it happens. the time now is 8:04. the u.p.s. driver who would have been behind the wheel during thursday's wild hijacking, police chase and deadly stand-off in san jose is speaking out. amanda del castillo spoke with him in a story you'll see only on 7. >> reporter: sheriff's deputies and police officers by the dozens thursday chasing armed suspects through san jose. the u.p.s. driver carjacked and caught in the middle is now being hailed as a hero by the police department. >> i can't speak enough about the u.p.s. driver. he was fantastic. >> reporter: the scene was frightening and familiar to derrick inman, the regular route driver currently on vacation. >> when i realized he was on my route, oh, yeah, that's where i would have been. >> reporter: abc 7 news isn't identifying the driver held at gunpoint but he purposely drove over spike strips.

he also made sure he didn't travel over 50 miles per hour to help officers keep track of the u.p.s. truck. a witness took notice. >> the u.p.s. guy was going maybe 25 miles an hour when he went by me. >> reporter: inman said his co-worker's actions aren't man's character. >> that's a solid guy right there, thinking quick. knowing what's going on. what do you do? you don't have time to think so the guy handled himself and i'm thankful that he's all right. >> reporter: the driver was taken hostage in this area. he drove eight miles north where sky 7 caught his eventual release on camera. the female suspect surrendered and was arrested on scene. the male suspect identified as mark moraski was shot and killed after he ran from the truck, gun in hand, toward officers. sjpd said the u.p.s. driver's common sense, quick thinking saved lives. >> we show up every day, do a hard job. the last thing you want to hear is somebody getting abducted and hurt trying to do their job. >> reporter: the woman arrested

is facing charges of attempted murder on a peace officer, carjacking, kidnapping, and shooting into an inhabited vehicle. in san jose, i'm amanda del castillo, abc 7 news. five people are dead and after a workplace shooting in illinois and police say the gunman, gary martin, was an employee who was being fired. martin worked at the industrial warehouse for 15 years. police say he shot five police officers as they responded to the plant in aurora, about 40 miles west of chicago. five employees were found dead inside the building. it's unclear if the employees firing martin were among the victims. the injured officers are expected to survive. in san francisco, scary moments during last night's performance of "hamilton" at orpheum theatre. a medical emergency caused panic and forced an evacuation during the final act. that person was taken out of the theater triggering an alarm. police say someone yelled for

help, which caused panic. there were reports someone elsee was no gun. people started running out of the theater. three people were hurt, one person possibly >> the people in the front of the orchestra were running out as fast as they can. something was happening, you were trapped because of how fast people were running and saw one person who lost her shoes. it was bad. >> police say the person who had the initial medical emergency possibly suffered a heart attack. she's in the hospital and reportedly in critical condition. time now 8:08 on this saturday morning. lisa has been tracking the accuweather forecast for us. some parts of the bay area seeing a break from the rain. >> isn't that nice? but not for long. 38 in our protected valleys of the north bay, 48 in oakland, right here in san francisco it's 46. so certainly looksu likn the c

correspondent tara palmieri has more. >> reporter: after seniconsider it for weeks, president trump declaring a national emergency at the southern border. >> we're talking about an invasion of our country. >> reporter: president trump downplaying what many lawmakers are calling an overreach of executive power. >> gave the presidents the power. there's rarely been a problem. they sign it, nobody cares. >> reporter: just weeks after the longest government shutdown in history and with another one looming, congress passed a spending bill thursday granting only $1.4 billion for border barriers, far below the president's demand of $5.6 billion for a wall along the mexican border. >> i got $1.4 billion, but i'm not happy with it. >> reporter: now trump bypassing congress to tap into up to $8 billion. $3.6 billion will come from the pentagon, another $2.5 billion from the department of defense. and $600 million from the treasury department. all combined with the additional $1.37 allotted from the spending

bill. even before his announcement the president facing bipartisan backlash. in court the administration will have to prove this is a real emergency. >> in the inevitable legal challenges to this declaration, a lot of that conduct and those words may come back to bite the president. >> reporter: something many say is an uphill battle after trump seemed to take the urgency out of the emergency. >> i didn't need to do this. but i'd rather do it much faster. >> reporter: it's an admission already being cited in legal challenges by the aclu and public citizen. the state of california is also challenging the administration. >> this big thing is what will happen when it reaches the supreme court, as it inevitably will. >> as tara mentioned, california is planning todent trump over his national emergency declaration. governor gavin newsom called it a political game that is nothing more than an attempt to satisfy the president's base.

>> i don't want to be a sparring partner with president trump, we want to be a working partner. but he makes it all but impossible when he plays these games and manufactures a crisis. >> he has the power to declare a national emergency, but this is not 9/11, this is not the iran hostage crisis of 1979. >> the state attorney general did not say when the lawsuit would be filed. he did say he expected to join several other states in suing over the declaration. governor newsom has announced that he is endorsing senator kamala harris' bid for president. harris was san francisco's district attorney while newsom was mayor. harris is running in what is expected to be the most crowded democratic primary field in modern history. early endorsements can prove helpful. nearly 100 students at stanford had their sensitive persalcling socialurity s em thathunersity n it happened on a platform that lets students view their own admission documents as well as

the applications and high school transcripts of other students. the university says it's working to better protect its systems and data. former 49ers colin kaepernick and eric reed have reached a financial settlement with the nfl in their collusion case against the league. the agreement comes just days before kaepernick's case was set to go before an arbitrator. kaepernick alleged that the league conspired to keep him out after he began kneeling during the national anthem in 2016. the amount kaepernick and reed received from the nfl was kept confidential and both parties signed nondisclosure agreements preventing public comment on the case. new developments on the jesse smolett investigation. chicago police have released the two brothers they had been questioning because of new evidence. they're no longer considered suspects. it's unclear whether police still believe they're the men in this grainy surveillance photo taken in the area where he said he was attacked last onth. yosemite park rangers

stumbled upon a strange phenomena. an enormous snow roller that formed at the bottom of a hill. take a look. a snow roller is created when a small clump of snow falls from a tree branch onto a slope picking up mass as it rolls, creating these rare and beautiful snowballs. good saturday morning. starting out with live doppler 7. you can see the green representing the rain, the snow in the mountains, the winter storm warning through tomorrow. higher elevations above 3,000 feet looking at that snow. as we go into los gatos in san jose, over to the east around mt. hamilton, there is our mix. but it has been a little soggy here from willow glen, 87 through edenvale and back from pescadero highway 1 wet weather continues to move in. 58 a castro valley, and io the mountast just unbelievable here as the snow continues for another day. so until 4:00 tomorrow, we have

below zero windchills and an additional 1 to 3 feet in the highest elevations and looking at gusty winds. the best day will be the holiday on monday, and the local resorts here, another foot to 2 feet in some of these areas. kirkwood, a problem getting there. a problem getting to a lot of these places. look at the statewide percentage of average. 141% of average, more than that around yosemite. and the winter storm warning goes down through yosemite as well, so looking at unbelievable snow. back home partly cloudy skies, 46 in san francisco as well as mountain view, 45 half moon bay, 41 in morgan hill. from our roof camera, it looks like a pretty decent start to your saturday, but we are going to see more showers today. 38 in santa rosa with fog, 48 in concord. and from sfo, not looking at any delays here on the peninsula. it's going to be a chilly afternoon. so scattered brief downpours again today, but we're seeing a

bit of a lull now. another wave moves through later this afternoon into the afternoon. snow over the highest peaks. 2,500 to 3,000 feet. then another burst of cold air tonight, lowering those snow levels to 1,500 to 2,000 feet, but not a whole lot of moisture with that system. a high surf advisory throughout the entire day today. 13 to 19 feet waves already, 18 to 25-foot breakers so the possibility of rip currents and beach erosion. this is a 1 on our storm impact scale with the scattered showers. slight chance of a thunderstorm, the rough surf, the snow coming down at the higher elevations. then those snow levels lowering. look what happens by 10:30, just a few areas of showers but here comes the next wave throughout the afternoon. some downpours into the east bay along the coast. then we're dry through the early evening hours. tonight another push of that cold air and the slug of moisture here bringing patches of snow throughout mt. hamilton,

mt. diablo, lake county. this is 6:00 sunday. then by 9:00 look what happens. we are dry the rest of your sunday looking sunny and pleasant out there. the first half of your saturday about a tenth to 0.2, but as we push on through your sunday afternoon maybe a third of an inch. this includes the overnight hours. so not a whole lot left but enough to be kind of annoying, right? 53 in oakland, 52 in napa, scattered showers today. a mix of some sun, clouds, snow, hail, maybe some rainbows. the wintry mix especially tomorrow as that secondary push of even colder air. then we're dry for the holiday. in fact dry for most of sunday after the morning hours. download our accuweather app and keep track of live doppler 7. scattered showers out there now. notice, chris, more dry days with sunshine on that seven-day panel. then wet. so we are turning the corner on this. i think a lot of folks would like a break. >> can't wait for the sun, lisa, thank you. just ahead, we all know steph curry is a popular guy,

>> i think they're going to keep coming, but there's a lot of action taking place now that should ultimately start reducing them in the same way that we saw e-mail spam eventually get down to a very minor nuisance. >> how? well, u-mail and other third parties are blocking calls. so are carriers. and the government is encouraging all of this work. so it will happen, it will just take a while. i'm michael finney, 7 on your side. in san francisco, new developments on edna, the fire station cat. workers at station 49 adopted edna four years ago but were recently forced to give her up after an anonymous complaint. workers say they received a cease and desist order instructing them not to talk about the identity of the person who filed the complaint. at least one fire commissioner says employees should be entitled to express their opinions about edna but not target one individual.

(music blaring) good morning and thanks for being with us. i'm chris nguyen. we're starting this half hour with a quick look at the weather. here's meteorologist lisa argen tracking the conditions where you live. >> hey, chris, it's a 1 on our storm impact scale. you can see brief scattered downpours. maybe they woke you up. within that we could see hail, slight chance of a thunderstorm this afternoon and the snow levels will be lowering. a live look right now from san francisco, 380 and 280, fleetwood drive.

there's a shower moving over you. further south from mt. hamilton to edenville, we're looking at higher elevations with snow. highway 17 treacherous, shower on highway 1 over into castro valley, between castro valley and pleasanton, just a brief shower. overall we're looking at the fog in the north bay, the snow above 3,000 feet and a coastal flood advisory for the next about hour and a half as this coincides with high tide. we are looking at a shower here at sfo right now with temperatures in the 40s. look at that dramatic view from our exploratorium camera. so a chilly day today with a mixed back out there, chris. >> lisa, thank you. in the south bay santa clara county officials have expanded shelter services during the continuing rain and cold weather. three overnight warming locations will be open through tuesday morning. they'll be at the bascom, leninger and roosevelt community centers in san jose. all three open at 9:00 this morning. so in about 30 minutes.

there are daytime warming centers at libraries and other community and senior centers throughout the county. s aas the rain came down, snow has been coming down at lake tahoe. it's a big draw for skiers and snowboarders. caltrans reopened interstate 80 last night just after 6:00 as long as you have chains. the traffic wasn't too bad there, but look at highway 50 in south lake tahoe where the backup was enormous. abc 7's laura anthony said it took her nearly 14 hours to get to south lake tahoe from the bay area. leslie brinkley has more on what is one of the biggest ski weekends of the season. >> reporter: nothing like walking your dogs in a blizzard, a whiteout, as evident in this video shot by kevin cooper with kirkwood mountain resort. >> with the wind and the snow, it makes for very challenging driving conditions right now. >> reporter: so it's like a whiteout as you look out your car window right now? >> it looks like a snow globe.

>> reporter: a snow globe. the communications manager of south lake tahoe, chris fiori described it the exact same way. >> to me it's like the inside of a snow globe. the snow is thick and this morning it was snowing sideways essentially, just trying to get around was really tough. >> he's got some skis. >> reporter: but despite the road closures and chp and caltrans warnings, avid snow lovers were still lining up at sports basement to pick up their rental gear. the most popular item, snow shoes are flying out the door. how better to walk through powdery six-foot drifts. >> many are watching and waiting. many are going to other areas or taking alternative routes. many are still enthusiastic that the highway will open. >> we were supposed to leave this morning but now we're leaving tomorrow morning. >> i was just up there and my car spun around three times. i learned how to steer going backwards sliding down a mountain. >> reporter: she is waiting for

the all-clear on sunday and monday before attempting to go. for 50 years dennis roland has been going skiing in the sierras. >> this season has been wonderful. we've had snow that you normally think of going to colorado or utah to enjoy. the storms have been massive, but they have also been cold, which has left light powder instead of something we'd normally call sierra cement. >> reporter: up at squaw valley, they expect to break their all-time february snowfall record by saturday. >> right now most of our lifts are on hold either due to high winds or high avalanche danger. so our teams are currently out there clearing lifts, working on avalanche control. so yeah, it's definitely a dynamic weather situation when we're getting snow totals like this. >> reporter: so heed the warnings, check the caltrans

website before heading off. it's going to be a rough drive up there before you can start having fun. still stuck in walnut creek, i'm leslie brinkley, abc 7 news. >> you can track the rain and check the conditions where you live with the abc 7 news app. don't forget to enable push alerts to get notifications about new weather warnings or hazards. in the east bay oakland teachers could announce plans for a strike today. they have been waiting for a key report from the state that came out yesterday. ancer has an has more from oakland. >> reporter: at saturday's announcement about a possible teachers strike, it's on her mind. >> my concern for one thing is for the kids. now they'll be out of school. >> reporter: the oakland education association is planning a big announcement for saturday, whether or not they will strike. their facebook page warning parents to be ready with the

slogan #strikeready. the three main points they're fighting for, smaller class size, more counselors and nurses for students, and a 12% raise over the next three years. johnson says smaller class size is important for parents too. that's why she's supporting the teachers. >> if this is what they have to do to get the word across, i think it's good. >> reporter: the district says they don't have the money and that they have to shut schools. they're offering only a 5% raise. many in the community like taylor memorial church in oakland are rallying behind teachers and students. the church will open its doors to students so they have a place to go if teachers go on strike. >> the meeting is set for 1:30 this afternoon at the oakland education association office. if teachers do go on strike, they will give parents a 48-hour notice. download the abc 7 news app and enable push alerts. we'll send you a breaking news alert to your phone as soon as the announcement is made. now to the scary moments for

out there for the weekend. here's live doppler 7. pretty active still with a northwesterly flow. that's bringing in that colder air, bringing in the scattered showers. mt. hamilton looking at the snow, some showers around morgan hill, the santa cruz mountains. these snow levels will lower overnight as we get a second push of even colder air. so boulder creek, highway 17, davenport, it's been kind of soggy as well as the peninsula from burlingame, 280, san mateo, foster city across the bridge there and of course in the mountains here. once you get through today, things will certainly improve, but not before we add another foot, foot and a half at the highest peaks, maybe three feet so closing in on some unbelievable snow totals here. major delays, though, today. as we look at the amoun foot at kirkwood, maybe half a foot south lake and donner. back home the golden gate bridge, we have breezy conditions and we have this kind of day where it's partly cloudy.

we'll have some downpours and it's going to be chilly. 46 san francisco, it's 45 in san jose and half moon bay. and from pier 39 here, you can see the sea lions here, just a few of them trying to enjoy what sun there is out there. 41 santa rosa, it is 45 in petaluma. we've had fog in the north bay. livermore mid-40s. from our exploratorium camera, we've got some sun here in the city so scattered brief downpours today. snow over the highest peaks and those lowering snow levels again with another wintry mix on the way for tomorrow morning. then by the afternoon, even late morning, we're dry. here is the high surf advisory until 9:00. current wave heights are huge from 19 feet around monterey and point arena with 13 feet right here outside ocean beach. rainfall percentage of normal, fantastic for us with 111% in san francisco, 112% san jose. feels like we should have more than this, right? 99% mountain view and still more to come. maybe
