>> thiis "c7 iningssund,ruaryth. thanks for joining us. i'm chris nguyen. let's start with a first look at the forecast with lisa argen, tracking live doppler 7 for us. >> good morning, chris. it's a one on our storm impact scale. a cold weather system continues to sink south into the south bay, parts of the east bay. scattered showers, hail is possible. look at the low snow levels by mt. hamilton, taking you into san jose where park moore, tillman avenue and santa clara, wet weather. milpitas between 880 and 680, you're looking at some showers. more rain from san leandro through foothill boulevard into castro valley and on the peninsula. it's been light, but it's out there from belmont to san carlos and redwood city. it's getting more scattered in the higher elevations, but that's where we're seeing some of that moisture change on over to snow. in the north bay, it's quiet, but we will see more scattered s. it is 37 in napa, 45 in hayward and a live look outside.

the camera shaking. emeryville, the winds a factor 30s and 40s with cold showers. scattered afternoon showers. so you'll see more sun throughout the afternoon. then by the evening, we're ta cold with numbers dropping not at 7:00, but later on through the overnight hours into the 20s and 30s. chris? >> lisa, thank you. new this morning, did you feel it? a jolt woke up several residents in the north bay. a magnitude 3.7 earthquake hit at 1:55 this morning. people in napa and vallejo reported waking up to it. there have been no reports of injuries or damage. developing news. firefighters are keeping an eye on the main tesla building in fremont this morning after a fire started outside the plant. it happened just before 8:30 last night on fremont boulevard in a 10 by 10 storage area. the fire was contained about an hour and a half later. hazmat crews responded to the scene after barrels were reported to be on fire. >> right now we're having a hard

time identifying the actual material burning. we have some barrels labeled as corrosive. they are not involved. the attack crews are having an issue suppressing it with foam. there's a possibility of a thermal runaway with lithium batteries. >> the fire did not threaten other structures or employees. as firefighters investigate this fire, tesla has issued gidelines to fire departments on how to deal with battery fires. there have been several incidents of the batteries in individual cars catching on fire. tesla's 2016 manual on dealing with battery fires is still current. it tells firefighters to use large amounts of water. firefighters have told us in the past they still sometimes use foam because it works like a smothering blanket. in oakland, teachers are vowing to strike. as of now, the strike will begin on thursday. teachers there are demanding higher pay, smaller class sizes, and more resources. abc7 news reporter louise peña

has the details. >> reporter: more than 37,000 students in oakland might show up to school with no teachers. >> 95 voted to authorize a strike. >> reporter: oakland teachers have been working without a contract since july of 2017. during a press conference, the teachers union president stated once again their demands, a 12% pay increase in three years, smaller class sizes and more resources like nurses and counselors. the district has offered a 5% increase. >> oakland teachers cannot afford to live in oakland. one out of five leave each year. 500 classrooms are left with inexperienced teachers. >> reporter: this is one of the parents who supports a decision to strike. >> my family stands on the side of teachers and are asking families to join and not cross the picket lines. we're organizing with other families to create solidarity

schools and to provide food for students through the time through the strikes. >> reporter: this decision comes after a fact-finding report that tried to find middle ground for a compromise between the two parties. >> we are certainly hopeful, though, that we can still head off a strike. we have set a date, but we asked oea to come to the table. we've got a comprehensive proposal ready to go, ready to present to them. so we hope they come to the table and negotiate this, because we still believe we can head off the strike. >> reporter: it's important to highlight that even with a strike, schools will remain open with substitute teachers and administrators in the classroom. ac transit sent a message confirming the agency would make every effort to maintain bus services to and from schools during the strike. now the city of oakland is ready to provide 15 recreation centers for students whose parents don't want them to cross the picket line. and here's more background on the school district. last school year, oakland unified reported more than

65,000 students in 87 schools with just over 2,300 teachers. starting teacher salary is $46,570. experienced teachers can earn around $64,000. according to state data, that's the lowest of all alameda county school districts and the third lowest in the bay area. we sent out this push alert yesterday on our abc7 news app. it is free to download in the app store. be sure to turn on notifications so we can send alerts like this one on any breaking developments with the strike or a possible resolution. there are still widespread problems throughout the bay area caused by last week's storms, and the north bay bore the brunt of the damage. look at this mess in woodacre. a large redwood tree came down onto a house on thursday. since then, the house has been red-tagged. utility crews were at the scene yesterday morning rewiring some of the power lines that came down as well. marin county has declared a local state of emergency because during the relentless storms. >> especially in marin county, you have so many hills, so many creeks. there are, unfortunately, events

that bring us beyond what our capacities are, and we need to look to our partners for mutual aid from the state and federal government. >> another redwood tree fell yesterday morning along lucas valley road. that busy road has been closed indefinitely. some marin county residents say they've been without power for the last several days. meanwhile, the westbound lanes of highway 37 are closed southeast of novato because of flood damage. a levee breach near the highway created a pool of water near the road on friday. "the press democrat" reports the road could open midweek. drivers are being rerouted onto 101. in sausalito, the woman whose house slid down a hill after a series of powerful il i s last week says she is zens evuad.many wered-tagged. abc7 news reporter joe be eer j fortson spoke with susan gordon, the woman rescued after being buried in debut.

>> ah! oh, my gosh! oh, my. you've got to be kidding me! i went through that? >> reporter: until susan gordon sat down with us at her hotel, she hadn't seen the wreckage from sauce lesalitousalito's th morning mudslide and now can't get the image out of her head. her duplex went sliding down into another home. gordon was inside. >> tumbled and tumbled and tossed and smashed into things and tumbled and tumbled, until it stopped. and i was knee deep up to here in mud. >> reporter: and to sit in front of us 72 hours later with some cuts and bruises? it just makes you wonder how. what does it sound like? >> a roar. a big lion. a big, big roar. >> reporter: how'd she get out? >> one fireman came down and he said, we had to really be careful in how we get you out of here because there's gas lines that are broken. >> reporter: first responders used jaws of life. gordon lost every single thing, including her cat, peaches, who

california's prepared to continue to remind the american people this is a manufactured crisis. >> reporter: some saying the president's own words undermine his argument. >> i didn't need to do this. but i'd rather do it much faster. >> reporter: after only getting a fraction of what he wanted, trump rationalizing his decision to tap into nearly $6 billion in unappropriated funds from the defense and treasury departments to bypass congress and build the wall himself. now claiming declaring a national emergency is within his authority. >> it gave the presidents the power. there's rarely been a problem. they sign it. nobody cares. >> reporter: house democrats drumming up support for a resolution that terminates the action. in the senate, ten republicans already voice their disapproval. >> their judicial committee is going to do an investigation. the framers of the constitution are rolling in their graves right now. >> reporter: during the campaign, trump criticized obama for using an executive order to give legal protection to those undocumented immigrants who came to the country as children. >> there is no leadership at the top. signing executive orders is not the way our country was supposed

to be run. >> reporter: tara palmeri, abc news, the white house. following president trump's declaration of a national emergency on the southern border, armed services committee member senator tammy duckworth will appear on "this week." you can watch the full interview on "this week with george stephanopoulos" at 8:00 right here on abc7. 6:14 is our time. in the east bay, one man is in custody after police say he rammed into several police cars, a pack of tourists, and even got into a fight with a chp officer. the wild chase ended in the caldecott tunnel. abc7 news reporter lisa amin gulezian has the story. >> reporter: the driver of this mazda six series crashed into ten cars, including two antioch police cruisers. the chase that started in walnut creek ended with the suspect's tunnel. >> two patrol vehicles. i spoke to a few witnesses who said there may be six others that are involved, too, six

other just passing motorists. >> reporter: police say the suspect crashed his car and then got out on foot and then ran through this passenger door. this is a cross bridge over to the next bore. but then he came back and jumped into a car with these european tourists who had pulled over because the suspect also crashed into them at some point. >> the maniac hit us from behind. and then we were driving on the side here and we were waiting. and suddenly, the guy came and tried to steal our car. we left. >> reporter: but since they ran out of the car with the keys, the suspect was stuck. and so, he ran up this small hill and into the neighborhood where he was arrested, but not before punching a contra costa county chp officer first. that officer is fine. in oakland, lisa amin gulezian, abc7 news. new details are emerging about the scare that sent an audience running from friday night's showing of "hamilton" at the orpheum theatre. >> due to emergency, please exit the theater. >> here's a look at the scene from inside the theater friday night. a woman suffered a heart attack and a person nearby broke an emergency defibrillator, setting off the alarm. at the same time, somebody reportedly yelled "gun!" and people rushed out or ducked for cover. police say there was no gun and that a gunshot heard at the time was just a part of the musical. the woman who suffered the heart attack is in critical condition. three others were hurt, including one person who broke a leg. abc7 news was there yesterday where another "hamilton" performance took place without any issues. >> i almost was here last night. then when i saw the news this morning, i was thankful that we hadn't come last night. >> all audience members will have another chance to see the show. time now is 6:16. in the north bay, a rideshare driver's unusual request ended with marin county deputies getting a pair of shoes with drugs inside. the driver pulled up behind the deputies in sausalito, asking them to investigate a shoe box. he told them he got a ride request from a woman in san

francisco, but when he got there, a man greeted him, asking the driver to deliver the shoe box. when the ride was canceled, the driver got nervous and found the deputies. when they opened the box, they foud fentanyl inside one of the shoes. 6:17 is the time. weatherwise, it's a little cold outside right now. meteorologist lisa argen tracking the forecast for us. >> there are certainly showers sinking south and east quickly this morning, becoming more widely scattered, and the north bay has been dry since about 3:00 this morning. looking at live doppler 7 the past three hours, you notice right away the purple and white. that's mt. hamilton. some snow, but also rain along the coast, pest undero and sinking another shower into the east bay and south bay, but starting out on alma street, south of palo alto, perimeter road 101. north perimeter road. and going a little further south, this is very light and very scattered from edenville, and as we go up towards the north, just east of hayward, hollis canyon road and snow ridge trail there in the higher

elevations, some wet weather. and there we go back to that heavier cell just south of pest dario and what's going on at 3,000 feet, at about 4,000 feet, the snow there. the winter storm warning continues throughout the sierra nevada today and we have a winter weather advisory for the west slopes. more snow coming down. you can see over in reno as well. so, until 7:00, the winter storm warning for lake tahoe and winter weather advisory 4:00 in the afternoon. so if you're thinking of going up the next several days, best days to go would be late today and monday and tuesday when we have dry weather. another system dropping down from the north bringing snow on wednesday. right now, numbers in the 30s and 40s. it's cold. 45 on the coast, half moon bay. it's 36 in napa. but most of the moisture has left the north bay, so hoping for a little snow on mt. tam, not likely. here's a view of walnut creek, where you can see the sun trying to wake up there just before 7:00. 6:57 this morning. scattered showers, gusty winds

today, snow mt. hamilton, perhaps mt. diablo, then sunny and dry monday and tuesday. it's a one on our storm impact scale today. with the scattered showers, hail is possible. and we talked about the snow. you saw it out there. let's go hour by hour, and here we are at about, oh, right now, and you'll see that the showers verify with the forecast model. then we get a break. there's sun out there. it's cold. winds are picking up out of the northwest. it's 5:00 and we're looking at maybe a few light showers. so maybe even dropping that level one out there throughout the afternoon. amounts? well, we're getting them right now, anywhere from a couple hundredths to about a tenth where it's been raining the past couple hours, mainly in the east bay, the south bay, but the winds already switching around in the north bay. gusts up to 30 miles an hour from mt. diablo and around mt. tam. you'll notice by about 8:00, 9:00, we're still looking at the winds. the colors indicate the stronger winds. sunrise and sunset is when we get the stronger winds. and by 1:00 in the afternoon, 15

to 20 miles an hour in the north bay but still quite breezy to gusty right analytlong the shor. the air temperature certainly not reflected today because you add in the wind and we've got a windchill out there, even here. so looking at 54 degrees today in oakland, but with those northwesterly winds, going to feel barely out of the 40s. 52 in concord as well as santa cruz. and the accuweather seven-day forecast a one on our storm impact scale, mainly for the morning hours with the scattered showers, maybe some high-elevation snow. we're dry and sunny for presidents' day. numbers bumped up a little bit tomorrow. that cold morning, even overnight tonight we're looking at 20s and 30s. with the winds helping us a bit out tonight, but then they'll be backing off into monday night and tuesday. and we'll be even colder. wednesday another system visits us. you download the accuweather app and not quite as active this week with a dry second half of the week. but i think that's going to bode just fine with many folks who are getting a little weary of the rain, don't you think?

- ( phone ringing ) - get details on this state program visit right now or call during business hours. good morning, south bay. let's get up and get going. >> this is "abc7 mornings." >> thanks for waking up with us. i'm chris nguyen. we start with a quick look at the weather. here's meteorologist lisa argen, tracking conditions where you live. good morning, lisa. >> good morning, chris. it's a one on our storm impact scale and we're looking at live doppler 7 right now, where the last three hours shows a loop of the rain continuing to sink t the south and east. higher elevation snow there, but it's really becoming more widely scattered just north of san jose now, 82 santa clara and sunnyvale. wet weather benton street and over towards milpitas, 880. you've got a few showers there. oakland road. so, certainly slick from the

east bay to the south bay and back along highway 1 looking at a few more showers and the santa cruz mountains, perhaps a little rain/snow mix. the golden gate bridge, it has ended here and it is 44 degrees in san francisco, 40 in morgan hill, half moon bay 43, and along the coast it is rainy here in santa cruz and will be for the next few hours, but the colder weather up to the north where the moisture has departed, 36 in santa rosa. so no hope for snow at mt. tam. 46 in concord. and throughout 10:00, you'll notice more mid and upper 40s. we're dry, but still a few showers lingering throughout the higher elevations in the afternoon. 2:00, barely at 50, and the winds are going to be a big factor today, gusting to over 30 miles an hour. chris? >> lisa, thank you. former 49ers quarterback colin kaepernick still wants to play in the nfl. in an interview with cnn, kaepernick's attorney says there are two potential landing spots for him, the carolina panthers and new england patriots. this comes just two days after the quarterback and eric reid

reached a financial settlement with the financial in their collusion case against the league. >> i'm going to make a bold prediction that one of three teams picks him up. i think you're going to see, i'll make the bold prediction -- you can save the tape -- i think you're going to see within the next two weeks that somebody's going to step up, somebody's going to do the right thing. you want me to predict who? i will tell you, besides the panthers, it would not surprise me if bob kraft makes a move. >> caber nick alleged the league conspired to keep him out after he started kneeling during the national anthem in 2016. the mystery of what happened to "empire" actor jussie smollett continues to grow. police did not charge the two men identified as persons of interest in surveillance video. now they have more questions for smollett himself. abc news reporter elizabeth hur has the story. >> reporter: in a shocking twist of events, chicago police are now investigating whether "empire" star jussie smollett may have orchestrated a hoax, enlisting two men to purchase a

noose and fein a homophobic attack. police telling abc news they want to talk to smollett urgently after speaking with the two men seen in the surveillance image. according to investigators, information obtained from the two, who are brothers, shifted the trajectory of the investigation. the two were arrested wednesday upon landing at o'hare airport from nigeria, questioned by detectives as authorities raided their home and seized computers and cell phones. investigators then looked at their phone records to figure out if they spoke to or saw smollett the night of the alleged incident. we are told detectives eventually confronted the brothers with evidence that they purchased the rope found around smollett's neck at a local hardware store after threatening to charge them with battery and hate crimes, the brothers cooperated with police. police say the men have a relationship with smollett, one of them appearing as an extra on "empire." detectives telling abc news that

they have not found video evidence of anyone else at the scene. in an interview with abc's robin roberts earlier this week, smollett denied this was a hoax. >> who the [ bleep ] would make something like this up or add something to it or, or whatever it may be? i can't even -- i'm an advocate. >> reporter: saying lying about something like this would be a disservice to other victims. elizabeth herr, abc news, new york. >> reporter: smollett's lawyer said in a statement that one of the purported suspects was juss jussie's personal trainer. they say smollett is angered and devastated by reports that the perpetrators are individuals he is familiar with and that nothing is further from the truth that he played a role in his own attack. all right, time now is 6:33 on this sunday morning. jackie o.'s sister, socialite, actress, princess, all those describe leigh roswell who died at age 85. this photo from the jfk

but joe pavelski is there for the rebound. that is his 31st of the season. the sharks win, 3-2. and the nba all-star weekend comes to a close today with the actual all-star game. as you saw, larry beil is in charlotte. we're going to bring you those highlights from charlotte and from here in studio tonight starting at 5:00. until then, have a great day. all right, let's talk about the weather. lisa, you've got a forecast that will be making a lot of people happy, but we have to first get through today. >> that's right. we still have scattered showers, even though out most of your windows, you're probably looking at a pretty nice sunrise or at least partly cloudy skies. here's the view from sutro, as you notice we've got a few clouds around. there is fog from santa rosa over to livermore, but we are going to enjoy a drier half of the day, and we're experiencing the wet weather right now in terms of the shower activity. so starting out with those cool numbers, in the 40s. and then by noontime, just a few

light showers, mainly over the higher elevations. get ready for the cold air, though. we've got northwesterly winds and then the winds back off for some very cold mornings come monday and tuesday. there's tahoe and the snow looks like it has stopped for the time being. but we s winter storm warning. in fact, the chair lifts look like, well, it's a little early, too, right? yeah. so, we will be looking at temperatures only in the 20s and teens there, and that winter storm warning for the greater lake tahoe area until 4:00 this afternoon. locally, here's a loop of the last three hours, and you can see the snow accumulating, perhaps 3 inches or so around mt. hamilton, where it's 29 degrees. and you can see the showers back westward and southward, south of san jose, 87. edenvale, bangor avenue and santa theresa boulevard. and towards the summit, highway 17, certainly slick out there. the rain-snow mix. the moisture now is mainly in the south bay, the peninsula. and so, what's left of it will be just the scattered showers throughout the day today.

and we go further south, right along the central coast. if you're looking at traveling to the south, san luis obispo, monterey, some active weather there, but all right here in the mountains as we still are looking at probably 5 to 7 inches of additional snow. the pink representing winter storm warning. and the winter weather advisory from the west slopes and over towards reno, 7:00 tonight. so, if you've heard about the snow, well, have you heard about squaw where they shattered an all-time record? over 205 inches of snow for february. that shatters the old record of 196 inches. and look at the rest of the areas over the past three days. thursday, friday and saturday totals from 3 feet to about even 8 feet or better. so, unbelievable snow amounts there. and the powder, the light powder continues throughout the day today. back home, it is 43 in san jose as well as half moon bay, 44 san francisco. from mt. tam, you can see some of the fog there. and above looking at the clear sky, 38 petaluma, 34 santa rosa.

those northwesterly winds picking up, and we're looking at another vantage point here from walnut creek. scattered showers throughout the higher elevations today and looking at the gusty winds. we saw the snow over mt. hamilton. it will be sunny and dry monday and tuesday. so the next several hours, the showers become less widespread. in fact, we're looking at isolated showers. 10:00, partly cloudy conditions. and then just along perhaps the east bay by 4:00 or 5:00, a few light showers, maybe snow showers, mt. hamilton. otherwise, we are looking at the rainfall totals adding up this morning to anywhere from a couple hundredths to perhaps a tenth out there. so, very light amounts. but boy, those winds are not going to let up today. 15 to 32 miles an hour. the strongest winds really right now, the next couple of hours, into sunset and in between, 15 to 25 miles an hour. so, we are looking at 7:30 and the winds are pretty gusty here still, so it's going to feel
