foundation's my brother's keeper alliance that supports boys and young men of color. president obama launched this llowing the shooting death of trayvon martin in florida. it inspires them to -- warriors star steph curry and singer john legend will join mr. obama on tuesday for a town hall. michael coogler and ryan jordan will be featured speak eshs. it's invite only and taking place at the oakland scottish rites center. it's on abc7news.com. reporting live in oakland, matt keller, abc 7 news. thank you, matt. take a look at this new video showing the remote location in the north bay where a hot air balloon was forced to land. this was taken from a california highway patrol helicopter. there was no danger or emergency. but the weather caused the balloon to land on skaggs island. the tourists have quite the story to bring home. >> jobina fortson has details

from vallejo. >> what you're seeing is a hot air balloon being pulled from the marshlands after something went wrong and then right. >> at no time was there -- you didn't feel you were in danger. he made the best decisions with what he had to work with today. >> a pilot from sonoma ballooning adventures had to do quick thinking. they started in sonoma. at some point the winds got strong. what happened was not a crash or crash landing by ballooning standards. what happened is called a rip-out or dry landing. >> in this case, this is an unfortunate not greatly accessible area to retrieve the balloon. it was a safe and appropriate landing spot to put the balloon down. better than in the bay or a lot of houses. >> to put things in perspective, that is skaggs island.

a chopper brought them to -- it's about seven miles away. >> i was confused what was going on. i didn't know there was a balloon involved. it came from over there, came over here. >> no one was hurt during the ordeal. sonoma ballooning adventures says their pilot did everything by the book. jobina fortson, abc 7 news. in san francisco, two businesses affected by the gas line explosion on february 6th are getting help from the city. the sf gate reports hong kong lounge 2 and huckleberry youth programs can access up to $10,000 each through the small business disaster relief fund. they were in the building that suffered fire damage at geary and parker. 21 people worked there. about half have new jobs. the city's office of workforce development is helping the remaining employees find new work. they were shifted to the nonprofits other locations. audience members who rush out of performance of hamilton at the orpheum theater will be

invited back. here's a look at the scene. the orpheum released a statement saying that the audience at friday's performance will be invited to return to see the musical. they missed the end of the show after a woman suffered a heart attack and at the same time somebody reportedly yelled gun. many people ran from the theater in a panic. police say there was no gun. officials are warning drivers to stay off the roads in the sierra right now. several feet of snow. white-out conditions and blizzard-like conditions are making it difficult along highway 50 and interstate 80. the cal trans cameras give us a good look. chains are required along all sierra passes. >> circus-circus, we're headed to take my kids there. i think i should have flew. >> 80 and 50 are open. but drivers are required to have chain controls. abc 7 news reporter and avid skier laura anthony made the trek to tahoe this weekend. >> she left on friday. unfortunately, it took her 17

hours to get there. she tweeted video from crystal bay saying the snow is causing more problems than just on the roads. >> this is laura antho news. i'm now at crystal bay, nevada. right by the state line between california and nevada. and i can tell you we haven't seen this much snow at this location probably since 2011. this is going to be something everybody up here is going to have to watch out for. we're getting this removed pretty soon. the snow accumulations on roofs of the buildings here become kind of precarious. we're going to get that taken care of here pretty soon. the snow continues to fall. >> meanwhile, southern california is showing the impacts too. the 5 over the grapevine is closed because of heavy snow and several crashes. this is video of ft. day hone.

the volumes are light. that hasn't stopped collisions from happening unfortunately. we have a sig-alert in the east bay. westbound 80 before appian way. multicar crash sounds like someone speeding is going 90 miles an hour. they spun out and caused this collision. as many as eight vehicles at least stopped in the area. i think three were involved initially. all lanes are currently closed. you're being diverted off on to appian way. according to the partners at waze, this is causing about a 30-minute delay. pinole valley road. that's the detour you want to take. that's going to save you about 25 minute. quick check outside. here's an example of the lighter than average volumes. most places, san mateo bridge new york city delays westbound 92. thanks, alexis. sausalito is planning to hold a meeting to declare a local emergency after a mudslide caused all this damage on thursday. one woman had to be rescued from the debris and nearby homes have been red tagged. the emergency declaration will allow the city to receive state fund for the cleanup effort. heads up for drivers who use

the richmond-san rafael bridge. repair work on the upper deck is supposed to begin at 9:00 p.m. tonight. crews are doing a permanent fix after -- it forced official toss shut down the bridge for several hours. cal trans installed the metal plate as a temporary fix. drivers should be prepared for lane closures during the overnight hours and work is expected to wrap up by tomorrow at 4:00 a.m. mentes day deals. the sales you'll find today. unique trend. an expo in san francisco. is colin kaepernick h

and -- in gma first look, multiple administrators connected to greek life at louisiana state university are on leave this morning. >> it comes after fraternity members were arrested on hazing-related charges. here's steve osunsami with more. >> in gma first look, louisiana state university is coming down hard on hazing, placing at least three administrators on leave while the school investigates claims that they ignored reports of violent hazing from an alleged incident that put these nine fraternity brothers in handcuffs. according to police reports, pedges of lsu's closed delta kappa epsilon fraternity say that last fall they were told to lie down on broken glass, were forced to sit in an ice machine for more than half an hour and, among other things, punched and kicked in the chest and stomach request steel-toed boots. this isn't the school's first hazing incident by any means. lsu freshman max groover died in 2017 trying to pledge at a

fraternity. this has stew dense and parents asking if administrators should have stepped in sooner. more on the school reaction. i'm steve osunsami. if you ever wanted to feel high on love, enterprising business people don't want you to do it alone. abc 7 news was at the westfield shopping center in san francisco for the first-ever cannabis wedding expo. made possible with the legalization of marijuana in california, more couples are incorporating pot into their weddings. the ceo of the expo says there's something for everyone. >> anyone who is looking to incorporate cannabis, whether it be internally where the bride can throw a joint before she walks down the aisle and you have bud bars and infused treats and cannabis bouquets. >> he says the biggest hurdle to overcome for most couples is letting their families and guests know about the marijuana-themed menu.

if you're dealing with frost this morning, the thingest in years. you have to deal with it. one chance of rain through the senn-day forecast. this is a differnt chance. this isn't for us. look at this, even in the central valley. the temperatures are cold enough, they may be getting a mixture of sleet. not sleet. but snow and rain right on 99 as you head towards delano. you can see heading towards lost hills, a little bit of wet weather and mixture of snow there. same thing in the grapevine right now. for us, completely clear. we'll have a few clouds because there's so much moisture in the air. a bright day with temperatures around 53 to 57 degrees. tonight another frigid night on the way. even 20s up in the north bay. to getting close in the san ramon valley towards livermore and morgan hill. redwood city, the coolest spot around the bay tonight as it always is. here's a look at the accuweather seven-day forecast. mid-50s tuesday. a chance of rain for wednesday.

it's a very light chance. almost so light we didn't have the storm impact scale on it. temperatures mid 50s and below average through oscar sunday. alexis. good morning, mike. i have an update for the biggest issue of the morning. the sig-alert in the pinole area. westbound 80 we had all lanes closed. full closure there before appian way due to a multicar collision. started off with a vehicle speeding at 90 miles an hour. lost control and caused that crash. eight vehicles total involved and they had to divert everyone off to appian way. we got word that one lane opened up. still have three lanes closed. san pablo avenue, definitely the way to go. we've got a 23-minute delay. it's going to cut most of that off of your commute if you take that surface street instead. definitely recommend that. a quick check of drive times. we're holiday light. check this out. westbound 580. tracy to dublin. no one going to work today. 24 minutes. that's great.

enjoy that. antioch to concord in the green at 14. san rafael to san francisco, looking kbragreat at 17 minutes colin kaepernick and eric reid reached a financial settlement with the nfl in their collusion case against the league. now kaepernick's attorney is making predictions about which team his client will end up on. the agreement came just days before kaepernick's case was set before an arbitrator. after he began kneeling during the national anthem in 2016. the amount they got from the nfl is confidential. reid is currently under contract with the panthers. kap is still without a team. now that the case is settled, his attorney felt strongly about one team in particular. >> i think you're going to see that somebody will step up and do the right thing. i will tell you besides the panthers it would not surprise me if bob kraft makes a move. >> bob kraft is the ceo of super

bowl champion new england patriots. >> the oakland a's proposed waterfront ballpark is facing opposition. the chronicle reports two gazaqutionthe environmental impact of the howard terminal site. they're concerned the ballpark's lights will blind ship pilots going into the port of oakland. the team is making sure the stadium is designed and built to take into consideration all of the stakeholders issues. the a's hope to open will bought park in 2023. draymond green is engaged. >> we knew because coach kerr spilled the beans during a road trip. green's fiance hazel renee posted a video of her en kbgaget ring. he's designed the 2018 championship rings for the warriors. green made her feel like the luckiest girl in the world.

napa deputy. >> officials say it started with a traffic stop around 11:00 last night. abc 7 news reporter amy hollyfield with the latest. >> amy. >> reporter: jessica, this is a very rural area. there's a chp officer blocking henry road. no one is getting through here. the scene is further down that road. we're presuming. that's where they are doing their investigation. this happened last night really right before 11:00 last night. the deputy contacted a vehicle. that's what the spokesman said. that's how they described what happened. just said that they contacted the vehicle and then the deputy says shots were fired. they did say that the man in the car was killed and that he had a gun. he had not identified the deputy and they haven't released any more information about why the shots were possibly fired. why they originally contacted that driver. we're still waiting for those

details. they tell us that no one else was involved. no one else in the car. no one else out here to witness what happened. sheriff's department says no one will be making any comments this morning. possibly all day. these details were all they're going to be releasing at this time. reporting live in napa county. amy hollyfield, abc 7 news. amy x thanks for the update. a santa rosa family is furious after a driver hit their 7-year-old girl and then took off. >> that young girl is going to be okay. a warning that the surveillance video you're about to see may be disturbing. the hit and run happened saturday evening on louis krohn drive. two children were seen running across the street and then you see a black sedan comes into view and hits hazel ann launching her about ten feet into the air. she lands on the street. she screams and is able to get up and runaway to her friend and brother. >> she's okay. thank god. that's what i'm most grateful

the issue and discussed it with me in the context of thinking about how many other cabinet officials might support such an effort. >> in a 60 minutes interview, mccabe says deputy attorney general rod rosenstein raised the issue in may of 2017 after the firing of then fbi director skbrams co james comey. >> the deputy attorney general was definitely very concerned about the president, about his capacity and about his intent. >> rosenstein denies the discussions took place but senate judiciary committee chairman lindsey graham says his panel will investigate to determine who is telling the truth. president trump firing back on twitter saying mccabe, quote, is a disgrace to the fbi and our country. mccabe has since down played his words. he never had extended discussions but rather, participated in a conversation that included a comment from rosenstein about the 25th

amendment. mona kosar abdi, abc news washington. a senior adviser is hinting that he might be willing to use his veto power if congress votes to disapprove of his national emergency declaration. steven miller says the president is going to protect his declaration guaranteed. democrats are planning to introduce a resolution disapproving of the decision. it's likely to pass congress with several republican senators saying they're going to vote against the president. in the east bay, all eyes on oakland unified. teachers now say they will strike beginning this thursday. teachers are demanding smaller class sizes and a 12% pay increase over the next three years. the district says it can only afford a 5% raise over three years. if there is a strike, oakland unified says it will hold classes with substitute teachers and school oakland unified schools are expected to stay open during a possible strike, the city of oakland says it will

open recreation centers to help out parents. 15 rec centers will be open from 8:00 to 3:00 monday through friday. the teachers union will provide volunteers at the centers and meals will be provided for students. another option for parents are public libraries, they'll be open during regular business hours. the city is asking that children 7 and younger be with a parent or care-giver. ac transit may reduce its service to schools detour routes and temporarily close bus stops during the strike. sausalito planning to hold a meet to go declare a local emergency. it comes after a mudslide caused all this damage thursday. one woman had to be rescued from the debris and four nearby homes have been red tagged. the emergency declaration will allow the city to receive state funds for the cleanup effort. severe storm damage prompted marin county officials to proclaim a local state of emergency. abc 7 news was in san anselmo where crews spent sunday clearing damage from a

landslide. this was the section of francis avenue scenic avenue and summit road. flooded lanes near novato could reopen by wednesday. this according to the marin ij. engineers spent the weekend analyzing embankments and levees. a levee breached near the highway on friday. county engineers say the floodwater needs to recede before the full extent of the damage and any potential fix can be determined. drivers being rerouted on to 101. new this morning, walmart shoppers hoping to get groceries in the north bay will have to find another store. videos shows empty shelves inside the wall nart on lincoln avenue in napa much signs posted in the store say the delivery trucks have been delayed due to the bad weather. never more than seven minutes away from your accuweather forecast. >> big story outside. how cold it is and the thick frost that is waiting for you in some of the neighborhoods. 14 degrees cooler in places like brentwood, 12 in concord and livermore much. up in the north bay, ukiah,
