and bring snow, heavy rain and ice from the south to the northeast. ginger, of course, is tracking it all for us. good among, ginger. >> hey, good morning. i hope she's not trying to fly out tomorrow afternoon and evening, because that's when it's going to get here. let's start in colorado springs where you see just a couple of inches around 3 inches that caused accidents and the slowdowns on the roads there. there are two low pressure systems that will work together here to cause all of these warnings. philadelphia in a winter storm watch. we've got washington, d.c., in a winter storm warning. plenty of flood watches to talk about. the two lows kind of coming together to bring snow, up to a half foot in minneapolis, snow and ice right there, washington, d.c., it starts tomorrow morning and then here by tomorrow afternoon and evening. and then we'll change it to ice. and then eventually rain like we've done with so many storms but not before it leaves 4 to 6 inches of snow, especially north and west of washington, d.c., and up to a half foot of rain from birmingham up to jackson, tennessee, guys. >> all right, ginger, we're going to have warm and sunny thoughts. how about that? now to that breaking news overnight, a high-stakes rescue

at seaworld where 16 people were trapped on the gondola ride dangling above the water for hours as winds topped 50 miles an hour and temperatures dropped below 50 degrees. abc's will carr has the latest. >> reporter: overnight, a terrifying ride for passengers at seaworld. fire crews spent four hours rescuing 16 passengers after they got stuck on the bayside skyride located on mission bay in the resort. the ride got stuck around 7:30 monday night. >> this one is going to be at seaworld. >> reporter: the guests stranded on five gondolas ranged from infant to adult, including one man who is partially paralyzed. >> my left side doesn't work too well, especially in the cold, so i don't know how they'll deal with me. >> reporter: san diego fire and rescue worked throughout the night using a series of rope systems to harness each passenger down. >> the ones in the middle will scale over to those cars in the middle and lower them the same way they would against the towers. >> reporter: they had to be slow and methodical and room for error is very slim. lifeguards were on boats underneath the rescue teams. >> a fall from that distance can

be catastrophic. >> engine 20, we have information a lifeguard also has a boat en route. >> the lifeguard has a boat en route. >> reporter: the last person rescued shortly after 11:00 p.m. there were no injuries reported. in a statement, seaworld says, due to an unusual gust of significant wind, the operations of the bayside skyride stopped. fire crews say that gust of wind tripped a circuit breaker and that caused the ride to stop working. and from that height, they say, the results could have been fatal. so this morning, everybody is thankful that nobody was hurt. george? >> okay, will, thank you so much. now to that breaking political news. bernie sanders announcing he's running for president again. his challenge of hillary clinton fell short in 2016. and the field for the democratic nomination much more crowded this time around. our senior national correspondent terry moran has the latest. good morning, terry. >> reporter: good morning,

george. yes, it's official. bernie is back and the last time bernie sanders ran for president, when he announced hardly anybody noticed. and then he ignited that astonishing grassroots movement that made him the most unlikely political rock star, and changed the democratic party, shifting it decisively leftward. but now the question is, at 77 years old, can bernie bottle that lightning again? this morning, senator bernie sanders is making it official. >> together you and i and our 2016 campaign began the political revolution. now, it is time to complete that revolution and implement the vision that we fought for. >> reporter: sanders sent this message to his massive list of supporters letting them know he's getting back in the ring. his improbable run in 2016 gives him an edge in name recognition for 2020. he started that race as a little-known independent senator from vermont. >> i know that if i do this, i start off as a significant underdog. >> reporter: but his progressive platform, universal medicare for all health care.

free tuition at state colleges and universities, a trillion dollars in infrastructure spending caught fire, as thousands flocked to his rallies, hoping to feel the bern. >> welcome to the political revolution. >> reporter: sanders struggled to win african-american voters in states like south carolina and he ultimately conceited to hillary clinton at the democratic national convention. >> i move that hillary clinton be selected as the nominee of the democratic party for president of the united states. >> reporter: but in a crowded 2020 field, early polls show bernie sanders near the top of the contenders. now, bernie sanders begins this campaign dealing with an issue from the last one, sanders has now twice apologized to women staff members who say they were harassed or mistreated during the last campaign. that's bound to come up again. but the real question for bernie sanders, george, of course, is, having ignited this progressive movement in the democratic party, can he now take advantage of it, take it all the way and win? >> yeah, because so many other

candidates also have his ideas right now, terry, thanks very much. also breaking overnight, as president trump returned to the white house from florida, 16 states filed a lawsuit challenging his declaration of a national emergency to build his border wall. they're calling the move unconstitutional. our chief white house correspondent jon karl tracking all the latest on that. good morning, jon. >> reporter: good morning, george. this is the first and potentially most significant challenge to the president with his plan to build the wall by declaring a national emergency. the basic argument here is that the president is violently the constitution, which gives the power to spend money to congress, not to the president. and while the president does have vast powers under the national emergencies act of 1976, the argument here is that there's not really an emergency and we heard from the attorney general of california who is spearheading this lawsuit that he intends to use the president's own words on this. if you remember, george, when the president announced the national emergency he said, quote, i didn't need to do this.

at that press conference the president also made it clear he expected to get a legal challenge to this. he even expects to lose in the lower courts. but the white house does believe they have a good chance of prevailing when this goes all the way up to the supreme court. >> right, but this is one of several challenges he will face. the president was in florida yesterday taking on the socialist regime in venezuela, he also had this to say. >> and to those who would try to impose socialism on the united states, we again deliver a very simple message, america will never be a socialist country. >> and, jon, the president has been hitting that theme hard since the state of the union. >> reporter: he has. the argument that he will use over and over again as we get into the 2020 campaign is that the democrats are essentially socialists that want to do to this country what was done to places like venezuela. he has one thing going for him. you have candidates like bernie sanders who explicitly says he

is a socialist, the democratic socialist. and that the white house believes the president's legal team believe they have a real opportunity here in the fact that democrats seem to be moving so far to the left. >> jon karl, thanks very much. robin? now to more changes at the justice department. days after william barr was sworn in as the new attorney general, abc news has learned deputy attorney general rod rosenstein, who had been overseeing the russia investigation, is expected to leave his post mid-march. our chief justice correspondent pierre thomas has those details for us. good morning, pierre. >> reporter: good morning. as you said that's right, rosenstein is now telling colleagues that he plans to depart by mid-march. the source says that attorney general william barr would like to nominate to replace rosenstein to be jeff rosen, who currently serves as deputy secretary at the transportation department. rosenstein's departure comes as the former fbi director andrew

mccabe has made a number of allegations against him including secretly recording the president. as part of the russian probe into interference. sources tell us rosenstein's departure has nothing to do with mccabe. michael? >> thank you, pierre. we're going to go now to the latest on the battle against isis. a young american woman is speaking out after leaving the university of alabama, birmingham, and secretly joining isis in syria years ago. now she says she was brainwashed and is begging to be allowed back home. abc's james longman is in syria with the story. good morning, james. >> reporter: good morning, michael. as u.s.-led coalition forces are just days away from clearing isis territory in syria, a young american mother who was once part of the terror group is speaking out. she regrets fleeing her home four years ago and admits what she did was a big mistake. this morning, desperate pleas from a 24-year-old american mother who left alabama to marry an isis fighter. >> i don't know. i thought i was doing things correctly for the sake of god,

and when i came here and i saw everything with my own eyes, i realized i had made a big mistake. and i know i've ruined my future and my son's future and i deeply deeply regret it. >> reporter: hoda mothana seen in exclusive photos claims she was lured and brainwashed by isis four years ago when she was just 19. believed to be the only american inside the camp, mothana is begging for a second chance hoping to return to her family in the u.s. telling "the guardian" she fears for her safety. >> i've been planning, literally planning to get out for months. i got caught twice by isis and i was so scared i broke my phone. >> reporter: in an exclusive letter obtained by abc news, mothana writes when i left for syria i was a naive, angry and arrogant young woman. i stopped listening to my family and those who care about me. and that was a big must talk. the terrible effects of war changed me. seeing bloodshed up close changed me. motherhood changed me. she was married three times

twice to isis fighters and she previously helped spread isis propaganda calling for attacks on americans. in 2017, mothana's father spoke to abc news in shadow. >> i never thought in my life that would happen to us, to me, to my family but it happened to my family. it could happen to any other family. >> reporter: because mothana is american she can expect to be repatriated to face justice. president trump wants u.s. allies to follow his lead but many countries don't want to bring their nationals home, 1500 foreign isis women and their children are in mothana's camp and that number is growing. george. >> james longman, thanks very much. there are new developments overnight in the political chaos rocking virginia. one of the women who accused lieutenant governor justin fairfax of sexual assault is now telling her story in a "washington post" op-ed. meredith watson writes she is willing to testify in public under oath. and she's calling on fairfax, who has denied her allegation, to do the same. abc's linsey davis has the story. >> reporter: good morning. the scrutiny at the virginia statehouse is intensifying this

morning with this new op-ed. meredith watson says, as a result of her allegations against the lieutenant governor, her life has been probed and picked over, but she still wants a public hearing. this morning, new fallout in the sexual misconduct allegations leveled at virginia lieutenant governor justin fairfax. in an op-ed to "the washington post, meredith watson, who claims fairfax sexually assaulted her while they were classmates at duke nearly two decades ago, is now demanding a public hearing and accusing the virginia general assembly of inaction writing in one week they moved on. watson first disclosed the allegations publicly on february 8th claiming a sexual attack by fairfax that was premeditated and aggressive. nearly two weeks later, watson claims little action has been taken writing, this is what women who come forward know to expect and fear, adding, my privacy has already been violated. yet, i am still willing to testify publicly under oath. the editorial calls into question the treatment of female

accusers versus that of men in positions of political power. watson writes, if we as a society continue to allow women who report rape to be abused, disparaged and tormented a second time, then shame on us all. watson writes that she came forward in order to support vanessa tyson who came forward to accuse fairfax of assaulting her in 2004. the lieutenant governor has vehemently denied both claims against him. >> i have nothing to hide and there was no inappropriate contact whatsoever. >> reporter: democratic party leaders have repeatedly called for fairfax to resign. she also says that vanessa tyson, the other accuser, has also offered to testify publicly under oath. watson says while she has turned down offers from politicians and media, she says the virginia general assembly refuses to take the simple and responsible step of holding a public hearing. >> it's hard to see how they'll be able to hold the line on that one. >> it seems inevitable at some point.

>> linsey davis, thank you very much. and something that we're just learning. reports that fashion powerhouse karl lagerfeld, the creative genius behind chanel for the past three decades has passed away at 85 years old. lagerfeld had his signature look. he also created some of the most famous designs in the world. margot robbie wore chanel to last year's oscars. and "vogue" editor anna wintour wore his design to the most recent met ball. he helped turn chanel into one of the most profitable brands in the world. michael. >> a very talented man. and now to a dramatic roadside rescue. bystanders pulled a woman out of her burning car after an allegedly impaired driver plowed into her. t.j. holmes is here now with more. good morning, t.j. >> reporter: good morning, and the question is what would you do? i think we agree most of us would want to help someone out if we see them in trouble. but we don't normally have to put our own lives on the line in doing so. these four good samaritans ran towards fire without hesitation. and that lack of hesitation may have saved a woman's life.

it's an incredible scene. a group of total strangers rushing to save a woman's life. >> the woman was literally moments away from being completely engulfed in flames in that car. >> reporter: byron lives across the street from where an accident happened that resulted in a woman's car going up in flames. >> there was screaming. i couldn't hear all that. it was tunnel vision. just run over to the car and try to help them to get this lady out. >> reporter: byron, along with three other good samaritans, rushed to help the woman whose car was quickly being overwhelmed by fire. >> it was chaotic. fire was everywhere, huge balls of fire. >> reporter: they eventually pulled the woman from the burning car. she only had minor injuries. and one of her rescuers was also hurt. >> they put their lives on the line, one of those good samaritans was injured. he did receive facial burns. >> take nothing for granted and everything could end in a short moment. >> to pick up on what he said. she was sitting at a red light

at 6:450 in the morning, heading to work and they believe a drunk driver just ran into the back of her and resulted in that. so we have a lot of stories here, daily, that we could ask, what is wrong with people? this is one that shows you what's right with people. there's humanity and good. they ran toward it, didn't hesitate. >> appreciate you sharing that with us, t.j. how about this spectacular sight in the sky, a super snow moon. t.j. is rapt watching this. it is called super, t.j., because the moon is at its closest to earth right now. and it's full. and february's full moon is known as the snow moon because many associated the month with heavy snowfall. astronomers say the moon won't be this big of bright again until 2026. >> we have a lot of moons. a supermoon. i didn't know we had a snow moon. >> i knew you were just -- >> okay, i learned something here this morning. >> ginger, is the snow coming? >> you know what, not only is it coming we have it right here in

this morning, a law enforcement source telling abc news that the brothers questioned for roles in the alleged attack on "empire" star jussie smollett told authorities he staged it all, upset over a threatening letter sent to "empire's" chicago studio on january 22nd, saying it did not receive enough attention. detectives are actively investigating the allegation but have not confirmed it to be true. smollett telling us last week about that letter that included racist and homophobic threats. >> on the letter it had a stick figure hanging from a tree with a gun pointing towards it with the words that said smollett, jussie, you will die, black [ bleep ]. there was no address but the return address said in big red you know, like, caps, maga. did i make that up, too? >> reporter: police confirming the men who have since been questioned and released, have a relationship with smollett. one even appeared as an extra on "empire." >> if there's any justice, we'll have that conversation. >> reporter: authorities tell us

the brothers claim they were paid by the actor to orchestrate and stage the racist homophobic assault smollett reported last month. now, the two brothers are speaking out for the first time telling chicago's wbbm, we are not racist. we are not homophobic and we are not anti-trump. we were born and raised in chicago and are american citizens. smollett's defense attorney telling abc news jussie smollett is angered and devastated by recent reports that the perpetrators are individuals he is familiar with. he has now been further victimized by claims attributed to these alleged perpetrators that jussie played a role in his own attack. nothing is further from the truth and anyone claiming otherwise is lying. chicago police say they are hopeful that smollett will come in in the next few days to speak to them. his team telling us this morning that they are in communication with authorities. guys? >> they very much want to talk

to him. >> and the investigation is intensifying. >> eva, thank you. also this morning, the accused killer of kelsey berreth, her fiance, patrick frazee is due back in court this morning, as new allegations emerge as a possible motive for the murder. kayna whitworth has more. >> reporter: robin, good morning. in just a few hours, patrick frazee will be in this courthouse right behind me for his preliminary hearing. this, as the parents of kelsey berreth have filed a wrongful death suit against frazee saying they think that he killed their daughter because he wanted full custody on their child. this morning, prosecutors will try to prove they have enough evidence to move forward in the murder trial against patrick frazee. the colorado man accused of murdering his fiance kelsey berreth. frazee has been charged with two counts of first-degree murder and three counts of solicitation involving her death, despite the fact that authorities still haven't found her body.

this as a possible motive coming to light. berreth's parents claiming in a newly filed wrongful death lawsuit that frazee wanted full custody of the couple's 1-year-old daughter, kaylee. and that kelsey would not agree. allegedly only agreeing to 50/50 custody. in those court documents, obtained by abc news, berreth's mother says frazee told her that he and kelsey broke up on or about thanksgiving day in 2018, the day berreth was last seen in public shopping at this supermarket. berreth's cell phone pinged three days after she went missing from colorado, 700 miles away in idaho. earlier this month, frazee's friend idaho nurse krystal lee kenney pleaded guilty to helping dispose of berreth's cell phone. kenney is cooperating with investigators and has to testify against frazee as part of her plea deal with prosecutors. >> -- the victim's cell phone

florida, wouldn't stand, telling a substitute teacher, he thinks the flag of this country is racist. the substitute then confronted the boy. that exchange outraging the boy's mother, dhakira talbot. >> she told my son to go back to his homeland. he was confused. he was like, what do you mean, africa? she said, yeah. >> reporter: after that, the confrontation continued with the substitute calling the school's student resource officer to the classroom. the boy initially refused to leave. the sro claims the child was crying, saying, i'm going to beat that teacher. and i'm going to get all of you fired. the boy's mother denies those claims. >> and he was being treated like he was the one that did something wrong when he's the victim. >> reporter: ultimately, the 11-year-old was charged with misdemeanors including resisting an officer without violence. the school district reportedly says students are not required to stand for the pledge but the substitute didn't know about that policy. the district is now looking into

jessika mcneill were so deep in the park, they had no cell reception. but after failed attempts to free him, jessika traveled three hours for help, leaving ryan with his leg ensnared in the sand. >> it was the hardest thing i've had to do, scariest thing. i didn't even know if i would be able to do that hike by myself. there was a couple of times i thought i might as well just turn back and we could just, you know, be together for the last moments. >> reporter: jessika eventually getting the utah department of public safety to send their chopper. >> yeah, probably. >> reporter: it would take hours to find ryan, hours to free him, and hours to help him recover in this tent, before finally getting him out safely. >> the water was so cold i thought for sure i would lose my leg because it was -- there was no way she was going to be able to get there fast enough to have people come get me out. >> reporter: quicksand is a soupy mixture of water and sand that is formed when water is trapped in sand and can't

we still can't get over it. and brendan is such a wonderful, wonderful guy and from a good family, a lot of them are police officers so, all right. yeah. [ applause ] yeah. okay. now that "gma" parenting alert. an alarming new study found screen time among children 2 years old and younger, it's doubled since the late 1990s. our chief medical correspondent dr. jennifer ashton is here. i know, so break this down. >> this was an interesting study done by patient survey, parent survey and looked at kids under the age of 2, 1997 and found 1 plus hour a day, these are toddlers, remember. then in 2014, over 3 hours a day. this was just published now and the point here to be clear, pediatricians recommend zero screen time for children 18 months and younger so this is a big increase. >> does it do something to our brains or something? ? it does. you're talking about anatomy and

physiology. it changes the structure and function of the brain. we know that because of testing being done and has been done. what we don't know is how meaningful is that? we don't know whether it's all negative or partially positive. we don't know what the changes will result in five, ten, 20 years down the road and we don't know if all screen time is equal. e-readers, educational devices, very different than, you know, something that's just for a game but logistically any parent, any caregiver if you have a child in your life you know that that is like a drug, once you hand a child a screen, they calm down and unfortunately it's just an easy thing we've all been there. >> notice how once you hand them. it's not like -- >> sometimes they grab it. >> but at that young you're putting it in their hands. if you're concerned what 0 should you do. >> we have toys here and need to remember the old-fashioned things are still important. they simulate role play, imagination, fine motor skills with art and again not all learning has to be educational. it should still be fun.

i think the other tips for parents are we need to monitor this time so you can't just hand them a device or sit them in front of the tv set and lose all track of time. i think we do need to make an effort to make that screen time interactive. remember these old-fashioned toys and games because they do have value and i say don't replace the face because toddlers, babies, children, they need to engage people. they need to need facial expression and need to see stoeshl interaction. that is as important as everything else in their life. >> i remember a couple of years ago seeing video and there was a young toddler with a magazine who was trying to -- >> i saw that, exactly. >> thinking it was an ipad. it was a magazine. >> my son is in college. he is a computer science major. i swear he could have launched the space shuttle when he was 3 years old. they're facile with technology. it's a good thing. we just need to make it moderate. not all or none. >> what was the matter with winnie the pooh? fonsi? i mean, gosh.
