about 60% of the population. soo systems today, including minneapolis, philadelphia and washington. some like new york and boston are already on winter break. federal offices in washington will be closed today. >> the storm is dumping snow from iowa to northern virginia and heavy rain from texas to the southern atlantic coast. already, more than 1,000 flights have been canceled today. we start with steve osunsami. >> 164 people were onboard this delta jet when it was struck by lightning and had to make an emergency landing in chattanooga. >> we were struck by lightning and will land and deal with that on the ground. >> reporter: luckily nobody was hurt. the flooding rains forecast in the south are happening across alabama, georgia and tennessee. >> we cannot stress enough, do not try to cross the water. do not drive across the road while it's flooded. >> reporter: this was the slippery travel south of birmingham, south of atlanta. hail was bouncing off cars. the driver of this pickup truck

in sterlington, louisiana, was struck by lightning as he was driving through the rain. he walked away from this fireball uninjured. flood watches stretch from louisiana to pennsylvania. the storm causing all this rain in the south will merge with this storm that sent cars spinning out of control in albuquerque, new mexico. police reported at least 22 accidents with injuries on the slick roads. this rain is expected to continue here in atlanta through the weekend as another storm system moves in. steve osunsami, abc news, atlanta. let's check the timing of these storms. >> accuweather's melissa constanzer has the weather. good morning. >> this is a pretty powerful storm and with it there's snow, a wintry mix and even heavy rain for the south which will create flooding concerns. on the backside of the storm system we are talking about 6 to 12 inches of snow through parts of iowa and minnesota, but there will also be ice with this. this is a concern for the northeast. it starts out at snow for d.c., and moves into philadelphia and

new york city. eventually into boston. notice it's transitioning into rain here as this storm pulls out for your wednesday. get set, it's going to create icy concerns in certain locations after it dumps a few inches of snow, possibly 6 to 10 in parts of pennsylvania. janai? kenneth? >> not looking forward to that. melissa, thank you. turning now to president trump who's flatly denying he tried to interfere in the investigation with his former attorney, michael cohen. according to the "new york times," he asked whitaker to put somebody else on the case. the federal prosecutor already recused himself. the probe was looking into hush money payments stemming from two of trump's alleged affairs. whitaker said the president never asked him to tamper with any investigation. trump is calling the latest allegations false. the trump administration is planning to cancel $3.5 billion for federal funds for a high-speed rail line in california.

that decision, coming after the state took the lead in the president's national emergency declaration lawsuit. he blocked the state from receiving remaining funds approved by congress. the governor is calling it political retribution and vowing to fight to keep that money. now, to the new developments in the jussie smollett investigation. chicago's lead prosecutor recused herself from the case. cook county state attorney, kim fox, made the move due to familiarity with potential witnesses. >> federal officials have questions about a threatening letter smollett received before the alleged attack. here is maggie rulli. >> reporter: new developments in the alleged attack against "empire" star, jussie smollett. the fbi and u.s. postal inspection service are investigating whether the actor played a role in sending this

racist, threatening letter to himself. >> you will die [ bleep ]. there was no address. the return address said in big red, like, caps, maga. did i make that up, too? >> reporter: that letter arriving at the "empire" studio a week before the attack. a law enforcement source tells abc news, the brothers allege smollett was upset because the letter did not get more attention and the actor paid them to help stage the attack. smollett denies he was involved. his attorneys tell the news he was angered and devastated by the reports that the prerp -- perpetrators are individuals he is familiar with and he is further victimizeed by the perpetrators jaying jussie played a role in his own attack. the two men were seen leaving the courthouse with their attorney providing no comment. authorities are still waiting to question smollett about the alleged attack. maggie rulli, abc news, new york. >> thanks to maggie.

she knew she needed to turn around and give back as well. >> reporter: walker, an entrepreneur, a philanthropist and political activist, an empire built on hair, black hair. her beauty products, still on the store shelves today, sweeping the nation. the home became a training ground for walker's sales agents and a place looking for social change, including wb. >> she wanted to have conversations about what could be done to improve the rights of african-americans. >> reporter: walker died in 1919, one year after the house was completed, designated a national historic landmark in 1976 and a private residence for the last 30 years, until now. >> when you look at this place, what do you envision for it? >> i mean, you know, i envision a place where when you walk through that door you get hit by the inspiration. >> reporter: the founder of new voices foundation is the new

owner and this will soon be a think tank for black women entrepreneurs. >> we need to have a place where we can come and learn. we haven't had a concentrated intellectual effort focus on the issues that women of color face when trying to build their businesses. >> reporter: an entrepreneur himself, dennis, originally from liberia, owner of "essence" magazine and he and his family built their fortune on beauty products. in the early '90s, launching sun dial brands. >> black women under valued and underestimated. we want to bring the attention where it should have been for a long time. >> uh-huh. >> for you, it takes you back to your mom? >> yeah. my mother was that inspirational figure. my mother was the one who was there, who was giving up everything that she had, could have, to raise us and to get this business off the ground. >> dennis is now building on the vision of walker who once said in 1914, i am endeavoring to

provide employment for hundreds of women of my race. black women are the fastest growing group of intrapreneurs in the u.s. the national women's business counsel says there are more than 1.5 million businesses owned by them. >> who is counting the side hustles? who's counting the two or three side hustles? that's entrepreneurship. we're trying to show how you can sustainably have impact and make that impact be measurable. >> reporter: access to capital, a support system and expertise to some of the difficulties of black women trying to start their own business. >> the fear of entrepreneurship has crept in because you need to solidify income, solidify something. you need to protect your family and protect your children and so to risk that and leave this good paying job to go and do something, it becomes harder. >> dennis saying step out of your comfort zone, ask for help and don't worry about what other's think.

michael cohen, an investigation that implicated the president himself. >> there's a lot of fake news out there. no, i didn't. >> reporter: the president's appointment as whitaker for acting attorney general was controversial from the start. whitaker was a staunch trump supporter and harsh critic of robert mueller. mr. president, what do you say to the criticism of matt whitaker and the calls for him to recuse himself given what he said? >> i don't know matt whitaker. >> reporter: "the times" reports not long after whitaker got the job the president asked him to put a person he believed would be more sympathetic in charge of the investigation, but he had recused himself because of the ties to the president's lawyer, rudy guiliani. it never happened. at his hearing before the house judiciary committee earlier this month, whitaker didn't deny discussing the investigation with the white house. >> did you ever have any conversations with anybody about re-assigning or firing any personnel, including u.s.

tragedy strikes the day before an air show in india as two jets collide in midair. one pilot was killed yesterday during a practice run for arrow india and two others were injured. one plane's nose hit the tail of the other during a maneuver. the crash happened four years to the day after two jets clipped wings in midair during a practice run before the show. here at home one man is in custody and a former nfl player is dead after a deadly dispute over a parking space. >> the men reportedly met in a parking lot to resolve an ongoing dispute before one pulled out a gun and opened fire. here's abc's will carr. >> reporter: former college and nfl football player, cunningham gunned down over a parking space, according to authorities. the one-time seattle seahawks player, number 21 there on the field, allegedly shot by this man, his aurora, colorado neighbor, marques johnson who was in court. according to the affidavit,
