in the green at 14. southbound 101. san rafael to san francisco. you're okay in the green at 16 minutes. >>. new details about a uc santa cruz student facing federal charges. >> he's accused of creating an app. it was disguised as a game. here's the first look at the suspect. 18-year-old collin howard. matt keller is live on campus with more on this. matt? >> reporter: good morning, reggie. federal law enforcement say posters advertising this app were hung up all around the uc santa cruz campus and that's when they decided that they were going to after this student in an undercover sting. take a look at his photo here. his name is collin howard. the uc santa cruz student is from sunny veil. it's called banana plug. it's available in the apple app store. contraband for sale, including cocaine, molly and shah rooms.

owe undercover sting with multiple drug buys ended with howard being arrested last friday. he's charged with four counts of distribution of possession with intent to distribute cocaine and methamphetamine. if convicted, he could face decades in prison and millions in fines. he was released from custody after his court appearance yesterday. howard's next court appearance is scheduled for february 22nd. reporting live at uc santa cruz, abc 7 news. breaking news. russia issued a threat to the u.s. this morning. president vladimir putin said his new missiles will target the u.s. if d.c. deploys missiles in europe. he's talking about tomahawk cruise missiles in romania and poland. this violates a treaty the countries are exiting but they have six months to negotiate. putin said they are talented for sure, but can they count? i believe they can. let them count the range of our missiles, end quote. new developments out of san

jose. a couple who says their home was burglarized and their car taken on a weed filled joyride is offering a message of support to one of teens caught on camera. it's a story reported by dion lim. the teen's mom tells abc 7 news her daughter ran away yesterday. she found out about the girl's involvement through this viral video. the victims posted a video on facebook in an effort to find the burglars. the suspects had recorded themselves with the stolen items shortly after the home break-in earlier this month and then that video was saved to the e icloud. the couple is urging the teen to come home. >> we don't want to you do anything to hurt yourself. just come home. >> the teenager who ran away admits to being in the car but has nothing to do with the burglary or stealing the bmw. happening today, a san jose father will appear in court to fight to stay with his family

after nearly a year of being released from i.c.e. detention. he was detained in october of 2017. he was held for six months until a san francisco judge overturned his scheduled deportation to mexico. this is video of his emotional reunion with his family in april. later an appeals court reversed his protection against deportation. there will be a rally in his support at 8:15 this morning in front of the i.c.e. building in san francisco. free memorial hospital police are asking for your -- fr fremont police are asking for your help. 319 have been reported to the police department. laptops appear to be what the thieves are after in the break-ins. 11 suspects were arrested in eight days. the numbers of auto burglaries continue to rise. police say you should remove all valuables from your parked car, especially laptops and high-end

electronics. now to a story you'll see only on abc 7 news. a san francisco homeowner is hoping to catch the man who he says has been targeting him for having an impeach trump sign at his house. the homeowner received this letter in the mail three months ago. it says he better remove the sign or face some consequences. two weeks ago he got a second note that said maga. then he said a man egged his house. he posted a photo on next door. >> he had gone a little too far with that, of course. kind of really felt violated at that point. my concern is the next time it happens, it's going to be a rock to my window and who knows where he takes it. >> police can't investigate until someone files a police report. the trump administration is planning to cancel $929 million in funding for a california high-speed rail project. it wants the state to pay back

another $2.5 billion that it's already spent. the u.s. department of transportation announcement came after threats from the president to make california pay back the money awarded to build the train. the project has faced cost overruns and years of delays. the trump administration claims that california has not provided the required matching funds and can't complete the work by the 2022 deadline. the governor has responded saying, quote, this is clear political retribution by president trump and we won't sit idly by. this is california's money and we're going to fight for it. a state lawmaker wants to remove the speed limit for proposed new lanes on i-5 and l orange county said it will create two additional lanes with no speed limit. the other lanes would have a 65 mile an hour speed limit. >> if you look at what's happening in germany, the freeway accidents on the autobahn are less than here.

cal trans hopes to have all lanes back open by noon today. the next story sounds like something out of a sci-fi movie. people paying thousands of dollars to infuse plasma from young donors into their aging bodies. the fda is warning, don't do this. here are the details. >> the fda is going on record saying there is no evidence infusing a young person's plasma into an aging body is helpful researchers admit there is sky ens to suggest there may be factors in youngblood that affect aging and aging-related disease. treatment in humans comes without clinical evidence. there's also no official regulation on dosing, frequency or recommended monitoring. there is always significant risk with any blood transfusion.

me too on a statue. it's modeled after the photo taken in times square of the sailor kissing a woman celebrating the end of world war ii. in an interview in 2005, the woman, greta zimmer freeman says it wasn't her choice to be kissed and the guy came over and grabbed her. the spray paint was found tuesday morning just two days after the sailor died. a man had his prosthetic ara stolen when his car was broken into. police say it happened between friday night and saturdy night on cleveland street in the south of market neighborhood. the 41-year-old man says only his prosthetic is missing and no arrests have been made in the case. samsung will hold the annual product launch in san francisco. the event will introduce the company's next generation of galaxy devices. samsung says it will reveal an

exciting new feature. the future of mobile will unfold. this is suggesting it's going to be a foldable version of the phone. wants to build a 25-story hotel in san francisco's transbay district. according to the business times, san diego based j street hospital at proposed squeezing a 185 hotel rooms atop a skinny parcel of land near howard and first on tehama street. they're looking at the proposal. the site is very small. just 4,000 square feet. if approved, the project would require a change of use from parking to hotel am. a new short film by emeryville-based pixar tells the touching story of an unlikely friendship between a pit bull and a kitten. it's called kit-bull. here's a glimpse.

it will be a mainly gray day with scattered light showers. old man winter keeps the chill on. it means there's a chance of rain. i'll show you that in the seven-day forecast. what sticks out in the north bay. the mid to upper 40s and the snow that's going to fall in lake county this afternoon. down to 2500 feet. the rest of us 53 to 55 degrees. tonight will be cooler. there could be frost in the north bay. lakeport, ukiah, around 30 to 32 degrees. everybody else in the north bay valleys, east bay valleys, pretty much everywhere else until you get to san mateo. half moon bay and san francisco. we'll be around 40. 7:00, a few stray showers, especially across the north bay. you can see as we head through the morning commute, there's a potential at any time even all the way up until noon of a random shower. that will continue during the afternoon and early evening hours. you see the colder air coming in. there's some snow on st. helena and mt. hamilton into the

that's when you hit the delay, though. 11 on the bay bridge. southbound 101. san francisco to sfo in the green at nine minutes. today is the last day of school for teachers in oakland who plan to start their strike tomorrow. >> it's also the last day for parents to figure out what to do if they don't want their kids to cross the picket line. amy hollyfield is live in oakland. good morning, amy. >> reporter: good morning, jessica. parents can bring their kids here. this is the north oakland rec center. it's one of several locations set up to host children if parents don't want to take them to school. they're calling these solidarity schools. teachers held a meeting yesterday afternoon for parents to tell them about this option. they're creating the spaces for parents who don't want their kids to cross the picket line. but they have to go to work and need a place to take their kids. the school district is hiring substitute teachers and says schools will be open. they are encouraging parents to send their kids to school during

the strike. the teachers are asking parents to keep their kids home. >> i have some time off of work, fortunately. greg will stay with me. we'll be on the picket line in the morning and go downtown for the action. >> reporter: the teachers are going on strike to fight for higher salaries and smaller class sizes. now the school district made a bargaining proposal yesterday. the teachers union falls short of their demands. but bargaining team has agreed to go to a meeting this morning with the district to listen to what they have to say. if no agreement is reached, the strike is set to start at 6:00 tomorrow morning. reporting live in oakland, amy hollyfield, abc 7 news. thank you, amy. oakland schools are staying open just want to make that very clear during the strike. students can still go to school. in addition, the city of oakland will open 15 recreation centers from 8:00 until 3:00 monday through friday. the teachers union will provide
