we have a multicar collision. just got an update from chp. five vehicles involved. just before bhip whipple road. zooming out a bit. 21 miles per hour. waze is telling us that's about a 20, 25-minute delay through that stretch. not a lot of fun. >> also, a delay here at the bay bridge toll plaza due to two earlier collisions. neither of those are blocking any longer. little longer delay. that happened around 5:21. >> breaking news. russia has issued a threat to the u.s. this morning. president vladimir putin says his country's new missiles will target the u.s. if d.c. deploys missiles in europe. he is specifically referring to the u.s. deploying tomahawk cruise missiles in romania and poland. putin said it violated a treaty the countries are exiting but they have six months to negotiate. >> new at 6:00, a dramatic end

to a burglary in the south bay overnight. watch this. >> don't typically see tears as pulled him from east ridge liquor on tully road in san jose. they were investigating a burglar alarm and found the man inside the store at 3:00 a.m. you see the tears started pretty early there. he was reportedly bitten by a police dog before he was arrested. no word on how much damage was done to the store. we have new details this morning about a uc santa cruz student facing federal charges. >> he's been accused of creating an app designed to sell drugs. the app was disguised as a game. collin howard. matt keller live on the campus with more on the story. matt? >> reporter: hi, reggie. the app is called banana plug. it's a play on words with u.s. santa cruz's mascot. the banana slug.

it was advertised on flyers across campus. take a look at the booking photo of the suspect. his name is collin howard. the 18-year-old from uc santa cruz as a student. he's also from sunnyvale. it alleges he created the it was available on the app store. undercover sting with multiple drug buys ended with howard being arrested. he's charged with possession with intent to distribute cocaine and methamphetamine. he was released from custody after his court appearance yesterday. if convicted, howard could face decades in prison and millions of dollars in fines. reporting live in santa cruz, matt keller, abc 7 news. matt, thank you. new developments out of san jose. a couple who says their home was burglarized and car taken on a weed-filled joyride is offering a message of support to one of the teens caught on camera in

their stolen vehicle. this is the story first reported by abc 7 news anchor dion lim. the teen's mom tells abc 7 news her daughter ran away yesterday. she found out about the girl's involvement through that viral video you were watching. these are the victims here. they posted the video on facebook in an effort to find the burglars. the suspects had recorded themselves with the stolen items shortly after the home break-in earlier this month. it was saved to the victim's icloud. that's how they were able to view it. the couple is urging the girl to go back home. >> your mom is really worried about you. both of us don't want you to do anything that will hurt yourself. so just come home. >> the teenager who ran away admits to being in the car but says she had nothing to do with stealing the bmw or the burglary. will appear in court to fight to stay with his family. after a year of being released from i.c.e. detention.

fernando correia was detained. a san francisco judge overturned his scheduled deportation to mexico. this is video of the emotional reunion with his family in april. but later, an appeals court reversed the protection against deportation. there will be a rally in his support this morning in front of the i.c.e. building in san francisco at 8:15. in the south bay, san jose city leaders have unveiled a plan they say will crackdown on gun violence. city officials want to focus on stopping people who legally buy guns and then turn them over to others without vetting. the crackdown would include the video and audio recording of all dpun and ammunition transactions. training of gun sales staff to ask specific questions. a ban on residential sales of guns and ammunition. it could take six months to approve the amendment. build an unusual 25-story hotel in san francisco's transbay district.

according to the business times, san diego-based j street hospitality proposed squeezing a 185 hotel rooms atop a skinny plot of land. the san francisco planning department is looking at the proposal. the site is really small. just 4,000 square feet. if approved, the project would require a change of use from the current parking to hotels. the trump administration is planning to cancel $929 million in funding for california's high-speed rail project. it also wants the state to 35i back another $2.5 billion that we've spent. the u.s. department of transportation's announcement came after threats from the president to make california pay back the money awarded to build the train. the project has faced cost overruns and years of delays. the trump administration claims that california has not provided the required matching funds and

can't complete work by the 2022 deadline. governor gavin newsom responded, this is clear political retribution by president trump and we won't sit idly by. ee elon musk reveals how hh soon he thinks the vehicles will be autonomous. we do have a chance of scattered light showers today. less than .2 inches of rain. that's in the higher i will vegas. most of us will get less than a tenth. some of us won't get any rain at all. i went on linkedin, i connected with someone, and they introduced me to my boss.

as far as the north bay goes, we'll be in the mid-50s from noon to 4:00 with 40s on either side. and for san francisco. we're starting off around 50. the mid-50s in the afternoon. drop into the upper 40s. notice there's not a lot of chances of rain. they're out there. just scattered. here's alexis. so far the biggest issue is southbound 880 through the hayward stretch. going to take you quite a while. we have a 20, 25-minute delay due to a five-vehicle collision. backed up solid to state route 238. sounds like minor injuries and they're working it get it cleared. a quick check of mass transit. b.a.r.t. trains and service, east 1 delayed about 11 minutes due to a mechanical issue. 3 and 5 are on time. if you ride muni, next bus predictions are limited or unavailable for multiple routes.

you have to stick to the schedule and hopefully those are accurate for the bus times today. now to a story only on abc 7 news. a san francisco homeowner is hoping to catch the man who he says has been targeting him for having an impeach trump sign in his home. >> you can see the sign here. the homeowner who does not want to be identified says he received this letter in the mail three months ago. he said that the sign says remove the sign or face some consequences. two weeks ago, he got a second note that said maga and last week he said a man egged his house. he posted a photo of the suspect on next door hoping someone would identify him. >> i kind of felt like the egg was -- kind of gone a lite too h ndf really felt violated at that point. my concern is the next time it happens, it's going to be a rock to my window and who knows where he takes it. >> police say they can't investigate until a police report is filed. a health alert about a

that's a close call. new at 6:00, the nevada highway patrol officer narrowly avoided what could have been a deadly crash. a car hit his cruiser, then spun out on the highway over the weekend. the trooper pulled to the side of the road to conduct a traffic stop when he was going back to hs car. that's when another car rear ended it. that driver was arrested on suspicion of driving under the influence. debris hit the trooper, but he is expected to be okay. now this wild story. a health alert about a procedure promising to slow the aging process. it's called youngblood infusion. the fda says do not do this. it takes plasma and infuses it into older patients to stop normal aging. the fda says there's no clinical evidence that it works and there's significant risk with any blood transfusion. >> the blood plasma you get from somebody, the antibodies and the blood you're getting can react

as you know, that's tough to bounce back. just a few extra minutes to your commute this morning. tracy to dublin on westbound 580. one hour one minute. no delays 85 northbound between 101 and cupertino. more coming up next. thanks, alexis. developing news in oakland. time is running out to avoid a teacher strike. >> today the union will meet with district officials after a new bargaining proposal was submitted. unless there is a last-minute deal, a strike officially begins tomorrow. abc 7 news reporter amy hollyfield is live in oakland with the latest on the negotiations as well as how parents are preparing. amy? >> reporter: yes. if there is a strike, there are options for parents. this is one of them. the north oakland rec center. this is going to be a place where parents can drop off their children. if they have to get to work. but they don't want to send

their kids to school, they don't want them crossing the picket lines. teachers hosted a meeting yesterday afternoon for parents to let them know about the strike and the options out there for their kids. the teachers have created what they are calling solidarity schools. that's where you can go and you can drop off your kid and teachers will be on hand. volunteer teachers will be there to supervise them. they're hiring substitute teachers to keep schools open. they're asking parents to send their kids to class. many say they don't want to send their kids, they don't want them crossing the picket line. >> i believe the teachers when they say that they are doing this for our kids. and so if they're going to make the sacrifices, we have to figure out how to make sacrifices with them so that we can see the changes we need and get the schools we need. >> reporter: there is a new development in the negotiations. the teachers bargaining team has

agreed to meet with the district this morning. the union says the district has made a bargaining proposal. they say it falls short of their demands. but the union is willing to go and listen to what the school district has to say. if no agreement is reached, a strike is set to start tomorrow at 6:00 a.m. reporting live in oakland, amy hollyfield, abc 7 news. thank you, amy. oakland schools will stay open during the strike and students can still go to school. in addition, the city of oakland will open 15 recreation centers from 8:00 to 3:00 monday through friday and teachers will provide volunteers at those centers. meals will be provided for students. another option for parents. public libraries. they're going to be open regular business hours. th city is asking that children 7 and younger be with a parent or care-giver there. ac transit may reduce service to schools, detour routes and temporarily close some bus stops during the strike. there's more information about all of this on our website,

the ups driver was taken ea eig where he was eventually released. santa rosa police arrested a man in connection to the hit and run of a 7-year-old girl. we bant to warn you that the video of her getting hit is difficult to watch. she is okay. police took dominique weaver into custody yesterday. the little kbirl is beigirl is the car. there are pictures of him driving this car in the crash. there's video of him trying to hide his car. in the north bay, an emotional return home for people in sausalito. here's what it looks like now. a duplex slid off its foundation six days ago and a second home was destroyed in the yesterday, structural engineers allowed residents to return to pick up items.

is dry. breezy conditions really on the east-west bridges. one of the bigger concerns today. mass transit, we've got the small craft advisory because of those winds. not a good day to be out on the bay. east bay valleys 48 at 8:00. 47 at 8:00 this evening. in between, low to mid-50s. not a great chance of rain there. mainly cloudy all day. same thing with the peninsula. 50 by 8:00. back in the 40s during the evening hours. the south bay has one of the better chances of getting wet according to this model. when it rains, it's 52 at noon and then we drop during the afternoon hours into the 40s and end up in the mid-40s this evening. another cold system from alaska. we'll talk about a chance of rain this weekend getting less and less. if you have plans to head outside, here's alexis. we've got a lot of issues on 880. i got an update from chp. we did confirm that a couple of the incidents were entered at the same time there. the locations are 880 at

check out this cute video. three bears didn't care at all about the snow in the sierra this weekend. they were spotted by a security camera outside this home in south lake tahoe on sunday. it did not cause any damage and the residents say they are local bears. >> hey hey, boo boo is there a picnic basket on that table? that's best i can do. he thinks the record breaking cold weather as driven the animals into areas in search of food and shelter. oh, man, i wish -- i have friends that live up in the mountains. there were people visiting them. they said what time do you let the bears out for us to see them? yeah, we let the bears out in the evening as part of the attraction. no. they do what they want. we're at 145% o avege t ye. student. take a look at this photo. his name is collin howard. the 18-year-old student is from sunnyvale. the app is called banana plug and was available on the apple app store. homeland security agent alleges howard developed the app which offered contraband for sale, including cocaine, molly and shah rooms. an undercover sting with multiple drug buys ended with howard being arrested last friday. he's charged with four counts of distribution and intent to distribute cocaine. he could face decades in prison and millions of dollars in fines. he was released yesterday after his court appearance. howard's next court appearance is scheduled for february 22 pd. reporting live in santa cruz, matt keller. former acting attorney general matthew whitaker is under strut any for possible perjury. this comes after a new york times report claims president trump pressured whitaker to change the prosecutor in the michael cohen case.
