headed our way are very powerful this week. let's get to meteorologist mike nicco. >> guys, up in the north bay, we've got sprinkles, especially along the sonoma county coast. they've been along the coast in the higher mountains right there. hasn't quite made it into the valleys other than sprinkles. until you get to cloverdale and ukiah, the storm is starting to slow down. the latest computer models just came in. it looks like for the better part of today, this is a north bay event. while the rest of us will have scattered showers and windy conditions. now it will start pulling out of north bay this afternoon into the evening hours, which means the south bay, you're going to go through both communities probably dry while the rest of us are going to go through this morning's commute dry. but this evening, it's going to be wet and windy. stew here's alexis. >> two incidents on the board to talk about. one of those in the east bay. that is westbound 80 right around pinole valley road. a twollision blocking

agreement. the talks lasted only an hour. oakland teachers are asking for a 12% raise over three years, more nurses and counselors and smaller class sizes. the district is committed to reducing class sizes and offered 8.5% raise over a four-year time period. >> we're eager for everyone to return to the classroom and provide a quality education for all of our students. our students and families are needing us to work together. we look forward to rejoining us at the table. >> i miss my students. i would much rather be in the classroom. i know that we are fighting the good fight, that this is what we need to be doing for the future of our students. >> state superintendent of public instruction, tony thurman is expected to join the negotiations today and meet with both sides. former u.s. secretary of labor is expected to speak at a rally later today scheduled for 12:30 in downtown oakland.

storm is a 2 on the storm impact scale. moderate, light to moderate rain with the flood risk increasing there. all of us get windy conditions of 30 to 45 miles per hour starting at noon today and for a 14-hour period all the way to 2:00 tomorrow morning, we get gusts up to 50 miles per hour above a thousand feet. downed trees and power lines. our east-west bridges this afternoon will have cross winds coming out of the south. up to 45 to 50 miles per hour. it's going to be dangerous on the bridges for the evening commute. here we are in the east bay valleys. dry through noon and then the rain starts to roll in. scattered. becoming steadier during the evening hours. for the peninsula, pretty much

going to be our only dry days this week. here's a look at live doppler 7. you can see inda daly city to pacifica, a little bit of light rain. it's still pummeling the northwest corner of our state. this just came out and watch what it does to the north bay. it keeps all the rain and becomes light to moderate, steady at noon. keeps most of the stet steady rain up there. the rest of us will get rain, except for the south bay. it will not be as steady or as heavy as the north bay. then it starts to shift to the south. not much during the overnight hours. we're going to wake up tomorrow morning in the north bay and it's going to be a mess tomorrow morning. the rest of us during the morning commute get the moderate to heavy steadier rain. that's going to make it a mess for the rest of us during the commute. look at the rainfall amounts. zero this morning and look at 7:00. north of the san mateo bridge, pretty wet.

already more than an inch in the north bay. tomorrow morning, anywhere from 3 to 6 inches in the north bay. this is with the level 2 storm. tuesday is a level 3 and wednesday is a level 2, alexis. a little tour with our traffic maps. we have a handful of incidents to talk about. near pinole valley road, a crash blocking the left lane. it's getting closer to the carquinez bridge. there's a hefty backup into the he will sel cerrito area. if you're traveling southbound 880 on the nimitz before davis street, this collision, we've had strange details coming in. at first it was reported as a two-car crash much sounds like one of the vehicles was trying to drive away on the rims. daye believe we have one lane blocked and we've got a problem in the south bay as well.

paradise. san francisco's transbay transit center remains closed because of cracks in tubing. this morning, there's a report there may be another problem. according to the chronicle, the underground portion of the center may not be big enough for the projected cal train service. the portion was built as part of a plan to bring cal train and high-speed rail into the terminal. cal train may need to run 12 to 16 trains per hour. it tells the chronicle, an initial analysis shows ten trains can be accommodated at the center. denying reports that there's seat back cameras. unite, american and singapore airlines have cameras an it's likely they're on planes used by other carriers. a spokesperson for american airlines say companies with systems are offering future options like seat to seat video conferencing. please, don't let that happen. >> american united, singapore

watch. live doppler 7 is tracking two storms bringing rain to the bay area and this morning there are concerns that we could see more flooding and mudslides. >> also new details in the jussie smollett investigation. chicago's police superintendent sits down with abc news this morning and also the check that has become a key factor in this investigation. plus, you saw the oscars live right here on abc 7. the biggest moments and reaction also from director spike lee after his angry reaction when green book was named best picture. we have all the highlights of the show. that triple threat of those three funny ladies, they are fantastic. we knew they were great together. but people are calling for them to host the oscars next year. i would not mind that. >> i would watch, absolutely. even more so. i'd love to see them. they were a great way to start after queen, of course. we've got a nice start this morning for most of us. but we've got areas of rain. it's bg to ramp up throughout

the day. light to moderate rain, especially in the north bay where flooding could start as early as today. winds were 30 to 45. we have a 2 moderate. here's a look at sonoma coin and lake and mendocino county. sprinkles of light rain moving in. close to san francisco, towards daly city you can see on south gate avenue and ocean avenue, we have light rain. this is the way it looks from the golden gate bridge. already wet. it's just the beginning. heaviest rain in the north bay through most of the day. this afternoon, evening they'll start heading south. alexis? >> mike and i were looking at the golden gate a few minutes ago trying to figure out if thrp a few sprinkles. that's down right wet. yep, it's out there this morning. we do have heavy traffic northbound 101 at tully road. we had a hit and run collision. it was blocking lane 3. it's letting up a bit

approaching that scene. 14 miles an hour, 7 miles an hour, i will confirm with chp if that's cleared or not. once you make it past that, things looking better. this is 101 and 880. traffic is moving along fine on the inbound side. we have a couple problems in the east bay. we'll look closer at those next. thank you, alexis. >> as mike has been telling us, another round of storms is moving into the bay area. sausalito is really bracing for impact. >> it looks like it is already starting. abc news reporter amy hollyfield is there. there was just that mudslide that you covered not long ago and that hood is up. >> reporter: it is. we're getting a light rain right now, reggie. sausalito wants you to know there is a sandbag station available. it is time to get ready for this rain that is going to be moving into the area and it's start to go fall right now. the city of sausalito also wants you to know that crews will be keeping an eye on that mudslide. that area where it happened.

city officials are working with cal trans and the national park service to monitor the hillside. they're going to be watching the a formal report yet on the soil from that hillside. so they don't know if it will be dangerous when it gets hit with more rain. the mudslides destroyed two homes and injured a woman who went scheidting doliding down t her home. officials are warning residents to be prepared for the next round of rain, saying it's smart to have a go-bag packed. they're advising people to check their property for areas that could flood and clearing gutters and storm drains in the streets if you see an area that needs help, needs work. they're saying tackle it. get to it. this sandbag station will be opening in a few minutes at 7:00 this morning. live in sausalito, amy hollyfield, abc 7 news. amy, thank you. now we're going to turn to the oscars. hollywood's biggest night. the awards were spread pretty fairly and evenly among the

the resolution that there's no way to pay for it. far right conservatives, ben shapiro and eric erickson say they love her after seeing the video. abc news obtained a check the actor wrote to one of the brothers who chicago police. -- the $3500 check on memo reads five-week nutrition program. don't go is the -- but this morning on gma. chicago's police superintendent said the brothers told investigators the check was to carry out the hoax attack. eddie johnson said smollett has the presumption of innocence but investigators are confident. >> still a lot of physical evidence, video evidence and testimony that just simply doesn't support his version of what happened. >> smollett turned himself in to police last week and has pleaded not guilty in his first court appearance.

you can see more of the interview at 7:00 a.m. on gma right after abc 7 mornings. also in chicago, developing news in the r. kelly case. the singer remains jailed because he has not produced the $100,000 needed to post bail. his attorney says his finances are a mess due to child support payments. kelly is scheduled to appear in kortd and have an opportunity to enter a plea. he was indicted on ten counts of aggravated sexual abuse against four victims. nearly 200 skiers stuck on a lift at a lake tahoe resort. they're smiling but i'm not sure why. according to the san francisco cran kl, this happened on the promised land be chairlift which serves advanced ski runs. they were trapped over three hours because of a mechanic malfunction. a handful of skiers were brought down using ropes and the rest had to wait for repairs. >> wow. and 6 to 8 feet of snow

coming this week. let's start with what to expect out of the storm. in the north bay, starting at noon today, we go into a flood watch through 4:00 thursday morning because the river in guerneville, the russian river is going to flood thursday morning and the napa river in napa will flood wednesday morning. that's the projections right now. there will be other flooding outside of a lot of the creeks in santa rosa and petaluma. they're likely to flood like they did last time. we'll have faster flooding, urban streets, parking lots, streams for the rest of the bay. 4:00 today through 4:00 wednesday morning. so not as long a time frame. above 1,000 feet starting at noon today and through the next 14 hours. we have the potential for damaging winds. if you're on the east-west bridges, 10:00 this morning to 4:00 p.m. this evening, a south wind. it's going to be tough driving on those bridges.

down in the south bay, you are going to remain dry for the better part of today. here's a look at 101 and 880 while the rest of us see increasing rain coming downside ways at times because the wind is picking up. out on the bay, it's going to be blustery and choppy. that's my look at the commute. how about alexis? >> golden gate, we're looking soggy here this morning already. we go d. have a problem halfway across the bridge, southbound 101, disabled vehicle. we had some assistance come along, chp just cleared that. looking heavy at the toll plaz a heavy out of sausalito as well due to the earlier issue. the east bay, little bit of good news. westbound 80 near pinole valley road, a crash that cleared to the shoulder. it was blocking the left lane. you're stop and go from a foot of the carquinez bridge. beyond that, unfortunately, we're pretty heavy. gill man street, reportedly a

was shot during a robbery in oakland and police now tell us the kpix crew was robbed at gunpoint on 81st avenue near the public library. this is video from the scene. the reporter and photographer told officers a vehicle drove up and two people got out demanding they give up their equipment. the suspects and the security guard both fired shots. the suspects took off. the security guard was hit but expected to be okay. one suspect was arrested after a brief chase. police are also right now investigating whether a man who showed up at the hospital with a gunshot wound is connected to this case. now your morning money report. a private bus company is replacing chariot and is launching in the bay area next month. >> it's based out of los angeles. the san francisco business times reports pab lit owe's first bay area route will start march -- it will work with companies instead of public routes. users can -- companies pay $10,000 per route per month.

flood the same way it did. guerneville is going to flood the same areas that flooded last time. as we get the flood stage about 3:00 thursday morning. now, these are fluid situations, literally. so that could change. we'll keep you up to date on that. my other concerns for all of us, high to very high. from wind damage, trees, landslides and debris flows and ponding on the roadways, we're going to get it all. it's going to all start in the north bay. look at this. as we head towards noon, moderate rain breaking out steady while the rest of us have periods of rain, it starts to slip down towards the rest of us in the afternoon and evening hours. it looks like the south bay is one of the few areas not going to have the heavy rain until we get to tomorrow. but it's the north bay, all night. all morning, all day tomorrow. in fact, these storm impact scales are for the greater bay area. but you could say today is going to be a 3 in the north bay. you could say tomorrow is going to be a 4 in the north bay.
