now at 6:00, buckle up. it's going to be a wild couple of days in the bay area. live doppler 7 showing the strong storm hitting right now. >> live cameras showing rain san rafael in the north bay. this morning there's a significant risk of flooding. and in the east bay our walnut creek camera also covered drops this morning. as you head out the door, prepare for a wet commute. get umbrellas out. good morning, february 26th. never more than be seven minutes away from accuweather forecast. here is mike nicco. mike. >> reporter: good morning, everybody. my biggest concern is flooding in the north bay. i've heard reports of cars stuck on the road. turn around, don't drown. if you can't see the water, turn another way. severe flooding willow brook, moderate, sonoma, green valley, laguna desanta rosa, colgan.

it continues as atmospheric river rolls through. right now on sausalito we've got heavier rain hitting you again. at 12:16 earlier earlier, i say this morning, you'll say overnight, we actually had debris flows that blocked rodeos there. right now we're raining just about everywhere but south bay. you can see sfo raining. twaet 12 hour planner. moderate to heavy rain out of the north bay into the heart of the bay by noon and into the south bay as we head into the evening commute. let's talk about this morning's commute. here is alexis. >> start off with traffic maps, take you into the oakland area. we've had several spinout crashes and two vehicle collisions right around northbound 880 and 980 interchange. we had one at market. that did clear, giving you the thumbs-up there. we have a new problem south of there, northbound 880 past 16th avenue. sounds like a couple of vehicles involved, one vehicle facing the wrong way.

one lane blocked there this morning as well. quick check of the bay bridge toll plaza, three-car collision within the toll plaza. sounds like that was pretty minor. i'm not seeing that as a blocking issue. metering lights on as you can imagine. we'll take a look at drive times coming up next. thanks, alexis. all this wet weather with concerns of mudslides. >> luz pena live at the marin county emergency operations center in san rafael. good morning. >> reporter: good morning. you guys can see the rain. if you're at home you're about to feel it. this rain is intensifying. the wind is picking up. we're ready to bring you the latest about the storm. in san anselmo, it's expected to fill up. business owners have seen this before and know what's coming so store front are ready with sandbags and flood gates locked in place. marin county emergency services coordinator tells us they are

after hitting a tree that fell object the tracks. a passenger posted pictures from the starlight on fa. you can see heavy snow outside the window. the train still has power but supplies are almost out. abc 7 news talked to passengers rebecca datson on the phone this morning. >> one more meal. we just have breakfast left but we are completely out of other food supplies. we have water but not enough to get us through another day. that's the biggest problem. >> the union pacific is responsible for clearing the tracks. officials say crews expect to reach the train this morning. they will move it back to eugene and then portland. amtrak kept passengers on the train because power is out in the nearby city. this morning the search is on for the gunman responsible for the shooting near san francisco state university. the shooting happened at a home on serrano drive near arellano and cardenas. just after 7:00 last night. a woman shot and expected to survive. many san francisco state students were rattled and went online to try to figure out what

went on. investigators tell abc 7 news the victim and suspect know each other. not clear if either is a student. north bay teachers say the now at 6:00, state lawmakers trying to crack down on porch pirates. thieves will be charged with a felony. in the east bay teachers say negotiations will continue this morning as they enter their fourth day of strikes. superintendent tony thurman joined yesterday to try to break the stalemate. the school offering an 8 1/2 pay hike over 4 years but the teachers are seeking a 12% boost over three years. each day the strike goes on, the district loses out on state funding. happening now president trump has just arrived in vietnam for a high-stakes meeting with north korean leader kim jong-un. "air force one" touched down in the last ten minutes. >> the discussion there is expected to focus on peace and getting north korea to give up its nuclear weapons.

that means monte rio elementary school is likely to flood because of that. now, for the napa river i've got the late esst information here. it has risen 3'. it will crest at 26.2'. that means moderate flooding in the city of napa. serious crop and erosion damage on the banks of the napa river. that's what's happening there. remember, we've got a flood watch at 4:00 for the entire north bay. the flood watch for the rest of us are for streams and creeks which aren't flooding yet. that goes through 4:00 tomorrow. our heaviest rain ahead of us today. the wind damage is most likely this afternoon and evening as the winds will pick up coming out of the south at 50 miles per hour. so again, the worst of the storm is ahead of us. alexis. >> good morning, mike. a live look outside at emeryville camera. you can't see a lot, hazy here

neighbors suspect it's a scam. >> one of them in each corner scamming basically i would call it. >> i asked her, is there anything i can help? is there anything i can do? they always come up with stories. >> abc 7 news tried digging for answer s our crew approached a woman who was asking drivers to donate to adriana, a girl needing treatment for leukemia. we tried to get background for adriana but the woman waved us away, crossed the street and disappeared. san jose police say they have not been made aware of the women and have not gotten complaints about the issue. if you have information use #abc7now and we will bring you follow-ups as we learn more. san jose's oldest restaurant may have closed for good. >> wings chinese restaurant in the city's chinatown opposed in 19 1925. the family that ran the restaurant did not give advance notice of the closure to avoid the clouds that overwhelmed them in 2017, which is when the restaurant closed briefly before signing a new lease. renovations could cost up to $600,000.

that's how discerning the atmospheric river has been. couldn't be any dryer, enjoy your commute there. this evening it will be different as moderate to heavy rain will make its way towards you as we head into the evening commute. steady rain will turn to showers and dangerous breezes will start to taper. the worst of the storm will be behind us as we go to bed tonight. still wake up to wet weather tomorrow just won't be like today. wet weather this weekend. let's go back to arlington boulevard. this the ninth time i've mentioned east richmond, kensington, albany, you've just had waves and waves and waves of moderate rain. here we go with sausalito. so far an inch and a quarter. debris flows near rodeo avenue off-ramp closed during off hours. look at mill valley, 3". right there on panoramic highway, got moderate showers showing up. at 7:00 waiting for the next slug of heavy rain. it's a beeline for the north bay

for north of the san francisco and bay bridge northward. once again the same area that got hit all night got hit all morning. by the time we get to 4:00, notice it's moving down. not quite in the south bay at 5:00. look at the red showing up in the north bay. could it get any worse than that. 24 to 36 straight hours of rain. after 5:00 there you go. south bay you're getting a slug o heavy rain. it's going to last all the way through about 3:00 or 4:00 in the morning. then we'll taper over the showers but there will be waves of showers that will be light with pockets of moderate to heavy rain in them. that's why the storm is a 2 tomorrow. just morning showers thursday. most of the afternoon into friday is going to be dry. alexis. >> all right. taking a look at the roads here this morning, our main hot spot has been 880. it's all kind of been in the same area. i told you about a crash near market, a number one northbound 880 before 7th street. really all these details are sounding very similar. solo vehicle spinout crash. we do have reports of flooding

in the area. you can see on live doppler 7 orange and yellow, that is moderate to heavy rain. so slow down, drive for conditions here today. most of the conditions we have are spinout crashes. a quick check of drive down 680 walnut creek to dublin, 15 minutes. southbound santa rosa to san francisco, 1 hou highway 1 to los gatos, 27 minutes. a look outside, san jose, i want to show you the difference we're seeing for the south bay commute compared to everyone else, we're looking dry state road 87 south of mineta, san jose. enjoy it. your afternoon commute and evening commute will look much soggier. >> a big difference. there. heavy rain falling, also on the tunnel. everything is the same because everything is flooding more as we get into the afternoon and evening hours with that heavier rai that's going to fall today. a sprawling wood side estate about to hit the market is about to shatter record price. flew over green gables. that's what it's called. take a look, this property dates back to early 1900s. it has seven homes and three pools stretched out over more than 70 acres. the previous record is $117 million for a nearby mansion in woodside. real estate brokers expect this one, green gables, to potentially go for $140 million or more. it is a sellers market.

afternoon and evening hours. it will sink south. if it's dry where you are now, don't expect that to last much longer. alexis. >> definitely not looking dry here on the richmond side of the richmond san rafael bridge. we have so many drops on the camera lens it's tough to see what's going on on the roadway. we have a bit of a wait at richmond san rafael bridge for west 80 drivers. not bad once you make it onto the span. we have a high wind advisory in effect for richmond san rafael, golden gate, this morning. i want to take you to the central valley. we've had a tough time. not too soggy at the moment. we had an earlier crash that shroud us down. still 6 miles an hour on 14 hour here. thank you, alexis. our stormwatch continues where flooding is a big worry.

>> abc 7 news santa rosa. amy. >> reporter: matt, we want to show you the santa rosa creek. look how full it is. it's the creeks and rivers they are worried about with all of this rain, rain that's been coming down very steadily all morning. this is a light rain we're getting right now. a little break. hate been relentless so far up to this point. it started yesterday. look at the video we took yesterday of rain and sonoma county drents have been warned flooding could happen. the county is partially staffing ilts emergency operations center and the city of santa rosa is also ready to go. >> emergency operation center set up and ready to go. everything minus the staff. in the event we have an event that dictates it, we'll be able to plug those bodies in right away and be ready to go.

santa rosa 3.3, napa 2.25, american canyon .77, san rafael, more than 4". the heaviest rain is still to come. that's why the storm is a 3 with moderate to heavy rain on the way. as we talked about just a few moments ago, i've been going around and around. there's not much red over the top of us or yellow right now. there's a little heading to marin headlands. sausalito you've got a little bit of a downpour coming your way. as we head into the forecast, let me reset everything. the north bay you're under a flood watch until 4:00 thursday for rivers and streams that we already talked about are flooding. i'll talk about the rivers when we come back in less than seven minutes. they are going to flood. this could be major flooding. everything in the green outside of the north bay, flash flood watch until 4:00 tomorrow, no streams, no creeks, nothing even getting close. the strongest winds are still ahead of us this afternoon and

this evening when they could gust to 50 miles per hour. that's when we could have some of our heaviest damage from the winds. i want to show you the peninsula also. so far you've been left out. by noon steady rain starts to get to your neighborhoods. in the south bay for the most part you've been left out other than light rain around saratoga, cupertino, and mountain view. look at that, you don't have steady rain until late this afternoon until the early evening hour. once it comes in it's going to ruin your commute. i like to joke about that but in the north bay it's getting worse and worse. we've had reports of emergency vehicles getting trapped in water late last night. what are you seeing? >> i don't have anything like that this morning. i want to be clear about that. we are looking at traffic maps live doppler 7. take you to the peninsula a crash wood side ramp. a vehicle lost control and went off the roadway. they are sending emergency crews right now, plans and chp.

i don't think that will cause a big back-up unless folks slow down to take a look at that. i wanted to tell you about that issue. live doppler 7 on the maps, you can see yellow and orange pushing really close to golden gate bridge. you're about to get even more soggy than you already are. we can take a quick look at that with our traffic camera located right around the toll plaza. everyone has wipers on high. you can see road spray kicking up. you have a high wind advisory including golden gate, richmond san rafael bay bridge and san jose bridge. a quick look at drive times, they aren't terrible. right now is a good time to head out. it will probably get worse in the morning. highway 4 to the maze, 41, bay bridge 14 minutes and san francisco to sfo 17 minutes. thank you. tesla is about to make it easier to get a model 3 sedan. the new offer for potential customers. looking live at the big board at the new york stock exchange. market down 84 points. an update on what they are doing

the russian river will flood higher. it's risen 4' this morning. it is rapidly rising. it's going to peak at 41' 9:00 p.m. that means major flooding. even the middle school. speaking of school, we're going to have a lot of wet weather and it's going to blow sideways. have the kids dress in layers. peel off wet layer and have dry clothes underneath. larkspur, another show. once you get to the sunol grade, hardly any rain in those areas in the south bay but that's going to change as we head throughout the afternoon and evening. >> all right. thank you, mike. our team coverage continues with abc 7 news reporter luz pena. >> live at marin county emergency operations center with more major concerns there. >> reporter: thank you. that's right. the rain has stopped a little bit. im actually here with the public information officer forr.

what's going on? what do you have planned today? >> we are monitoring this weather pattern and weather storm as it continues constantly changing. here in marin county partially staffed our emergency operations center so we can have a greater level of monitoring as the storm continues and more importantly help coordinate a response should something happen. thankfully overnight we did not see networks flood. we did see creeks rise. however, we're anticipating an increase of rain this afternoon. so we're going to continually monitor those. if we need to prompt evacuation orders hopefully we can hopefully with enough time to reach safety. >> talk about flooding. i know there's certain areas that you see this flooding happening with rain storms. what do you have planned. >> it was there's a network of creeks, there are areas susceptible to flooding. we're aware of san anselmos history of flooding as well as novato. we're watching and waiting. weather patterns are changing

and the amount of rain changes as the hours go by. a matter of seeing how creeks respond. we do have levels when it reaches a certain stage we know to monitor, notify the public and let them know they should take protective action. we're not at that stage yet. if we reach that stage we'll notify residents. >> also, people getting out in marin county, driving to the city, vice versa, what can you tell them? >> we want to let them know, the wind is crazy, gusts up to 50 miles an hour. take your time. take time to plan out where you're driving. know of alternative routes in case there's a road closure. alractices allow extra so you can arrive there safely. >> thank you so much. we're also heading out to one of the areas here in marin county. we just got reports about their being a slide there. we're going to head there and have the latest for you guys right here in marin county, luz
