people need to get out immediately. two shelters have been set up. you can see it is now at flood stage and it will keep rising. forecast to crest at 41 feet. >> we have live team coverage. >> let's begin with spencer christian. >> okay. the rain continues to fall. it is wide spread but the north bay continues to get the heaviest pounding from this storm. from sonoma county into napa county into solano county. and here is a closer look roanoke park area. stoney point road. and it continues to just drench that area and produce flooding

on roadways. the storm ranks three on the storm impact scale. a strong storm. and we can expect strong areas of gusty wind. the storm will not let up until well after midnight going into the early morning commute. now let's go over to drew tuma for a look at watches warnings and advisories. >> right now we have a flood warning in effect for the russian river. let's take a look at the time line of the flood sustainings. right now it has reached flood stage. we expect moderate flooding at midnight. by 8:00 tomorrow morning on wednesday, it will hit major flood stage. there is going to be about a

28-hour window where we have major flooding. sonoma county sheriffs are asking folks to leave now. you still have a little bit of time before the majoring flooding rivers. flood warnings for small streams and creeks essentially around the entire north bay and as the system sinks south, we will see flash flooding in part out of the north bay. when spencer christian comes back, he will detail when it finally gets out of here in a few minutes. in the north bay, drenching rain is saturating hillsides and causing mud slides. >> abc7 news was on the b b b roadway. >> i fell into the mud when the tree fell over the top of me. it happens so fast, you don't

really know. i see an image of the tree, it is no the thet there. it is there. >> we saw giant redwoods coming down. another section of the road is expected to be closed for weeks because of flooding. the city of napa has closed some parks and public areas. leslie brinkley is live along the napa river tonight. >> reporter: the rain really started coming down maybe about a half ago. it has been flooding here. i am standing by vineyards that are completely flooded. the run off skimming and running across the road oak knoll avenue. this is flowing into napa river.

all of these creeks, tributaries getting dumped in the napa river. and that is why it is concerns about itage. water logged roadways. there are flooded vineyards and flooded road crossings across napa valley. oakville road trail is closed for high water. taking a risk that can prove dangerous. >> there are a few helena along may see flooding. >> reporter: but nothing cat catastrophic. lots of water flowing down the streets as tourists bopped around with big umbrellas. good news for downtown napa.

a bypass is working as designed. >> this bypass takes off some of the floodwaters in a critical area where they would get high in the past. it has been a success story. >> when the bypass is in operation, we are avoiding flooding in the city of napa. >> reporter: started flowing this morning. >> yes. >> reporter: so it is doing its job. >> right. >> reporter: the river expected to crest after midnight above flood stage rising potentially to 27 1/2 feet by the run off is starting. in napa, i'm leslie brinkley. thank you. let's check in on the east bay where they are getting water.

you can see it is not too bad. you know the traffic around there better. >> not bad at all for this time of day, but the roads are slick. hundreds of people waiting to get their electricity restored. you are looking at pg&e's time outage map. san francisco firefighters rescued a dog. they went to the bottom of the cliff to reach the dog and reunited it with the owner who said the dog just ran away. >> he is tired. he has been out there for about six hours. >> reporter: how did it t dog's san francisco fire department for their hard work. this storm has barely hit

the south bay. let's go live to david louie and check out conditions now. st still die, david? >> reporter: still dry. gloomy and overcast all day. we know the storm is coming. the big concern is flooding. and we are standing by the guadalupe river. let's look at the ross it is dry now, but the city put residents on alert. the creek runs through a number of resident neighborhoods. it has a history of rising fast as it did two weeks ago during another storm and came close to flooding the area. it floods at 8 1/2 feet officially. you can see the markers say that

the flood level is at 20 feet. through other parts of downtown san jose it is lower, so 8 1/2 will be critical. we will be watching this situation closely. live in san jose, david louie abc7 news. let's get a live update on evacuation orders in the north bay. >> joining us by form is sergeant spencer crumb. we understand that you have expanded the evacuations can you tell us about that. >> we moved from an advisory to evacuation order. ten, two people teams going door to door telling people to leave. it is in their best interest to leave this area for their safety. quite a few people who refused to do it. and they are taking their life in their own hands. >> i guess there is nothing you

can do about it. you can't make them or can you? >> no. we are not going to force people out of their homes we are acknowledging that they are staying and listing their address with our dispatcher with a refusal and tell them, the chanc chances of them getting rescued are going to drop dramatically. >> we are talking about the danger increasing for the next few hours. >> yeah, from this point on, we are going to get into the danger zone. our understanding is it is going to get worse and worse. over 14 feet flood stage tomorrow. and getting around is going to be tough. out by boat, out by foot. getting to this area is going to be slim to none. >> and that puts your people at

risk rescuing people who refuse to leave. give us an idea, how many homes are in danger would you say, in round numbers. >> i am told around 3,000 parcels that are being affected. and i am not saying those are going to be flooded out. but around 3,000 parcels was our last count. >> so ten teams of two people. >> some folks evacuating by car. that is a dangerous situation driving because a lot of roads are flooded. is there a resource that people can turn to to find out if their evacuation route is safe. >> the evacuation routes are tough because it changes by the

we are still on storm watch. looking at doppler 5 doppler 7 on the left and the bay bridge toll plaza on the right. not much traffic. a lot of drivers are staying home or already where they need to be. here is a live look at drivers in the north bay which is getting hit the hardest. this is highway 101 through san rafael. that ribbon of headlights and taillights show you how busy and slow going the driving is. it will continue to spread throughout the bay area this evening. >> the rain is still falling and flooding is causing closed

jobina fortson has a live update. >> reporter: the rain continues to come down here as well as watching the creek rise. they spent the day preparing for it. it didn't take long to find the trouble roadways with water. avila's home is next to the campground. rvs and picnic table completely under water. >> this little man should be back in school because of the road closures, we are taking another day off. >> in this section here we have reflective motors on each side. this is mostly technical rescue. up in here, you see we got some

7. wide spread heavy rainfall. and the north bay continues to get the heaviest pounding. the storm has produced other rainfall in other areas. check out how wide spread. over to napa, fairfield, out to rio vista, antioch and danville. here is another rather impressive cell in the north bay. by 6:29, moving over point reyes. and lower lake by 8:25. what is fueling this storm is this atmospheric river. this steady vigorous flow of sub tropical moisture. the path has not changed in the last 24 hours. live view looking over san francisco where it is

55 degrees. here is a view of emeryville where it is raining as well. 52 degrees in santa rosa. napa 54. petaluma 51. and at the golden gate we see wet pavement there. traffic flowing nicely. looking north ward where most of the energy of the storm has been focused. stormy conditions overnight. flooding likely on rivers roads and streams. there is the possibility of downed trees and power lines. once again, this storm is strong. it ranks three on the storm impact scale. so over night, we expect more moderate to heavy rainfall. flooding risk is high and flowing higher. wind gusts range from 55 to 65 miles per hour. we won't see much change in the past and direction of this

storm. as we approach 5:00 a.m., i will see the storm easing up a little bit. but still pockets of moderate intensity moving through the bay area. and likely lots of flooded areas on the road. not going to be a treat for drivers. by 11:00, the additional rainfall totals will be up to an inch in the south bay. we will see one to 2 inches of additional rainfalls. tomorrow highs, upper 50s to low 60s. in the sierra, winter storm warning in effect until 6:00 a.m. thursday. look for two to five feet additional snow. up to eight feet in the peaks. still a two on the storm impact

we continue to monitor today's weather and the impact the strong storm is having in the bay area. a live look at san francisco airport. weather has delayed more than 250 flights. teaches in oakland have been on strike for four days now. less than an hour they provided an update on how it is going. >> negotiations have been going on all day. both sides have acknowledged that there is some progress. >> lyanne melendez has the latest on today's talks. >> reporter: since the strike

began, teachers in oakland have rallied and marched. parents showing their support by keeping their kids out of school. about 6% of students have attended school on average during the walkout. this they calculate is costing the district $1 million a day. oakland summit says it lends greater urgency to the need to settle our contract negotiations with the oakland education association. both sides say there has some progress. state superintendent and his team are looking to find some common ground. >> getting that additional support is going to be a good thing and we welcome that. so hopeful that leads to resolution. >> reporter: last week, they were offered an 8.5%

this february is now snowiest month on record in squaw valley. guess what, that is almost 24 feet. >> unbelievable. other than the weather, one of the most popular stories on abc7 news is about a group of women and men that have been soliciting donations. >> reporter david louie has an update. >> reporter: according to the signs they are holding, these women say they are raising money for a relative for leukemia. local resident says she is really suspicious. >> if my mom and i gave not just one time, imagine what other people are giving for leukemia causes especially if they have a big heart. >> reporter: the nagging question is where is the money going. she tried to ask the women but

they would only say thank you for your donation. a video posted on the facebook page posted the pan handlers wrote. monday night abc7 news found them working at story and king work. and they refused to talk to us. residents and business owners say they are here mostly on weekends. >> cops are turning their faces. so they are not telling them to stop. >> reporter: no one has filed a complaint. suspicion is arising. >> you get some kind of sense and weird feeling about it. >> reporter: the women have been seen eating in local restaurants. they have been working this area since last summer. no one has complained to the police. again, we tried to ask the

women about the suspicions, but they didn't want to talk to us. >> san jose police said they couldn't find a specific against pan handlers. spencer christian is back to update the forecast. >> we are running out of ways to describe this drenching we are getting right now. so i am going to call it a blanket of moderate to heavy rain. especially heavy in the north bay. it reaches from the coastline of sonoma and marin county across napa county to concord, brentwood, rio vista. all of this is moderate to heavy rain continuing to raise concerns about flooding. the russian river near guerneville right now.

put it go over 14 feet above flood stage. a closer look shows there is minor flooding now. by midnight it will be moderate. and major tomorrow. 10:00 tomorrow night actually cresting 46.1 feet. and as the river recedes, moderate flooding at least through noon on thursday. ranking three on the storm impact scale. moderate to heavy rain continues over night. wind gusts will range from 55 to 65 miles per hour. here is our forecast animation. very little change in the pattern or the path of the storm until the overnight hours going into the morning commute we will see the storm breaking up a bit. still though, the morning commute is going to be a mess because driving conditions will be hazardous throughout the day and the storm continues on as a
