>> monte rio, wayne freedman spent the day in back of army truck to bring you story. >> reporter: monte rio one of the stops as we were hoping to get to guerneville, never happened. ran into this and not nearly as easy to pass as this morning. this is the bridge, no getting through beyond that bridge over monte rio, no getting to guerneville from here or anywhere or getting around around here. along the russian river water continues slow creep and inevitable rise. in monte rio and guerneville, if residents have not taken heedy now, likely too late. >> sleeping in house and water came in, almost engulfed us, made it out. >> they pulled us out the window, fire guys. >> reporter: they were on

truckload of people rescued by army national guard as russian river region braces for some of the highest water ever and what comes with it. >> big thing is when water goes down, what is left behind and damage is there. >> reporter: russian river doesn't stop rising after rain falls, crest usually arrives 18 to 24 hours later. farther downstream, bigger the worry. >> normally 200 feet that way. >> reporter: right here, now. >> yes. >> reporter: mobile home park, most of the units do not move. owners expect by tonight may be under water. >> usually put stuff up above on the higher floor. so hopefully we'll make it through this one. >> reporter: this may be his future, river boulevard in monte rio, navigable only by boat.

>> water is probably how deep? deep, about eight or nine feet mybe. >> reporter: enough to overrun cars, immerse buildings, render signage irrelevant if not unreadable. these are people from monte rio fire department, going half mile upcreek, upriver, to evacuate a woman from her home, she's unable to get out, water is coming all around her, she's looking for ride and they're on the way. meantime the water keeps coming in, inevitably a little bit at time, coming up, up, going to keep coming until 10:00 tonight, couple more feet. that's latest from monte rio, wayne freedman, abc7 news. >> thanks wayne, incredible scene behind you. tell us how hard it is to get around as you've tried to move.

>> you're looking at it. wish we had one of those, would be using it more often. tried to go to community up the river from here but road was cut off. tried to go through the mountain above a tiny road, steep cliff, very tight. made it. talked to people in mobile home park, came back and landslide in front of us, cut down to one lane, toughed our way through it, otherwise would be still down there and stuck. >> incredible resourcefulness. >> good work, wayne, thanks very much. >> 4 1/2 miles upstream is guerneville, talked with longtime resident there oi midday live. >> people that have lived here for years prep. those that have moved in probably last ten years, last good flood in 2005, they tend to panic and freak a little bit, get out.

i do know that it was -- river road was jammed yesterday with people leaving. >> it looks terrible from our vantage point. you've lived there long time and survived other floods. how does this compare to what you've seen before? >> last flood i was told about in '86, last i saw was 2005 after new year's i believe. that last flood, when i looked at safeway, water was creeping up to their dock. this is worse. so -- like i said, not going to get better, water still will be coming up. if we get any more hard rain next week, it could be even more worse. >> one woman who lives along river road in guerneville has been posting about life in the flood zone. listen to how she spent her morning. >> 5:30 in the morning, this is our front deck.

and our front yard is gone. that's river road, it is no longer river road, now it is just river. this is the front of the house. we're on a hill, even the water coming up that close still has long way to go before it gets into the house. we do not anticipate that happening with this flood. it did in 1986. anybody need a new dining room table? what's up? >> what's up? >> having fun? >> another day in paradise. >> same here. >> some of the residents aren't bothered. 11:30, half the stairs under water now. sheriff just posted that river height is 33.2 feet, expected to rise a little bit more, about 46 and change. so can see the big difference

between -- earlier videos, fence is 2/3 under water now and river is moving pretty good. seeing some rescue teams out with motorized boats and helicopters flying overhead. we're still fine, just going to sit here, wait it out. >> and we are hoping for the best for those folks living along the russian river. images remining me of '97/'98 el nino year with so much flooding. currently 47.1 feet, expected to crest at 9:00 p.m., still major. flood warning until thursday 3:00 a.m. napa river at flood stage, minor flooding continues, tomorrow hopefully out of it. live doppler 7 tracking showers,

light in intensity for the most part, marsh creek road in inner east bay. half moon bay, wood side flood warning urban in bay. venn s venado close to two feet of rain. clear where the severity of the problems are now. back with time line for more rain coming right up. >> talked about sonoma county but rain has created flood problems across napa county as well. some drivers plowing through flooded roads. eric thomas is now downtown napa, monitoring conditions there. eric. >> reporter: we've been watching the napa river come down as sandhya was telling you, crest of earlier this morning. that and flood control bypass

channel keeping water out of downtown napa, but outlying areas, there are still challenges. sky7 shows flood waters around two homes, same small lake covering nearby vineyards and creeping on to adjacent roads. more fortunate drivers just powered through couple of inches of water but check out this accident on the trail. chp pushing damaged suv on to the shoulder after it rear-ended a bmw braking for flood water, knocked it into a nearby ditch. yountville, drivers had a decision, brave flood waters of indeterminate depth or find alternative. decided to turn around. >> not going to take a chance. otherwise have floating ford and i forgot my oars.

>> reporter: we saw not a pick-up truck with high clearance but this jaguar doing what we're all told not to do, drive through water we don't know depth of. touch and go for a moment but fancy import made it through. didn't change lawrence's mind. >> saying two cross roads up is better chance. going to give it a whirl. >> reporter: downtown napa, looked at flood control bypass. when water on the napa river gets too high, diverted into oxbow flood control bypass. project two decades in the making. >> bypass makes can u.s. through, reaches elevation, dumps into this channel and keeps from backing up and flooding from lincoln avenue down to 1st street. >> reporter: flood control

projects not usually that popular in town but seeing people show up to take a look or pictures down here or on the other side. project is working and napa towns folk are happy about it. abc7 news. >> also flooding in marin county where abc7 news reporter vic lee is for us tonight. vic. >> reporter: highway 37 is now open as you can see. only on the eastbound lanes. cal trans opened them 3:30 this afternoon, just in time for the evening commute. this is how highway 37 looked like today. between atherton avenue and 101 in novato, closed both directions, east and west, flooded. this truck loaded with lumber didn't quite make it through. started couple of weeks ago when

lev levee flooded. now another break not far from the other. >> last storm that just came through, sheer amount of water has caused a lot nor flooding now. >> reporter: novato creek which runs underneath overflowed banks and flooded both sides of highway 37, major artery in marin. >> morning commute traffic for us from the east going west is detoured down atherton. >> reporter: nightmare for commuters until the highway reopens. elsewhere it was a typical wet weather day. >> we had small mud slides, debris calls, flooding calls, our normal wet weather calls. >> reporter: like san antonio road not far from highway 101, it too had flooded but by this afternoon the waters had

campus-wide ban. university police have received more than 100 scooter related complaints. sophomore collided and hurt herself. >> even hit my face on brick wall on scooter and still think they're most useful things on campus. if you wake up late, just hop on the scooter. >> reporter: can use them to get there but once you arrive, you have to park in designated dismount zone. eight in total, if left elsewhere, subject to impoundment. now added geofencing to bring scooters to halt if travel to restricted area. say in interest of public safety. >> some bringing scooters literally into the buildings, riding down the hallways. parking garages, speed racing down the ramps.
