our coverage from hanoi where a news conference with president trump just wrapped up. karen. >> reporter: good morning, janai and kenneth. just last night president trump said the summit with kim jong-un would be very successful. today he says it was his decision to walk away from an offer kim put on the table. the sticking point, sanctions. president trump's summit with kim jong-un abruptly cut short. >> sometimes you have to walk and this was just one of those times. >> reporter: the white house says there was no agreement reached between the two leaders but called the talks very good and constructive. >> chairman kim tried to change the goalpost a little bit on president trump. so what we heard is that he asked in return for sanctions relief, if he could freeze one of his nuclear production facilities, the yongbyon complex, and secretary of state pompeo said not so fast. >> reporter: last night the president said he thought t it would kim would be very successful. at a press conference taking

place two hours ahead of schedule, the president tried to put his spin on the summit. >> it was about the sanctions. >> will there be a third summit, mr. president? >> basically they wanted the sanctions lifted in their entirety and we couldn't do that. >> reporter: earlier in the day a remarkable scene in hanoi. the reclusive north and leader engaging with american reporters who shouted questions at him just as they did at the president. kim was asked if he's ready to denuclearize. through a translator the north korean said if i'm not willing to do that, i wouldn't be here right now. president trump liked what he heard. >> it's a good answer. that might be the best answer you've ever heard. >> reporter: the president continued to use praise as a negotiating tactic. >> but i just want to say i have great respect for chairman kim and i have great respect for his country. >> reporter: the north korean camps fote o is accusedcord own people and ordering the assassination of his own half brother.

no answer from kim when he was asked if human rights were beinr jun. >> we're discussing everything. >> reporter: president trump said even though he and kim jong-un did not sign an agreement, the north korean leader promised him he would not restart nuclear tests. the united states and north korea will continue talking, but the president said today there is no plan in place right now for him to meet again with kim jong-un. janai, kenneth. >> the president with very flattering words about the north korean leader. karen, thank you so much. now to the other big story this morning. president trump is facing explosive allegations from his former attorney, personal attorney michael cohen. >> cohen's testimony to lawmakers could now escalate the president's legal troubles. during his remarks cohen said he is still cooperating with investigations that involve his former boss and also likened trump to a mobster. >> hang in there, michael. >> reporter: overnight, michael

cohen returned to his hotel getting words of encouragement, applause and shaking hands. it comes after president trump's former fixer and personal attorney delivered a number of accusations against the president. >> he is a racist, he is a con man, and he is a cheat. >> reporter: cohen also admits for ten years he used lies and pressure tactics to protect trump. >> how many times did mr. trump ask you to threaten an individual or entity on his behalf? >> quite a few times. >> 50 times? >> more. >> 100 times? >> more. >> 200 times? >> more. >> 500 times? >> probably. >> reporter: cohen is facing three years in prison after pleading guilty to breaking campaign finance laws and other crimes, he says, at the direction of president trump. >> the last time i appeared before congress, i came to protect mr. trump. today i am here to tell the truth about mr. trump. >> reporter: cohen alleges as a candidate trump was aware that his adviser roger stone was talking with julian assange about wikileaks revealing hacked emails. >> mr. stone told mr. trump that

he had just gotten off the phone with julian assange and that mr. assange told mr. stone that within a couple of days, there would be a massive dump of emails that would damage hillary clinton's campaign. >> reporter: but the president and roger stone denied this ever happened and wikileaks saying this morning, wikileaks publisher julian assange has never had a telephone call with roger stone. cohen also claims the president's team was negotiating with russia about building a trump tower in moscow well into the campaign. cohen says the president wanted him to lie to congress about the project saying trump's legal team even changed his testimony. >> you need to know that mr. trump's personal lawyers reviewed and edited my statement to congress about the timing of the moscow tower negotiations before i gave it. >> reporter: but the president's lawyer saying in a statement that cohen's claim is completely false and cohen also admitting he has no direct evidence of

trump colluding with russia. >> but i have my suspicions. >> he lied a lot, but it was very interesting because he didn't lie about one thing. he said, no collusion with the russian hoax. >> reporter: cohen also told congress the president ordered him to pay off porn star stormy daniels during his campaign for their alleged affair using this check he provided as evidence. two months after the alleged payment, trump denied knowing anything about it. according to some legal experts, cohen's description of why that payment was made could bring a charge of campaign finance violations. >> mr. trump directed me to use my own personal funds from a home equity line of credit to avoid any money being traced back to him that could negatively impact his campaign. >> reporter: throughout his testimony republicans tried to discredit cohen attacking his character and credility.onct fn two months a

>> liar, liar, pants on fire. >> congressman jim jordan of ohio accused him of trying to cash in on his infamy calling him a man scorned when the president didn't bring him to washington. >> mr. cohen, how long did you work in the white house? >> i never worked in the white house. >> and that's the point, isn't it, mr. cohen? >> no, sir. >> yes, it is. >> no, it's not, sir. >> you wanted to work in the white house. you didn't get brought to the dance. >> reporter: after that dr. darrell scott accused cohen of once again lying under oath writing on twitter that he begged me repeatedly to ask the president to give him a job in the administration and knowing full well that the president was likely watching in vietnam, cohen made this claim. >> mr. trump tasked me to handle the negative press surround his medical deferment from the vietnam draft. he finished the conversation with the following comment. do you think i'm stupid? i'm not going to vietnam.

>> and in his closing remarks he made a bold prediction about what he said may happen if president trump loses in 2020 saying, quote, there will never be a peaceful transition of power. >> all right, well, let's turn now to the questions that michael cohen was not able to answer. he hinted at other potentially illegal acts by the president are under investigation. >> abc's mona kosar abdi has more on the potential legal fallout. mona, good morning. >> reporter: good morning, janai. good morning, kenneth. cohen's testimony is seen as giving lawmakers a road map to investigate the president. now, during his testimony, cohen said he couldn't go into detail about the last conversation with president trump because it's part of an investigation by the southern district of new york which is separate from the mueller investigation. the southern district says they're investigating, quote, wrongdoing or illegal acts involving trump. >> is there any other wrongdoing or illegal act that you are aware of regarding donald trump that we haven't yet discussed today? >> yes, and, again, those are

part of the investigation that's currently being looked at by the southern district of new york. >> cohen made it clear he's cooperating with the southern district's investigation and according to abc's chief legal analyst dan abrams, it could be the most significant moment of the cohen hearing. >> first of all, that means that there is some other crime or wrongdoing that michael cohen says he knows about with regard to president trump. the special counsel robert mueller's mandate is limited. they're going away in the relatively near future. the southern district of new york isn't going anywhere and you heard republicans citing that office again and again today. that office could become a big problem for president trump down the road. >> reporter: cohen adding he is in constant contact with the southern district. now, abc news contributor and longtime trump ally chris christie said that comment would, quote, send a chill up my spine at the white house and cohen is expected to be back on capitol hill this morning to testify for his third and final time in front of the house

the ice four feet thick in some areas was created by spray from large waves as they crashed along the shore. freezing temperatures, of course, allowed that ice to just really build up. >> wow. and the weather situation on the west coast is far more serious. >> at least 2,000 homes and other buildings are flooded north of san francisco. more than 20 inches of rain fell in just three days. officials say thousands of people remain in their homes despite evacuation orders. some winery vineyards are under water. rivers expected to crest overnight as flood levels not seen in nearly 25 years. further inland snow is a major problem. this time lapse is from an idaho ski resort that's closed today because of too much snow and it could get another foot before it's all over. let's take a look now at today's forecast. good morning. looking for it to stay stormy along the coast and we'll have

a massive fine for collecting personal data from children. the company behind the popular karaoke app musical.ly now known as tiktok has been hit with the largest civil penalty ever. ♪ welcome to my house >> reporter: the ftc handing down the $5.7 million fine saying the app violated the children's online privacy protection act which requires online services to obtain parental consent before collecting personal information from children under age 13. the app which appeals to kids who record themselves lip-syncing music clips was downloaded more than 200 million times worldwide. even celebs like ariana grande and jason derulo used it to make videos. the app required users to provide an email, address, phone number, first and last name and a profile picture. the ftc saying in a statement this record penalty should be a reminder to all online services and websites that target children we will not tolerate companies that flagrantly ignore the law. tiktok says changes have been made. the company has launched a new separate app for younger users. the new environment for younger

users does not permit the sharing of personal information and it puts extensive limitation on content and user interaction. experts say this case also serves as a reminder to parents to not only monitor your children's online activity but also the user agreements of apps. former texas congressman beto o'rourke says he's made a decision about a 2020 white house run. o'rourke says he'll make an announcement soon. in a statement he says he and his wife amy have made a decision about how we can best serve our country. o'rourke has reportedly ruled out running for the u.s. senate in 2020. now to a pint-size picasso taking the art world by storm. 2-year-old lola june is still in diapers but she already has her own gallery show in new york city. at least a dozen of her paintings have sold. they're priced between $300 and $1600. art experts say jones is the real deal and people have been awed by her work. >> fascinating. up next in "the pulse," the hit show from the '90s coming

hi. good morning. it's thursday, february 28th. i'm just crossing my fingers that we have a better day today. yesterday was a nightmare for so many in the north bay. >> good news the napa river below flood stage. i'll take a look at the russian river but it's crested. live doppler 7. i ran into a few areas of drizzle, even light rain this morning. so some isolated areas out there. but i also drove on a lot of dry pavement this morning, which was so nice. temperatures all over the place from 38 in cloverdale to about 50 in san francisco as we break up those clouds. the microclimate is developing. by the afternoon hours, mostly cloudy and dry with temperatures around 55 to 59 degrees. let talk more about that

commute. i enjoyed it this morning, alexis. >> conditions are much better this morning, mike. we have breaking news. we've got a serious crash. three women are dead after a collision on westbound 80. it happened around 1:15 this morning near the west grand exit in emeryville. a ford escape veered off the road and hit the back of a big rig that was parked on the shoulder. four people were in the ford escape, three of them died. the driver was taken to the hospital. he's in critical condition. police are currently investigating the cause of the crash. they don't think that weather was a factor. up until just a few moments ago, we did still have a sig-alert in place. i want to flip over and look at the traffic camera in the area. this is emeryville. we spun it around. westbound 80 past the 580 split, we had flashing lights up until literally two minutes ago when they canceled the sig-alert. looks like they're working on clearing the scene. no lan now. we'll check out our traffic maps through the area, too.

we had a backup through the berkeley curve towards the bay bridge. looks like it's cleared out. should not be a factor for the morning commute. we'll look at drive times in a few minutes. >> thanks, alexis. a flooding disaster in sonoma county. >> the russian river is expected to begin receding soon after reaching its highest level in 25 years. here's the very latest. up to 8 feet of water that is flooded 2,000 homes, businesses and other buildings. about 3500 people remain under evacuation orders this morning. the national guard is there and a local state of emergency declared. abc 7 news reporter cornell barnard is there. >> kim had her cell phone ready watching the floodwaters close in around her home in guerneville. >> it's rising right before our eyes. >> the river was rising so fast it buried every road leading in and out of guerneville under lots of water. from river road to highway 116. >> how deep is the flooding here

on 116? >> could be 9, 10 feet deep down there. there's a couple low spots. >> this view from sky 7 is truly the only way to show how widespread flood something in guerneville. water was up to the roofs of some homes. there was flooding in the safeway parking lot and a few kayakers were navigating the streets there too. this fire crew decided it was too risky to launch their zodiac. kim and her boyfriend decided not to evacuate. for now, their home is safe. >> still isolating. we really are trapped. >> as the russian river crests, officials warn residents to stay in their homes. >> stay put. don't try to leave at this point because the roads are pretty much closed. the river is still rising even as we speak. >> many who live on the river say they know the risks. but many can't remember seeing flooding like this. >> it's exciting but scary. we'll see how much damage it will cause a lot of people.
