there you see him leaving vietnam early this morning after the talks collapsed. >> but the president not leaving before weighing in, of course, on that other history-making moment, his former lawyer and fixer, michael cohen's testimony on capitol hill. the president blasting cohen but sharing kind words about kim jong-un. >> this even though they could not reach an agreement. our chief white house correspondent jonathan karl is there in hanoi with the latest. good morning, jon. >> reporter: good morning, robin. the headline here, no deal. the president continues to call kim jong-un a friend. but he told reporters just a short while ago sometimes you have to walk. there were handshakes and smiles but the summit came to an abrupt end without any agreement, not even a joint statement. >> i think actually it was a very productive two days, but sometimes you have to walk and this was just one of those times. >> reporter: there was a fundamental disagreement. kim jong-un wants the crushing sanctions on his country lifted before dismantling his nuclear program.

>> basically they wanted the sanctions lifted in their entirety, and we couldn't do that. they were willing to denuke a large portion of the areas that we wanted but we couldn't give up all of the sanctions for that. >> reporter: no agreement, but the president continued to talk warmly of the north korean dictator. >> we spent pretty much all day with kim jong-un, who is -- he's quite a guy and quite a character and i think our relationship is very strong. >> reporter: if kim is quite a ruler of perhaps the most repressive regimes on the planet, one blamed for the death of american college student otto warmbier, who spent more than two years in a north korean prison and died shortly after he was released with brain damage and in a coma in 2017. >> i don't believe that he would have allowed that to happen. he felt very badly. he knew the case very well but he knew it later.

>> translator: well, i think that is something which is welcome-able. >> reporter: the president said he still hopes to strike a deal with kim jong-un that rid north korea of its nuclear weapons, but there is not even a date for another summit meeting. in fact, the president was asked if he had committed to meeting again with kim jong-un, and he said, no, no such commitment. at least not now. robin. >> all right, jon, thanks very much. >> stand by there, jon. i want to bring in martha raddatz as well also in hanoi with you and, martha, of course, a lot of disappointment there was no deal struck on the nuclear weapons but there has to be some relief among the president's team that he didn't make too many concessions to get a win. >> reporter: exactly, george. there were concerns that president trump wanted to deal so badly that he may have backed off some of the u.s. demands that clearly did not happen, but at the same time this abrupt ending today showed just how far apart the u.s. and north korea

are in their understanding of what happened at the first summit in june. the administration then saying kim was willing to denuclearize before sanctions relief. now we know that kim either saw the deal differently or has now changed the conditions for the deal. >> in fact, the president said then that the nuclear threat from north korea was over. jon, it seems like this personal relationship with the president -- between the president and kim is kind of evolving, still warm in some ways but pushing in others. >> reporter: yeah, extraordinary moment we saw. first of all, kim jong-un, as far as we know, has never taken a question from the western press, at least not before today. he was asked a question about opening a -- several questions but one of them was about opening a u.s. office in north korea. he clearly didn't want to answer it. the north korean minders were starting to push the press out and the president said, wait, i'd like to hear the answer to this. really an interesting moment.

perhaps some unfamiliarity, the president liking to put kim jong-un on the spot. >> martha, the terror of the kim regime so well known, so well documented, but the president still not willing to push there. >> reporter: he really isn't, and a year ago, of course, he was talking a lot about how terrible kim jong-un is and the regime there. now, he just avoids those questions, although that answer to the otto warmbier question was just truly remarkable, george. >> martha raddatz, jon karl, thanks very much. >> yeah, he called the prison camps rough places. i don't think that's going to go over well with a lot of people. but one historic moment playing out while another was under way on capitol hill. it was a remarkable split screen that president trump says he found time to watch while there in vietnam and what he heard, his former lawyer and fixer speaking directly to him and painting a bruof life inside the trump orbit, calling the president a racist, crimes. our senior congressional correspondent mary bruce is

trump. >> reporter: and he hinted that there are more potentially even bigger bombshells still to come. >> is there any other wrongdoing or illegal act that you are aware of regarding donald trump that we haven't yet discussed today? >> yes, and, again, those are part of the investigation that is currently being looked at by the southern district of new york. >> reporter: and cohen will be back here on the hill again this morning. this time testifying behind closed doors with the house intelligence committee and that chairman says they are going to question him on a range of things digging deep into these various allegations and questioning him about the possibility of collusion with russia. george. >> okay, mary bruce, thanks very much. let's bring in our legal team now. senior correspondent pierre thomas, and dan abrams, and pierre, let me begin with you. mary ended with really the biggest news of the hearing yesterday, that notion that michael cohen is still cooperating with the southern district of new york. they're still hard at work. >> reporter: good morning,

george. cohen said since he's been sentenced to prison, he's been in, quote, constant communication with the federal prosecutors in new york. cohen said prosecutors had questions regarding whether trump or a surrogate contacted him after the fbi raided his properties and there are possibly other questions surrounding his inauguration and the trump organization. one person who may be key in answering some of these questions, his chief financial officer, allen weisselberg, who's been a cooperating witness. cohen raised his name repeatedly yesterday as someone who could provide those answers, george. >> and raised other trump organization executives as well, and, dan, in some ways this has to be the biggest concern for the trump team, reaching into the trump organization by prosecutors? >> absolutely, and it's which prosecutors that are doing it as well. if this was the special counsel, some people would be saying, well, you know, they're going to be done pretty soon. they have a limited mandate. the southern district of new york isn't going anywhere and they don't have a limited mandate, so, if they're looking into this sort of issue with the cooperation of michael cohen, that is definitely something the president needs to be worried about.

>> also, yesterday, michael cohen had some supportive statements for president trump which in some ways bolstered his credibility but also helped the president. >> right, as a legal matter, saying he didn't know of any collusion with the russians. he said he maybe suspected it but didn't know of any. on the campaign finance issue he said one of the reasons the president was concerned about the check that was being written to stormy daniels was he didn't want melania to find out. not a crime to pay someone off to protect from your wife finding out. only a crime if it's to influence the election. now, he did say it was both to influence the election and to protect him from melania but the more ambiguity the better. and then finally he said that he wasn't directed by the president to lie to congress. >> doing his bidding but not directed. >> right, he said there was a code that was understood but, again, as a legal matter, code is much harder to prosecute than would be if he claimed that there was some sort of directive. >> but one clear thing, this is not over in congress. big thing the democrats did yesterday was lay the groundwork for more investigations. >> that's right.

they're going to have to be very careful, though, because as the federal investigation moves forward in the southern district of new york, congress doesn't want to step on that and that's the last thing the prosecutors would want. >> dan abrams, thanks very much. robin. >> we're going to move on now from politics to that record rain out west. more mandatory evacuations overnight as rivers flood forcing thousands from their homes. chief national correspondent matt gutman is in northern california with the latest. good morning, matt. >> reporter: robin, good morning. parts of nearly two dozen towns look like this this morning and the sheriff here said the town of guerneville is officially an island. the only way in or out is by boat and officials believe up to 4,000 homes and structures are submerged. this morning, thousands remain stranded as record rain triggered the worst flooding in decades along the russian river. >> i have never seen the river this high. >> reporter: from the air you can see that sea of brown swallowing homes, cars bobbing helplessly. >> the water keeps coming up. we may or may not have lost everything.

>> reporter: overnight, parts cresting over 45 feet, 13 feet above flood stage, the most flooding this area has seen since 1995. from where i'm walking normally you wouldn't even be able to see the russian river. it's only about 20 feet wide but right now it's 2,000 feet wide. first responders making dozens of rescues. carrying residents and their pets to safety. >> we had plenty of supplies in the house but once our water went out we felt like it was time to leave. >> reporter: people using paddle boards and rowboats to navigate the flooded streets. this fuel tanker barreling through, those waves knocking around that abandoned car. this morning, more than two dozens along the river's edge remain under mandatory evacuation orders. >> just a mess everywhere. >> reporter: now, we've seen water subside this morning. we're told folks in stranded will remain stranded and another

tiktok has agreed to pay millions in fines for illegally collecting person ago information from children and t.j. holmes has that story. >> reporter: good morning to you, george, and the headline, yes, one of them is that record fine for this app. the headline for parents is that the fine is for possibly collecting your child's personal information and then making it public including your child's location. now, the app says they corrected the problem this morning but, parents, this does not mean you can now rest easy. one of the hottest video apps in the world. ♪ that boasts users like camilla cabello and selena gomez, now hit with one of the largest fines ever for illegally collecting and exposing young kids' personal information. ♪ welcome to my house >> reporter: musical.ly now known as tiktok is accused of violating users' privacy. the app lets users create and share their own karaoke-style videos and was downloaded more than 200 millions times with superstars like ariana grande, jason derulo and justin bieber jumping on the bandwagon.

♪ never let me down >> reporter: but it's wildly popular mainly among kids. the federal trade commission handed app operators a record fine of $5.7 million, claiming the app violated the children's online privacy protection act. kids under 13 provided their names, e-mail addresses and profile pictures without their parents' consent. the ftc saying in a statement this record penalty should be a reminder to all online services and websites that target children, we will not tolerate companies that flagrantly ignore the law. so, how have they corrected the problem? they do ask for age verification. you're supposed to be 13 to use it. they have now said they will take down all videos made by kids before that were under the age of 13. here's the -- go ahead, robin. >> age verification. all you have to do is say that you're -- >> you cannot correct and verify that part. instagram, facebook, all have age limits. kids certainly use those.

character and i think our relationship is very strong. >> reporter: if kim is quite a guy, he is also the absolute ruler of perhaps the most repressive regime on the plane,. one blamed for the death of american college student otto warmbier, who spent more than two years in a north korean prison and died shortly after he was released with brain damage and in a coma in 2017. >> you know, you got a lot of people. big country, a lot of people. and in those prisons and those camp, you have a lot of people and some really bad things happened to otto. some really, really bad things. but he tells me, he tells me that he didn't know about it and i will take him at his word. >> reporter: the president said he still hopes to strike a deal with kim jong-un that would rid north korea of its nuclear weapons, but at this point, he hasn't even agreed to hold another meeting. robin. >> all right, jon, thank you so much. wishing him safe travels back home. >> those talks collapsed right after michael cohen's blistering

testimony on capitol hill implicating the president of possible crimes. the president fired right back. want to go back to our senior kong constitutional correspondent mary bruce for the latest. good morning, mary. >> reporter: even while he was in vietnam the president was keeping a close eye on the drama on the hill and this morning he's blasting michael cohen saying his former fixer's testimony was shameful and fake. but trump says there is one thing he liked when cohen said that he has seen no direct evidence of collusion, though, he did add that he has his suspicions. there's no question, though, this searing testimony was brutal. cohen leveling one accusation after another. but it might be what cohen did not say in his testimony here that is the most damaging, cohen said he could not discuss his most recent communications with the president because of an ongoing investigation by the southern district of new york and when asked if he knows of any additional illegal activity or wrongdoing by the president, cohen said, yes, but, again, that the southern district of new york is looking into it. so cohen clearly still cooperating with those prosecutors and suggesting that there might be possibly even

and now according to a new study, your dog may actually ago like you too. take "gma" producer rennie and her 6-month-old pup walter. they seem to be a match made in doggie heaven. >> get up there. >> i saw his face and he looked like a grumpy old man and i said, that's -- i feel like that's me in a way. >> that should have been my dog. >> yeah. >> reporter: celebrity dog trainer and author, brandon mcmillan, met with walter and rennie. >> it's rare to find a dog this young that's this calm and that opens up when they need to, like to go hiking and go running. that is very rare. >> reporter: the journal of research in personality found dogs have their own personalities and just like people, their personality can change over time. and that dogs can also mirror their owner's personality. so, for example, if you're agreeable and open-minded your dog is probably more active, less anxious and less aggressive. but if you're more negative, your dog could be more fearful. brandon says the dog's personality is also shaped by

first time that we're seeing you in this type of role and it's shrouded in such secrecy. how has that been for you. >> well, kind of fun to have to say, well, it's -- i can't reveal what's going on. i've never had that experience before so, no, it's a lot of fun and it was great fun to do it. >> because normally when a film like this, they will only show you your role, but you strike me as somebody that you need to see it all before you sign on. >> yeah, they showed me the whole story and i got to read the whole script and, yeah, i felt like, ooh. >> you know all the secrets. >> i do. which was really fun to, yeah, to read the whole thing and to see where i fit in. >> even your character was a really big secret until fairly recently, right? you're playing -- the word is out now, supreme intelligence but there's still a lot of speculation out there. fans are wondering if you might also be captain marvel's mom, dare we ask? might we get a little hint here?

>> are you going to answer that question? >> i will say that there is more than what we have revealed but i am playing the supreme intelligence, i am a god-like entity who -- yeah, of course. as one is. >> no stretch at all. report" and it's about the cia's clandestine terror tour program. she was head of the intelligence committee that ended up doing a very extensive investigation of this clandestine program. so it's really about them first finding out that the program existed, which, of course, broke in "the new york times" because what happened was they had taped these interrogations. the tapes had been destroyed and that's when the story broke. so that's when the intelligence committee got involved. that report never came out but then they did the report on the whole program, which took many, many years and then it was a battle to get it out. >> huge battle. >> which is what the movie is really about. but the good news is is that our system of justice in this caseworked. the checks and balances worked. eventually there was a bipartisan vote. yeah. there was a bipartisan vote to release the report and it did happen so that's what our movie
