he's got his dog in it. that is the way they're traveling in the region. even as the water recedes. >> in guerneville, the aftermath has begun. it's a fluid state. both physically an emotionally. >> we couldn't afford a u-haul or we would have u-hauled it out of here. >> there were two ways to get around guerneville today. small boat or large truck. we hit rides in both today with the army national guard and later by canoe through the deep water regions north of main street where porches still doubled as docks. >> going a lot faster than it goes up usually. >> it's kind of surreal. it was so calm. we stood out here and watched the water was like glass. >> anyone touched by the water faces plenty of work ahead. james lived in a cab inby the river. it's covered up now. >> 46 feet. that's crazy. >> you sound like you didn't believe it. >> i didn't, no.

>> a long way to go. how deep was the water where you were today? >> reporter: i think the places where we were north of main street, well it was high enough that it would cover almost the tops of cars. it was still going down. one resident expected to be walking out of there in two hours. that was at noon. i'm thinking he was optimistic. >> all right. wayne freedman, live in monte rio. >> people in parts of the north bay expected the waters to recede more than they already have. this is how it looked in guerneville a few hours ago. most of the town was still underwater. for the latest now on when the waters could fall below flood stage, let's go to meteorologist sandhya patel. >> yeah, kristen. that flood stage is still well above flood stage. flood stage is 32 feet. major floodwaters 41.47 feet. it crested last night. it's expected to continue to remain in the moderate category. tonight at 6:00 p.m. and at mitt

nied, it will be 39.4 feet. 5:00 a.m. tomorrow, near flood stage. by 10:00 a.m., it's looking good. an improvement. flood warnings still going until tomorrow afternoon. it's a dicey situation as wayne mentioned. the problems are still not over. flood warning until 7:45 tonight as the creeks and streams are still running high due to the runoff. i'll be back to tell you the detailed look at the hour by hour timeline. >> sandhya, thanks very much. another storm expected to hit the sierra with heavy snow in the mountains south of lake tahoe. that's after more than six feet fell in 48 hours in the highest elevations. i-80 was closed because of avalanche dangers. crews are clearing out the snow from roads and walkways and say it's been a real challenge. >> it's getting more and more difficult every week as is snows. we got to go higher and higher. there's no place to put it anymore. >> i-80 closed yesterday because

of avalanche danger. that's eased a bit. some homeowners had to crawl through windows to get outside and shovel the snow away from blocking their doors. pg&e said that its power equipment is likely to blame for the devastating camp fire in butte county. the company also said the wildfire liabilities raise substantial doubt about its ability to continue as a corporation and utility. the information came as the utility announced its fourth quarter financial results. pg&e filed for bankruptcy protection last month. abc 7's reporter dan noyes will have more on abc 7 news at 6:00. new information in an overnight crash in emeryville that killed three siblings. sky 7 shot this video today of where it happened. just a terrible crash. melanie woodrow is in the newsroom with more on this tragic story and what the chp is saying the big rig driver did wrorngs melanie. >> the family was on the way to san francisco after receiving a call that their father, already in the hospital, might not make

it. now, three of his children have died and a fourth is hospitalized. the california highway patrol says that speed and the slick road appear to be factors in the collision. the four siblings were in this ford escape when they crashed into the back of a big rig. the big rig was parked on the side of i-80 and the driver sleeping. the chp says he was parked illegally on the shoulder and only supposed to pull over for an emergency. the driver did not have any injuries. the chp cited the driver. i spoke with the victim's brother who identified his siblings who passed as 26-year-old eli villarreal. 22-year-old sarah villarreal and 18-year-old eva villarreal. 17-year-old aaron villarreal has fractures and a broken leg. the big rig is owned by rope transportation out -- they're insured and have not had any reported crashes in the last two years.

they have a satisfactory rating. we reached out road bu d not hear back. melanie woodrow, abc 7 news. we've learned the name of the woman buried in a landslide. she was walking her dog with a friend friday when the hillside collapsed. her friend and the dog managed to get out. she's been missing since the slide. they've spent days searching for her but had not found anything. today, sky 7 got video of an excavator removing sand from the slide area. scarlet's family in utah released a statement saying she was a beautiful sweet amazing woman who died in one of her favorite places with her sweet dog iris and her dear friend. oakland teachers held a big rally today. day six of their strike. meanwhile, teachers from nearby school districts called for a sick-out today as others rallied before class. abc news reporter matt keller

has the story. >> student dropoff at albany high school had a little more honking than usual. teachers were rallying before class in support of their fellow educators in oakland. >> we see the struggle across the board. and just united on all fronts. >> teachers at albany high -- other teachers in berkeley, san francisco and san lorenzo plan for a sick-out. the district and oakland teachers association are still negotiating pay raises. teachers were nearby districts are keeping an eye on other issues, like class size limits and counselors. the albany teachers association is currently in negotiations with its district. their contract expires in the fall. they plan to address school funding with governor newsom. >> districts can do what they can do. the state has more power. they need to put the money behind the lip service for our students in california. >> albany teachers are handing

out flyers with information on a hardship fund for the oakland teachers. if you'd like that information, find it on abc7news.com. in albany, matt keller, abc 7 news. it's expensive all over the bay area. there are big differences in teachers salaries around the area. david louie has that part of our coverage from san jose. >> teachers have been wearing red on fridays to show solidarity with striking teachers in oakland. these are photos from the san jose teachers association facebook page. they've had to strike twice in the 1980s. it describes the relationship with the san jose unified school district. >> we're a partnership. >> as a result of past negotiations, the teachers association has access to the district's books and more. >> assigned a predetermined percentage of the district's unrestricted ongoing revenue to teacher salaries an benefits. >> those of that was groundbreaking. >> it was the first of its kind in california. >> that number is 38% for the

district's 1200 teachers. compared to oakland teachers, starting pay is almost $8500 higher. $16,000 higher for average pay. over 13,000 higher at the top pay scale. because of how the state sets formulas for school district revenue. teachers are paid significantly less than a neighboring district. >> santa clara receives, i think, 45% more funding from their property taxes than san jose unified receives from the state of california. so it is not a surprise that their salaries are 40% higher than san jose unified. >> that creates pay disparity from district to district. it's resulted in san jose losing an increasing number of teachers for better pay or lower living costst every year for the past seven years. >> the san jose teachers association is in contract negotiations too. with their contract expiring in june. with six more negotiations scheduled between now and then. in san jose, david louie, abc 7

to keep things in perspective. >> you want to work with somebody who knows the first time buyer program and the city programs and incentives. >> if there's a will, there's a way describing the mentality of many. in san jose, chris nguyen, abc 7 news. in san francisco, the city is fast tracking approvals for in-law units. mayor london breed showed off a garage conversion project in the mission trikt district. the city cleared hey backlog of proposed unit held up in the permitting process. more than 400 received final approval. all systems go. mayor breed says the majority of the new units will be subject to rent control and have an immediate impact on the pool of affordable housing. >> and this is why what i have done since taking office has been really about moving the process forward and getting more housing built in san francisco. so that people can afford to live here. >> mayor breed issued an executive order six months ago

directing multiple city agencies to work together to streamline permitting for construction of new in-law units. divorced parents in california who refuse to make child support payments could soon be called out on a public website. the state lawmakers is proposing a bill to publicly shame parents who are more than $5,000 behind on child support payments. the bill's author says many other states are running deadbeat parent websites and that the strategy is effective in helping kids get the support they need. what we're trying to do is use a very effective tool called peer pressure that allows people to shape their behavior in a positive way. what we need to focus is not so much on the offender but remind that there's a serious victim here and that's the children. >> the assemblyman from palmdale added that businesses would not be able to use information on the site to deny services or employment to people in the database. the sun finally came out today. hope you enjoyed it. in fact, it was a good day to maybe take the dogs out for a

walk. >> yeah. look at that. a viewer sent us this picture from san francisco. just what they were doing there. let's go to meteorologist sandhya patel for more on the weather. >> it was good to see the sun. i have to say, kristen and dan. let's look at february rainfall. the numbers pretty impressive. santa rosa's average rain just under 6.5 feet. almost free times what it averages. close to 17 inches there. san jose, 3.32 is the average. they got almost double that in the month already. 5.55. we're closing out this month and it has been productive in terms of the storms. nothing right now on radar. in the sierra, though, we're tracking some snow showers. there are road closures and chain controls on state route 88 and in case you're thinking about heading up to the mountains, winter storm watch 10:00 p.m. tomorrow until sunday. up to two feet for the peaks. 10 to 20 inches for the other elevations. limited visibility and travel will be difficult.

through. it's filtered by the clouds. remaining dry through tomorrow. next storm arrives early saturday morning. tomorrow morning, temperatures 30s, 40s. plenty of cloud cover around tomorrow afternoon. you're looking at numbers in the 60s in some of the south and east balow indications. coming up a few degrees. certainly more sun in the south bay. cloud cover in the north bay. level 2 storm, a moderate strength storm. light to moderate rain. breezy at times. we've bumped it to a level 2 because the ground is so saturated. any rain that falls on top of it could prove problematic. the biggest difference is it will be a southerly trajectory. 11:30 tomorrow night, south bay, santa cruz, gilroy, could be seeing some showers. 5:00 a.m., some moderate to heavy rain on saturday going into 7:00 a.m. and then it turns to more scattered showers for the rest of your saturday morning into the early afternoon. before that system winds down and we get more showers on sunday. rainfall totals as i mentioned
