water is finally receding in sonoma county. >> i'm amanda dullcas. looking to purchase a tesla? elon musk says bye-bye to brick and more tan stores. the russian river is starting to recede tonight but the devastation is widespread after this week's storm. >> abc 7 news reporter lisa gulezian is live in guerneville where a state of emergency has been declared, lisa? >> reporter: ama, when we arrived around 8:00 tonight only part of this was visible, now you can see all of it including this one, and even part of that third one. water was receding even faster earlier today. >> this is the water line. >> reporter: that was at 2:00 a.m. the water has receded roughly 45 feet down this hill since then.

floodwaters surrounded jake hamlin's home. >> that much more and it would have come in my living room. we had sandbagged and everything. but it didn't come in. i mean, how close is that? >> reporter: that is less than 2 inches. >> i'm glad i stayed. >> reporter: over in monterio, several people refused to evacuate for one reason or another. >> i have pets. i have dogs, i have cats. i can't leave. >> you couldn't see any fences or anything around here, just looked like one big ocean. >> reporter: according to the office of emergency services, about half of the county's residents who were under mandatory evacuation orders refused to leave. 59 rescues took place. by friday, things should look very different around here. >> we expect tomorrow afternoon to let residents only into guerneville and those flooded communities. and then we expect to open it up to the public on saturday.

>> reporter: by 8:00 a.m., safety crews will be coming through guerneville to check everything out before allowing residents to return home. live in guerneville, lisa amin gulezian, abc 7 news. >> sky 7 flew over this afternoon. you can see with our exclusive sky map sec nothing which streets are still submerged. nbc news reporter wayne freedman spoke with residents along the river. >> reporter: in flooded guerneville, two ways of getting around today. one small, the other large. in these circumstances, neither ideal. we're on an army national guard truck forging big waters, seeing firsthand how floods make strange bedfellows as the russian river began receding, so did expectations in this community that has seen floods before but where some acted surprised. >> 46 feet. it's crazy.

to see the damage, then we start -- power's out, refrigerator full of rotten food, water in the house, trees blocking, that kind of stuff. claring roads -- >> you've seen this. >> oh yeah. >> reporter: in guerneville, proof again that history repeats itself. when water hits 46 feet, that learning will take people only so far. what does the rest of the world need to know about guerneville? >> we're still alive and functioning. >> reporter: and as we come back outside the theater, the latest small drama finishing off. that man got across what remains of the russian river and he's heading in his own direction. that is the russian river behind us. it's going to take a long time for people to get back to normal. one man told us between eight weeks, maybe 12 weeks, it really depends on the circumstances. but just because the water's going down doesn't mean the problems here are over. wayne freedman, abc 7 news.

here's the latest look at the russian river. it is currently at 38.76 feet, so moderate flooding continues. at midnight it will continue to come down. it will recede as we head toward tomorrow morning. near flood stage at 5:00 a.m. no flooding is expected around 10:00 a.m. to noon. so actually heading in the right direction, that river is coming down. flood warning until 4:20 tomorrow afternoon for the russian river at guerneville. we do also have a flood warning for creeks and streams in sonoma county because they continue to actually overflow because of the runoff. so the flood warning was extended until 1:45 a.m. i want to show you a wider perspective. live doppler 7. the next storm that is gearing up is different from the last storm that hit us. i'll let you know how so and who will be impacted coming up. right now four school districts are closed because of the flood conditions. guerneville, monty rio,

montgomery, west sonoma county will be closed tomorrow. chp golden gate division air operations got a birdseye view of the flooding on highway 37. you can see the westbound lanes are under quite a bit of water. no estimate for when it will reopen. >> remember, be prepared for the next round of rain with the ab 7 news app. customize the app to get the forecast where you live. it gives you constant access to live doppler 7. a scary sight inside san francisco's tallest building. the "san francisco chronicle" reports the city's department of building inspection confirmed two cracked windows in the sales force tower. one on the 12th floor south-facing window, the other faces east on the 14th floor. owner boston properties says the cracks are interior panes of double-paned windows and quote there was never any danger of glass falling to the street. pg&e says its power equipment is likely to blame for the devastating camp fire in

butte county. this came as the utility announced its fourth quarter financial results. the company also said its wildfire liabilities raise substantial doubt about its ability to even continue as a corporation and a utility. pg&e filed for bankruptcy protection last month. drastic moves today by electric car company tesla. the company announced it would be shutting down stores worldwide, shifting to online-only sales. the move could put more drivers in the more affordable model 3. abc 7 news is live at the tesla at santana row with new details. >> reporter: the shift to online-only sales will allow the company to keep the long-awaited, more-affordable model 3 at $35,000. for palo alto-based tesla, it's bye-bye brick and mortar stores. the company announced the move as the long-awaited, more-affordable model 3 became available to drivers across

in the east bay, day six of the oakland teachers strike showed no signs of a break through. hundreds of teachers and supporters rallied at city hall before marching to the california state building where the oakland education association and the district resumed negotiations. the district is now offering a 2% bonus plus 8% over four years. the teachers want a 12% raise over three years. the wellington airport in new zealand prepared for next

pretty trophy. >> we'll get it next year. let's check out the weather. >> let me show you something very impressive. all those storms, dan and ama, have made a huge difference. pretty much the entire state has been wiped out of the drought. there's only a small sliver in southern california that's dry and a small sliver in the northern part of the state that's dry to moderate. bay area out of the drought but still conserve water. let me show you the february rainfall. average rainfall for santa rosa 6.4 inches. we have almost tripled that amount for month the, almost 17 inches. san francisco getting close to 8 inches of rain. nearly double what it typically averages. same thing for san jose, just over 3 inches, close to double. big, big difference in february in terms of our stormy conditions. and if you're looking for more rain chances, we will have more opportunities for rain beginning

on saturday and going into sunday. level 1 system, then level 2s for tuesday, wednesday, and a level 1 for thursday. so i do want to show you a live picture in just a moment. right now live doppler 7, notice there's plenty of cloud cover. temperatures are falling, mostly in the 40s, 50s. it is going to be a chilly night. a sparkly view of san francisco. dry tomorrow. rain develops late tomorrow night and a stronger storm is coming our way the middle of next week with an atmospheric river. first thing tomorrow morning, cold enough to where you will need the extra layers. grab your jacket or coat before you go. 30s, 40s in the morning. tomorrow afternoon temperatures coming up a few degrees. most of you in the upper 50s to low 60s for your friday. now the storm impact scale comes in. a light level 1 system for saturday. light to moderate rain. most areas about .4 inches to 1 inch. it will be breezy at times. hour by hour, 11:00 tomorrow night a few showers developing in santa cruz and the south bay. notice this is a southern

trajectory. so first part of the system comes in from the south and lifts northward. so the north way is not expected to get hit hard by this. as a matter of fact, the moderate to heavy rain will be short-lived saturday morning between 5:00 and 8:00 a.m. then it pushes out quickly with just scattered lighter showers through the late morning, early afternoon, into the evening hours. this is not going to stall out other the north bay like that atmospheric river did. this one is not an atmospheric river event, it's one of those run-of-the-mill storms. in terms of totals we're expecting .4 to 1 inch of rain. notice heavier totals in places like ben lomond, hayward, livermore, less in the north bay. winter storm watch 10:00 p.m. tomorrow night until 4:00 a.m. sunday. 2 feet of snow expected in the peaks. accuweather seven-day forecast, chance of showers late tomorrow night. morning rain saturday turning to afternoon showers, lingering showers on sunday. it's a level 1. dry monday.
