o. good morning south bay. let's get up and get this is abc 7 mornings. now at 5:00, prepare for wet weather as you head out the door this morning. here's a look at live doppler 7. mike nicco is telling us how long we can expect the stormy weather. stick around. good morning. it's wednesday. march 6th. you're never more than seven minutes away from your accuweather forecast. that is certainly a good thing today. all eyes on the sky. hi mike. >> we'll start with some of our earlier commuters coming down 80 from fairfield, cordelia, american canyon, vallejo. you can see heavy rain, a nice downpour for about, it looks like 20 miles there. that means it's going to be like driving through a river. san rafael 101, laurel grove avenue as you head towards 101 and 580 and san quentin. heavy . as you head towards the -- in san francisco, it's still a 2 through the morning hours with our heaviest rain, the best

chance of standing waterment thunderstorms are possible this morning. more likely as we head into the afternoon and evening hours. so here we are heaviest will taper starting at 7:00. scattered showers at noon. then we'll have a chance thunderstorms at 4:00 and 7:00. we'll have localized ponding on water on the roadways tlen. right now, we've got it everywhere. let's bring in alexis. >> not a great commute for you if you're headed out the door. the metering lights are already on. 4:51 this morning. i'm pretty surprised that they are on this early. we had an earlier collision around treasure island on westbound 80. but i honestly didn't think that was enough or causing enough of a backup to turn the metering lights on. either way, they're on. here's a look at things. carpool lanes are open. if you're using cash or fastrak, you'll have a wait. you typically can breeze through that's why you leave early. not today.

river. the county is asking residents to place their household hazardous waste on their property near the road. trained staff starting collection for disposal. a special collection will take place on saturday. in an unexpected turn of events, a man impersonating a federal officer pulled over an off-duty agent and tried to give her a ticket. authorities arrested 49-year-old alex taylor of san jose. he's accused of making at least two unauthorized traffic stops on south bay highways while pretending to be a drug enforcement administration agent. they say in december he pulled over an off-duty agent, claimed to be a dea agent and even wore a fake badge. when the off-duty agent challenged him, he drove away. investigators say he pulled over a tow truck in november and tried to pull over cars on 280 and highway 85 last week. friday, agents staked outside his home, saw him wearing a fake badge and they arrested him the very next day. new details this morning

about a man who was reported missing in monterrey. >> he's facing rape charges in scotland. kim gordon's son reporting him missing after he went swimming at a beach. investigators think he may have faked his own death. he faces two dozen charges, including sexual assault of a child and five counts of rape. the sheriff's office says the federal deputies are not searching for him because he didn't break any laws when he came to california. >> he's out on bail for these possible sexual assault charges. although, it looks like it's not a violation of his bail to be traveling. >> really? bough. the sheriff's office says he's not back in scotland for a court date, a warrant will be issued for his arrest. a man reunited with someone he -- a chance encounter brought the two back together.

reporter lisa amen gulezian has the story. >> these two are strangers but share a common tragic moment in sonoma county in 2007. a speeding driver crashed into the car and then 4-year-old christian flores was riding in. he was with his mother, older brother and another couple. >> he was the only survivor. he was cleared from the car just enough that his torso and his head were reachable. but he was trapped. >> then deputy crist for thorpe who has since retired from the sheriff's office was first on the scene and pulled out christian. the toddler lost an arm and had third degree burns over 90% of his body and lost all of his family members in that car. now fast forward 12 years. >> it was just pure luck. christopher thorpe was at this les schwab getting his tires rotated and noticed a young man

who looked familiar. someone he hadn't seen since 2007. he walked up to him and asked, are you christian? and the answer was yes. >> if it weren't for him or -- i wouldn't be be here. >> thorpe was still shaken by the chance encounter so he gave christian this. the medal of valor his department gave him for saving the young boy that day. >> he deserves that better than anybody else. >> the medal will be passed on once again. christian plans to place it below the -- his older brother who died in the crash that day. lisa amin gulezian. >> incredible story. back to storm watch. we're on a 2 on the storm impact scale. >> it's affecting construction work. we want to check in with amy hollyfield at the richmond bridge. hi, amy. >> reporter: good morning, jessica. we're in the middle of a downpo downpour. it's raining hard here. this has forced repair crews to

postpone their work. they were going to be doing work on the bridge. but they decided to wait a few weeks until they can get reliable dry weather. which we haven't had in a while. while the bridge won't be getting attention, there will be crews keeping an eye on highway 137 in novato. a hotspot for flooding. you can see that from this drone view 7 video that was taken last month when the lanes had to be closed because of water. now that it is raining again, officials will be watching this spot again. novato city leaders say cal trans has put measures in place to try and keep this from happening. >> they have about six large pumts deployed out there. again, when you get too much rain and there's not enough place for it to go, obviously, they're going to have to close it down if it floods for public safety. >> reporter: here is this heavy downpour for at least the last hour. novato city leaders say they

i want to show you this as you wake up this morning. you might be seeing some pretty incredible images in your social media feeds like these. a lot of people captured photos of lightning storm last night from santa barbara to hollywood. national weather service recorded 1500 strikes in just five minutes. that's very midwestern-like. lightning hit a delta flight headed from l.a. to seattle

forcing it to return to lax. there were power outages across the region. some see that and get scared. some of us see that and say, wow, that's beautiful. that's pretty powerful. a lot of energy. here's a look at what's going on back home. live doppler 7. you can see a lot of green with embedded yellows and oranges. we have steady rain to moderate heavy pockets. that means a lot of roadways are like driving through standing water. alexis and i will have more on that coming up. all went flying down. >> ooh, that's bad. passengers on this norwegian cruise ship are continuing on their vacation after a pretty scary experience. several people were hurt when a storm hit as the ship left new york on sunday. the ship fought 115 mile per hour winds and it tilted the ship 40 degrees on its side. a lot of people said it was chaos. >> it was sheer panic. screaming, blood down people's

faces. it was like a scene out of the titanic movie. it was so scary. >> yikes. at least eight people were taken to the hospital during a scheduled stop in port canaveral, florida. all have since been released. there was no damage to the ship. be hard to get back on that thing, right? >> wow. in gma first look, we're hearing about a family caught in an aftvalancheavalanche. in the gma first look, a new glimpse of that massive avalanche barreling suddenly down a ten-mile canyon in colorado on to the highway below engulfing this white truck that disappeared under the rush of snow. >> the moment i saw it and i thought, oh, no, this is it. what's going to be, you know? >> he and his family were driving on colorado highway i-70 and within second of the daughter spotting the avalanche plowing towards the road they

were overtaken. the slide of snow is likely a category 3 avalanche according to the colorado avalanche information center and packed enough force to demolish a house. >> you could see debris and stuff across the window. incredibly, they escaped unharmed. we'll have more on their survival story at 7:00 a.m. i'm janae norman, abc news new york. new this morning, san francisco's only fortune cookie factory is facing an uncertain future. it's in china town and was featured on localish. according to the chronicle, it's dealing with a huge rent increase. three years ago, it was about $1400 and now the rent is almost $6,000. co-founded the cookie ys his factory in 1962. he's unsure how long he'll be able to keep the company running. >> it is a staple in this community. that's hard to hear.

san bruno, you can see there, light to moderate rain falling. heaviest rain right now through the altamont pass. through vasco road, livermore. here's an right on vasco road, on 680 pleasanton, through the sunol gried, we've got moderate rain moving through. wind advisory as well. we'll keep an eye on that for trees down. at 7:00, we've started to transition over to scattered showers and that will continue through 9:00. by the time we get to lunch, we have moderate ones out there. still yellows and oranges. during the afternoon into the early evening hours, notice a lot of green for the evening commute. here's the chunk energy at 7:00. our best chance of scattered showers and thunderstorms at that point in time. that will move on. you can see a little clearing developing in the north bay. so additional rainfall starting at 7:00 this morning. we could get up to another quarter of an inch possible.

thanks, alexis. as mike mentioned, we're on storm watch this morning. >> we're checking out any problems you may be facing in the south bay this morning. reporter matt keller is live in los altos. matt? >> reporter: good morning, jessica. here we are in los altos. since i saw you about an hour ago, pg&e have made repairs. 25 customers were without power, but they've restored the electricity in the area in los altos. the rain keeps falling. check out the water here on the roadways. this is going into a storm drain and a lot of water on the roads. so be careful out there. this is what you could see also. a tree came down across the off ramp of southbound 280. crews had to cut the tree up to remove it from the roadway. a lot of rain in the area at the time. take a look at the rain in the santa cruz mountains. it was coming down hard in scott valley. lot of

clark last march. the outrage increased on monday when sacramento police arrested 84 people in a freeway overpass at the end of a peaceful march. >> we have to do better than this and do it in such a way that removes the officers who still remain on duty in our communities. we don't want to -- >> sacramento's mayor called for an investigation to the police response to monday's protest saying he wants to guarantee the right to peacefully protest. happening today, the oakland alameda stadium authority will meet to review a possible lease deal for the raiders to play at the coliseum for the 2019 season. coliseum authority scott mckiffin tells us that any deal won't become final until next friday at the earliest. the proposal calls for the raiders to pay $7.5 million to play at the coliseum next season with an option if the new stadium is not ready.

san francisco will hold a ceremonial groundbreaking. they're upgrading the 38 geary route by adding bus-only lanes and more bus stations and traffic signals. the project focuses on geary and o'farrell. it's been two years since transportation officials approve that project. the 38 gary route serves more than 54,000 passengers a day. tesla is laying off more workers at the fremont plant. our media partners at the mercury news report an additional 81 workers are being let go. the announcement comes a week after elon musk announced tesla would be closing showroom stores and shifting to online sales. >> in the east bay, an oakland man faces arraignment for an attack on the uc berkeley campus. zachary greenberg faces three felony counts. he punched hayden williams in o.

he says greenberg attacked him unprovoked. new overnight, north korea is rebuilding a missile launch site enacted since last summer. take a look at the satellite images. a washington think tank called the center for international studies beyond parallel got them on saturday. they show a rocket launchpad processing the -- a rail transfer point. president trump and north korean leader did not reach an agreement to denuclearize after the summit last week. michael cohen returns to capitol hill for a fourth day of testimony behind closed doors. >> this as the white house refuses tommtee any information about whether president trump ordered granted top secret security clearance against the recommendations of intelligence officials. cnn is reporting that he pushed for hisau get an independent

104th avenue from oakland towards san leandro, we're seeing ponding on the roadways there. that's going to leave some tricky travel on 880 and 580. look at san jose. right there on west santa clara street. also on south 7th street, you can see a nice moderate shower. now, the winds on the bay are going to stay up to 30, 35 miles per hour until 9:00 this evening. so both commutes are going to be breezy. the one this morning will be the steadiest with the wet rain. you can see scattered showers. from steady rain to scattered showers to 10:00 in the east bay valley. a little bit of a break in the early afternoon hours. we have a chance of some scattered showers and thunderstorms. south bay, we've got a chance of rain until noon. a little bit of a break this afternoon. then this evening, though, scattered showers and potential thunderstorms develop and then here we are in san francisco where we've got a chance of rain all the way up until 6:00. maybe a little drying as we head from 8:00 to 10:00. pretty much patience, rain gear,

umbrella and just slowed down. my goodness, it was tough getting to work. >> of course, there was people flying by. >> i saw the same truck. spun out on 24 ended up on the ditch backwards. >> that didn't look like a great way to start the day. probably not what you want to do. however, we have several collisions to talk about. let's look at traffic maps in oakland. a two-vehicle collision, westbound 580 around lakeshore avenue. not much of a backup yet. one vehicle is blocking the right lane, one on the left shoulder. chp on the way to assist. live doppler 7, plenty of rain in the area, too. northbound 880 before 8th street. we briefly had all lanes blocked due to a solo vehicle spinout crash. everything is back open according to chp. a backup on the northbound side. the typical delays on the southbound side as well. maybe a day to take mass transit so you don't have to drive in it. no delays. ace, however, is experiencing mechanical issues once again. ace 1 is delayed about 20

veterans and those who care for the elderly began a two-day strike yesterday. human services employees are now the only labor group out of 11 without a contract. workers say the county's proposed contract isn't in line with the region's rising cost of living and they say they can't afford to live in san mateo county anymore. the county intends to provide most services during the strike. but a handful of health clinics will be closed. in the east bay, piedmont is considering installing more license plate reading cameras. the proposal is to keep a lone trial camera at grant and oakland avenue and install more at other intersections. they have them at 15 city intersections right now but the new cameras are different. they're not going to transmit images directly to local law enforcement. the video would only be used in criminal investigations. the change is intended to address the privacy concerns of residents. >> a new study confirms what historians suspected for decades. there are hidden buildings and
