remember when the chunks of concrete fell on to afi lt mont? they were going to be working on that. they decided to postpone it because of all of this rain. they can't get enough of a dry spell to get their work done. that has been put on hold. here's a look at the rain that booef experienced this morning. it's been quite a downpour all morning long along with gusts of winds. novato police put out word that there's minor flooding happening on the streets there, which is exactly what they were expecting. listen to this prediction made yesterday. just before all of this rain moved in. >> i think it's likely that we could see some more flooding. we've experienced flooding in isolated areas throughout the city in the last few events. there's too much rain and not enough place for it too,unrtel atmoing.beglanes. it was taken last month when

flooding and storm damage impacted more than 2500 homes and businesses along the russian river. the county is asking residents to place their household hazardous waste on their property near the road. trained staff started collection yesterday for disposal. a special collection is going to happen on saturday. >> in an unexpected turn of events, the man impersonating a federal officer pulled over an off-duty agent and tried to give her a ticket. authorities have now arrested 49-year-old alex taylor of san jose. he is accused of making at least two unauthorized traffic stops on south bay highways while pretending to be a drug enforcement agent. in december he pulled over an off-duty agent and claimed to be a dea agent and wore a fake badge. investigators say that he pulled over a tow truck on highway 17. we apologize for that wrong video. the man tried to pull over cars on 280 as well as highway 85 last weekend.

new developments in the deadly self-driving uber crash in arizona last year. dashcam video from the suv shows the driver looking down in the moments before the crash that killed a woman walking a bicycle across a street. it's not clear if prosecutors are considering charges against the driver. new this morning, san francisco's only fortune cookie factory is facing an uncertain future. the golden gate fortune cookie factory was recently featured on localish. according to the chronicle, the tiny store was dealing with a huge rent increase. it was about 1400. now the representative is almost

$6,000. kevin chan said his mother for factory in 1962. he's unsure how long he'll be able to keep the company running. >> sorry to hear that. in the north bay, a former sheriff's deputy reunited with a young man he rescued from a car crash in 2007. retired deputy christopher thorpe was getting his tires rotated in santa rosa on monday. he noticed a young man who looked familiar. he pulled then 4-year-old christian flores from a car in a tragic crash that killed christian's family. flores was the only survivor. thorpe was so shaken by this chance encounter, he gave christian the medal of valor that he received for saving him more than a decade ago. >> he deserves that far better than anybody else. he earned that. and it just felt that i was giving it to the rightful owner.

with patchy fog. 6:18. you have a shower moving in to napa right now. it's a lighter shower. it's moving right into the heart of the city along 29. that extends all the way down to about san rafael. that's going to continue marching off towards the east. right now, antioch, we have a heavier cell right there on san jose drive nearing west tenth street. watch out for puddles and uptick in side ways rain there. you can see the steadiest and haviest rain in the east bay across the dumbarton bridge and southward with scattered showers already showing up. the transition is taking place. here we are at 7:00 with the future radar. this is when the cold front comes through. this is the last push of widespread and heavy showers. by noon, you can see there are barely any out there. they're all green. heading into the 4:00 hour, here's the area of low pressure, the parent low and the energy. uptick in coverage and also we start to see yellows and oranges. that's when we have our best

of rain in san francisco. the heaviest rain tapering at 7:00. lighter and widespread showers at noon with mid to upper 50s. same temperature at 4:00. that's when the showers become more numerous and also the better chance of thunderstorms as we head towards 7:00. let's talk about driving through rivers this morning. alexis? >> not a fun commute for any of us here in the studio and probably not going to be for you either. we're looking live at the bay bridge toll plaza where the metering lights have been on since 4:51 this morning due to an early morning crash. that's long gone. residual delays through the maze. hearing about a new crash. a sig-alert in caldecott tunnel. one lane of number 3 is blocked. more on that coming up. right now, i want to head back to san jose. this is where we just showed you a problem, serious collision on berryessa road at morrill avenue. they were able to open up one lane of berryessa road. other than that, that roadway is blocked. let's get to reporter matt keller live at the scene for us.

matt, what can you tell us? >> reporter: good morning, alexis. we've got a light rain right now in san jose. but check out this mess. look at this car on its roof. this is a sedan that got tangled up with this truck that is now being towed away over there. the tow truck just arrived and they're taking away the truck. they still have to get the sedan overturned and taken away. it was raining at the time of the crash. we're not sure how much weather was a factor. one of the drivers tried to run from the scene. that person was caught. one was arrested for trying to flee the scene and suspicion of driving under the influence. get this, the reason why the westbound lanes were blocked off and they're opening up another lane here. ian, we'll walk over here and show them what's going on. you've got the officers, they've got brooms out and shovels out. this isn't normally part of their job. they're doing it to open up the lanes. check out what's in my hand. this is what spilled from all of the trucks from that back of

evening hours. for the south bay, we're going to see this round dry up a little bit by 8:00. there's a slight chance, better chance at 10:00. noon and again from 6:00 on. here's a look at san francisco. we have a chance of wet weather. just about any time after we get through the noon hour. for the north bay, look at this. we're starting to see a transition over to scattered showers already. that will continue through 6:00. we've got two more areas, the east bay, chance of showers now and again at 10:00 and again this evening. and then we'll end up down on the peninsula where at 10:00 today, another round of showers and at 4:00 on, there's a chance. it's when we get to the afternoon hours that we have a better chance of thunderstorms. won't be as widespread as this morning. they could be locally heavy with more ponding on the roadways. that's what we've been talking about all morning. just the trouble driving on the streets because of all that water. >> not a fun commute. it's proven to be that here this morning. we've had a lot of issues. let's take you back to san jose

where we have this serious crash. rollover, obviously this vehicle on its roof right now. sjpd trying to get this cleaned up much there's a lot of debris that spilled from the white puckup that was involved in the collision. a lot of screws and looks like, some type of tools and debris like that. matt keller just told us. going to be a while before eastbound berryessa is back open at morrill avenue. the westbound side is back open so that's the good news. that's improving and that is the direction that everyone trying to get to 680 is taking. there we go. a turn lane is closed. but the two lanes on the westbound side are back open. so that is quite a bit better. want to flip over to the traffic maps. i have an update. we briefly had a sig-alert inside caldecott tunnel. westbound 24. we had a crash blocking one lane. it's cleared. however, you're basically a parking lot into orinda. wanted to check drive times. heavy trace toy dublin. 580. same thing on 4. antioch to concord.
