change the morning drive for house thousands of people. good evening. thank you for joining us. i am dan ashley. >> i'm ama daetz. the ground breaking is for express lanes on 101, caltrans will be adding a lane in each trex between san bruno and sunnyvale. >> here at abc7 news we examine issues like traffic congestion and ways to make things better. >> david louie was in san mateo with the short-term and long term impacts. the $567 million project will help to bring relief to peninsula and silicon valley commuters by adding express lanes along a 32 mile stretch of 101. the freeway is mostly four lanes in each direction now. caltrans willed an express lane from each side from did 380 interchange, south to highway 237 in sunnyvale. hov lanes will be converted to

express lanes. new sensors will detect traffic and open the express lanes to drivers willing to pay to use this em. >> we will see how congested the tolling lanes are. when they are congested the demand, the price gets higher to help regulate it. >> reporter: it could cost over $10 depending on demand. they say it will move drivers out of the general purpose lanes. >> those cars in the general purpose lanes have less congestion and their speed increases. it may not be a noticeable speed difference but it is a difference in time. >> reporter: ever notice how many 101 traffic jams there are. over 16,000 cars at the embarcadero road exit for stanford. 14,000 at move at field next to nasa aims. and at highway 237 that leads to many tech companies. the express lanes are expecting to help people get home to

to go help an elderly family member only to have it stolen? we have the story of the crime that's popping up more often in the bay area and what you can do to prevent it. >> we know everything is going to be okay but i cried my face off that day. >> reporter: when kristen and her fiancee made the decision to move from their sunset district home? we moved to l.a. to help my dad take care of his property. >> reporter: everything started out so easily. >> we packed up our u-haul, had it 70% full. my fiancee packed up everything he owned and his workshop. >> reporter: even taking what they thought were precautions to keep their belongings safe. >> we were going to be towing my car. and then we put my car on the dolly so that the dolly wouldn't get stolen. >> reporter: but when they woke up the next morning and looked outside -- >> the entire u-haul along with my car was gone from in front of my house. >> reporter: that's the u-haul with their white prius attached to it in a neighbor's surveillance video whizzing by in the mill of the night. >> i can't imagine that

happening in the sunset. >> reporter: the police department says u-haul thefts aren't normal low stolen. shortly after kristen's u-haul was stolen another one not far away. even if you don't have a garage, san francisco police and u-haul say there are simple ways to keep your belongings safe, like this. >> parking the truck or van in such a way that you can block it into place so it would make it very difficult to drive the van out of your driveway. >> reporter: crit ten estimates the stolen items are valued at about $30,000. but it is losing the sentimental things that hurts the most. >> birth certificates, photos, erms in, everything that you own and represents a sense of identity and sense of self. >> reporter: while the case is under investigation and it is not known if the culprits were tipped off from the movers, kristen isn't taking any chances in the future. >> be private and secure about moving because people are

watching and are getting very brazen. >> reporter: in san francisco, dion lim, abc7 news. >> that is frustrating. >> yeah. >> there is also frustration in the north bay this evening. tenants at a popular outdoor marketplace say a plan to prevent last week's flooding did not work. and now their businesses are still closed. >> abc news reporter wayne freedman is live in kbsebastopo with their story. >> reporter: a lot of people know the barlow. it is a big place. it is filled with all kinds of businesses here. take a, loochl it's behind a fence right now. there is a lot of work going on. last week this area was under water. some of the tenants tell us they are considered a lawsuit against their landlord because of flood gates that they say didn't get up in time and never had a chance. it has not been easy to get a lookhe barlow mket district sinceffhe property. thank you. >> reporter: finally today an invite from isn't who stloed us

a huge crowd linds up early this morning to get access to free dental work at the solana county fair grounds in vallejo. countless volunteers made it happen for people who normally can't afford it. >> how long has it been? >> too long. >> reporter: it's been too long since many of the hundreds of people here at the solano county

fair grounds have seen a dentist. and for many reasons. >> out of fear, financial, access. i mean there are so many different reasons. >> reporter: dr. nagy is an oral surgeon from santa barbara and incoming president of the california dental association which sponsors these clinics. >> we can't do all of their dental needs. we look at what's the most emergent, something that's causing them pain, something that has a lot of infection that could affect their health. >> reporter: dentists will see 1900 patients or more between the two days. at the last one in modesto, 1700 volunteers did more than 10,000 procedures that would have cost more than $1.5 million. but here, no one pays, and no id is required. some patients spend hours out in the cold overnight to get a place in line. >> they want to do some fllings. then after the filling, then they will to the cleaning. >> reporter: once patients finish the registration paperwork they sit over here for

to set it ablaze. the family says it is a miracle they weren't all killed. reporter indicate garcetti has the story. >> reporter: caught on a surveillance video this man pours what appears to be two gallons of fuel on this front door. as he breathes heavily he then tries to light the porch but the blaze never takes off. while this is happening around 2:00 a.m. thursday, a. would, two young kids, and a family are sleeping. we spoke to the stockton woman who asked us to protect her privacy. she says her mom woker up and showed her the video. she goes that's the guy from down the street. they called stockton police and fire. they waited for firefighters to tell them when it was safe. >> are we going to blow up? do i get the kids? do we take off? side wus >> reporter: the family says fire investigators determined the fuel was diesel. they were told, had it been petroleum it may hav ended in tragedy. >> if it had been regular gas
