good morning, everyone. it's saturday, march 9th. i'm chris nguyen. let's start with a quick look at the weather. here's meteorologist frances dinglasan in for lisa. >> good morning, everyone. the rain is arriving to the bay area. live doppler 7 showing us some light rain moving into the north bay over the next couple hours. so on our storm impact scale, this ranks a 1 out of 5. it's a light storm now through tomorrow. we'll see the heaviest showers, the rain in the morning hours and then we'll turn into p.m. showers. the showers will continue overnight through tomorrow. less than an inch of rain for

most areas, but possibly more in sonoma county and it will be breezy at times. here's your 12-hour planner. cool temperatures, in the 30s and 40s. the rain starts to taper into showers and it will be scattered by this afternoon with highs only in the low to mid-50s today. isolated showers this evening, so you will need the wet weather gear all day and you'll need it tomorrow as well. i'll tell you more about that coming up. chris. >> frances, thank you. we're learning new details about the death of a cyclist who was hit and killed in san francisco. hundreds turned out on howard street to form a human barrier between the bike lane and cars in protest. abc 7 news reporter luz pena has more. >> reporter: the details of this accident are still unclear. the coroner's office confirmed the victim is tess rothstein. she was going down on howard when the driver of a parked vehicle opened the door. rothstein swerved to avoid the

door, placing her in the path of the truck that ran her over. >> it is unacceptable, and we are calling on the city to take action and to make the changes that are necessary to fill in the gaps. >> reporter: tess rothstein was a design researcher in san francisco who, according to one of her social profiles, enjoyed cycling. her death has hit close to many in the cycling community. >> i bike this route every day. a cyclist that died this morning could have been me. so we need protective lanes. >> reporter: john along with hundreds of cyclists stood next to each other to protest the cyclist's death. >> the next block after where she died has a protective bike lane. she was killed in the last unsafe block of this street before reaching the protective bike lane. >> reporter: howard is one of the most dangerous streets for cyclists in san francisco and

are looking into making changes. >> the mayor issued a directive on wednesday saying that the mta should move forward with quick, near-term projects to increase safety around the city on our high injury network. this is one of those areas we're exploring options to get improvements in by this year. >> reporter: we spoke to the district 6 supervisor who spoke to officials who confirmed changes will be made by april. luz pena, abc 7 news. in the south bay community members marched for justice for an unsolved murder case from last year. 28-year-old father of two francisco santos was fatally stabbed outside his home on raymond avenue on the morning of september 2nd. mothers against murder and the santa clara county sheriff's office are now offering a $30,000 reward for information that would help in the investigation. the suspects were last seen driving a black full-size gmc or chevy pickup truck.

oakland unified school district is planning to lay off more than 100 employees. this follows a decision to cut millions from the district's budgets. members of the board of education voted to cut almost $22 million from the budget to fulfill a new contract agreement to pay teachers more. a spokesman for the district says this will result in some layoffs. the move comes after a week-long strike by teachers. meanwhile officials with the san ramon valley unified school district and the teachers union have reached a tentative agreement on a new contract. the two been holding marathon negotiations. the deal includes a 4% salary increase, a small increase to the retirement plan, caps on class sizes as well. the deal is set to be presented to teachers on monday, and teachers will then vote on the contract next tuesday through thursday. our time now is 5:04. "empire" actor jussie smollett is facing more than a dozen felony charges relating to allegations that he lied to police about being the victim of a violent hate crime.

in january smollett told police that two men attacked him while shouting racist and homophobic slurs and placing a noose around his neck. a couple of weeks later police received new evidence that led them to believe smollett knew his attackers and allegedly paid them to stage the assault. the actor says he's innocent. san francisco is about to get a new influx of millionaires again. several high-tech startups are expected to go public this year. that includes airbnb, uber, slack and pinterest. the move could leave employees of those companies flush with cash and that could drive housing prices up even higher in san francisco. we're looking into the issue as part of our commit ent to building a better bay area. leslie brinkley has been tracking down what it could mean for you. >> reporter: people covet living here in the city by the bay. it's expensive now, very expensive, but buckle up for a ride up on the backs of these ipos. in the next year these major

tech companies like airbnb, uber, lyft and others are expected to go public with a total market capitalization of around $200 billion. many of those employees have an equity stake in those companies. >> if all the planned or rumored ipos happen, we will see in the order of thousands of new millionaires. >> reporter: dennis special is in data analytics and he crunched the numbers on what might happen when these new millionaires start buying single family homes. >> we probably expect 50% to 100% increases specifically for single family homes. >> in san francisco. >> in san francisco. >> that's a hard number to wrap our head around, that prices could go up 50%? >> yeah, unfortunately. unfortunately. >> allegedly we'll have a bunch of thousands of newly minted millionaires overnight coming from the five to six ipos happening, so it remains to be

seen. no one can tell me that won't affect the housing market, it certainly will. >> reporter: some seller are pulling their homes off the market to wait for the ipos to materialize and prices to go up with lots of buyers putting all cash on the table. >> this year seems off the hook wth so many ipos. >> reporter: he said the ipos will bring lavish multimillion dollar parties, helping san francisco's musicians and restaurants in the process. >> there's nights where you drive around san francisco and you see every restaurant or bar is packed with some kind of party. >> reporter: it's going to be quite an ipo tidal wave. the real estate experts i consulted with said that the average home buyer isn't likely to directly compete, at least right now with those ipo buyers because they're going to be targeting luxury homes and city condos. i'm leslie brinkley, abc 7 news. we want to hear your ideas about building a better bay area. what issues do you see where you live and what would make them

meteorologist frances dinglasan will give us the full breakdown coming up in just a little bit. first, in the south bay the silicon valley car show shifts into high gear this weekend. hundreds of cars, trucks and suvs are on display and that includes some local talent. a group of san jose state students are showing off the vehicles they built from scratch. jobina fortson got a chance to jump in the driver's seat. >> reporter: sleek new whips, classic cars and san jose state students are revving up innovation at the silicon valley car show. >> the product idea or intention is to build a vehicle that will serve in neighborhoods or small communities. >> reporter: this is an autonomous vehicle built by students named kiki after a viral dance challenge, so might as well dry it out on the 3-d monitor. >> that is you dancing. >> reporter: we got a tour of other features too. >> a lot of the housings are 3-d print in house. >> reporter: it has five sensors cruised across campus. >> another thing we have is

hour. assemblyman chu wants your clock to stay permanently at saving time. >> i'm hoping this will be the last time you have to switch your clock in california. >> reporter: last year they approved proposition 7 making it daylight saving time year round but it needs the blessing of the federal government. chu says switching time back and forth is hazardous to your health. deprive ourselves of an extra 40 minutes of sleep because of the change. >> reporter: more crashes on roads because of sleepy drivers. >> daylight saving time also causes more injuries at work, and possibly more suicides. >> reporter: here are some survival tips. >> now, alcohol can interfere with your sleep. so avoid using it four to six

hours before bedtime. the same with caffeine, so only decaffeinated coffee. >> reporter: and you prepare for the changes sunday by sleeping earlier. >> you kind of go to bed 15 minutes earlier probably a month before we started switching time. >> reporter: but that extra hour of light could be a good thing. it could give you more time to exercise. tick tock, tick tock, sleep tight, at least until sunday morning. vic lee, abc 7 news. meteorologist frances dinglasan is tracking the forecast for us. frances, we're not looking forward to that sleep change, right, on this shift? >> i'm happy to stick to one time. i'm all for it, you've got my vote. right now we're tracking the rain, live doppler 7 showing us it's starting to hit the north bay coast, some light rain. this is the first rain that will sweep through. we'll get a heavier wave in the next few hours.

a live shot in the south bay shows some thicker clouds moving in through san jose right now. temperatures are on the cool side. 40s acti, even some 30s out the. san francisco 46, mountain view 44 degrees. i'll take you to another shot, still pretty quiet across the bay bridge with some clouds over the wbay area. we had a few sprinkles in some spots but that will increase today. santa rosa 42, fairfield 43, concord 46 degrees. so on abc 7 storm impact scale today and tomorrow this storm ranks a 1. it's a light, 1 out of 5, but we will see some morning rain, even some heavier rain at times. somedo downpours possible. it will turn into showers this afternoon and that will continue tomorrow and taper off by the end of the weekend. all in all we're expecting less than an inch of rain and the breezy winds will pick up, especially along the coast this afternoon. so here's a forecast animation. 5:00 this morning we'll see some rain moving through the bay and

then we'll see a heavier wave start to make its way towards the coast again by about 8:00 this morning. this will sweep through as well the bay area but it already starts to break up at lunchtime. we'll see heavier rain through parts of the east bay. this evening you'll still need a jacket because we'll still see showers throughout the night. we'll see another wave overnight into tomorrow morning, so again, a little heavier rain moving through in the overnight hours. then notice as this area of low pressure slides south, it takes the rain with it tomorrow night. we'll finally get a nice break on monday. so rainfall potential, again, less than an inch. we could see more than that through parts of sonoma county like novato and even isolated areas possibly more than an inch. around the bay area, anywhere from a tenth of an inch to about half an inch. about a kquarter of an inch in oakland. highs will be definitely on the cool side. in san francisco 54, lots of mid-50s around the bay.

56 in oakland and san jose. cooler in santa rosa at 53 degrees. and overnight another chilly night, especially through parts of the north bay. ukiah and lake port dropping into the 30s. we'll see low to mid-40s around the bay area. san jose 41 degrees, morgan hill 38 degrees. so you'll have to turn your clocks forward an hour tonight into tomorrow morning, but we will get more daylight. the sun sets tonight at 6:11, tomorrow it will be at 7:12. unfortunately, it looks a little wet as well for little league tomorrow. we'll start off with some rain in the morning, but better chances as we move later throughout the day. in fact our rain chances will stick around this weekend. monday we get a break, but check out wednesday, thursday and friday. some sunshine and drying out. temperatures will still be on the cooler side. so rain and then showers this morning. turn your clocks forward an hour

enough for an east bay woman. she lost hundreds of dollars due to a mysterious theft. 7 on your side's michael finney helped her out. all she wanted to do was give her son $300 to spend on amazon. >> he moved into a new place. they needed a lot of stuff. >> she never dreamed her money could just disappear the way it did. >> my heart just dropped. >> it began when she bought three amazon gift cards at a safeway store for $100 each. >> they were not only shield, but the claim number was hidden under a scratch-off strip on back. >> my son scratched off the first card and punched in the number. >> to his shock, it was worthless. >> he said it's already redeemed. >> but how was that possible? >> we only open up one card. there's two cards that we're afraid to open. >> amazon told them to go back safeway said call amazon.

>> i have no way if they worked. >> she took this video of her son on the phone with amazon. >> they're open but i haven't scratched off the code. >> amazon told them to go ahead and scratch them off, so he did. >> and they're all redeemed. >> she had paid $300 for three worthless cards, and worse, amazon said it was her loss. >> we are not responsible for any loss or stolen. first of all, it's not lost. second of all, they're not stolen. >> thir her money went into somebody else's account. couldn't amazon get it back? she contacted 7 on your side, we contacted amazon. hours later, she received an e-mail. >> it's all done, please have your son check the account. >> amazon refunded the money after all saying securing and maintaining the trust of our customers is our top priority. amazon works to evolve ahead of bad actors to safeguard our products from misuse. in this case, we worked with the customer to refund the purchase. >> and i was so happy.

>> how do crooks get the money off a gift card? well, sometimes they copy bar codes on store gift cards, wait till they're loaded, then go online to redeem them. it's not clear how they pulled it off in this case or whether amazon tracked down the thief. the only real protection is giving real money. i'm michael finney, 7 on your side. an incredible discovery at the camp fire burn area when a cat that lost its home in the blaze was found safe last week. the ritchie family never thought they'd see their dexter again after the fire burned down their paradise home. they were able to find three of their other cats but dexter went missing. then rescuers found decembxter e months later in the fire zone. they were able to identify him because he was micromicrochippe. the call they received was one they never expected to receive. >> i said what? i don't know, it's pretty emotional. >> it's going to be unbelievable. i think i'm going to stands

there and cry and hug him. >> dexter's next move is to reunite with the ritchies at their new home in missouri. the time is 5:25. some good news for soccer fans. they will host watch parties for the 2019 women's world cup. the stadium home to the san jose earthquakes hosted watch parties last year for the men's. they plan to host all 52 matches with food trucks, in between match activities and prizes for the best-dressed fans. the giants ballpark has begun its name-changing transformation. new signs displaying oracle park have started to show up around the stadium. signs at the entrances were installed this week. the transformation will continue through the end of the month finishing just in time for the home opener against the tampa bay rays on april 5th. still to come on "abc 7 mornings," they can't make going to the dentist fun, but these volunteers are making dental care accessible today for people who can't normally afford it.

be breezy at times. here's your 12-hour planner. light to moderate rain, temperatures in the 40s and 30s. the rain tapers to showers in the afternoon, scattered by about 4:00. inland temperatures warming up to the low 50s and we might see some mid-50s up there, so it will be a cool day overall. isolated showers this evening. i'll tell you how many rain you can expect in your neighborhood through tomorrow coming up. chris. >> frances, as always, download the abc 7 news app to track the weather on the go. you can access live doppler 7 and customize the app to get the latest forecast where you live. sonoma county is warning victims of february's floogding not to count on fema for help. county leaders say the flood damage may not qualify for a disaster. a team from fema will determine if it warrants a disaster declaration. it's not clear if the tally will top the $56 million in uninsured damage to qualify. the trump administration

will not reimburse california for a majority of the cost to repair the upper spillway on the oroville dam. fema approved $205 million but denied a request for an additional $306 million. a spokesperson said the agency would not reimburse for costs related to the upper gated spillway because of pre-existing problems. in februar 2017, both spillways collapsed, forcing nearly 200,000 people to evacuate. the state plans to appeal fema's decision. today marks the first anniversary of a deadly attack at a napa county veterans home. 36-year-old albert wong took his own life. he shot and killed three women who worked as mental health clinicians for pathway home, a residential program for traumatized veterans. wong was kicked out of the facility just days before the shooting. he had lived there for about a year. to mark the anniversary, a remembrance ceremony will be held today for the victims, christine loeber, jennifer gray

golick and jennifer gonzalez. it starts at noon at veterans memorial park in yountville. we've been telling you this hour about the possibility of more millionaires moving to the bay area, sending housing prices soaring. there are still so many people here in need. we're highlighting their stories too as part of our building a bay area initiative. hundreds of people are lined up for a shot at free dental care. it's a program sponsored by the california dental association for people with tooth or gum issues and don't have the money or insurance. abc 7 news anchor eric thomas reports from vallejo. >> reporter: how long has it been since some of these folks have seen the dentist? >> i had one patient this morning, i extracted all of their upper teeth. he said he hadn't been to a dentist in 40 years. >> reporter: dr. nagy is from santa barbara, one of hundreds of volunteers caring for people who can't pay and don't have insurance. he's also incoming president of the california dental association. he says this is what they got into the profession for, to

help. >> we can't do all of their dental needs so we look at what's the most emergent, something that's causing them pain, something that has a lot of infection that could affect their health. >> reporter: dentists will see 1900 patients or more between the two days. at the last one in modesto, 1700 volunteers did more than 10,000 procedures that would have cost more than $1.5 million. but here, no one pays and no i.d. is required. some patients spent hours out in the cold overnight to get a place in line. >> they want to do some fillings. then they'll do the cleaning. >> once patients finish the registration paperwork, they sit over here for a basic medical check. if they are cleared, then they are pointed over to here to get their dental x-rays done. >> i'm happy, i'm excited. i am. this is -- i'm very impressed with this. >> reporter: you think she's excited? talk to this retired den cyst who still volunteers every year

and still gets emotional about it. >> what we do in dentistry is transform people's lives. you have somebody that can't get a job or can't eat or is ashamed to go out in public, and you can change their life in an hour and a half. >> reporter: that's why he's doing this for the 1th time. in vallejo, eric thomas, abc 7 news. >> the volunteer dental clinic runs through tomorrow at the solano county fairgrounds in vallejo. it opened at 5:30 this morning. volunteers will see patients on a first come, first serve basis until 2:00 p.m. at expo hall and mccormick hall. a san jose teenager is heading to hawaii next month thanks to the make-a-wish foundation. the 13-year-old has a nervous system disorder, is nonverbal and spends most of his time in a wheelchair. yesterday cupertino high school students hosted a rally in honor of tony. they raised more than $10,000 for make-a-wish greater bay area. >> we wouldn't be able to make wishes come true without people

like this and kids in the community and everyone coming together. our wishes cost on average $10,000, so that means we have a lot of money to raise to grant over 400 wishes per year in the bay area. we really couldn't do it without the community. >> make-a-wish greater bay area has granted more than 8600 wishes to date in northern california. the time now is 5:35. thousands of vietnamese immigrants are being threatened with deportation due to old criminal offenses after being in america for decades. abc 7 news spoke to a san jose man who was on his way in for an immigration interview before it was abruptly cancelled. he says this is the second time it happened. >> reporter: hanging on to his daughter and his freedom, this san jose resident reported to the u.s. citizenship and immigration services office in santa clara for an interview, expecting to be detained and possibly deported. >> i'm not a bad person. i just make a mistake in the past. >> reporter: however, the agency cancelled the meeting at the last minute, claiming it was a

misunderstanding. but nguyen says the very same thing happened to him in december. >> i don't know what's the next step going to be. it's pretty hard because i can't plan to do anything for the future unless i know what's going to happen to me first. >> reporter: nguyen's attorney is trying to figure out why his client has been called in twice for questioning by u.s. cis. >> i asked her if she could clarify what reasons they are bringing him in. she said you just need to come and be prepared for what happens. >> reporter: nguyen legally came to america as a refugee when he was 12 but he was convicted of voluntary manslaughter in high school after prosecutors say he was a getaway driver for a friend who stabbed another person to death. nguyen maintains he had no prior knowledge but took responsibility, serving 12 years in prison and another two years in i.c.e. detention before being released. >> he took the promise of the criminal justice system that you can pay your debt and move forward and he built a life on that. >> reporter: under the trump

festivities. yesterday mayor london breed joined the united irish societies of san francisco to raise the irish flag at city hall, followed by a ceremony with irish community leaders. the united irish societies will host the annual san francisco st. patrick's day parade next saturday morning starting at 2nd and market and heading to civic center. the countdown is on to the mavericks big wave surf competition. organizers have until next friday to decide if the competition will be held. legendary founder jeff clark is confident it will go ahead. yesterday he posted a clear instagram message to the world surf league, which now runs the competition. mavericks challenge? clock is ticking and wednesday looks good. no time to be shy, let's get it done. so far, though, the official response has been cautious. two swells are headed towards the legendary half moon bay surf spot next week, but neither appears big enough to run the competition. a lot of people with eyes on that. >> yeah. and definitely it's hard to say at this point. i'm a little bit more on the cautious side, but in terms of rain, it won't be raining on

give up a first-round pick for a soon-to-be 31-year-old receiver that wants big checks. stay tuned for that. that's a wrap on morning sports. have a great weekend, everybody. i'm larry beil. meteorologist frances dinglasan joins us now with the accuweather forecast. hi, frances. >> hi, chris. we're seeing the rain right now hit the north bay. live doppler 7 is showing us the light green along the north bay coast, even some bits of yellow. we could see some moderate rain moving through the bay area in the next few hours. we're even picking up some snow. you can see here with the white and pink in some of the higher elevations. so light rain falling along 101. cloverdale down through healdsburg. in fact santa rosa already got almost a tenth of an inch just this past hour. some heavier rain, moderate rain falling along 101 just north of davenport right now. here's a live shot in san jose, so we see the clouds increasing right now. temperatures on the cool side, in the 40s for the most part. san francisco 46, oakland 47, san jose 44, and morgan hill has been in the 30s this morning.

it's currently at 39 degrees. as we check out a view from the north bay, you also see some more clouds there. we'll get some rain. they'll get the rain first through the north bay. santa rosa currently 42 degrees. fairfield 43, livermore 40 degrees. so on our storm impact scale today and tomorrow, this storm ranks a 1. it's light, but we will see some showers and rain, heavy at times during the morning. then it will taper off to showers this afternoon. the showe will linger into tomorrow. less than an inch of rain for most areas, and it will be breezy at times, especially along the coast. so here's the forecast animat n animation. at 7:00 this morning you'll see the line of showers here, the heavier to moderate rain still along the north bay coast. then it sweeps through the bay area. you'll expect heavier rain or you can expect heavier rain through san francisco and the peninsula coast by 10:00 this morning. notice by the afternoon it starts to taper off into scattered showers, so we'll get some breaks, but you'll need the

wet weather gear handy because we'll see isolated showers through the evening and another wave pushes through overnight into tomorrow morning. we could see some snow possibly, mt. hamilton again, and some heavier rain in the south bay. and then tomorrow evening it starts to dry out. then we get a nice break for monday, so i'm looking forward to that. so rainfall potential, again, generally less than an inch but it varies quite a bit. fremont a little over a tenth of an inch and in san francisco almost 0.6 of an inch, closer to an inch through parts of the north bay like novato, san jose about z0.4 of an inch. highs today on the cool side, well below average. mid-50s for the most part. santa rosa 53, antioch 53 as well. cooler lakeport, only 44 degrees today, san jose 56. overnight lows will also be cool with the showers moving through overnight. mostly in the low 40s, but some areas in the inland areas

dropping to the 30s again like santa rosa and also livermore. so for tomorrow if you've got some little leaguers, it's looking like we have a better chance, but we've got some rain to start in the morning, spotty showers, and isolated by the afternoon. slight chance continues during the afternoon hours. here's the accuweather seven-day forecast. so rain, moderate at times this morning, tapering off to showers. temperatures in the low to mid-50s today. turn your clock forward an hour, not looking forward to that tonight for tomorrow, but the showers will continue, although we'll start to get more breaks for tomorrow, more sunshine, and then finally a dry day on monday before another system moves in through tuesday, but this one will be light, although it will bring some breezy conditions with it. then a stretch of dry days midweek toward the end of the weekend. >> frances, thank you. long awaited super hero movie "captain marvel" is now in theaters. early estimates show it could set records.
