good morning, everyone. i'm chris nguyen. we begin with breaking news. right now there is no b.a.r.t. service systemwide because of a computer problem. b.a.r.t. says crews working overnight on its uninterruptable power supply in oakland ran into problems that impacted the power supply and train control systems. we want to bring in now b.a.r.t. spokesperson alicia trust. she has been monitoring the situation. what can you tell us about this? >> well, we still currently do not have b.a.r.t. service but our riders can jump on a bus at our station from the partner agencies that already have established lines. but we've got engineers working on this computer problem as we speak. they have told me they have identified the problem and they're just working to get those power systems back up and running so we can safely dispatch trains from our yards. >> and you mentioned that bus service. can riders access buses at every

b.a.r.t. station throughout the system? >> that's a great question. so it's the established bus lines that are already in place. the only place we have a bus bridge, what our riders know of a bus bridge is there are two dedicated buses running between millbrae and daly city. all of the other stations you have to basically hop on a bus line that already exists and that is already part of their normal service. >> we appreciate that clarification. how often are the buses running this morning? >> well, it depends on which bus line. ac transit as their own routes and county connection as their own routes, and so this is where you need to look into those systems and what headways they are running right now. >> i know that you were saying that the agency has identified the problem, of course. this is related to power supply, train control systems. but is this in any way related to regular maintenance? >> i'm still awaiting details exactly what those crews were doing, were they rebuilding the

system, were they doing preventative maintenance. right now the focus obviously is on getting the power up and running so we can dispatch trains. there will be a full debriefing and investigating exactly what happened, what was taking place, more importantly how do we prevent it from happening again. that will obviously take place today. >> of course, okay. thank you so much for taking some time out of your morning to join us on "abc 7 mornings." we'll of course continue to follow this developing story and bring you more details online, on social media. follow us on twitter for the latest updates. turning to weather now, rain is falling around the bay area, that is our other top lisa argen. >> the heaviest rain we expect is moving towards the bay area right now. here's live doppler 7 looping over the past couple of hou yel orange, it's heading peninsula coast right now. in fact as we zoom in, you can see heavier rain through parts

of the north bay coast and we expect some of this moderate rainfall to hit daly city in the next 20 minutes. it will hit san francisco about 8:30 and moving towards oakland by 9:00 this morning. our storm impact scale ranks each storm. this weekend the storm is a 1, light. we'll have morning rain, that will be the heaviest, and turn into showers by midkday and continue through tomorrow. less than an inch of rain for the bay area, breezy at times. here's a live look as we head out towards mt. diablo. we've got light to moderate rain over the next few hours. temperatures in the 40s. it will taper to showers. by this afternoon it will be scattered in nature. temperatures in the low to mid-50s and then isolated this evening. chris. >> frances, thank you. we're learning new details about the death of a cyclist who was hit and killed in san francisco. hundreds turned out on howard street to form a human barrier between the bike lane and cars in protest. abc 7 news reporter luz pena has the story. >> reporter: the details of this accident are still unclear. the coroner's office confirmed the victim is tess rothstein.

according to witnesses, she was going down on howard when the driver of a parked vehicle opened the door. rothstein swerved to avoid the door, placing her in the path of the truck that ran her over. >> it is unacceptable, and we are calling on the city to take action and to make the changes that are necessary to fill in the gaps. >> reporter: tess rothstein was a design researcher in san francisco who, according to one of her social profiles, enjoyed cycling. her death has hit close to many in the cycling community. >> i bike this route every day. the cyclist that died this morning could have been me. so we need protective lanes. >> reporter: john along with hundreds of cyclists stood next to each other forming a human protected bike lane to protest the cyclist's death. >> the next block after where she died has a protective bike launsa b of this s

before reaching the protective bike lane. >> reporter: sfmta spokesperson confirmed that howard is one of the most dangerous streets for cyclists in san francisco and are looking into making changes. >> the mayor issued a directive on wednesday saying that the mta should move forward with quick, near-term projects to increase safety around the city on our high injury network. we're certainly doing that. this is one of those areas we're exploring options to get improvements in by this year. >> reporter: we spoke to the district 6 supervisor who spoke to sfmta officials who confirmed changes will be made by april. in san francisco, luz pena, abc 7 news. in the south bay community members marched for justice for an unsolved murder case from last year. 28-year-old father of two francisco santos wasatally stbeoutsember 2nd. mothers against murder and the santa clara county sheriff's office are now offering a $30,000 reward for information that would help in the

investigation. the suspects were last seen driving a black full-size gmc or chevy pickup truck. the time now is 8:06.s planning more than 100 employees. this follows a decision to cut millions from the district's budget. members of the board of education voted to cut almost $22 million from the budget to fulfill a new contract agreement to pay teachers more. a spokesman for the district says this will result in some layoffs. the move comes after a week-long strike by teachers. meanwhile officials with the san ramon valley unified school district and the teachers union have reached a tentative agreement on a new contract. the two sides have been holding marathon negotiations. the tentative deal includes a 4% salary increase, a small increase to the retirement plan and caps on class sizes. the deal is set to be presented to teachers on monday, and teachers will then vote on the contract next tuesday through thursday. "empire" actor jussie

minutes earlier probably a month before we started switching time. >> reporter: but tha tight, at least until sunday morning. vic lee, abc 7 news. meteorologist frances dinglasan with more on the rain this weekend. she's keeping an eye on live doppler 7 for us. hi, frances. >> hi, chris. good morning, everyone. we've seen some light rain move through the north bay and some of the heavier rain just about to make landfall along parts of the north bay coast. in fact the heavier rainfall, orange and yellow here, the precipitation rate is about 0.3 of an inch and that is starting to move towards the bay area. you can see it's just off the peninsula coast right now, moving towards the peninsula. so here's what you can expect. by 8:22 it will hit half moon bay, san mateo by 8:friday.

and then closer to fremont around 9:20 this morning. so the heaviest rain is during the morning hours and then tapers to showers this tehere a look ath live shot. you can see those gray skies and rain clouds moving through. san francisco 47, mountain view 47 as well. morgan hill was in the 30s earlier this morning so i'll check on that for you as well. here's a live shot from mt. tam. you can see it's wet and pretty breezy. we've got quite a bit of rainfall through parts of the north bay. lots of mid-40s through santa rosa, petaluma. fairfield 43 degrees right now. this storm ranks a 1, it's light for today and tomorrow. we'll deal with morning rain tapering to showers and that will continue into sunday. less than three-quarters of an inch of rain expected for the bay area and it will be breezy at times. i want to show you the forecast animation. over the next couple of hours we can see this heavier rain start to move through san francisco and make its way along the peninsula coast. then by about lunchtime it

slides south and we'll see the heavier rain toward san jose moving towards gilroy. and then this afternoon we'll see scattered showers. it will continue in the overnight hours and into tomorrow. you see this area of low pressure wrapping around, sliding south, bringing us those showers through tomorrow night. then we finally get a break from the rain on monday but it will be a brief break. so rainfall potenti th that, especially around the bay area. fremont only 0.1 of an inch. we'll get more rainfall through parts of sonoma county. highs today on the cool side, breezy conditions as well, especially along the coast. temperatures well below average, in the mid-50s for the most part, but cooler in lakeport, only in the 40s. and san jose 56. so showers continuing overnight. temperatures will also be cool tonight. mostly in the low 40s, but some 30s out there through parts of the north bay like santa rosa,

livermore at 38 and chilly in lakeport, only 35 degrees. so the chances of rain, i know we're all looking for a break. so we've got a wet weekend aead. a break on monday. then we have another light system moving in on tuesday and check out midweek, no rain. wednesday, thursday, friday, possibly continuing into next weekend. here's the accuweather seven-day forecast. so a rainy start this morning, tapering to showers by midday. temperatures in the low to mid-50s. move your clock forward an hour, not looking forward to that tomorrow morning. but tomorrow we'll see sun and showers. temperatures climbing up a bit for a short break on monday. we have a light system moving in on tuesday, possibly bringing us very light rain, but definitely breezy conditions. and then sunshine, warmer weather, near average temperatures for the end of next week. >> sounds good, frances, thank you. just ahead, good-bye at&t. there's a big change at the home of the giants.

in the rock ridge neighborhood of oakland. i just got here a few minutes ago. there's a few people waiting around, the gates are down at the entrance. i tweeted out that picture. people are coming up and not understanding what's going on, so i've told the people that i've seen what's happening. obviously it's saturday morning, so not a whole lot of people here, but a few people were here where suitcases, obviously planning to go to the airport. so they -- it looked like they got uber or lyfts to try to go to the airport. but as we were standing here when i first walked up, a couple people were trying to figure out what happened. one woman, she was in her car, and she said i'm going to san francisco. i'll take anybody else who wants to ride with us, so that was really nice to see. so two women got in the car with

her. her friend was driving and the four of them were going into san francisco. so susan and jane drove kimberly and ray into san francisco because of this. so a lot of people are just confused and don't know what's happening. so i'm standing at the top of the escalator where the gates are down and there's obviously no activity and i saw a guy, sal, who works on the elevator here and he said that the power system is -- the central power system is down and that's why they can't run any trains. he hasn't heard anything about when it's going to open. >> well, it's great to hear that some people are helping each other out, tracy. we know that bus service is being offered at established routes. have you seen any buses out there at rock ridge yet? >> there is an ac transit bus here. it says it's going to the berkeley marina, though, is what the sign says, so i don't think it's a bus that was sent over specifically for this. but i will -- i will try and

traumatized veterans. wong was kicked out of the facility just days before the shooting. he had lived there for about a year. to mark the anniversary, a remembrance ceremony will be held today for the victims, christine loeber, jennifer gray golick and jennifer gonzalez. it starts at noon at veterans memorial park in yountville. >> we've been telling you throughout the morning about the possibility of more millionaires using prices soaring.ing there are still so many people here in need. we're highlighting their stories too as part of our building a better bay area initiative. hundreds of people are lined up for a shot at free dental care. it's at the solano county fairgrounds. it's a program sponsored by the california dental association for people with tooth or gum issues and don't have the money or insurance. abc 7 news anchor eric thomas reports from vallejo. >> reporter: how long has it been since some of these folks have seen the dentist? >> i had one patient this morning, i extracted all of their upper teeth. he said he hadn't been to a

dentist in 40 years. >> reporter: dr. nagy is from santa barbara, one of hundreds of volunteers caring for people who can't pay and don't have comirent of the california dental association. he says this is what they got into the profession for, to help. >> we can't do all of their dental needs so we look at what's the most emergent, something that's causing them pain, something that has a lot of infection that could affect their health. >> reporter: dentists will see 1900 patients or more between the two days. at the last one in modesto, 1700 volunteers did more than 10,000 procedures that would have cost more than $1.5 million. but here, no one pays and no i.d. is required. some patients spent hours out in the cold overnight to get a place in line. >> they want to do some fillings. then after the filling, then they'll do the cleaning. >> reporter: once patients finish the registration paperwork, they sit over here for a basic medical check. if they are cleared, then they

are pointed over to here to get their dental x-rays done. >> i'm happy, i'm ex i am. this is -- i'm very impressed with this. >> reporter: you think she's excited? talk to this retired dentist who still volunteers every year and still gets emotional about it. >> what we do in dentistry is we transform people's lives. you have somebody that can't gem to go out in public, and you can change their life in an hour and a half. >> reporter: that's why he's doing this for the 15th time. in vallejo, eric thomas, abc 7 news. >> the volunteer dental clinic runs through tomorrow at the solano county fairgrounds in vallejo. it opened at 5:30 this morning. volunteers will see patients on a first come, first serve basis until 2:00 p.m. at expo hall and mccormick hall. thousands of people in riverside county are flocking to see a poppy super bloom.

the power supply. abc 7 news director tracy watkowski joins us on the phone from the rockridge b.a.r.t. station. i understand you just heard an announcement about test trains starting soon? >> hi, chris. yeah, that's right. one of the b.a.r.t. station agents came by. he opened the gate a little bit so everybody got excited, but then she just came out and said, hey, are there buses out here? she announced if there's any buses out here, they'll take people out to orinda. and then with that, we heard the announcement. i couldn't hear it clearly but i asked her what they said. and she said they're starting test trains. and so the announcement said if you see a train, don't let people on yet, it's a test train. so that's encouraging that they're going to be doing test trains. the escalators inside the station are running so some of the people waiting here are excited by that. they think that's a good sign. so there's some hope that the

system will start going soon. i'm standing here with peter, who's a rider, and he came up and he's been checking the b.a.r.t. app, so he heard that trains were running. so, peter, can you just tell us what your plans are today or what's happening? >> my plans are unclear at this point. the app is showing the trains are running but they didn't indicate that they were a test train, so i came to get a train. but the station is locked. there are apparently no trains for passengers that are running at this point. i heard that the bay bridge is really backed up, so i would not make the appointment that i had and i'm not sure what to do. >> thanks, peter. so there is just one person who is dealing with the b.a.r.t. closure this saturday morning. he was going into san francisco and he's trying to figure out if his friend that he was meeting is going to be there. like i said before, a lot of people -- i see people with suitcases that are obviously planning to take b.a.r.t. to the airport and that's not happening. so for people who are waiting,

there is not a lot of information coming out from anyone working here. i've only seen two people inside the station. one is obviously a station worker and one was an elevator operator he said. but so far not a lot of information for b.a.r.t. riders here at rockridge in oakland. >> tracy, a lot of people wondering about the bus service and b.a.r.t. saying the established bus lines will be in effect. so we've been working to get clarification from them on that, and of course people will need to download the b.a.r.t. app if they haven't already so they can get more details on the bus schedules and where exactly they can get service from today as they wait for the tracks and the stations to open again. and i'm really glad that peter mentioned the backup on the bay bridge because let's go back to a shot of me really quickly,

because we can show you outside the scene over the bay bridge. you can see traffic moving behind me a little more slowly than normal on this saturday morning. so we're already seeing the impact. and here's the toll plaza right now. you can see not too bad on the toll plaza on the approach, but of course this will change as the morning progresses. here's a wider shot of the bay bridge as drivers make their way into san francisco. it's not total gridlock. people are moving. it is just a little slower than average. but again, here's that toll plaza camera showing you that traffic overall a little sluggish, but plan ahead, be prepared and be sure to download the abc 7 news app. we'll continue to push out alerts on this breaking news story all throughout the morning. the time right now is 8:47. in sports the sharks have a chance to move to the top of the

that's a wrap on morning sports. i'm larry beil. let's turn to weather and the bay area forecast with meteorologist frances dinglasan. she's tracking the rain on live doppler 7. hi, frances. >> hi, chris. good morning, everyone. the heaviest of the rain is hitting san francisco and parts of it on the coast. i'm showing you live doppler 7. you see the areas of yellow an orange, that's the heaviest rain making its way towards the peninsula coast. we even saw some lightning strikes off the coast earlier. we have rain along highway 1 and light rain reaching parts of the east bay as well. right now in parts of the north bay the precip rate pretty high, almost half an inch per hour but this will move fairly quickly the next hour. look for the heaviest rain all along the peninsula, half moon bay, highway 92, and making its way towards sfo as well. here's a live shot from the exploratorium looking towards

downtown san francisco. you can see the raindrops there, heavy to steady rain expected over the next couple hours. in san francisco it's currently 47, san jose 46, cooler in morgan hill, 41 degrees. this is a live shot from mt. tam, so it's breezy and we see some heavier rain falling over that area right now. in santa rosa, it's currently 45 degrees. look for low 40s through fairfield, livermore at 45. at sfo we've got, well, flight delays. about an hour and a half flight arrival delays right now. and on abc 7's exclusive storm impact scale, we're ranking the storm a 1 for this weekend. it's light, but the heaviest rain is happening right now. it will taper to showers by midday and continue overnight into tomorrow. less than three-quarters of an inch of rain expected for most areas, and it will be breezy at times as well. i want to show you the forecast animation showing you some of the heavier rain moving through san francisco, heading towards parts of the east bay in the next hour. and then by lunchtime, the heaviest rain slides southeast

towards the south bay, san jose, and down towards santa cruz. and then as this area of low pressure starts to slide south, we'll see the showers become scattered in nature this evening, isolated overnight as dhent will start to oh, t n eai mond. so here's aai the bay area, les half an inch in san francisco and very little rainfall expected through parts of the east bay, like fremont and the in valleys. but in the north bay, that's where we've had a bit of rain this morning and that's where we'll see the highest amounts, near 0.6 of an inch in santa rosa, novato and ukiah. highs today on the cool side with breezy conditions as well, so we're well below average. lots of mid-50s and even low 50s out there. san francisco 54, oakland 56 as well as san jose. cooler in some spots like lakeport, only in the 40s this afternoon. overnight lows will be chilly

once again. we'll see 40s out there, even some upper 30s in some interior valleys, like livermore. also in santa rosa, 39. so have the wet weather gear handy all weekend, you'll need it, but the heaviest rain is happening right now and you can expect it over the next couple of hours. it will taper to showers. temperatures today in the low to mid-50s. don't forget to move your clock forward an hour tonight. not looking forward to that at all. tomorrow we'll see sun and showers and then finally a break from the rain on monday, but it's brief because we have another system moving in on tuesday, bringing us some light rain and breezy conditions. and then finally sunshine mid-week and warmer weather toward
