good morning. i am diane marcedo. >> i'm kenneth moton. here are some of the top headlinewe flo o "world news " several airlines are grounding all boeing 737 max 8s after one crashed in ethiopia. all 157 people onboard were killed, including eight americans. we have more details straight ahead. communities in the south are cleaning up again after the second consecutive weekend of tornadoes. nearly a dozen confirmed in five states. it caused damage and power outages but no deaths or serious injuries. american-backed fighters in syria resumed their offensive against isis. their hope is to capture the only remaining town still under control of the terror group. thousands of women and children have been evacuated but some are still there to act as human shields.

serious news this morning. the airlines around the world grounding the same type of jet in the accident in africa. it went down in clear skies on sunday killing everybody onboard. >> this morning ethiopian airlines grounded all its max 8s, cayman airlines and all airlines in china have stopped flying their max 8s as a safety precaution. the airlines in the u.s. is still flying the jet. >> it visited a crash scene, and his airline admitted this morning it does not know what caused the crash. >> the flight that was headed to nairobi, kenya experienced problems almost immediately after takeoff. the plane's flight recorders haven't yet been found. >> abc's brad mielke has more details on this. brad? >> 157 people onboard this plane going from addis, ababa to nairobi, kenya. nobody survived. we're learning a lot of these people were aide workers. the u.s. state department says there were eight americans onboard. the united nations says the flight was carrying 19 staffers working on issues like food

shortages and human rights. more than victims and geography that stood out was the type of plane that crashed. david kerley says the same model went down nearly four months ago. >> reporter: this is a brand-new aircraft, 737 max 8 from boeing, went into service in may of 2017. there are more than 300 of them in the world. 70 plus flying in the united states. yes, indonesian lion airplane crashed in indonesia. we immediately say, hey, is there a connection between the two crashes? it's a brand-new derivative of the 737 and you have two crashes this close together, is there something going on? >> is that cause for alarm or just coincidence? >> reporter: we don't know yet. we don't have enough data to see if they are connected yet. >> guys, just this inspections. we will have more on "start here" this morning. listen on your apple podcast or favorite podcasting app.

kenneth, diane. >> brad, thank you. let's turn to washington where president trump is trying to get congressional funding for the border wall. >> the 2020 budget proposal will be released today. it includes $8.6 billion for the wall, plus another $3.6 billion to replace the funds diverted under the national emergency. congressional democrats say it won't happen, setting up another fierce battle over that border wall. north korea is evading sanctions intended to pressure it to give up its nuclear weapons program. >> a report says north korea is still trading in petroleum and arms. meanwhile the president's chief national security adviser says the u.s. is watching north korea constantly and also is keeping an eye on other foreign hot spots. abc's lana zak reports. >> reporter: president trump's national security adviser, john bolton, said he did not want to go into specifics on new satellite images that appear to show rapid rebuilding of a north

korean launch site. he said that the u.s. watches north korea constantly. >> the united states government, i will put it this way, expends a lot of resources and efforts. we don't have to rely on satellite imagery. there's a lot of activity all the time in north korea, but i'm not going to speculate onuoha that commercial satellite shows. >> reporter: the renewed activity was detected two days after the summit in hanoi where they failed to reach an agreement. president trump said it's too early to draw conclusions. >> i would be very disappointed in chairman kim, and i don't think i will be but we'll see what happens. >> reporter: responding to questions about other areas of international concern, bolton says he believes the upheaval if m esident juan arrest juadoand e ought reason is because they fear if he obeys the order.

kelly concthat th at al >> i think everybody should know -- >> reporter: bombshell claims by gary dennis in manhattan regarding what he says is a never-before-seen tape showing disgraced r & b artist, r. kelly sexually abusing more than one underaged girl. dennis and his wife and their attorney by their side describes in vague terms what the footage shows, which is now in the hands of federal authorities. >> he was telling them what to do and what to say and it appeared that he was in control of the camera. >> reporter: dennis who insists he has no ties to r. kelly, said he stumbled across the old box of vhs tapes inside his pennsylvania homes but has no idea how the tape got there. the discovery came after his wife watched the docu series on lifetime which featured women that claims for years abused them. allred would not say how long the tape is, but believes it's made in the '90s and hinting kelly's face is seen on the

footage. >> can i say that to 100% certainty? no. do i have a basis for believing it? yes. >> reporter: it's yet another bump in kelly's long and winding road. the 52-year-old just got out of jail for failing to pay child support. the embattled artist charged with ten counts of sexual misconduct and aggravated sexual abuse, but his legal team is calling it, quote, open season on their client with regard to the latest tape. steve greensburg saying r. kelly denies he's on any tape with any underaged girls. the doubt here is self evident, we reporting the man on the tape kind of, sort of looks like r. kelly. that doesn't make it him. it is not him. kimberly richardson, channel 7, eyewitness news. passengers on a turkish airline jet got quite a scare while in the air. severe turbulence hit about an

by a jaguar at an arizona zoo is recovering and you can hear her yelling in pain as bystanders and employees rush to help, and one witness distracting the animal with a water bottle. getting it to release its grip. officials at the wildlife zoo near phoenix said the woman crossed over a barrier to take a selfie near the jaguar's enclosure on saturday. the large cat reaching through the fence, digging its claws into her arm. a similar incident happening with the same jaguar just last year. >> are you okay? >> the zoo's d the jaguar will not be euthanized because neither attack was the animal's fault. >> you observe the barrier. they are there for a good reason. we try to keep everybody safe. >> this comes two months after a lion in north carolina mauled an intern to death. and this close call at a zoo in florida, this child injured

this morning on "world news now," new fallout after a deadly plane crash in east africa. >> it's a national day of mourning for all 157 people killed in the american-made jet crashed minutes after take off. the same model was involved in a deadly crash months ago. now airlines worldwide are grounding that model plane. looking at a path of destruction left behind after multiple tornadoes touched down in the south. it's the second round of severe weather that struck that area in a week, and peak severe weather season has not even started. caught on camera, a rush to rescue fisherman stranded on a sheet of ice. a fun day of fishing that turned into a nightmare. >> and the cbd is popping up on resta menus and health food stores, but you might have questions. is it legal? what does it do to your body? we have a special report ahead on this monday, march 11th.

tragic accident. >> reporter: the airline's ceo visiting the site just east of the addis, ababa airport, and the jet taking off for kenya when there was trouble almost immediately. >> the pilot mentioned he had difficulty and want to return. >> reporter: the data shows the pilots were having trouble controlling the aircraft. after that radio call, just 6 minutes after takeoff, the data stops. >> that would suggest the possibility of an inflight explosion or possibility of a fire. >> reporter: in october another 737 max 8 crashed in indonesia. in that case, the pilots failed to disengage the autopilot and had a nose down safety system. now two crashes of the new jet in service for less than two years. >> there's nothing i know of that would give credence to this particular airplane. these two crashes are widely

dissimilar. >> reporter: they are grieving the loss of staff killed in the crash. from britain, 36-year-old joe ann tooele, who going to a conference. the founder of a group who works with unicef. more than 70 of these aircraft are flying in the united states. all carriers say they remain confident in this 737 version. it is early to determine if there is any length between the two crashes. david kerley, abc news, reagan international airport. >> our thanks to david. he mentioned how many are flying in this country, and as we think about those who are lost, and who is flying it, american, southwest, united. u.s. air carriers fly the max and they remain confident in this aircraft as well. >> meanwhile china ordered all chinese airlines that are flying this model to ground those

planes as they investigate. >> yes. we'll be watching the developments with that one this morning. and we are dealing this morning with more tornado aftermath. the second monday in a row, the deep south is cleaning up after a series of tornadoes. at least three ef-1 storms touched down in shreveport, louisiana, just in that area alone, and a dozen tornadoes were confirmed in the south. they produced considerable damage. >> luckily, there are no reports of serious injuries. stephanie ramos has more. >> reporter: a second round of destructive tornadoes pummeling the south. >> it's coming right at us! oh, wow! >> reporter: wat tornado tear across this parking lot in louisiana. 105-mile-per-hour winds, sheering the roof right off this building. this just one of ten reported tornadoes in five states saturday. this video from mississippi showing just how fast these twisters move. >> debris right here. it's coming right at us.

>> reporter: that same tornado leaving the town of walnut in shambles, and similar scenes in arkansas after an ef-1 tornado injured two people near little rock. >> that town, they said take cover. it came through and did damage. >> reporter: memphis, tennessee, slammed. 60-mile-per-hour winds smashing a tree into a home. this was a close call for you guys. >> yeah, i was shaken. >> reporter: the same system turning roads into obstacle courses in the midwest. more than 170 crashes reported across minnesota. this car flipped on to its roof. it rained so much here in memphis that ground saturation d is msi tree to ft rnof the couny is dealing with a second round of weather. peak severe weather is more than a month away.

we are seeing it in lots of places, but also hearing lots of questions. brad mielke is here to separate fact from fiction. what do you have for us? >> cbd seems to explode on the market, and enthusiast say it's a medical marvel, but it's in the legal gray area. the fda has strict regulations but dea is not pursuing anything. they are going full ahead. they are now hitting a speed bump. from vape shops to health shops, and even yoga classes, cbd is everywhere. >> the past generation, cannabis has been thought of as a gateway drug to much more serious drugs. today, cannabis is a gateway plant to a new generation of health and wellness. >> he owns a store where cbd is the main attraction.

who comes here? who is your customer? >> we have a millennial customer that almost expect the opportunity to explore the use of herbs and botanical medicines for health. >> he offers workshops to customers who are interested in learning about cbd to relieve their ailments. >> when i put it on my muscles, i felt like my whole body kind of relaxed. >> i felt an affect but it was weak.lmologist recommended it for me. >> what is cbd? look at it like this. you have cannabis, a bunch of strains containing a different mix with chemical compounds, and thc, you have heard of is the compound that gets you high. anything above a tiny amount is illegal under law. cannabis also contains cbd, and it's known for inducing the mellow, calming sensation. is this smoke in mirrors or based on actual science? i spoke to a doctor studying it to ask about the risks and benefits.

>> it decreases stress and makes people calmer, and decreases anxiety, and a lot of studies are being done to see if it's affective for chronic pain. >> is there a risk of getting addicted to cbd? >> no. anybody taking cbd thinking they are going to get high, it never happens. >> she is working with medical grade stuff, lab conditions. can you see benefits from the stuff you buy than at the health food store? >> if a medication says it works for everything, there's something wrong. to me, that's snake oil. >> how do you know if you are going to a shop or a place that sells some of this, how do you know if it's good? how do you know that it works? >> you don't. that's the problem in an unregulated stage that we're in today. >> this is a central issue with businesses that want to sell cbd. >> most are not fda approved because they have not gone through that scientific rigor. >> that's where the newly

booming market hit a roadblock. under the farm bill, hemp can be legally sold as long as it comes from a licensed grower, but the despite the recent passing of the bipartisan bill, the fda has been reluctant to up its regulation. it causes major confusion. the agency has to approve all consumable cbd products and it's only done it with one drug so far, that is for children with epilepsy. after going for months without clear, updated fda guidance, some cities and states have decided to crack down on cbd additives. one restaurant has been forced to change their menu or face fines. suddenly, that bar can't cktailt coffee shop can't add a few drops to your latte. >> before this started, now we start losing money and we have

to change menus and explain to our customers what is going on and we lose business. >> some places sell prepackaged good, so they are conducting business like usual. but some states like ohio and maine are going farther and banning all edibles with cbd. frustrated lawmakers are demanding answers. one democratic lawmaker obtained a letter written by her and 11 other lawmakers urging the commissioner to provide lawful pathways for hemp-derrived cb thl lookt gazing fdaapprovedoo. th ian uned announcement last tuesday he revealed he will resign next month likely further delaying action. for americans in other states where cannabis is legal, the doctor says you may want to try the cbd infused cocktail, just don't expect a miracle. >> if it's placebo and helps you, i'm fine with placebo affects.

the ethiopian airlines flight had just left addis, ababa headed to nairobi, kenya, and all 157 people onboard were killed, including at least eight americans. daria albinger reports. >> reporter: investigators from the national transportation safety board are now headed to the site of this ethiopian plane crash. 157 people killed, including eight americans. >> we are very, very saddened. our heart is broken for this tragic accident. >> reporter: the jet taking off from addis, ababa heading to kenya. data shows the pilots were having trouble controlling the aircraft when it went down. >> the pilot mentioned he had difficulty and wanted to return. >> reporter: after the radio call, six minutes into the flight, the data stops. >> the fact they wanted to come back to the field might have had nothing to do with what brought them down. but, of course, it looks like they might be connected.

an intense search is under way for a marine that disappeared during a ski trip in california, sierra nevada mountains. he is based at camp pendleton. his father notified authorities when he failed to return home as expected on march 4th. avalanche debris was spotted during the search. winter storms have dumped record amounts of snow making the search even more difficult. an attorney for singer r. kelly says a newly discovered video tape is evidence that it's open season on his client. a man that claims to have found that tape said thought it was aa abusinyoung girls. the man, gary dennis, who found the tape came forward with attorney gloria allred at a news conference in new york and says the tape has been turned over to law enforcement. >> r. kelly appeared to be on the tape but not in concert.

instead he was sexually abusing underaged african-american girls. he was telling them what to do and what to say -- >> his attorney, gloria allred, acknowledged she could not be 100% certain that the man on the tape is r. kelly. the singer's lawyer says it's not r. kelly and he denies kelly is on tape with any underaged girls. venezuela's opposition leader plans to call for a state of emergency as the blackout crisis continues. part of the country remained without power over the weekend. the government has closed schools and businesses today. at least 17 deaths have been blamed on the power failure. president nicholas maduro says the u.s. is behind the blackout. now to good news and bad news when it comes to the flu. the cdc says the flu season appears to have peaked but there are concerns a strain that leads to more illnesses and deaths may be on the rise. the agency says 60% of samples have contained that more dangerous strain.
