closed. started off with metal debris. got flat tires. somebody lost a bumper. a semi had the bumper and it started leaking fuel. they're working to clean that up still. waiting for an estimate from chp. the main line is fully open. here's a look at walnut creek southbound 680 starting to fill in here north of the 24 split. overall, things are average. we'll get drive times coming up next. tesla is recertificatesivers it's changed its mind. >> that means if you want a tesla, buy it now. prices are about to go up for most models. matt keller is live in san jose. matt? >> reporter: good morning, jessica. this tesla store at santana row remains open. it looks like tesla is going to be keeping a lot more retail locations open than first expected. this announcement came in a blog post overnight. tesla is reevaluating its decision from last month about closing many stores and moving to online-only sales.

they hoped to pass along the saves to customers. now they're closing half as many stores. as a result of that, tesla will be raising prices 3% on average worldwide. they're giving you a week to place orders before prices rise. current prices are valid until march 18th. the $35,000 model 3 will not see a price increase, just more expensive model 3s, s and all sales worldwide will be online but the stores will allow you to come in and buy the vehicles. tesla offers a return policy of a thousand miles or seven days, which ever comes first. matt keller, abc 7 news. matt, thank you. new details about a dangerous situation at oakland international airport. a man is in custody after deputies say he showed up to the airport with a knife. >> he planned to stab anster and wanted them to shoot and kill him. >> pacing back and forth and

peeking inside the two vehicles at 845 a.m., the suspect had one goal in mind according to officials. >> he spontaneously explained to the deputies that he had arrived at the airport with the specific intent of stabbing a police officer and that he was intent on killing one of us. >> after one oakland airport surveillance video personnel found the man suspicious, the woman deputy approached ruiz on the sidewalk of terminal 1. >> she was able to get the man to come toward her. he initially then dropped the knife and put it on the ground. >> seconds later, the suspect can be seen changing his mind and picking up the knife. in that moment, the deputy called for backup. >> at that point they used a strategic approach to approach the man from all sides and triangulate on him. >> michael works in the i.t. department at oakland airport. >> i'm assuming the suspect was taken into custody. >> what do you think about the way it went down?

>> i'm pretty glad that nobody got hurt, really. it could have gone a lot worse. >> another concern is was he intent on having law enforcement shoot or kill him as well. that's something we need to look at. >> ruiz was placed under arrest for several charges, including brandishing a weapon and criminal threats. >> you want to stay away from them. you don't want to get too close to them. they're targeted, you're around them. makes you more scared. >> the suspect is known to oakland police and confessed wanting to hurt airport patrons. several ploel polilocal pol departments are using controversial software. it predicts where crime will hit with the help of artificial intelligence. it gathers data from reports. the algorithm, they say is problematic because it leads to overenforcement in minority

communities and lack of enforcement in wealthier areas. according to media partner, east bay times, police in uc berkeley, los gatos and campbell use the software. students are demanding action on climate change and plan to walk out of school on friday as part of the u.s. climate strike. middle and high school students in oakland, san francisco, marin county and the peninsula plan to hold rallies during the walkout. nancy pelosi and senator dianne feinstein to support the green new deal. the organizers want to declare a national emergency on climate change. a hailstorm blanketed parts frt bay area. >> here's what san jose residents saw yesterday. >> the hail lasted about 20 minutes. our media partner, the mercury news, reports lightning and thunder yesterday delayed the start of the cirque du soleil show. firefighters in san jose had

situation. not too much of a delay. a tough spot if that turns out to be there much longer. keeping an eye on that one. southbound 680 before koopman road. one made it to the shoulder, one blocking the left lane. that one is starting to cause a delay. more details coming up next. breaking news this morning on that ethiopian airlines crash. we have just learned in the last hour, the black box from the wreckage has been recovered. the associated press reports the box is partially damaged. it is unclear at this point what information can be retrieved. 157 people were killed, including eight americans. the jet was practically brand new, delivered to the airline in november. the crash occurred six minutes . the ntsb is investigators to figure out why this plane crashed. this morning, indonesia announced it's grounding all

boeing 737 max 8s for inspection. it follows china's move to ground the 100 max 8s operating there. cayman air yeas will take its max 8s out of service immediately. the faa has not issued a similar order for u.s. carriers. southwest, american and united use these jets. >> should these planes be grounded? >> there's no evidence cecilia to ground the airplanes. getting to the black boxes, finding out something about a problem with the airplane. but i think in talking to friends who are pilots at american and united, u.s. rrie . hi thaately t airplaneill be caused this mishap. >> data shows the pilots of the ethiopian airlines flight were having trouble controlling the plane when it went down. they called the tower saying they were struggling and wanted to return to the airport.

tributes pouring in for the son of an oakland city council woman. he was shot and killed in los angeles near usc where he was studying. >> amy hollyfield is in the newsroom with more on the story. amy? >> condolences are pouring in, jessica and reggie. mayor libby schaaf calls it an unspeakable loss. he was studying music at usc. a university representative says they are deeply saddened by his death. he is the son of oakland city council member lynette gibson mcelhaney. he drew inspiration from the beat of the town. one of his former music teachers told us victor had a gift. >> victor was a very special human being. you know, it hurts when one of our young people is the victim of this horrible gun violence that we're dealing with right now. >> the l.a. police department says his shooting may have been

the result of a botched robbery. he was shot just after midnight sunday and was declared dead at 11:00 yesterday morning. no arrests have been made. his mother says funeral arrangements have not been made yet. first, they want to bring victor home to oakland. live in the newsroom, amy hollyfield, abc 7 news. >> our condolences. thank you, amy. the u.s. attorneys office in new york is reviewing a videotape that supposedly shows r. kelly abusing underage girls. a pennsylvania man says he found it while cleaning out an old box of vhs tapes. gary dennis thought it was video of the singer performing. then he watched it. kelly faces ten counts of aggravated sexual abuse involving three girls and april woman in chicago. he pleaded not guilty to the charges last month. he also denies being on this latest tape. he was released from jail on saturday after paying $161,000 in child custody. happening today, san francisco mayor london breed will announce who she is

appointing as the public defendser. that person will replace jeff adachi who died last month. the second in the command has been running the office. breed's appointee will serve until the november election when the office will be on the ballot. breed is set to announce this morning at city hall. b.a.r.t. is monitoring for computer problems like the one that shut down the entire system on saturday for six hours. it will take engineers several days to figure out exactly what went wrong. whatever the issue, it affected not just the trains but the mobile app and for a while the fare gates. people were able to ride for free for an hour after stations reopened. a spokesperson says the problems started at 2:45 saturday morning with the computer network failu failure. sonoma county will begin curbside pickups of the debris in the russian river flood zones. they will go door to door picking up debris in the hard hit areas of western sonoma
