over one of the world's best-known chocks. a spring break crackdown. how resorts from florida to texas are taking action against rowdy students this year. and one woman's ultimate lottery luck winning the jackpot 30 times in one day. good tuesday morning, everyone. we begin with the growing crisis for boeing after that second crash involving a popular new jet. >> breaking overnight more airlines have now been grounded. the boeing 737 max 8 has investigators from the u.s. arriving in ethiopia trying to determine what caused this latest crash. >> in the meantime, we're learning more about the american victims including two brothers from california. this morning, investigators are racing to analyze the flight recorders from ethiopian airlines flight 302, the black box could provide insight into why the plane carrying 157 people fell out of the sky.

>> the only thing we know for sure is right after takeoff the airplane was porpoising going up and down. >> reporter: the first signs of trouble were apparently during the night's ascent. the pilot called the tower to say they were having trouble controlling the plane. then six minutes into the flight to nairobi the jet vanished from radar. this man says he saw the crash. he says the plane rotated two times in the air before coming down. and he says smoke was coming from the back of the plane. abc's matt gutman is there. >> what we saw is how incredibly compact that crash site is. it could basically fit inside of a large hotel lobby. that's because the plane came in so steeply that much of the components of the plane remain buried underground. >> reporter: among the dead are eight americans including melvin and bennett riffel from redding, california. >> the community, we've been through a lot of things this past year, this year, very

supportive community. just this morning after mass people are offering prayer, offering their help in anything. >> reporter: this is the second major crash involving boeing's popular 737 max 8 aircraft. in october, a max 8 operated by lion air crashed into the java sea also minutes after takeoff. and that crash the pilots failed to disengage the autopilot. boeing is developing a software fix in the wake of that crash but right now officials say there's no indication that issue was involved in this crash in ethiopia. >> absolutely critical that the black boxes that were recovered get read immediately so we can figure out whether this was a problem with the airplane that affects the fleet worldwide. >> reporter: 72 planes of that model are flown by u.s. carriers. all three airlines, american, southwest and united, have expressed confidence in the jet and the faa says there's no

evidence that would require grounding the aircraft. but the two crashes have many passengers concerned asking whether the flight they're taking involves a max 8. >> i would be a little leery about flying that boeing plane. >> the union for flight attendants at american airlines told its members if they don't feel safe, they will not be forced to fly on a max 8. breaking overnight the state department is pulling all u.s. diplomats out of venezuela as the blackout in that country enters day six. the situation is so desperate people are now collecting water from a polluted river because water pumps are not working. >> hospitals are struggling to care for patients and schools and businesses are closed again today. drivers are waiting in line for hours at the few gas stations that are still open. government opposition leader juan guaido says years of incompetence have caused the power grid to fall apart. to washington now where house speaker nancy pelosi is

speaking out against impeachment proceedings saying president trump is not worth it. it comes as the battle rages as the president's new budget proposal which calls for cuts to medicare among other programs. abc's stephanie ramos is here with the latest. stephanie, good morning. >> reporter: good morning. the president doesn't seem to be too discouraged by his defeat during the last fight over border wall funding. his new budget asks for even more money all while house democrats continue to investigate him. just as house democrats begin to investigate everything from president trump's finances to his communications with russia to his family -- >> this is all about setting up the stage for impeachment proceedings. that's pretty clear. >> reporter: house speaker nancy pelosi now saying she's opposed to moving to impeach the president. pelosi telling "the washington post," i'm not for impeachment unless there's something so compelling and overwhelming and bipartisan i don't think we should go down that path because it divides the country. and he's just not worth it. pelosi seemingly more interested in seeing democrats beat trump at the ballot box.

this comes on the same day the trump administration submitted democrats say is dead on arrival. more than 4.7 trillion in federal spending next year and trillions more in debt over the next decade. the president's new budget calls for $750 billion in defense spending next year, a 5% increase. in addition to 8.6 billion for the border wall, 3 billion more than what he asked for last year. president trump also telling breitbart news, a right wing conservative site, monday, i don't want people that need welfare coming into the country. we have a problem because we have politicians that are not strong or they have bad intentions or they want to get votes. however, a recent cato institute study found that overall immigrants are less likely to consume welfare benefits and when they do they generally consume a lower dollar value than native born americans. while the president is asking for more funding for the border

wall, his budget proposal would affect spending in education, energy and medicare and it would also call for some major cuts to medicaid. janai. >> all right, stephanie, setting up for another fight over the budget, thank you. and we have video in morning from the front lines of syria where isis militants are making their final stand. american-backed forces are advancing into the final isis stronghold. artillery and gunfire are lighting up the night sky pounding the small village of baghouz. abc's james longman is there. >> reporter: this is as close as anyone gets to the front line in baghouz. we can't have too much light to avoid being targeted ourself. as you can see, artillery fire coming from all sides on that tiny town. this is hopefully the end of the so-called islamic state in syria. >> incredible. four suicide bomb attempts have been reported against coalition troops. isis fighters have been using a network of tunnels to flee and then launch surprise attacks. turning now to the weather, a new storm is heading for the

middle of the country and it could bring blizzard conditions. let's check your tuesday forecast. the western storm is now moving into the rockies and the desert southwest with heavy snow in the mountains and rain in the valleys. expect heavy rain tonight from kansas city to omaha and potential flooding in the upper plains and great lakes. warmer temperatures are a relief for people in north dakota where this girl was surprised to open the door and find nothing but snow. meanwhile in the south, a personal check from a family in alabama turned up in macon, georgia. they believe it was carried a hundred miles during last week's tornado outbreak. coming up, the legal battle over godiva chocolate and where it's from. mrs also ahead, the new app that helps people wearing make america great again hats feel safe in restaurants. caught on camera, we hear

we're back with a close call on the street during heavy winds in london. watch, a man walks by and seconds later part of that building collapses. the bricks and debris rained down but he was not hurt. in germany, heavy winds caused this scare on the road. part of a roof blew off a building in cologne. that driver stopped just in time, but the driver in the next car was hit by another section of roof and it was a direct hit. no serious injuries reported there. back in this country police in southern california say a kidnapping was stopped by some quick thinking parents. police say a registered sex offender tried to grab two preschool boys at a park in lake

elsinore in the middle of the day. parents chased him and then other witnesses helped to hold him down until police arrived. that man now faces attempted kidnapping charges. the kids weren't injured. a new lawsuit against godiva chocolate is all about location, location, location. the labels on the candies say belgium 1926 implying that's where the chocolate is made but many godiva products sold in the u.s. come from a plant in pennsylvania which apparently is not mentioned on the label. the lawsuit claims that is false advertising and seeks $5 million in damages. a new app claims to help conservatives find restaurants and businesses where they can feel accepted wearing make america great again hats. the app is called 63red safe and uses yes or no questions to rate businesses similar to a yelp review. the app's creator says it's designed to get politics out of local businesses. if you're afraid of heights, you won't like this. a new observation deck is opening next year here in new

miami beach is spending an extra $7,000 on police. a tragedy on the highway where a young mother in texas has been killed by a rock that crashed through her windshield. >> police say the rock was thrown from an overpass and now we're hearing from her boyfriend who was driving at the time. this morning a manhunt is under way after a homicide on a texas highway. >> out of nowhere just something just strikes through the window. >> reporter: police near waco say a rock smashed through a car's windshield after someone threw it off an overpass. the rock hit and killed keila flores sitting in the passenger seat. her boyfriend chris rodriguez was driving. >> it was a loud impact, almost like an explosion that went off in the car. i didn't know what it was. when i look over to my right and i see keila just laying there with no response. >> reporter: flores' three children were in the backseat and watched in horror as rodriguez called 911. >> for them to see something and go through this experience, it's -- it's something you don't forget. >> reporter: another man pulled

over and helped rodriguez perform cpr. >> he was helping me do my counts for cpr when i pulled keila out of the car and 4r5id her down and doing cpr, he was helping me stay calm through all this. i didn't even get his name. the have no suspects or a motive for a crime they admit is difficult to solve. an arrest was never made in a similar case in tennessee when a 54-year-old man died after someone threw a piece of concrete from a bridge onto his car last year, and in 2018, five teenagers in michigan pled guilty after throwing rocks from an overpass killing a passenger below. police in texas are now hoping for a break in this most recent case and justice for a grieving family. >> she didn't see desk that and no one deserves that. an innocent person, a good mother, good sister. to do that was senseless. >> the fbi has now joined the investigation and no one else was injured in that car. we're now hearing from one

of two police officers being heeled as heroes after a risky rescue in georgia. body cam shows officers william palmer and kelly horne racing to a burning car in atlanta. they pushed through thick smoke and flames to find the driver pulling him out just moments before that car exploded. >> i was yelling, get out of the car, get out of the car and he wouldn't get out of the car so i grabbed my fire extinguisher and i just manned up and went to get him out. i was hoping the car didn't blow up while i was over there. >> officers noticed flames coming from under the car and followed the driver until he pulled off the road. both officers are being honored for their bravery. a woman in new jersey is recovering after a bull she owns mounted her suv. she was trying to leave the 1200-pound animal back to her farm. it got aggressive and she needed 40 stitches. and this is no bull either. a cow got loose at a rodeo in houston and got into the stands. after several minutes of freedom the cow willingly and safely

returned to its pen. in medical news, your eyes may be the window into diagnosing alzheimer's. a duke university study finds a new scanning device can see signs of the disease almost immediately. doctors say alzheimer's patients experience changes in the small blood vessels in their retinas and they say an eye scan could make diagnosing the illness faster and less expensive and help develop potential treatments. in sports fighter conor mcgregor is facing felony charges after police say he smashed a fan's cell phone outside a miami hotel. police say he stomped on the phone after the fan tried to take his picture. he's now free on bond. last year mcgregor avoided jail time in new york after throwing a dolly at a bus filled with ufc fighters. his sentence included anger management classes. and speaking of anger management, that was not on display in cleveland last night. that.s for the cavaliers and came to blows on the court. both were ejected from the game which cleveland eventually won.

in grounding these planes. the concern comes after an ethiopian flight crashed sunday killing everyone on board. this is the second crash involving the popular boeing 737 max 8. 72 of the maxes are flown by u.s. carriers. senator dianne feinstein has called on faa to ground the plane. the u.s. airlines that use the planes are expressing confidence in them. some passengers, though, say they are concerned. >> this is such a big plane and such a popular airplane getting in the crash. i don't know the cause of this. >> the boeing 737 max 8 is a relative new plane, it's only been out for a years. airlines that use it or southwest, united.
