after mounting pressure, president trump's grounded all boeing 737 max 8 and 9 planes in the u.s. the aircraft is now grounded worldwide. >> the decision could impact specifically san jose and mineta international. matt keller is in san jose to explain. matt? >> reporter: good morning, reggie and jessica. i checked flight aware.com, it shows 22 cancellations here. 14 of those are southwest airlines flights. now i did call the airport and i did call the airline and they have yet to get back with me. we're working to figure out why exactly the flights are canceled. weather may be a factor elsewhere. for many, the focus is on the grounding of the max 8 jets. aviation experts say airlines, mainly southwest, american and united should be able to swap out planes quickly and passengers shouldn't be terribly inconvenienced. that's because the 737 max 8 jets make up a the

u.s. this was one of the last flights to take off. his flight from l.a. to oakland was intense after he discovered he was on a max 8 just before takeoff. the same type of boeing plane that crashed in ethiopia and a few months ago in indonesia. >> these two incidents happened in the first eight minutes, if we take off and have no problem the first 15, 20 minutes, i should be safe and sound. >> southwest airlines is letting people change their flights or rebook if they're impacted by this grounding. they won't charge them any fees. reporting live here in san jose, matt keller, abc 7 news. the man accused of killing a san jose mother is expected to be in court today. carlos air val owe ka ranka rann >> i.c.e. deported him but he came back to the u.s. he's been arrested multiple

times. it asked santa clara county to detain him several times but he remained free. he's due this court for the murder charge this afternoon. the death chamber is officially closed in san quentin. >> governor newsom issued the order. the office tweeted these photos of guards carrying away the lethal injection equipment yesterday. signs read, lethal injection facility is closed per executive order and 0919. voters rejected abolishing the death penalty. >> we talked one-on-one with the governor. he knows he's defying the will of the people. >> good people disagree. deeply held, deeply personal. but state sanctioned, premeditated killing, i can't do it. i can't sign those executions. >> more than 700 inmates are on death row in san quentin right now. moratorium will be in place for the duration of governor newsom's time in office.

we need more housing in the bay area, that's for sure. affordable housing is what we need. that's how i feel about that. >> reporter: the bill's author is scott wiener, he says we have a terrible housing problem and need stronger state standards to make sure local communities are allowing enough housing. b.a.r.t. is expected to vote to support this bill today. live from the contra costa b.a.r.t. station. amy hollyfield, abc 7 news. thank you, amy. a shoplifting call at a popular san leandro thrift store ended with a deadly officer-involved shooting. alameda deputies shot at a vehicle speeding toward them yesterday. this happened while they were investigating reports of shoplifting at a store on east 14th street and 162nd avenue. a man and a woman were in the vehicle which knocked over a deputy's three deputies opened fire. the man died at the scene. the woman taken to the hospital.

we don't know her condition. now to the latest on that college admission cheating scandal. this morning, we're learning how the fbi uncovered the scheme. it was by accident. agents were working on an unrelated fraud case when they received a tip about a bribe paid to a women's soccer coach at yale and that helped unravel the entire scheme. among those implicated, full house actress, lori loughlin. she's free after posting a $1 million bond. loughlin surrendered to the fbi in los angeles yesterday. a courtroom sketch shows her with her arms crossed as she faced the judge. abc 7 news confirmed that notre dame high school in belmont received a subpoena. the administrator tell us they have cooperated fully with investigators. meanwhile, usc says it will bar from admission about half a dozen student applicants connected to a firm indicted in the scandal. what's more, many of the parents in the scandal not only are they accused of bribing, they're also

accused of allegedly helping their kids cheat on the entrance exams. >> according to the criminal complaint, a prominent new york attorney was instructed to tell his daughter to, quote, be stupid. not as smart as she is while beinghogi for extra time on her a.c.t. exam. under the americans with disabilities act, some students qualify for extra time on tests. tutors who help kids prepare for these tests say too many students get extra time. they added that limits need to be set. >> the thing that seems dreadfully unfair to me is the business taking over several days. if they force everyone who does have extra time to take it in one sitting that would seem fairer to me. >> others are accused of taking an s.a.t. or a.c.t. for their kids or having proctors correct their answers. prosecutors are taking this cou multiple years in pris. >> upd

about nine miles per hour. 11 miles per hour once you make it to 580. i have not gotten many new details on the crash on north flynn road. that's where it stops and turns to green after that. looks like some folks are slowing down to take a look at that. then a look at that situation, southbound 880 before a-street. we have one lane blocked there. you are stop and go from state route 238. we'll look at drive times coming up. san francisco is moving ahead with plans to close more than two miles of market street to private vehicles. the better market street project will restrict cars, including rideshare vehicles, between octavia boulevard and the embarcadero. buses, taxis and others would be exempt. the chronicle reports that the planning department released a draft environmental impact report. the vehicle restriction is set to begin next year. the better market street plans envisions new public plaza, bike labors and other stops. they're taking public comment through april 15th.
