bernard is live in vallejo with the chilling details. >> reporter: deon and dan, vallejo police investigating this. the thought of it is totally creepy. somebody inside your house while you're sleeping. it just happened to one local family. >> mine and my sister's reaction, we both got chills. >> reporter: shandell got chills afters. ing they weren't alone sunday morning. their home security system revealing a man wearing a red hoodie on the prowl inside the house while they were sleeping. >> he just came in here, seems like he knew where he was going. >> reporter: the man first seen on a neighbor's security camera walking by the house several times before breaking in through the backyard. >> he slid this and reached over to unlock this sliding door here. >> reporter: once inside he tries to move one of the security cameras in the living room, but most shocking of all, the man is seen upstairs peeking into the bedroom of a 4-year-old

girl and a 1-year-old boy while they slept. >> i'm like, there's a random stranger in the house looking inside my niece's -- my 4-year-old niece's room. >> reporter: the prowler stole electronics from the house, computers, and ipads. >> he went back inside and went back out, carried more stuff, put it in his trunk. >> reporter: the man whose face is hard to see made three separate trips without waking anyone. nobody was harmed but the family feeling violated and afraid. >> your house is supposed to be a safe place. it's not supposed to be in any type of danger. >> reporter: that security camera did not get a good shot of the car the suspect was driving, but apparently he left behind a pair of gloves. police are now analyzing those for dna evidence. meantime the family says they plan to upgrade their security systems. they also plan to adopt a very big dog. we're live in vallejo, cornell bernard, abc 7 news.

in the east bay, three shootings in three days on highways have left the chp on alert tonight. gunfire killed an antioch woman along highway 4 in concord on saturday. two other people survived shootings. one yesterday on 580 in livermore, a possible case of road rage. a third on i-80 in richmond. the chp says all victims were targeted. officers blame gang violence for the death saturday of this young woman, destiny hillary. investigators say the shootings are not connected and no one has been arrested. a dangerous drive for a woman in vallejo. you can see a bullet hole in her driver's side door. she says this happened while she was driving saturday night on garnet drive in the middle of a neighborhood. the driver was understandably shaken up but not hurt. new developments with the college cheating scandal. a hillsborough woman made her first court appearance. the "boston globe" reports davina isaacson, seen here with husband bruce, appeared 11 days

earlier than expected. she did not enter a plea and was released on a $1 million bond. the couple is accused of paying more than $600,000 to get their daughters into usc and ucla. prosecutors say $250,000 of that payment was made with facebook stock. students caught up in the college admissions scandal could have their admission revoked or be expelled from usc. the school has notified the students whose cases it is reviewing. a list of bay area parents who have been charged in the college admissions scandal is one of the top-viewed stories at our website. get the latest on operation varsity blues at abc7news.com. happening now, here's a live look at the richmond-san rafael bridge toll plaza. construction crews beginning more demolition on the bridge after falling concrete damaged a car last month. >> abc 7 news reporter kate larsen joins us live on the bridge where you just had a tour of the job site? >> reporter: deon, dan, we're

still here on the upper deck of the bridge. crews working right now to remove this steel joint from the deck. you can see these two lanes of traffic are closed. this one on the end still open to cars which are zipping by. this is basically what it's going to look like at night for the next 12 weeks. take a look. construction crews are taking apart a sliding plate joint on the upper deck. cal trans says a total of 62 joints were replaced on the upper and lower deck. each replacement takes about four days. the upper deck will be complete in 12 weeks, estimated $8 million. the lower deck repairs will begin next year and have a separate budget. remember this all started back in february when crumbling concrete came down in chunks the size of footballs, hit a car on the lower deck of the bridge, caused a nine-hour shutdown and major traffic jam in the middle of the day. cal trans says it's possible an

overweight truck caused that damage. instead of repairing one crumbling joint, cal trans decided to replace all the joints on the bridge because they are 63 years old. this is essentially what it will look like from 9:00 p.m. to 5:00 a.m. during the week for the next 12 weeks. you can expect some delays at night and in the early morning hours. cal trans maintains that this bridge is safe even in the event of a major earthquake, even while all this construction is going on. kate larsen, abc 7 news, back to you. >> all right, appreciate it, thank you. in our effort to help build a better bay area, we're putting a spotlight on critical issues including homelessness in the south bay. pressure is on to move hope village, a sanctioned homeless encampment. >> now a group of adults have 12 days to move again. amanda del castillo looks at the fight over relocating that camp.

>> reporter: along ruff drive in an airport approach area, is hope village, a fence, tents, common area, bathrooms, people 17 of whom say they're struggling to get back into housing. >> you don't know where you are on that list. it fight be 4,785, or number four. are you going to call me soon? am i going to be out of this situation soon? this is painful. >> reporter: colleen guest's list of questions is growing as they face a march 30th deadline. many recess dens of willow glen neighborhood debated whether the enrampment should move into their community. the initial thought was to use santa clara valley water district property and willow and leon streets. a resident says his concern isn't hope village, rather, the homeless population already there. >> it's a greater problem than hope village can solve. >> reporter: the water district voted against moving to the willow glen location. the mayor emphasize his idea of

real cautionary tale. looking for love online can be risky. an oakland woman lost her life savings, over online scam. i'm glad she's coming forward to help others. >> exactly right. before you say it could never happen to me, you should know romance scams are now the single largest type of consumer traud in the country. this victim asked not to show her face because she hasn't told her family or friends. this 56-year-old oakland woman named yin had little time for a social life between caring for her life and working as a hairstylist. she tells me she never met men through people at the salon. >> i never talk about, mention

about meeting a new guy at work, a shy person. >> looking for a real relationship? >> reporter: after she saw a match.com commercial she signed up, bought a membership, met someone using the name david perez, a u.s. marine corps major and divorced father from san francisco with a 10-year-old daughter. yin didn't know it was a fake profile using someone else's photos. they exchanged pictures and texted constantly, even when he was supposedly deployed to afghanistan. >> i fall in love with him quickly, you know. really swiftly fall in love with him. trust in everything he said. >> reporter: he showered her with attention. one text saying, today was just an honor day until i thought of you and suddenly everything everywhere became extraordinary. another time he wrote, we have to keep our relationship between us, okay, promise me that, because most friends could be jealous. yin answered, sure, i promise you. after five weeks of grooming the scammer turned to money. >> i'm on a secret mission over

here. >> reporter: telling her he's on a secret mission in afghanistan and needs cash fast. >> i know you'll do anything to help me. >> reporter: the scammer spun an elaborate hoax in which yin had to deal with a military attorney through a phony london company and deposit money into a chinese bank. >> i was so nervous, shaking. i did not know what to do. i told him, he said, don't worry, don't worry, don't cry. >> reporter: and yes, yin sent money to someone she never met in person. altogether, how much money did you give? $273,000. >> reporter: yin is not alone. >> fraudsters know the scam works. >> reporter: kerry o'brien with the federal trade commission. she tells me romance scams are soaring. 21,000 people reported losses last year nationwide, totaling over $143 million. she offers advice to those seeking love online. >> talk to your friends and

family. about your relationship. if they're suspicious, you probably should be too. >> if an online love interest asks you for money, walk away. >> the big thin is don't be embarrassed if you fall victim to this type of scam. these people are really good at what they do. >> reporter: the bulk of yin's money came from her account at chase bank. we asked a spokesman about recovering her savings. the answer, this particular case is difficult because the customer confirmed and willingly made the transactions. this is why we urge customers to only send money to people they know and trust. we will continue to look into any and all options. yin finally realized what was happening when david perez said he would meet her for a birthday dinner at scott's restaurant in jack london square. yin showed up, waited, and waited. he never came. >> i went there. i couldn't see him. that's when i said, you know, it's probably a scam. >> reporter: when yin complained to match.com about losing her life savings to a scam artist,

they deleted the david perez profile, told her to contact authorities, and refunded her $107 membership fee. a company spokesperson told me less than .01% of match.com users reported a scam last year, and pointed out the many warnings members receive not to give money to strangers. yin did file a complaint with the fbi's internet crime center months ago and has not heard back. i also called the pentagon, but they have not been able to identify that marine whose pictures the scammer used. >> heartbreaking and really makes you mad. >> it does, absolutely. but that money is long gone. and yin just wants to help other people, to warn people that this can happen. >> how brave to speak out. >> expectatiactly. >> the most common scam going across the country, 21,000 people last year, that's incredible. shifting to the weather now, we have a change in our pattern. >> we do. i know we always need rain but it's not necessarily a change we're excited about. we've had a lot of rain. >> we have.
