all the joints. >> the bridge is safe. it's open to traffic. it'spublic. the only reason we're replacing these right now is out of a precautionary measure. there's no physical or damage that can be seen at this time but we're replacig them just to be cautious. they predict the upper deck work will take about three months and the lower deck repairs won't start until next year. so keep in mind right now this is impacting the upper deck. these repair hours are going to be from 9:00 p.m. to 5:00 a.m. every night. although, take a look right now, from what we've seen so far, we haven't seen a lane closure. possibly they wrapped up a little early. we wanted to give you the heads up to keep this in mind as you plan for the next few months. reporting live from richmond san rafael bridge, amy hollyfield,

abc 7 news. 4:30. if you're just waking up, good morning. here is a look at weather, traffic and mike nicco. >> hi, everybody. a look at doppler 7. it's dry. i overlaid the clouds, they are increasing. not much sunshine, a little fog to start around 12, 29, 80, 37 all the way to florida street and vallejo. now, looking at san francisco, the flags aren't moving much at all, still relatively calm. a little sunshine possibly. may need sunshine time to time. the cloud deck is definitely out there. look what it does to temperatures, nice at the noon, low- to mid-60s. we stay at 50s at the coast, mid to upper 60s at 4:00 and we're still dry during the evening commute, mid-50s to 60. once we get to midnight, the rain is coming back. i'll show you that soon. here is alexis. >> we have a significant problem if you're trying to get out of tracy. we didn't have lane lours closu

sister and kids weren't alone sunday morning. the home security revealed a man wearing a hoodie on the prowl inside the house while they were sleeping. >> he came in here. he seemed like he knew where he was going. >> the man first seen on a neighbor security camera walking by the house several times before breaking in through the backyard. >> slid this and reached over to unlock the sliding door. >> inside he tries to remove one of the security cameras in the living room. most shocking at all, the man is seep upstairs peeking spot bedroom of a 4-year-old girl and 1-year-old boy while they slept. >> i'm like there's a random stranger in the house looking inside my 4-year-old niece's room. the prowler then got to work stealing electronics from the house, computers and ipads. >> he went back inside, went out, carried more stuff and put it in the trunk. >> the man whose face is hard to see in the footage made three separate trips without waking anyone. luckily no one was harmed.

richmond. they say the shootings are not connected. they have arrested the third person involved in the possible terror tack that left three people dead and five injured. a gunman opened fire on as track. several hours later the police took a 37-year-old into custody. he's being held on suspicion of manslaughter. this morning the motive behind the shooting remains unclear. the prime minister of new zealand is vowing never to speak the man accused of murder at two mosques. she will do everything possible to deny him the attention he wants. she also say she will push for new gun control laws. 50 people died in the attack in christchurch. prosecutors have charged that suspect with murder. he has not entered a plea and demanding to represent himself. in texas authorities say a huge chemical fir could burn f two more days before it's out. chemical and a tank at a plant outside houston ignited on sunday. in fact, we showed you this live

on good morning las vegas -- excuse me, wrong show. abc 7 mornings yesterday morning. i was thinking about las vegas. chemicals in a tank there on fire. the fire eventually engulfed six other tanks. emergency responders are spraying foam and water on the flames around the clock right now. authorities say that the air around that plant, though, is no longer dangerous. that's a relief for some residents. the tanks contain chemicals used for nail polish remover, glue and paint thinner. a memorial service is planned for saturday for the murdered son of an oakland city councilmember. victor mcelhenney died after being shot during a robbery on march 10th. no arrest made. he's the son of councilwoman mechan. the ceremony saturday at temple

break out of the 50s at 9:00 and hang out in the 60s for the afternoon. closer to midnight, that's when the rain starts to roll in. tomorrow's commute, not going to be as easy as today, at least not as dry. let's find out this morning. let's bring in alexis. good morning. >> good in we're looking good on golden gate bridge. southbound 101, looks like zipper trucks have been through. take that back. i don't think they have been through. you do not need any room on the southbound side. we're not seeing heavy traffic in either direction. we are seeing heavy traffic out of tracy. i think the sensors may be exaggerating this a bit. we do have a semi that caught fire westbound 580. tracy to dublin is calculating 2 hours 25 minutes. so we've got the three right lanes blocked, only one lane getting by. i don't think they will have to have that many lanes blocked for very long because the semi made it to the shoulder.

way. this morning we are learning that california will host at least one primary debate. the human rights foundation and ucla will co-host the debate on october 10th in los angeles. right now there are 15 presidential candidates. only candidates who receive 1% of the vote in three separate national polls or receive donations from 57,000 people in 20 states can take part. an effort under way for towing companies. ban cities from towing vehicles with five or more parking tickets. also if registration is out of date or the car has been parked on the street in the same spot three days. says it hurts them the f paying not going to help that debt. towing should be used tore traffic and safety reasons, not

really bad spot before north flynn road. chp issued a sig alert a few minutes ago. three lanes block, one getting by. no estimate for when those lanes will reopen. i know the semi initially made it to the right shoulder and emergency crews arrived. they blocked off the rest of those lanes. we are talking about major delays. our partners at waze are calculating about an hour and 30 minute delay. down to 2 miles an hour on 205, 7 on 580. you can bet those surface streets 205 and 580 starting to jam up. ace rail or delay your trip. that's the best advice this morning. the good news, the major problem. bay bridge toll plaza, a little bit of a lineup in the cash lines but that's it so far today. >> thank you, alexis. apple has introduced two new ipads but without the usual fanfare. >> walmart is ready to challenge apple with a cheap ipad rival. this isecbytes. >> in today's tech bytes, new

coming up at 5:00 a.m., good morning tuesday march 19th. never more than 7 minutes away from the accuweather forecast. mike nicco says there's rain in the forecast again, mike. >> coming up tonight and this time tomorrow and all day tomorrow we have a chance of rain. right now just a little bit too much moisture in the air in the form of fog around napa, petaluma and santa rosa. this is the way it looks in san rafael. drive into south 101. very mild morning once again. 48 to 52 at 7:00. we're going to stay in the 50s at the coast while we'll reach 61 to 64. just a little bit of sunshine getting through the cloud deck. by 4:00, the clouds are thicker. that will keep us mainly out of the 70s in most neighborhoods, mid to upper 60s. by 7:00, 55 at the coast and 61, still pretty comfortable.
