911 have to be answered fast. in san jose some calls aren't being answered fast enough. >> san jose is having problems meeting emergency call answering times. >> reporter: city auditor sharon erickson was tasked with finding a solution. the state mandate say calls should be answered within 15 seconds, the average was closer to 80%. the state threatened to cut funding if numbers didn't improve. they reached 90% but did it with huge amounts of overtime, sometimes people on 15-hour shifts. that's not a long-term solution says the police chief. >> we're at 24/7/365 operation. and it takes a large commitment. because of our staffing levels we've had to incorporate mandatory overtime. that can be problematic. it's tough on people. >> reporter: erickson says the best fix is to reroute nonemergency calls. >> stay on the phone and i'll tell you exactly what to do next. >> 40% of the calls they're handling in the call center are

not emergencies. one of our recommendations to begin moving some of those calls out to other personnel. >> reporter: in january of this year there were 24 unfilled jobs at san jose police, eight with san jose fire. the chief says they're doing a lot in terms of recruitment. they have seen a 20% increase in this year's applicant pool. larry, dion? >> we can only imagine being a 911 dispatcher, a pretty tough job. why has it been so hard to hire new dispatchers? >> reporter: given the call volume they have and as big as the city of san jose is, they pay in the middle compared to other centers. it's hard to attract talent and keep them given the work load they have. >> many thanks to you. >> dozens of people in sonoma county needed to evacuate their

homes after a propane truck overturn. this happened on highway 128 between calistoga and geyserville. it affected about 20 homes located within one mileh site. they decided to let the propane slowly escape from the tank. propane can be dangerous if it's handled improperly. >> very unstable within the right ignition limits it can ignite and burn back to where the propane truck is. that's the reason for the precautions and the evacuations. >> the truck may have swerved to avoid an object before it overturned. firefighters say the truck driver was not hurt. the evacuation orders were lifted about an hour ago. sky map 7 shows us where five cars collided in san francisco. three people had to go to the hospital, one is seriously injured. san francisco police are trying to figure out exactly who was at

fault. what happened. muni is running shuttle buses. >> happening right now the bomb squad showed up at a home depot in the eastt of aspiciocke.ta a. emeryville just minutes ago. you can see a man examining a device outside of the store. officers set up a robotic device and sent a member of the bomb squad back to detonate that suspicious item. you see there is no major damage. another look from sky 7 here where officers are assessing the situation. police evacuated the home depot and urged people to stay clear of the area. 11 days after the death of seth rostene, people demanded theyc infrastctee improved. >> abc 7 news joins us live from san francisco.

>> reporter: dion and larry, that's right. we heard and they will expedite more bike lanes across san francisco. in just the time we've been here covering the story several cars have use this had area here where you see the bike area, to double park and even to cut through traffic. cyclists tell us they want changes. >> if you are someone who has feared for your life while riding a bike or walking in our city, please raise your hand. >> reporter: a fear many of these cyclists say they experience on a daily basis. >> some of the scariest close calls i've had people throwing their car doors open. i've had to screech on the brakes and bumped a car door. >> reporter: supervisor matt haney led the rally on the steps of city hall urging mta to make changes. tess rothstein was struck by a truck as she swerved to avoid a car door opening. >> it's not going to hurt things or change things that much to take away one lane of traffic or

one parking lane and be able to ensure people are safe as they bike down that street. >> reporter: 96 hours after her death, sfmta removed parking and added protected bike lanes. >> proactive change. we shouldn't have to wait for someone to die to get an additional block. we need to do everything in our power to make sure we can stop the lives lost on our streets. >> reporter: san francisco's bike network has 448 miles of bikeway. today in a packed room with cyclists sfmta acknowledged the need to expand its protected network. >> on howard between 3rd and 6th street implementing parking protected bike lanes in the area, and we plan to have a permanent project in place by as early as april. right now we have temporary parking protected lanes on 4th and 5th. >> reporter: sfmta is not only working on implementing more

protected bike lanes but also, as we speak, working on polk street. >> much appreciated, luz. cye rider died after being hit by a big rig in the east bay. take a look, sky 7 in san leandro. highway patrol officers believe the motorcyclist turned in front of the truck, and the truck driver told investigators he never saw the riders. the motorcyclist died at the scene. he appears to be in his 20s. the alameda county coroner's bureau is working to identify that man and contact his family. meantime a big rig fire shut down westbound 580 for hours today. it all happened just after 4:00 this morning. the freeway department compleid an hour ago. over the scene of livermore this morning. officials say the truck was carrying frozen meat including bacon. there is still no word on what caused that fire. turning to the weather now. had a couple of really nice days filled with sunshine. and now the rain is coming back.

>> oh, sounds so sad. taking a live look at our east bay hills, mt. tamm tower cams. it is getting gray. grayer and grayer. the rain is getting closer and closer. it's not raining in the bay area at the moment. you can see the green coloration of the approaching rainfall. we have rough surf. a beach hazard statement in effect until 11:00 tonight. a risk of sneaker waves. it's calm and mild. temperatures in the upper 60s to low 70s. here come the clouds and here comes the rain as you look at the satellite radar composite image. coming up generally from our southwest this is a light storm ranking only one on the storm impact scale. for tonight and tomorrow look for a light to moderate showers about 0.2 to.75. looks like a rainy and breezy morning commute. i'll give you a closer look at

this storm and its time line in a few minutes. >> spencer, thanks. automatic license plate readers are coming to discovery bay. abc 7 news was inside this morning's contra costa board of supervisors meeting in martinez where lawmakers unanimously approved the plan. the county will spend more than $330,000 to install cameras along highway 4 and other key entrance points to discovery bay. one supervisor believes license plate readers will fight crime. >> a license plate is associated with a known felon who has a warrant out for his arrest. if it's a car, a license plate associated with a crime, they get dinged. >> civil liberties groups believe license plate readers infringe on a person's right to privacy. nobody voiced any opposition to the plan before the supervisors voted. as part of our effort to help build a better bay area, an entire week on b.a.r.t. the president of the b.a.r.t. board answered some questions

last month, and today he was back answering more as a guest on "midday live." one of the biggest issue riders raised was homelessness. joe sent thus message describing what he's witnessed. they sleep and occupy seats not allowing others to sit, and the smells are usually not pleasant. we asked today what's being done. >> it's really the end of the line station that is have some of the worstproblems. sfo, pittsburg, bay point. i've been working with our directors and it's similar to the homeless outreach team. some of the workers in the station where people are, they're now going out into the trains and these three directors, rebecca saltzman, mark foley and deborah allen, went out until 3:00 in the morning. they were out there with the core team and they've had tremendous success getting people to go to shelters and warming centers. the magnitude in contra costa county, $6 million a year on homeless transports to hospitals. many wind up people at our

only safe route to escape from the violence. >> so imagine san francisco returning to the days of prohibition. not what we saw in the '20s and '30s with alcohol but city hall fighting to keep ecigarettes from getting into the hands of teenagers. >> more teens are vaping nicotine than smoking cigarettes. more on this and are they talking about a ban here? >> reporter: well, they're calling it a prohibition. this is not an only in san francisco issue. as soon as san francisco issued that letter to the fda other cities also followed chicago, new york, and you can bet that other cities in the united states will want to jump on that wagon. ecigarettes are marketed as a way to satisfy their addiction

without the harm that comes from cigarettes. >> if you're trying to be a little bit more healthy, to reduce the amount of nick seen that you're using, this is a really effective method. >> reporter: except they have become wildly popular among teenagers. > it's happening in classrooms, in bathrooms. it is an epidemic. >> reporter: that's city attorney taking on the federal administration for failing to conduct a review of these products. under the law the fda is supposed to evaluate the safety and effectiveness of all products. >> if we can't expect the fda will protect the health and safety of our young people, i don't know what the function of the fda really is. >> reporter: here is what health and human services tell us. tobacco use by adolescents has declined substantially in the last 40 years. but from 2011 to 2016, the percentage of 12th graders who had ever used e-cigarettes increased from 4.7% to 13% with

a spike of 16% in 2015. today's supervisor walton introduced legislation that would essentially ban these products in san francisco until the fda acts. >> we just put it in. >> reporter: sue works at the california tobacco center. vaping has helped her quit smoking cigarettes. now she says a ban would force her to quit altogether. >> that will help me to really quit. it's not available nimt and that will make me cut off. >> reporter: assuming that it passes the ban, the prohibition, if you will, will go into effect 30 days later. live in san francisco, lyanne melendez. >> that one lady was able to stop, but a lot of the teenagers, they're buying their

e-cigarettes online. how are you going to stop that? >> reporter: right. that's right. so if this passes again that is in that legislation would point out they could not order that online and could never be shipped to an address here in san francisco, larry they thought of everything. >> see if it works or really goes into effect. lyanne, thank you. the top three are all in the bay area. marin county ranked number one. san mateo second, and santa clara is third. the only counties not in the top ten are contra costa and alameda and they ranked 11th and 12th. a wide variety of factors are used to calculate from soking to diets, exercising, available health care and social and economic factors. that list was put together by the robert wood johnson foundation and the university of wisconsin. >> are you a fan of starbucks? if you are, grab some coffee.

gray skies. still pretty mild, though. 66 in santa rosa. petaluma, 66. low 70s at vacaville and concord. and the view from mt. tam down on the bay, downtown san francisco. showers will arrive late tonight. slippery spots, wet spots, probably slow going in the morning. and this unsettled pattern will continue into the weekend. so overnight look for a widespread rain developing by the early morning hours in time for the morning commute. low temperatures will drop mainly into the low 50s, so it woen be a wide range of temperatures overnight. 50, 52 degrees in most locations. for late tonight and tomorrow we can expect light to moderate showers. .2 to .75 in most areas and gusty at the coast and over the higher elevations. it will be even cloudier than it is now. and some time between 9:00 and midnight the first patches of

rain moving onshore. spreading during the overnight hours to all parts of the bay area. looks like it will be pretty rainy across the entire region by about 6:00 a.m. and the yellows and oranges here indicate areas of moderate, maybe even briefly heavy downpours and then will start to break up in the mid morning hours and by midday going into the afternoon scattered showers. late in the afternoon and tomorrow evening we'll see the storm wining down although there could be a stray shower here and there. not much will be left of it. winter weather advisory is in effect from 11:00 tonight to 11:00 tomorrow night. above 6,000 feet we expect another 4 to 8 inches of snow and maybe up to 12 inches in the higher peaks. not a big snowstorm but snow nonetheless. back to the bay area for high temperatures as the showers wind down. we'll see mainly upper 50s near the coast and around the bay and 60, 62 degrees in many of our

inland east bay locations and down in the south bay. highs mainly in the upper 50s and here is the accuweather seven-day forecast. despite the fact there are a couple days that might be dry. thursday mainly a dry day with mainly lingering chance of morning showers. friday, the next wave of rain comes in. showers likely on saturday. we expect partial clearing and dry conditions on sunday. and then the light storm on monday with lingering showers into tuesday. we should take the rain -- we have no choice. appreciate the rain now because it will get dry once we get later into the season. >> starting to get to the end of that. >> we think so. the first falcon egg has arrived in the east bay. uc berkeley's parents are expecting their first offspring of 2019. you can see there they keep watch along with the parents on

the chase center reveal week continues. today we learned the dave matthews band will perform inside the new chase center in san francisco in september. then some exciting news for rock fans as the black keys will take over the chase center in november. the band hasn't played in san francisco since 2015. modest mouse will join them as special guests. we also learned thatcad t san f have been tapped to help open the chase center on friday, september 6th.

breaking news in san francisco. the district attorney just announced this afternoon that giants ceo and part owner will not face any criminal charges following an altercation with his wife recently. cell phone video capredim trying to grab a cell phone from his wife. she fell from her chair during the scuffle on march 1st. this video went viral only minutes after the spat ended. larry baer has taken a leave of absence from the giants. major league baseball is investigating and we'll see how this works out. they could decide to punish larry baer with a suspension. now to today's other headlines at 4:30. an audit has found 911 calls in san jose aren't being answered fast enough. california requires 95% of 911 calls be answered within 15 seconds. from around 80% to 90%. the city is looking for solutions. some second graders in the north bay went searching for the term kissing on their school

ipads and found porn videos. leslie brinkley says programs are being removed from the tablets to keep it from happening again. and coming up at 6:00, the i-team's dan noyes will have reaction to the settlement over the death of an inmate at the santa clara county jail. new public court documents show president trump's former personal attorney was in the cross hairs of the special counsel's russia investigation far earlier than previously known. the trove of documents was unsealed under court order in the case against michael cohen. abc news with what they reveal. >> reporter: michael cohen, long time personal attorney, came under suspicion almost from the moment robert mueller was appointed special counsel. newly released court records show the special counsel's office sought cohen's e-mail in july 2017 because prosecutors suspected him of bank fraud, perjury, and other illegal activity. as donald trump took office, the

it, they will do the right thing. and they are also not limited in the same way bob mueller was. >> reporter: cohen told congress he is still cooperting with prosecutors as they look into other possible crimes involving the president. he's due to report to prison may 6th. democratic presidential hopeful amy klobuchar is meeting with supporters in san francisco this afternoon. the minnesota senator is hosting a roundtable on the effects of climate change. community and environmental leaders are taking part in that forum. klobuchar announced her candidacy last month, one of 12 democrats in the running so far. former pentagon chief jim mattis is returning to stanford. the hoover institution announced that mattis will join the public policy think tank to research domestic and international he was in the same role at hoover when president donald trump nominated him to be secretary of defense in december of 2016. the u.s. supreme court today said the government can detain immigrants with criminal records

anytime, even years after completing prison time. the court voted 5-4 in favor of the government in this case which centered on whether detention must occur immediately following an immigrant's release from criminal custody or if it can happen months or even years later. justice stephen breyer said the ruling raises serious due process questions. new zealand's prime minister is urging people to save the name of the 50 victims killed in the shooting massacre instead of the name of the map suspected of killing them. jacinda ardern believes mentioning his name will give him notoriety. she has asked for drastic changes to gun laws following last friday's attack. >> our gun laws will change. cabinet made decisions 72 hours after the attack. before we meet again next monday, these decisions will be announced. >> prime minister ardern has

ordered a review of their intelligence services. officials say they had no prior warning of last week's attacks in christchurch. now on to the investigation into that deadly plane crash in ethiop ethiopia. officials concerned the plane's black boxes have been read, they reveal concerning information. >> all of this news comes as boeing ceo speaks out for the first time. >> reporter: the clock ticks as the world waits to learn what happened inside the cockpit during the final minutes of ethiopian airlines flight 302. the boeing 737 max jet crashed shortly after takeoff killing all 157 people aboard. >> this has been very unusual in terms of the time that's passed. >> reporter: now ethiopian officials say they're ready to share those recordings with the ntsb and boeing. >> you can't fix the airplane until you know what the issue is. >> reporter: boeing has faced intense scrutiny regarding the top selling max 8 jet. the 737 max aircraft also

looking for love online can be risky. an oakland woman has lost her life savings in a romance scam. >> this is such a sad story. she agreed to speak with the i team's dan noyes to send a warning to others. >> it is a tough story, larry and dion. before you could say it could never happen to me, you should know that romance scams are the single largest time of consumer fraud in the country. this victim asked me not to show her face because she hasn't told her family or friends. this 56-year-old oakland woman named yin had little time for a social life between working for her mother and working as a hairstylist. she never met men through people at the salon. >> i never talked about meeting a new guy at work. i'm a shy person. >> looking for a real relationship? >> reporter: after she saw a match.com commercial, she signed

up, bought a six-month membership, and met someone using the name david perez. yin didn't know at the time it was a fake profile using someone else's photos. they exchanged pictures and texts constantly even when he was supposedly deployed to afghanistan. >> i fall in love with him quickly. really quickly, trusting everything he said. >> reporter: he showered her with attention. one text saying today was an ordinary day until i thought of you and suddenly everything everywhere became extraordinary. another time he wrote we have to keep our relationship between us okay, promise me that, because most friends could be jealous. sure, i promise you. after five weeks of grooming, the scammer turned to money. >> i'm objen a secret mission. >> he needs cash fast. >> i just want to you try your best. >> reporter: the scammer spun an

elaborate hoax she had to deal with a military attorney and deposit money into a chinese bank. >> i was so nervous, shaking. i did not know what to do. i told him, he said don't worry, don't cry. >> reporter: and, yes, yin sent money to someone she never met in person. all together, how much money did you give? >> $273,000, over a quarter of a million dollars. >> reporter: yin is not alone. >> fraudsters know the scam works. >> reporter: kerry o'brien tells me romance scams are soaring. 21,000 people reported losses last year totaling more than $143 million. and she offers advice to those seeking love on line. >> talk to your friends and family about your relationship. if they're suspicious, you should be, too. >> if an online love interest

asks you for money, walk away. >> don't be embarrassed if you fall victim to this type of scam. >> reporter: the bulk of her money came from her account at chase bank. the answer, this particular case is difficult because the customer confirmed and willingly made the transactions. this is why we urge customers to only send money to those they know and trust. yin finally realized what was happening when david perez said he would meet her for a birthday dinner at scott's restaurant in jack london scare. yin showed up, waited and waited. he never came. >> i went there, i couldn't see him. it's probably a scam. >> reporter: when yin complained to match.com about losing her life savings, they deleted the david perez profile, told her to contact the authorities, and refunded her $107 membership fee.

a spokes told me less than 0.1% reported a scam and pointed out the many warnings they receive not to give money to strangers. yin did file a complaint months ago but has not heard back. i also called the pentagon, but they have not been able to identify that marine whose pictures the scammers used. we have tips on that to follow. some things came in the past hour. we may be tracking down that man whose pictures were used without his knowledge. >> wow. >> do you think it's possible other people scammed by the same guy? >> it sounds like it, yes. this is common using it for men and women. i'm in the military. the same thing is used again and again and again. >> you said that you've actually heard from other people who have experienced this, too. >> it's such a common thing. it's crazy. >> i feel so bad for her. shifting to the weather now

federal regulators are escalating their legal fight against tesla's eamon musk detailing why they believe he should be held in contempt of court. he had agreed to make sure his tweets were approved by tesla's attorneys. that followed a tweet claiming he secured funding to take tesla private at $420 per share. the securities and exchange commission accuses musk of violating that deal. the s.e.c. even claims one of musk's arguments, quote, borders on the ridiculous. when you think of google, search or maps, and now they're entering a new world, the world of gaming. executive editor is here to discuss they're calling this project stream. they're talking about this being the netflix for video games. is that possible? >> it was called project stream last year when they first announced it. now it's stadia, like the plural
