good morning. it's thursday, march 21st. should be a nice day. >> the first full day of spring. you're never more than seven minutes away from your accuweather forecast. hi, mike nicco. >> hey guys, good morning. no spring showers today. we have some of the fog from rohnert park, pen grove to petaluma. you can see the streets, bodega avenue, towards maria drive. visibility could be less than an 8th of a mile. use the low beams there. looking south on 101. it's cooler for the rest of us. dress accordingly. low to mid-40s there. 48 to 55 degrees at noon with a few clouds out there. we'll stay in the 50s at the coast. we'll hit the low 60s at 4:00.

notice the coastal showers santa cruz mountains, just a stray random shower possible. otherwise, pretty dry. by 7:00, right before the sunsets, 54 to 58. let get a check of the commute. hey, back to the east bay. we have the problem on westbound 80. still not a lot of details. doesn't sound like chp is on the way to the scene yet. i'm sure they will be eventually. westbound 80 before cutting boulevard, we've got a crash blocking lane 2. two vehicles involved. the backup continues to grow. that's a tough spot to have any lanes down. a quick check of the bay bridge toll plaza. we're looking at busy conditions here. we've had a couple of earlier crashes that have cleared. things are starting to improve in that regard. we don't have anything currently blocking but definitely a backup as you appmoin y, ag lights aren. looks like somebody didn't mean to take the carpool lanes and

trying to get in a cash lanes. that's slowing folks down a bit too. next update coming up. a vote on an affordable housing project. >> it would make it easier for teachers afford to live where they work. this is an issue we've been digging into. it's part of our commitment to building a better bay area. right now the south bay top's zillow's listing for the highest representative in the entire country. the median home price in los altos hills is close to $5 million. it's over 3 million in palo alto and close to 2 million in mountain view. >> now a mountain view school district is trying to help by building housing within walking distance to schools. matt keller live for us this mountain view this morning. matt? >> reporter: good morning, reggie and jessica. this issue, obviously, very important for teachers and other workers. the school board here in mountain view taking that vote later today. >> i share my two-bedroom

apartment with my daughter, my son-in-law and my two grandchildren. >> reporter: that's the reality for nancy rodriguez. an administrative assistant. she's moving from sunnyvale to hollister where she can afford a house. then her round trip commute will take more than three hours. others share an apartment where the average one-bedroom goes for $2500 a month. the superintendent is proposing the district have 144 units of housing around the corner from the district office. it would be for employees and school teachers. >> i'm excited about it. it creates a solution that could be replicated across the state. really, it creates a solution that retains teachers for our community to make sure that we have top notch schools >> reporter: teachers in the district have a starting salary of $64,000. they pay $1500 a month for the apartment, saving about a

thousand dollars a month. reporting live in mountain view, matt keller, abc 7 news. another community will be looking for a new place to live. the city voted to ban rvs and other large vehicles from parking on the streets. neighbors and politicians say the rvs were becoming a public health and safety issue. to help alleviate the problem, the city created 60 safe parking spots at community centers and churches. finding solutions to the bay area housing issues can come in many forms. join our better bay area facebook group. in the east bay, a former uc berkeley student is accusing cal football coaches and players of sexual harassment. paige cornelius says she worked for the football team's sports medicine unit last season. in a public facebook post, cornelius wrote, an unnamed coach threatened to fire her if she didn't have sex with him. she also said she would be followed, cornered and inappropriately touched. cornelius reported the alleged harassment but she says she

it's pretty decent for tracy. westbound 580 into dub llin 55 minutes. in the yellow at 22. north bay, commute looking good. southbound 101 san rafael to san francisco, 18 minutes. thanks, alexis. in the north bay, marin water officials have a proposal to raise water rates and put a new fee-based system into effect. the marin ij reports the unanimous vote by the marin municipal water district kicks off a two-month public review. to keep up with inflation, officials are proposing to raise water rates by 4% per year through 2022 as well as increasing existing fees. a new annual fee would be based object meter size costing 16yea. a nal vote scheduled for may 28th. coming up, no crying in baseball. except for right now. why there were tears on the field as the a's take on the

according to a new report is baffling white house aides. >> john mccain received the fake and phony dossier. did you hear about the dossier? he turned it over to the fbi hoping to put me in jeopardy. >> overnight, politico citing people close to trump reported that the president might be, quote, con susciously trying to remake the news environment. some republicans on capitol hill are coming to mccain's defense. >> the president's comments about senator mccain hurt him more than the legacy of senator mccain. >> also the president continues to slam the mueller report. he calls it ridiculous. but says he believes it should be released to the public. happening now, the a's trying to get their first win of the season in tokyo while taking part in baseball history.

>> that is 45-year-old ichiro suzuki coming off the field for the final time before the start of the bottom of the 8th inning. our sister network, espn reports ichiro told the mariners, he will retire after today's game, ending his 19-year big league career in his home country. ichiro was hitless in four at-bats today. but he was able to leave the field with cheers. hugs from his teammates and one final sayonara to fans who gave him a nearly five-minute standing ovation. the mariners and the a's are tied 4-4 in the 11th inning. happening today, march madness kicks off of the lone bay area team in the ncaa tournament action. easy for me to say. 11th seeded st. mary's faces 6th seeded villanova.

cloudy conditions, fog out there. notice the rain moving up into the north bay. there could be au n this movinge north bay during the morning commute along a warm front. each moderate rain by 9:00. here's the cold front that trails it. you can see more yellow with that. the rain will pick up in intensity in the afternoon hours. but notice as it pushes through, it starts to fall apart. by 10:30. if you're heading out tomorrow afternoon into the evening hours, just know it's going to be wet and by the time we wake up saturday morning, we'll see clearing and we'll have dry weather. a little bit warmer saturday and sunday. monday, tuesday and wednesday, temperatures below average with 1 on the storm impact scale. a light storm all three days. let's get back to alexis and the snow. >> yeah. as you just heard mike mention, conditions will change starting tomorrow. late in the morning. but right now, we've got ideal conditions to get to lake tahoe and ski the sierra here. no chain requirements for 89, 80 or 50.

same thing for state route 88. the base totals, not too much has changed in the last week or so. squaw alpine, 108 to 219 inches base. these are incredible from the amount much snow we've gotten. if you're leaving early on a thursday morning, the drive times are going to be pretty light as well. 3 hours and ten minutes to 3 1/2 hours heading to kirkwood from the san francisco bay area. you shouldn't have a tough time getting there. overall, conditions are looking good. >> not bad, alexis. thanks. spring has sprung and all the rain has brought plenty of new growth to the bay area. they enlisted an army of goats to help trim an area in the bayview area. the transit agency says they're on the job always. >> check it out. hollyfield live for us in berkeley. amy? >> reporter: good morning, jessica. yeah, uc berkeley officials have taken steps to make sure that conservatives can safely express themselves here on campus. but today, the white house is getting involved. president trump is expected to issue an executive order today at the white house. he's going to be requiring that universities support free speech or lose federal funding. he's invited four berkeley college republicans to attend the signing. conservative speeches planned by the group in the past here on campus have ended in violent and destructive protests. the university settled a lawsuit promising toccomdate conservative events and to pay a 70,000 fine. some question whether this executive order is even needed. but the conservatives who were invited to today's ceremony told the san francisco chronicle they are glad that the president is getting involved and addressing

this issue. live in ey, a 7 news. amy, thank you. this morning, abc news has learned the fbi is joining the criminal investigation to look into the certification of the boeing 737 max 8. meanwhile, we're also learning more details about last year's max 8 crash in indonesia. bloomberg now reports that u.s. officials started investigating the software system linked to the crash just weeks after that lion air flight plupgd into the java sea. u.s. officials found the stall prevention feature blamed for the crash wasn't flagged in pilot manuals. happening today, the man charged with sending package bombs to prominent democrats will plead guilty in a manhattan courtroom. prosecutors say that cesar sayoc targeted critics of president trump, package bombs mailed around the country, including here in northern california. one in sacramento was addressed to senator kamala harris. the other in burlingame

addressed to democratic activist tom steyer. the u.s. south korea ambassadors are visiting sfan to honor korean war veterans. it will be at the presidio at 10:30 a.m. across from the national cemetery where more than 2200 americans are interred. a wreath laying certificaemony also be held. the two men are on a multicity tour across the country to strengthen the u.s./career an alliance. not a week after the deadly attack in new zealand, the prime minister will move forward with a ban on nearly all military-style semiautomatic guns. abc news was in san francisco when people gathered for a vigil and honored the 50 lives lost during friday's massacre in christ church. speakers included religious and elected leaders. >> we come here united for love and united against hate.

our heart breaks for you christ church. >> the news came out that new zealand -- >> the crowd cheered at the end of the vigil when news about new zealand's ban on assault weapons was announced. one speaker called for a similar law in the u.s. on the peninsula, palo alto police hope you can help them catch an intruder who broke into a home in the middle of the night, sat next to a woman on her bed and tried to talk to her. here's a sketch of the man who got inside the apartment on el camino real early sunday morning. the victim escaped from the intruder unharmed. he's described as 5'8". weighs about 180 pounds and he was wearing a hooded sweatshirt and gloves. the victim says -- tells police the man was carrying a flashlight. in an exclusive interview only on abc 7 news, the ups driver taken hostage at gunpoint, breaking his silence now. abc 7 news reporter amanda del

mitch ellard. a man and woman carjacked his ups truck and took him hostage and forced him to drive. then it sparked a huge chase with police. ellard describes in detail the terrifying ordeal. but he did say there was one surprising moment. >> he was just crying. he was bawling. and i was just sitting there quietly. he just randomly asked me, he goes, hey, can i show you a picture of my daughter? that's what he asked me. i said yeah, absolutely. >> ellard was released eventually from the truck and then shortly afterwards the suspect ran from the truck with a gun in hand. that is when he was shot dead by police. never more than seven minutes away from your accuweather forecast. let's start with temperatures and we will do the neighborhoods in san francisco. everybody is about 48 to 49

since last may. the devices are raising the committee on information technology composed of city departments is scheduled to discuss the idea today. the mayors of oakland, san jose and other california cities are lobbying governor newsom for hundreds of millions of dollars more to fight homelessness. they made the pitch at a meeting with the governor yesterday. the proposed state budget includes $500 million. the mayors say they could use at least 500 million more. the governor left the meeting promising to revise his budget. he didn't say what changes he intends to make. new at 6:00 a.m., very interesting. former vp, joe biden hasn't announced whether he's going to run for president. a new report this morning says his team already has a running mate in mind. according to them, biden -- they're deciding whether to reveal stacy abrams as the vice presidential pick when he makes the announcement. biden and the georgia democrat reportedly met last week.

the rain starting to move into the north bay towards the morning commute. impressive looking low through the gulf of alaska. that's taking most of the energy with it. a low will develop and a weaker one. it brings us a chance of light to moderate rain. the storm was a 1 on the impact scale. kwoert of an inch. farther to the north, light rain rolls in overnight through 9:00 tomorrow. the best chance of rain during the commute tomorrow will be across the north bay. there could be other areas of light rain and drizzle, but it will be steadiest here and heavier with yellows towards the end of the commute. that's with the warm front. the cold front comes in, you can see at 4:00, more yellows and oranges with that. but watch what happens as it moves through. it kind of falls apart. we're on the tail end of that front. you'll need the wet weather gear during the afternoon and the evening hours. but notice as the cold front sweeps through. we wake up saturday morning, looks pretty quiet outside. here's a look at the accuweather
