heavier showers this afternoon and evening. a third of an inch to an inch. gusty in our hills along the coast and the bay shore. best radar returns, around san pablo bay from larkspur, lucas valley, towards richmond, he will so brapt and hercules. it's about to get wet if it's not already. the san jose, one of the last areas to get wet. we've got a good chance of steady light rain this morning. a little bit of a break as we head from mid-morning to mid afternoon as the storm gathers itself up in the north bay. then at 4:00 and 7:00, it will start pushing into the rest of our neighborhoods with light to moderate rain. it's going to get heavier throughout the day. here's frances. >> we'll start with a live shot as the golden gate bridge is looking -- we had a few earlier problems this morning. right now, majorly delay-free. here and across many parts of the -- 101 andse.

headli moving northbound. gilroy up the peninsula. if you're considering mass transit and taking some of the trains this morning, that's a great option. b.a.r.t., ace and the capitol corridor reporting no delays. reggie, jessica? >> you may have to shell out more cash across the golden gate bridge. >> officials will vote whether to increase tolls to $10 over the next five years. abc 7 news reporter amy hollyfield has details. amy? >> reporter: hi, jessica. well, this is expected to pass today. so the cost of passing through this toll booth is likely about to go up. let's take a look at the numbers. you can see what this means for you. drivers with a fastrak pass pay $7 to cross the gold ep gate bridge. that could go up to $8.75 in five years. those who pay as they go, they pay about $8. that could go up to $9.80. this would be a gradual increase

over the next five years. for commuters, that could be an extra $91 more a year. commuters who will bep fit from the toll hike are those who take the bus or the ferry. officials say the money goes towards improving those options. without the money, they would likely have to cut bus or ferry service. the money will also go toward bridge maintenance. this vote is scheduled for later this morning. but it does sound like it's basically a formality. it sounds like it's likely to pass. amy hollyfield, abc 7 news. amy, thank you. developing news now in the investigation into russian interference in the 2016 election. >> special counsel, robert mueller is expected to wrap up his investigation soon. don't expect harsh condemnation of president trump in that report. abc news reporter stephanie ramos is in washington to explain. >> good morning. for months now, plenty of

attention on robert mueller and his investigation. there's still no reporthere are wrapping up. >> the white house, congress and the american public all still waiting for special counsel robert mueller to complete his investigation into russian interference in the 2016 election. sources familiar with the probe tell abc news, they expect no more indictments from the special counsel. but when it's all said and done, it's expected the report won't condemn anyone not actually charged with committing crimes. but will mueller's report be released to the public? >> let it come out, let people see it. that's up to the attorney general. >> in an op-ed, former fbi director james comey criticized the president again. but also said he wouldn't want him to be impeached. comey writing, i don't meawi pr if congress thinks the provable facts are there. i just hope it doesn't because

if mr. trump were removed from office by congress, a significant portion of this country would see this as a coup. >> as we wait for the time report, the white house has to deal with other investigations. just yesterday, they rejected from congressional democrats for documents related to president trump's foep calls and meetings with russian president trump vladimir putin. stephanie ramos, abc news, washington. two jetblue flight attendants are suing the airline after they say they were drugged and raped. it claims the pilot drugged the women and one of the men raped them. the lawsuit accuses the airline of failing to discipline the pilots when the women reported the assault. jetblue and the pilot's lawyers declined to answer questions about the lawsuit and jetblue says it takes these kinds of allegations very seriously. only at 7, we're hearing

legislation to close the juvenile detention center by 2021. they say the city is spending more than $13 million a year to lock kids up in a facility that's 70 to 75% empty. instead, the money should be used to fund rehabilitation programs to help young people build healthy and stable lives. governor newsom is considering a plan to prohibit new death penalty sentences in criminal cases. the l.a. times reports the pronounsment could set up a possible conflict with state attorney general javier becerra who has been a supporter of capital punish am. newsom hopes to work with becer becerra. last week the governor put a moratorium on the execution of death row inmates. >> i've got street level live doppler 7. you can see heading up to 80,

the raiders will remain in e season. yesterday the oakland city council gave final approval to a 2019 lease for the raiders to play in the coliseum. it includes an option for 2020. the raiders will pay $7.5 million to representative the stadium and the practice in alameda for the upcoming season. the team plans to start the 2020 season in the new stadium currently under construction in las vegas. they have that option in case it's not built in time. uber plans to list stock on the new york stock exchange. a source tells bloomberg it could be one of the five biggest listings of all-time. uber's ipo set for release in april is expected to boost the company's value $120 billion. lyft plans to start trading on the nasdaq next week. it's reveal week at the chase center. one final event will be announced today. mayor london breed told us who

let's get to frances and the puppiesft i talk about this. you can s exploratorium camera, it's raining in san francisco. we're going to have light rain this morning and it will turn over to heavier showers that will move from north to south i. it's going to be dry and breezy most of the weekend and then you'll need an umbrella. just about every day next week. here's a look at live doppler 7 down to street level. around tiburon, towards bay bridge, towards 7th street, 980, 880, all along the east bay shore there. moderate showers. the leading edge of the light rain is marching across the san mateo and dumbarton bridges heading towards hayward, union city and fremont. the rain is starting to move into the santa cruz mountains. hasn't quite made it full-on on to 17 and the summit yet. it's pretty imminent. there's the area of low pressure bringing us the heavier showers as we head into the afternoon evening. here we are at 7:00. a lot of light rain out there. then here we go.

case to delay the trial by six g murdered son of oakland city cocimember. 21-year-old victor mcelhaney was shot during a robbery on march 10th. number 4, governor newsom will take new action to protect california's most wildfire vulnerable communities. last year the state's worst year for wildfires ever in recorded history. number 5, a final vote slated for today that could increase the toll for the golden gate bridge to about $10 over the next four years. they need to pay for ferries, buses and maintenance. and number 6, traffic is slow at the bay bridge toll plaza with an accident just reported approaching the tolls. you can see it starting to sprinkle there. roads are getting wet. there's also an accident reported in the maze. it may be on southbound 880 through oakland.

you notice it's bay bridge. traffic is backed up towards a foot of the maze. sohbnd880 rough oakland. that's because of roadwork. you'll find more brake lights through the east bay on southbound 680 and walnut creek. the right-hand side getting more crowded as you make your way towards highway 24 and elsewhere, lots of friday light traffic. but we do see the typical slowing through the altamont pass as well. reggie, jessica? >> frances, thank you. ail judge considering whether to delay the ghost ship fire trial for six months. >> the defense is asking for extra time and they want to dismiss some of the charges. reporter jobina fortson live with the latest developments. >> good morning. the defense is asking for the delay because of newly discovered evidence because of a terk almena are charged with 36 counts of manslaughter for the fire that killed 36 people at the warehouse. the new evidence could impact

the defense strategy. the judge said at a recent hearing, she expects the trial to be lengthy. harris' attorney has upcoming cases that could conflict, which is another reason why he's asking for the delay. among other requests, almena's attorney wants to bar any reference to the warehouse or ghost ship being called a fire trap or anything similar to that. today, the defense will also ask the judge to dismissal men a and harris' charges on the grounds of quote, potentially exonerating evidence was lost or destroyed under the watch of prosecutors. reporting in the newsroom, jobina fortson, abc 7 news. jobina, thank you. police searching forwoen caught on c neighborhood. >> one was so pad that a business had to close. three were set in 30 minutes much each other in downtown san

mateo. police are on the look for these suspected arsonists. the worst of the damage here. they're taking something out of the garbage bins and lighting it on fire. the wall is burnt and the sprinklers went off forcing the business to close yesterday. happening today, governor newsom scheduled to announce new action to protect the state's most wildfire vulnerable communities. he will make the announcement later this morning at the middletown library in lake county. last year was california's worst year for wildfires in recorded history. there were more than 8,000 fires that burned more than 1.8 million acres. the largest was the mendocino complex which was a pair of fires that burned in lake and mendocino counties. a star from modern family is throwing her support behind a asure thatp news. hi lbi with state lawmakers in sacramento yesterday on a bill that would

get rid of the sales tax on diapers. lawmakers say the state sales tax on diapers amounts to about $12 a month. this bill would save families $120 a year. >> it just is a simple thing. it looks silly. it's just a piece of fabric and yet, it sets off an entire chain of events that either allows a woman to go to work, a child to go to daycare or not. >> a previous cost analysis shows state and local governments would lose $35 million a year if the sales tax was repealed. former governor jerry brown vetoed a similar measure in 2016. white house senior adviser and president trump's son-in-law, jared kushner used whatsapp to message people from outside the u.s. kushner september screen shots of his whatsapp message to his white housey mail account and

winter weather advisory at 11:00 for the western slope through 5:00 tomorrow evening. it's going to be a gradual snow but eventually it could accumulate up to about a foot. maybe 14 inches. it will become all snow saturday in tahoe. you get a break sunday. look at all that wet rain and snow next week. jessica? >> thank you, mike. a new report finds california has a long way to go to solve housing shortage. the partnership study says the state needs 1.4 million more affordable rental units. researchers say of more than 2 million very low-income renter household in the state about 2/3 are cost burdened. it calls for the state to give $1 billion annually to cities and counties to fund more housing. in the north bay, marin county is allowing electric bikes in its parks for the first time. the county voted unanimously to allow e-bikes on paved and multiuse pathways. before this, people weren't

alloidel bes on the pathways unless they had a physical disability. they will be available at sonoma area rail and transit stations as part of a bike share pilot program. there are still safety and other concerns to be worked out. facebook says it has fixed a password issue impacting hundreds of millions of users. the menlo park company says the log-in systems are designed to hide passwords. something went wrong and they were accidentally stored in a readable format within the data the company claims the passwords were never visible to anyone outside of facebook. it's notifying everyone whose passwords were stored. it's probably a good idea to change your password frequently. 11 public elementary schools in san francisco are making mindfulness part of their daily routine. experts say practicing mindfulness helps when feeling overwhelmed with your surroundings. for kindergartners, keeping your

have a better chance of heavier rain. here we are at 7:00 with a warm front. maybe a little lull for some of showers develop once again and start moving across. they'll be light to moderate. now at 6:00,ing to taper a little bit. the cold front stalls on top of us. chunk of energy comes through. through the overnight hours, it gets heavier through the south bay and the east bay. we wake up with a few random showers. increasing northerlily breezes bringing us increasing sunshine and drier weather. increasing clouds sunday and sunday night through thursday. that's the next chance of rain. all right. it's already been a little bit of a tough commute this morning. not so friday light because of the wet weather now. we had a car hydroplane in novato. that's in atherton. injuries have been reported. i think we'll see minor slowing as you make your way past that

both men were one-term presidents born in 1924. a spokesperson for the carter center says the former president and his wife enjoy taking walks and they have followed a healthy diet for a lifetime. looking good. in the east bay, about 10,000 runners will hit the streets of oakland for a series of races this weekend. we were in oakland to hear about the oakland running festival. sunday's event includes a 5k race and marathon and half marathon. they will face a new challenge. they will race across the eastern span of the bay bridge. >> which is a big deal and help us sell out the marathon very quickly. ten years this event has also contributed more than $2 million to local charities. >> race organizers and mayor libby schaaf presented two

traffic breaks. traffic is slowing at the scene. also, you'll have slow and go traffic westbound through the altamont pass. eastbound is slow because of roadwork that should be cleared by 9:00. we've got rain on the way. but how about sunday for the oakland marathon, mike? >> looking great, frances. hi everybody. runners, good luck sunday. we're waking up in the mid-40s. by 9:00, about 50 degrees with a light breeze out of the south. a few clouds out there. you still want to wear the sunscreen as you normally do when you're running that long of a distance. today, the morning commute, drizzle to light rain. then for the evening commute, it will be light to moderate showers. the streets will be as slippery if not more so during the evening hours. my biggest concern are the streets. just how slick they are. frances has told us of a couple of spinouts because of hydroplaning. possibility of gusty breezes in the higher elevations.
