good morning. it is saturday, march 23rd. i'm kate larson in for chris nguyen this morning. we are going to start with a look at weather with meteorologist lisa argen. we had some sprinkles this morning but that's not sticking around, right? >> right. kate is heavier in the east bay and south bay as this front progressively shifts from the north to the south. here's live doppler 7 and our storm impact scale. this is a 1 throughout the morning hours. we're looking at rain throughout the east wbay, the south bay, te peninsula and winds are still breezy. over the past three hours look how it has quickly shifted to

the east and the south. where it's raining there's pretty something downpours in the hills east of fremont, union city, newark. further to the north it's lighter in san ramon. from 680 through pleasant hill just some mist and drizzle. back onto the peninsula, 280 is wet and back towards half moon bay down towards portola valley so we'll look for the system to continue to push from the north to the south taking the rain out of here throughout the morning hours. 3 to 8 degrees milder due to all the clouds and we're sitting in the 50s and even some isolated 60s out there. so we'll be talking about sunshine making a comeback for the mid-morning and afternoon hours. kate. thanks, lisa. you can check the weather conditions where you live with live doppler 7 on our website and abc 7 news app. just click the blue live bar at the top of the app. we have some stunning new information this morning about san francisco public defender

jeff adonchi. we know that a lethal combination of cocaine, alcohol and a bad heart killed him. dan noyes dug into the newly released autopsy and toxicology reports. >> one month ago on a friday night, paramedics found jeff adachi unresponsive on the floor of this apartment. they shocked him and got a pulse for a few seconds before it was lost. he was transferred to california psk medical center where a doctor pronounced him dead. a woman listed as catalina told investigators she spent the day with adachi at some point, had some cannabis edibles, a glass or two of champagne with dinner and he ate well before complaining of severe stomach pain so they went back to the apartme apartment. the subject had been acting strange and unlike himself and grinding his teeth before collapsing. catalina called 911 and adachi friend, susie kertz, using his

phone. i said what's wrong with jeff? he said he had stomach pains and heartburn. she said but he's not doing well now, can you please hurry and come here. >> reporter: the autopsy concluded the cause of death is acute mixed drug toxicity with cocaine and ethanol, with hypertensive author sler oughtic cardiovascular disease as a contributor. at some point most likely during the dinner his heart could no longer sustain the stress and became ischemic with death later. the syringes found at the scene were consistent with medical therapy. his death has been ruled an accident. we reached out to the new public defender. his office said he would have no comment out of respect for the family. dan noyes, abc 7 news.

developing news, after nearly two years special counsel robert mueller has completed his investigation into russia meddling in the 2016 election. abc 7 news reporter mona abdi has the story from washington. >> reporter: right now robert mueller's highly anticipated report is in the hands of attorney general william barr. the 22-month investigation has produced 37 indictments and guilty pleas from seven individuals, including members of president trump's inner circle. barr tells congress he is, quote, committed to as much transparency as possible. he pledged to consult with mueller, who he has known for decades, to determine what other information from the report can be released to congress and the public. but democrats are demanding barr release the full report to the american people. >> it's imperative for mr. barr to make the full report public and provide its underlying documentation and findings to congress. >> reporter: the final decision is up to barr.

>> it's in the hands of the attorney general to decide whether, a, it's in the public interest and then, b, are there any legal hurdles to overcome here. >> reporter: president trump also has the power to authorize the release of the report, including classified information. just this week he said he's on board to do that. >> i don't mind. i mean frankl i told the house if you want let them see it. let it come out. let people see it. >> reporter: the contents of the report so guarded even the president is in the dark. >> it's going to be very interesting, but we'll see what happens. there was no collusion. >> reporter: the justice department says mueller is not recommending any more indictments. on capitol hill, senate democrats already calling for both mueller and barr to testify in front of congress. as for the president, he says he's glad the investigation is over. happening today, democratic presidential candidate senator bernie sanders will visit the islamic center of southern california.

he will join interfaith leaders in los angeles to discuss and reflect on the new zealand shooting and the need to come together to address gun violence in america. senator sanders will be here in san francisco tomorrow for a rally. that starts at 12:30 at great meadow park at ft. mason. doors open at 11:00. in the south bay there's growing concern after someone shot at a car in san jose's willow glen neighborhood. it happened near west alma avenue and belmont way. amanda del castillo has the details. >> reporter: the drive from this texaco just before minnesota avenue to a willow glen home shouldn't take more than a few minutes. moments that turned dangerous thursday afternoon. >> as soon as it hit the car, it was very loud, obvious that we had been hit by something. >> reporter: he was behind the wheel, his girlfriend in the passenger seat when the acura mdx was hit. whatever struck the vehicle left this bullet hole behind. >> it could have been a pelt

gun. some people said a small firearm. >> my husband thought maybe it was a .22 caliber bullet. >> reporter: teresa didn't want to go on camera, but after seeing the damage done to her son's car, she fears for the safety of others. located along the same stretch of road are homes, businesses and a brand new preschool. >> so imagine all the parents picking kids up with their windows rolled down on a hot day and that happening. >> reporter: ryan la fountain wants the person responsible caught. until then he's counting his blessings. >> i'm just happy that it didn't actually go through one of the windows. so very close. it was a few inches off. i'm just fortunate for that much. >> reporter: la fountain has filed a police department. the san jose police department has not received any other calls regarding similar incidents in that area. in san jose, i'm amanda del castillo, abc 7 news. pinterest is on its way to an ipo. the san francisco startup is joining the wave of tech companies going public this year.

in the north bay governor newsom has declared a state of emergency because of the increased risk of wildfire. now, the governor says the state can't wait until a fire starts to start deploying emergency resources. abc 7 news reporter wayne freedman has the story. >> we've got to step up our game. dare i say it, get our act together. >> reporter: that was california governor gavin newsom after touring middletown in lake county where people can turn anywhere and find remnants of the valley fire. 60% of the land of this county

has burned since 2015. supervisor mike simon. >> we asked that he come back and pay attention to what we're going through in lake county and today he proved he's a man of his word and followed through on that. >> reporter: when the governor did return he brought a prauk lags of emergency. he has ordered fire prevention measures statewide. they bypass bureaucracy and wave environmental rules that would slow down the process. >> some of these projects quite literally not figuratively could take two years to get done, or we could get them done in the next two months. >> reporter: the executive order will speed tree clearing and management around 2.2 million homes and communities bordering wildlands. the bay area will have four of the projects totaling about 3,000 acres in the east bay, pansy and santa clara county. the largest is the north orinda fuel break. it will protect 62,000 people.

sky 7 uses sky map 7 to show us what that area looks like centered along bear creek road. crews will clear brush and clear existing fire trails to slow the spread of any big fire and make it easier for residents to evacuate. in san mateo county, the kings mountain roadside project will clear trees affected with sudden okay death syndrome. cal fire will protect homes in highway 35 in the woodside area. the el granada quarry park area is filled with eucalyptus. and in the south bay the highway 17 fuel break will clear flammable brush and protect the towns of saratoga, los gatos, monta and scots valley. >> of the 35, every one is seen as equally important and we'll take action on every single one of them immediately. >> 2017 was the worst fire season in california's history until 2018. we can't allow 2019 to maintain

that status. we've got to do more. we've got to be better. i get it. and what we're trying to do today is tell you we want to get it done. >> reporter: when cal fire says they want to begin this work immediately, they mean as soon as monday. they hope to have it finished within two months. in sonoma county, wayne freedman, abc 7 news. now, a report out of santa rosa says rebuilding after the devastating 2017 wildfires is ramping up. the city's deputy director of development services says 70% of the properties in coffey park have been rebuilt or are under construction. 191 homes completed. another 689 are currently under construction. that's out of a total of 1,422 homes that were destroyed in the fire. the total does mark a huge improvement from just six months ago when only 21 houses the been rebuilt and 520 were under construction. millions of disaster victims, including those of the 2017 north bay wildfires had

their personal data compromised by fema. fema shared the sensitive information of more than 2.3 million people with a federal contractor that was helping find temporary housing. in addition to the wildfire victims, survivors of hurricanes harvey, irma and maria were also impacted. fema says it changed its practices last december, but a permanent fix may not be finalized until 2020. check it out, we're a new in-depth look inside the chase center in san francisco, the soon-to-be home of the golden state warriors. cornell bernard tagged along with draymond green who saw his workplace for the first time. >> reporter: we needed a hard hat and safety vest to venture into the new $1.8 billion chase center still under construction. warriors president rick weltz and player draymond green led the way. draymond seemed blown away. >> i'm kind of at a loss for words. i don't know if you can tell or

not, but it's amazing. >> reporter: check out the view from where the court will be. all 18,000 seats seem close to the action. oracle arena had more seats, 19,500, but chase will have something even bigger for the fans. >> they will have a scoreboard that's ten times as big as oracle with a lot more information. >> reporter: it doesn't look like much now but this is where the players locker room will be. draymond called dibs on his locker location. smart man. >> right here, corner. it's going to be good. >> reporter: draymond also revealed who the dubs first opponent will be in the fall. >> october 5th at 5:30 we'll be taking on the lakers in the first preseason game at chase center. and it will be the start of some great things. we're all excited to move over into the new building. >> reporter: a new chapter for the team, but leaving oracle after four nba finals and three championships will be bittersweet. >> we've been saying all along we're leaving a building, we're not leaving a city.

>> reporter: the inaugural event will be september 6th. i'm cornell bernard, abc 7 news. he said he was done with performing but paul simon will headline outside lands this year in san francisco. last year simon retired from live performances, but said he'd perform the occasional concert and benefit of philanthropic organizations. so simon will donate the entire net proceeds from his outside lands performance to nonprofits. the full lineup will be released on tuesday, which so many of us are looking forward to. the make-a-wish foundation celebrated 35 years of granting wishes to children in san francisco last night. ama daetz was the emcee. it included a reception, dinner, si silent and live auction to raise money for critically ill children. some of the auction items included a day with the giants and a private movie screening

680, durham road, certainly light-to-moderate rain. on the peninsula it's been pretty soggy from woodside down through sharon park drive and sanford the wet weather. further to the south around mission college boulevard, it's wet all the way down to parts of the santa cruz mountains and in the sierra nevada it is snowing. temperatures are in the 20s to near freezing and still looking at an additional 2 to 4 inches of rain possible. so as we go through the next several hours, notice by the afternoon we're dry here. 1:00 today we're looking at some sunshine, so enjoy it. today will be the sunnier day. clear overnight. some patchy fog. we're already into tomorrow morning and looking at the clouds increasing throughout the day. as we get to about 8:30, the rain is offshore tomorrow night. unfortunately just in time for your monday morning commute. 6:00 we're getting back into the rain. a live look outside here from the golden gate bridge where it

is mostly dry. 53 in the city as well as san jose, 51 in morgan hill. another vantage point here with temperatures on the mild side, from the low to mid-50s in concord and livermore. don't be surprised to see some fog tonight with all the moisture at the ground. looking at emeryville with temperatures in the 50s. so morning showers, a sunny afternoon. the rest of the day will be dry. for sunday, increasing clouds, though, and looking at that next storm system arriving late sunday night into monday. so as we look at the mountains, you'll see anywhere from 2 to 4 inches left in the sierra, up to 8 inches with gusty winds over the highest elevation. picking this up again tomorrow night trying to track your monday morning, we know it's going to be rainy. it will be slick, a 1 on our storm impact scale. as we go through the afternoon, though, partly cloudy skies. here is your afternoon commute. 5:00 on monday looking much better. so it seems like we have a break, then we have more rain and a little bit of break.

we're certainly in this pattern where this storm system today is exiting, so those of you sleeping through it, good for you. as we look at your monday morning and the afternoon, we'll accumulate again more in the south bay anywhere from a 10th to a half inch additional rain from hayward to fremont. this is the system into monday. as for this afternoon we're looking at 63 fremont, 62 in palo alto. so the rain of this morning a thing of the past. tomorrow for the marathon looking at numbers in the 40s with mostly cloudy skies, so certainly a great day for the runners. the accuweather seven-day forecast, some morning showers and then looking at temperatures actually rebounding with that afternoon sun. a chance late tomorrow, 1 on our storm impact scale monday and tuesday. will it ever end? well, we are looking at the breaks in between, kate, so that's the good news. >> i was going ask you that, lisa, will it ever end? last weekend was a nice reprieve, but here we are again.

good morning. it is 5:30 on this saturday morning. we are going to start this half hour with a look at weather with meteorologist lisa argen who's tracking all our rain and maybe some sunshine. >> oh, yeah, absolutely. the rain is getting out of here early, probably while most of you are sleeping. it's a 1 on our storm impact scale. you probably heard it coming down pretty good last night and still in parts of the east bay and south bay we've got some rain. right now this morning it's decreasing in the north bay. breezy winds in the hills. so this is a loop of the past three hours.

you can see how quickly it is getting out of town. as we go into fremont south of there and also in the hills, paseo padre parkway looking at the wet weather. to the north we've got some rain around camino pablo and from crockett and martinez. walnut creek and pleasanton, very light rain, also into concord. in the south bay we've got a lot of shower activity as well. so anywhere from 3 to 12 degrees warmer this morning. we're looking at 50s, even some 60s. but where the rain has ended, temperatures are in the 40s. the skies are beginning to clear in the north bay. 10:00, no rain, we're all in the 50s. and then by this afternoon, upper 50s to low 60s, sunny skies 2:00. then by the evening, we've got patchy fog. looking at our next chance of rain unfortunately as early as late tomorrow night. kate. >> thanks, lisa. well, spring is of course here, but i bet you remember the very wet winter we had. that contributed to some major

erosion along our coast. one particular area, poplar beach in half moon bay has seen two times the rate of erosion. lyanne melendez went there to try to find out why. >> reporter: people in half moon bay have long made the coastline a favorite place to unwind, but this slice of heaven is in jeopardy as the erosion here threatens the local coastline. >> there's been times where we couldn't even get down this way because it's eroded. they have done maintenance work over the years, but i'm worried it will be gone completely before we know it. >> reporter: the erosion here is happening at a much faster rate than anticipated. >> so there's the impact from the ocean behind us, there's storm water runoff from the surface. >> reporter: the winds this year and the previous two years have also accelerated the erosion. the city is now installing safety fencing along the bluff at five locations. >> the city is concerned with the safety of the general

public. >> reporter: another reason for putting up the fencing is to slow down any further erosion. >> you know some warning signs could be helpful, if that's affordable, to say please avoid contact with the cliffs, we bbe at your own risk. >> reporter: the city has some signs up and will add more. >> i'm living in cape cod right now so it's something that communities on the coast are talking about a lot and trying to develop resiliency plans. >> reporter: a more permanent fix such as boulders is not economically practical. >> the funding required to armor all of it would be beyond anything that any jurisdiction can come up with. >> reporter: regardless, mother nature will always have the upper hand. >> so we do want to protect not only the bay, but the families who live here. it's a beautiful place. >> reporter: a great view, even though for the time being we may have to admire its beauty through fences. another question is what to do

with this trail, so close to the bluff. should they move it in the future? yet another consideration for the city of half moon bay. lyanne melendez, abc 7 news. well, in five years many drivers will be paying nearly $10 to cross the golden gate bridge. bridge district directors voted yesterday to approve a plan to increase the toll every year for five years. it's expected to raise about $100 million that will go forward improving and adding bus and ferry service as well as bridge maintenance. right now drivers with fastrak pay $7 and others pay $8. starting in july fastrak users will pay $7.35. in 2023, you'll be paying $8.75. if you pay as you go, you'll pay $8.20 in july and $9 by 2023. if you drive across and are mailed an invoice, it will cost you $8.35 starting in july and $9.75 in five years.

in the east bay a memorial service will be held today for the son of an oakland city council member who was murdered this month. 21-year-old victor mcelany was shot and killed or march 10th. he was a student at usc studying music. no arrests have been made yet. he is the son of lynnette gibson mcelany. an alert on your phone will soon warn you are potentially dangerous vibrations underneath your feet. the california office of emergency services and usgs will conduct a test for sending early earthquake warning alerts to phones next week. the shake alert will go out to people in oakland on wednesday at 11:00 in the morning. it will be spent to everyone inside a 60-square block area east of lake merritt. it is possible some people outside the area will receive the alert. we have a link with more information on our website,

abc7news.com. in the north bay a thief hit a santa rosa homeowner's yard snatching two of these mannequins. we first showed you the yard earlier this week. jason windes installed the mannequins after the city hit him with a zoning violation because the fence is too high. this is what the yard looked like before the theft. he said thieves had access to the mannequins because his fence is now too low. he says he's installed this guard in the yard, but it doesn't seem to have helped. wonder why. windes says his fence was originally high to keep his dog safe. the city of santa rosa has not commented on the display. today is a great day. it is national puppy day. yesterday we got a head start celebrating here at abc 7. abc 7 holds an annual adoption drive with our perfect pet partners to celebrate the day. it's designed to get people to adopt dogs from shelters. all the fun started with "abc 7 mornings." >> it's a relaxing chirp of puppies up here. it is the most adorable day of

the year. >> look at all our colleagues hard at work this morning over there in the puppy pen. >> guess who i have here? >> who? >> a dog named reggie. can you believe? look at this. look at this little guy. did you just name him reggie a second ago to get me to fall in love with him so i'd adopt him? >> yeah, basically. >> jessica, you'd probably like this reggie a little more. he's quiet and well behaved. >> i think they're naming them after everyone on "abc 7 mornings." you know, i think there's a resemblance. yeah, you know your name, don't you? give me a kiss? look at these two, they found a good pillow this morning. national puppy day. we're celebrating with puppies on 7. all of these puppies are here and they are pooped. look at that. they had to get up real early to come be with us. there is one of the siblings up saying now's my chance to shine.

now to a fresno state professor who has more than a million followers on instagram. he has no pictures of pretty people, places or food. instead, it's just physics experiments. >> somebody started following me. suddenly i got a big spike in followers. it was elon musk. he since deleted his instagram accounts. that's kind of sad. fun is in the title, physics fun. i put the two words together because usually people don't associate those two words together, but i want them to. i want them to realize physics is amazing. the tag line is physics is the real magic of the universe. i had a few things posted. i woke up one day and there was like 4,000 people following me. i thought that was interesting. i started to post a little more often. suddenly i had 20,000 followers. then i started posting on a daily basis. there's enough people that feel passionate as i do that i have a million people that decided to follow me.

i wouldn't have guessed that. this is a coil of wire and the coil is hooked up to some l.e.d.s. if i spin this rapidly, you see that it generates electricity. if you can spin this thing on its side, it will actually flip up. if i spin it -- some of the comments are i didn't know this was physics. or physics really is fun. or just people are surprised. i've even had people write me and say they started their own collection of these kind of things. it's really rewarding just to see the response. it kind of looks -- if i turn it around here it will always hop up onto its stem like so. strange physics interacting with the tabletop. everything i post, i want them to see something that they might not have seen before and realize this is part of our natural world. you'll see here i look smarter every day, i just made a post, that's kind of fun.
